All communications for insertion in the POLICE GAZETTE, and all communi- cations relatiuf/ to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZBTTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apjnehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10 « . A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. &. TZOXS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible fur any proceedings winch may result from such, publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1.— Printed hand- bills, or other advertisements, offering a reward for the discovery ol property or the detection of crime, whether printed and issued by the . Metropolitan Police, or distributed and exhibited, with the sanction of the Commis- sioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points :— ( a) The amount of the reward, ( ft) The conditions on which it is payable, ( c) The name and address of the person by whom it will be paid. Qd) The name and address of the printer must appear thereon. 2.— No expression must be used in such an advertisement in relation lo property stolen, or criminally taken or disposed of, holdine out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is part icularlydirected to the conditions ( a) to ( d), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE.— There are 190 Stations of the Metro- politan Police Force at which Notices can he posted. He advertises " Ladies' Clothing" for disposal, asks that money be forwarded, and on receipt of same decamps. Is identical with Man, Case No. 6,27th ult. Warrant issued. Information to Supt. Roboihani, Newbury. 7— Wallingford ( County).— For steal- ing, 16th ult., at Churn Gamp, a bicycle ( re- covered)— ALBERT SEAT0N, age 24, height 5 ft. 10 in., complexion sallow, hair brown, eyes blue, scar right groin, star on forearms; dress, khaki uniform of the 1?. Berkshire Regiment. A native of Forton, Gospoit. Warrant issued. Information to Supt. Hearness, Wallingford. DEVONSHIRE. 9.— Exeter ( City).— For stealing jewellery ( as bailee)— Expiree THOMAS WHITWORTH, alias GEORGE THOxMPSON, JAMES URWIN, GEORGE JOHNSON, JAMES ROGERS, GEORGK LAMB, JOHN DRURY, JAMES UN WIN, and GEORGE LIMB, Office No. 1326- 98, Case No. 38, 11th September, 1903, ag" about 56, height » ft. 11 in., complexion rather pale, hair and moustache white, eyes brown, walks erect, of military appearance ; dress, square cut greenish plaid lounge coat and vest, black or grey trousers, black bowler hat, cream colour knitted tie, wearing a white metal chain with drop piece and stone on swivel as pendant. Ab- sconded 13th ult., carried a small yellow hand bag containing watchmaker's tools. Calls at puolic houses and barracks for work, and may be found at common lodging houses or casual wards. Is likely to obtain employment at his trade or as a tailor in some country district. Has resided in this city in a furnished room for the past 3 months , where he has left his wife and child. Was an in - mate of South Molton Workhouse from October, 1903 to March last. Has been convicted at Lin- coln, Grantham, Northallerton, Sheffield, Beverley Aberdeen, and Durham. Warrant issued. A labourer; native of Clitheroe, Lanes. Has been employed in the Dockyard as a hammerman. Is a reservist of the 2nd Lancashire Regiment, No. 3399 ( Identity No. D 2). May re- enlist. ESSEX. 11— Colchester { County). — For failing to surrender to bail at Essex Quarter Sessions, 21st October, 1903, for larceny ( person) at Parkes- ton Quay— ABRAHAM BERK, age 44, height 5 ft. 6 in., stout build, complexion pale, pock marked, hair dark brown, eyes grey, mole left cheek and right lower eyelid, scars right side of neck and right wrist, pockmarks inside left arm. GLOUCESTERSHIRE. 13. — Cheltenham { County). — For em- bezzlement— FRED SMITH, age about 21, height 5 ft. 5 or 6 in., complexion fresh, slightly freckled, hair sandy, slight moustache light, very light eye- brows, awkward gait, splay feet; dress, dark suit, dull red vest, brown boots. A milk carrier or farm hand. Stated he was a native of Ross. Ab- sconded 26th ult. Had with him a new " Pro- menade" bicycle, No. 6, Perry's fittings, free wheel, plated rims, Scott tyres, Perry front rim brake, Crabbe back brake, rubber pedals. Stated he was going to Bristol and then to Rugby. Warrant issued. Information to Supt. Hopkins, Cheltenham. HAMPSHIRE. 14— Basingstoke ( County). — For em- bezzlement and falsification of accounts— HENRY HORACE TIGWELL, age about 22, height 5 ft. 7j in., slight build, complexion fresh, hair brown, eyes grey, lost right arm, right foot slightly de- formed ; dress, usually blue serge suit and cap. Is fond of football and cricket. An insurance agent; native of Basingstoke. Warrant issued. Information to Supt, Hale, Basingstoke. KENT. 17 — Sandwich { County).— For stealing, 13th ult., at Guston, near Dover, 15s. worth of 6d. stamps; £ 3 19s. 8d. in Id. stamps; 5s. in halfpenny do., and 18s.— JOHN HARTLEY ( sup- posed false), age 25 ( looks older), height 5 ft. in., complexion fresh, hair brown, eyes blue, scar left side of forehead, impediment in speech, coloured star back of left hand, rose back right hand. Is a deserter from the No. 107 Seige Train Company of the Royal Garrison Artillery, stationed at Guston. Was engaged as clerk ; wearing plain clothes. Warrant issued. Information to Supt. IS.— Gravesend ( Borough).— For stealing, 26th ult., a pneumatic safety bicycle, " Eagle" make, plated Westwood rims, 26 in. fra. ne, top bar dropping to head, Dunlop tyres, free wheel, front rim brake only, full accessories including pump and bell— A. CHIYERS ( supposed false), age about 21, height 5 ft. 4 in., complexion pale, hair dark, clean shaven ; dress, grey single- breasted coat, dark red and green plaid vest, blue serge trousers, black hat. LANCASHIRE. 19.— Blackburn ( County).— For stealing from his lodgings at Darwen, 27th ult., 2 leather purses, containing £ 5 lis. : 1 9 ct, gold signet ring with heart centre— A MAN, age 35 to 40, height 5 ft. 7 or 8 in., complexion fresh, hair ( bald on top) light brown, clean shaved, red nose, rash on forehead ; dress, dark blue jacket suit, red socks, button boots, wore a gold ring with white stone. Stated he was a native of London and that he was an electrical engineer. Information to Supt. Myers, County Police Office, Blackburn. 20.— Hurst ( County).— On Bench Warrant for failing to surrender for trial, charged with obtaining £ 2 10s. by false pretences— WILLIAM HARRIS SCOTT, age 53, height 5 ft. 9 in., com- plexion sallow, hair ( thin on top) dark brown ( turning grey), eyes grey, scar right thumb, left thumb nail split. Information to Supt. Hewitt, Hurst, near Ashton- under- Lyne. 21. — Skerton ( County). — For obtaining £ 3 5s. by false pretences— JAMES McPHER- feON, age 35 to 40, height 5 ft. 9 or 10 in., thin features, hair and moustache dark, hook nose, speaks with Scotch accent, stoops slightly ; dress, black coat and vest, light trousers, cap, dark muffler. He called on a minister, represented that he was a Sergeant of the Cameron High- landers at Inverness, stated he was absent without, leave, and that if he did not return by a certain time he would be court- martialled, obtained the above amount to redeem his uniform and pay his railway fare. Identical with James Patterson, Case No. 16, 22nd April last. Warrant issued. rnformation to Supt. Barnett, Skerton. 22.— Salford ( Borough). — For failing to surrender to his bail for unlawful wounding— OLIVER SANDS, age 45, height 5 ft. in., com- plexion fresh, hair grey, eyes brown, cut mark bridge of nose and over left eye. Information to the Chief Constable, Town Hall, Salford. 15 — Portsmouth ( Borough).— For house- breaking, 29th ult., and stealing a gold bracelet ( recovered); 1 lady's gold dress ring, set turquoise in centre, pearl each side ( 1 missing) ; 2 artificial teeth, set in silver plate; and 3s. 7d.— A MAN, who gave the name of HENRY WHITE, age about 50, height 5 ft. !) or 10 in., stoops slightly, moustache dark; wearing dark coat and vest, white muffler, supposed cord trousers, dark cap. Appearance of a labourer or tramp. Information to the Chief Constable, Portsmouth. NORFOLK. 23. — Acle ( County).— For stealing 14s.— GEORGE S1ANTON, age 22, height 5 ft. 8 in., complexion fresh, hair light, eyes grey, carries his head downwards when walking; dress, blue serge suit with grey stripes, cap, light lace boots. A butcher; native of Crostwick. Was accompanied by Two Men now in custody. Warrant issued. Information to Supt. Basham, Acle. on Life Policies by promising them medical appointments under the Society. Has been con- victed at Greenock, Belfast, and Oldham. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Nottingham. SHROPSHIRE. 25.- Bridgnorth ( County).— For stealing, 16th ult., at Highley, a bicycle ( recovered)— SAMUEL ROBERTS, age 53, height 5 ft. 6 in., complexion fresh, sunken cheeks, hair ( slightly bald on top) and stubby moustache dark brown ( turning grey), eyes blue, blue mark on nose ; dress, dark jacket, vest and cap, moleskin trousers, blucher boots, nails in toes. A pit sinker; native of Dudley. Is well known at collieries in the Midlands. Warrant issued. Information to Supt. Walters, Bridgnorth. STAFFORDSHIRE. 26. — Burslem ( County). — For stealing from his lodgings, 23rd ult., a black gun metal keyless watch, white dial, black figures— THOMAS WHITE, age about 25, height 5 ft. 6 in., com- plexion, hair, and moustache dark, peculiarity in one eye ; dress, old dark jacket and vest, black trousers, muffler, dark peak cap, lace boots. Stated that he was employed with roundabouts, & c. Warrant issued. Information to Chief Supt. Hill, Burslem. 27.— Longton ( County).— For stealing, 17th ult., a silver Albert chain and 9s. lOid.— JOSEPH FIELDING, age 16, height about 5 ft. 3 in., com- plexion fresh, hair brown ; dress, light speckled coat, light green vest and trousers, dark plaid cap, lace boots. A pit lad ; native of Castleford, Yorkshire. Warrant issued. 28.— Longton ( County).— For carnal know- ledge of a girl age 13, 12th ult.— WILLIAM BROWNSWORD, alias BROWN, age 28, height 5 ft, 5| in., complexion fresh, hair and mous- tache dark brown, eyes grey, wart on light side of nose ; dress, long coat and cape, dark yellowish vest, trousers with light stripes, black and white check muffler, dark plaid cap, lace boots. A farm labourer ; native of Caverswall, Staffs. Some- times tramps the country. Warrant issued. Information to Supt. Oakden, Lorgton. 29.— Tunstall ( County). — For obtaining food and lodgings by false pretences— WILLIAM CAPEWELL, age 26, height 5 ft. 6 or 7 in., com- plexion, hair, and moustache dark ; dress, dark jacket and vest, brown plaid trousers, long double- breasted overcoat, plaid neckerchief, light cap with 2 medals thereon, canvas shoes. M.— Wednesbury ( County).— For steal- ing, 9th ult., a jacket ; 1 red imitation silk hand- kerchief ; 1 brown striped motor cap ; and about 14s.— GEORGE ASH. age about 30, height 5 ft. 8 or 9 in., hair brown, slight moustache light, has a discharged from both ears: dress, black vicuna jacket, dark vest and trousers, plaid muffler, brown stripe motor cap, old lace boots. Usually seeks employment at fairs with swing- boats, & c. Stays at common lodging houses. Warrant issued. Information to Supt. Salt, Wednesbury. 31.— Wolverhampton ( Borough).— For stealing 13s., 24th ult.— SHEDRICK DAVIS, age 15, height 5 ft. 5 in., complexion fresh, hair light brown ; dress, dark plaid jacket and vest, dark cord trousers, black and white muffler, heavy nailed boots. A native of Wolverhampton. May be found in the company of boatmen. Warrant issued. Information to Capt. Burnett, Chief Constable, Wolverhampton. SUFFOLK ( East). 32.— Woodbridge ( County).— For shop- breaking and stealing a dark grey morning coat; 1 black overcoat, velvet collar ; 1 black lounge jacket and ( clerical cut) vest ; light large check trousers; 1 pair Balmoral boots, Page, Deal " in gilt letters inside ; 1 piece of leather, 2 ft. by 15 in.— A MAN, age 30 to 35, height 5 ft. 9 or 10 in., complexion fresh, hair ( bald on top) dark brown, heavy moustache light, long thin nose, tattooed both arms; wearing the stolen jacket, vest, and trousers, A u ampiiig shoemaker.
