All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprhension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of- persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or liis immediate deputy, of the county, city, or borough, as the case may be. 1TIOHTS, 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. Cities and Boroughs therein, arranged in alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT 1 .— C Division,— For obtaining £ 5 by a worthless cheque on the London and County Bank, Lambeth Branch— FRANK G. PIER- POINT, age 39, height 6 ft., well built, com- plexion fresh, hair and moustache dark brown, eyes blue, wears gold rimmed glasses; dress, dark clothes, black hard felt hat, patent leather boots. Supposed a native of London. Warrant issued. 2.— E Division.— For being concerned with Edward Smith ( in custody) in stealing a horse and hackney carriage— JAMES CHARLES ONSLOW, age 21, height 5 ft. 3 in., complexion fair, hair light, clean shaved, eyes blue, addicted to drink ; dress, dark brown jacket, dark tweed vest, blue serge trousers, dark muffler, white front, carries a knotted cane. A native of Somers Town. Stated he was going to Watford. Warrant issued. 3.— P Division.— For bigamy — JAMES NICOLL, age 42, height 5 ft. 10£ in., complexion fair, hair, bearid and moustache light brown, eyes blue, speaks with Scottish accent; dress, blue serge suit, black hard felt hat. Warrant issued. 4 — R Division.— For stealing, forging, and uttering cheques— A. W. BRENNINGER, age 22£, height 5 ft. 7 in., complexion fresh, hair and eyes brown. A native of South Shields. Is a deserter from the Royal Field Artillery, and when last seen, was wearing uniform. Supposed to be frequenting race meetings. 5.— T Division.— For obtaining 6s. by false pretences, 2nd ult.— — MURRAY, alias JOHN KELLY, J. H. KELLEY, and J. H. NEW- TON, age 32, height 5 ft. 7 in., complexion fresh, hair light brown, clean shaved, eyes grey, cut scar knuckle of right thumb, mole under left shoulder blade; dress, black or blue serge suit, blue spotted tie, black hard felt hat, brown boots. A native of Dublin. Has served in the 7th Hussars and the Imperial Yeomanry. Appearance of a waiter or groom. He calls on Army Officers at Barracks, and represents himself as servant to an Officer in the 7th Hussars, and obtains money to pay his return railway fare. May attempt similar offences at Garrison towns. Warrant issued. 6.— Y Division.— For obtaining, by false pretences, on 28th ult., a walnut wood 14 day clock, 15 in. high, high gilt dial, salver circle.— Licence- holder CHARLES EAGLETON, alias CHARLES WARREN, CHARLES MARSDEN, CHARLES ROMAIN, FREDERICK WILLIAM LUPTON and CAPTAIN E. RAWLINSON, Office No. 1631- 03, age 62, height 5 ft. in., complexion fresh, hair black ( turning grey, bald on top), eyes hazel, scar right of mouth and left cheek; dress, dark frock coat, striped trousers, silk hat, lace boots. A ship's steward; native of Norwich. Sentenced at Liverpool Assizes, 14th February, 1900, to 5 years penal servitude for bigamy Licenced 16th November, 1903. L a 437. Warrant issued. BERKSHIRE. 7.— Maidenhead ( County).— For steal- ing, 25th inst., a lady's bicycle, free wheel, plated rims, with smaJl red lines, " Bradley" on tube and head, " 158" on seat lug, Brooks's saddle, cork handles, with white tips, nearly new— A MAN, age about 30, height 5 ft. 6 or 7 in.; dress, black morning coat, fancy vest, double breasted, light trousers, light cricketing cap. He called at a house and stated that a man had met with an accident, and had been taken to hospital, and obtained the bicycle by representing that he wished to inform the wife of the injured person. Information to Deputy Chief Constable Dorrell, Maidenhead. 8.— Reading ( Borough).— For stealing a lady's silver Geneva watch, No. 6808, monogram " C. T." on back, white dial, gold hands, gold graduated curb chain with locket composed of 2 4d.- pieces, attached ; and for inciting and procur- ing a lad to steal £ 2, 18th inst.— S. DALY, alias F. BRADLAW, age 24, height 5 ft. 4 or 5 in., complexion pale, hair dark, eyes close set, heavy eyebrows dark ; dress, dark jacket suit, green tie, with gold hunting crop pin, brown Alpine hat, sometimes wears a check cap. He advertised in a local paper, viz., " Wanted, two young ladies and one gentleman for Theatrical Company, long tour. Reply immediately for interview. Address Box 288, Observer Office, Reading," called at a news- paper office for letters, to which he replied, making an appointment, when the interview took place, he asked for a deposit of £ 2. Warrants issued. Information to Capt. Henderson, Chief Con- stable, Reading. DERBYSHIRE. 9— Chesterfield ( County).— For steal- ing, 17th ult., a silver lever watch, No. 14003, " Improved Lever " on dial, " Wise, Manchester " on works, silver chain, curb pattern, silver medal with gold centre, both sides alike, attached— YOUNG YOWSLEY, age 50, height 6 ft., shoulders inclined to be round, complexion fresh, hair and heavy moustache ( turning grey) brown, large feet turns outwards, of good address ; dress, black or dark blue suit, cap, muffler, old black three- quarter length coat. A collier ; supposed a native of Forest of Dean. Has worked in coalfields in Kent, and Garswood Collieries, Lancashire. Warrant issued. Information to Supt. APPREHENSIONS SOUGHT ( continued)— 10— Eckington ( County).— For stealing, 17th inst., at Dronfield, a silver Waltham lever watch, No. 692 inside of outer case, black figures, steel hands; and a silver- mounted meerschaum pipe, amber mouthpiece— DAVID CASSIDY, age 26, height 5 ft. 5 or 6 in , stiff build, complexion fresh, hair ginger, left middle finger short; dress, black jacket and vest, light trousers, red and white neckerchief, brown soft felt hat. A plasterer. Warrant issued. 11 .— Eckington ( County)— For attempted rape at Whitwell, 24th inst.— JOHN DEVON- PORT, alias JACK DEVON, age 32 to 35, height about 5 ft. 4 in., complexion fresh, hair, slight moustache, and eyes dark, supposed burn scar on left cheek; dress, navy blue jacket suit, blue front, check cap, new light lace boots. A bricklayer's labourer; has served in the Royal Artillery. Warrant issued. Information to Supt. Andrew, Eckington, near Sheffield. DURHAM. 12.— Sunderland ( Borough)— For obtain- ing a quantity of clothing by false pretences, 26th ult.— A MAN, who gave the name of GEORGE DAVIES, age about 40, height 5 ft. 8 or 9 in., slight build, complexion pale, thin features, hair, moustache and eyes dark, speaks with South Country accent; dress, dark grey jacket suit, grey overcoat, grey motor cap, usually wears a silk muffler over collar. Had in his possession a cheque book issued by the Monkwearmouth Branch of Barclay and Co.' s Bank. He takes lodgings, leases a stable, purchases an old horse and cart, has visit- ing cards printed, representing that he is a carting contractor, and has horses, carts and traps to let on hire. He calls on tradesmen, presents his card, and states that he has a similar business in another town, occasionally mentions Stockton and Middles- brough, makes small purchases, and tenders a cheque in payment, a few days later he returns and orders a large quantity of goods to be sent to his private address, then absconds. Associates with low horse dealers. Stated his intention of proceeding to Glasgow or Edinburgh to undergo an operation for a glandular swelling right side of neck. Absconded 30th ult. Warrant issued. VZ.- Southend- on- Sea ( County).— For stealing, 5th inst., at the Salvation Army Colony, Hadleigh, 2 11 oz. distemper brushes; 2 1 lb. paint brushes; 2 dusting brushes; 2 sash tools; 1 painter's burning off lamp, " Vesurious " on top; 1 spirit level, light box wood, foot measure on both sides; 2 putty knives; 1 screw hammer, 14 in. long; 1 clothes brush, black hair, has been Used for paper hanging ( all nearly new)— JOHN THORNTON, alias JOHN ARGENT, age 39, height 5 ft. 10h in., complexion fair, hair light brown, moustache ginger, eyes blue, scar or bruise over one cheek bone; dress, dark blue serge jacket, white slop cardigan jacket and vest, light grey trousers, check tie, dark tweed cap, black boots ( nailed). A native of Woolwich. Warrant issued. 14— Southend - on- Sea ( County).— For stealing between 12th and 14th inst., at Prittle- well, a black double breasted vest; 1 pair lace boots, with pointed toe ® ( both nearly new) ; 1 black jacket — A MAN, age about 24, height 5 ft. 7 or 8 in., com- plexion fresh, hair ( curl on forehead) and slight moustache dark, eyes ( cast in both) blue; dress, dark coat, cardigan jacket, vest, cord trousers, blue neckerchief with white spots, black cap. Sup- posed wearing the stolen boots. Warrant issued. Information to Supt. Pryke, Southend- on- Sea. CLAMORGA NSHIRE. 15— Bridgend ( County).— For obtaining 7 cwt. of block tin by false pretences, 24th ult.— ARTHUR W. THOMAS ( supposed false), age 25 to 28, height 5 ft. 4 to 6 in., complexion dark, hair dark or black, clean shaved ; well dressed, sometimes wears a light striped overcoat, bowler hat. Since 20th February last he had letters addressed to a coffee tavern. The letters sent to firms he defrauded were type written, and had the following printed heading " Arthur W. Thomas, Iron, Steel and General Merchant, 18 Caroline Street, Bridgend." Warrant issued. Information to Supt. Davis, Bridgend. GLOUCESTERSHIRE. 16.— Staple Hill ( County).— For stealing £ 5 7s. 6d., at Mangotsfield, 15th inst.— MATTHEW STEPHENS, age 19, height 5 ft. 6 or 7 in., com- plexion, hair and eyes dark, nose has been broken, cut scar right side of nose; dress, dark jacket and vest, light plaid woollen trousers, new white sweater, yellow muffler, dark cap, brown boots. A gipsy- Warrant issued. Information to Supt. Cooke, Staple Hill. 17.— Bristol ( City). — For stealing, 22nd ult., a silver Waltham lever watch, No. 5523926; 1 9 ct. gold graduated curb chain, with Kruger sovereign, half sovereign and small gold locket attached; 1 pair gold oval sleeve links— GORDON DOUGLAS, age about 40, height 5 ft. 6 in., com- plexion fresh, hair brown, moustache sandy, speaks with Scotch accent, of military appearance, wore the South African war medal ribbon. He stays at Salvation Army Homes, and writes begging letters to Clergymen, and Army Officers. May seek em- ployment as a ship's steward. Warrant issued. Information to the Chief Constable, Bristol. HAMPSHIRE. 18.— Aldershot ( County).— For embezzle- ment— WALTER CHANDLER, age 26, height 5 ft. 5 in., rather stout build, complexion sallow, hair and moustache light brown, eyes grey; dress, light check suit, light cap. Has been employed as a milk carrier. Absconded 22nd inst. Warrant issued. Information to Supt. Hawkins, Aldershot. 19.— Portsmouth ( Borough).— For steal- ing from his lodgings, 15th inst., a lady's gold dress ring, set 8 whole white pearls, claw setting ; 1 do. diamond ring, claw setting ( diamond miss- ing) ; 1 18 ct. gold signet ring, monogram " COS"; 1 lady's gold open face watch," COS" engraved on outside case ; a Royal Humane Society medal " F. Simpson, for saving life thereon ; and about £ 4— A MAN, age 35 to 40, height 5 ft. 4 in., complexion dark, moustache bpown ; dress, dark grey suit and overcoat, black bowler hat, black tie. He took lodgings, 13th inst., stating he was a commercial traveller. Information to the Chief Constable, Portsmouth. 20.— Southampton ( Borough).— For steal- ing a blanket; 1 sheet; and a towel REY- NOLDS, age 36 or 37, height 5 ft. 9 or 10 in., complexion fair, hair and long moustache light. A seaman. Warrant issued. Information to the Chief Constable, Southamp- ton. ISLE OF ELY. £ 1 REWARD. 21.— Wisbech ( County).— For deserting his wife and children, leaving them chargeable to the Wisbech Union— ROBERT WHITE, age 38, height 5 ft. 5 or 6 in., stout build, complexion fresh, hair light brown, moustache brown, wears earrings; dress, dark tweed suit, hard felt hat. A fish hawker; native of Wisbech, sometimes employed as a labourer. Had with him a pony and cart. Was last heard of at Littleport. Warrant issued. The above reward will be paid by the Guardians of the Wisbech Union for such information as will lead to the arrest of White. Information to Deputy Chief Constable Dock- erill, Wisbech. ISLE OF WIGHT. 22.— Ryde ( Borough).— For obtaining money by worthless cheques, 12th inst.— J. BUCHANAN, age about 24, height about 5 ft. 11 in., complexion fresh, hair inclined to ginger, clean shaved, of military appearance; drees, light jacket and trousers, fancy vest of lighter colour, heliotrope silk shirt, cap.— J. W. PEARSON, age about 27, height about 5 ft. 7 in., complexion dark, clean shaved ; dress, dark overcoat, suit and cap. They engaged rooms for 2 months, called upon shop- keepers, made purchases to the value of £ 2 or £ 3, and in payment tendered worthless cheques on the London and South Western Bank, Fenchurch Street, Nos. A 646269 and A 646274, for £ 5 and £ 6 respectively, obtained the balance and ab- sconded. Warrant issued. Information to the Chief Constable, Ryde. KENT. 23.— Sevenoaks ( County).— For obtain- ing money by false pretences at Otford, between 17th and 28th ult.— JAMES BRYAN, age 45 to 50, height 5 ft. 6 or 7 in., complexion dark, hair ( turning grey) black, moustache ( turning grey) and eyes dark, right leg shorter than left, peculiar voice; dress, blue jacket, vest and cap, cord trousers, lace boots. A labourer. Warrant issued. Information to Supt. Taylor, Sevenoaks. 24.— Ton bridge ( County).— For obtaining money by false pretences — BEVAN, alias ALFRED A. JARVIS, WILLIAM WILSON, PERRY, ALBERT NAYLOR and JAMES S. MILLER, age 43, height 5 ft. 5J in., complexion fresh, hair ( turning grey) black, eyes blue; wear- ing black frock coat and silk hat ( rather shabbv . A native of Newcastle. Stated he was a represent- ative of the Lady newspaper. Has been previously convicted in the North of England. Warrant issued. Information to Supt. Styles, Tonbridge. 25.— Ramsgate ( Borough).— For stealing a barrow, flat body, with sides and head painted lead colour, red wheels, V- shape brackets in place of springs— JAMES WELLS, alias SPAIN, age 42, height about 5 ft. 9 in., complexion fresh, moustache light, eyes blue, walks badly; dress, black jacket, cord trousers, P. and O. cap with shiny peak. A rag and bone gatherer. He served 12 years in the Border Regi- ment, and was invalided in 1886. Had in his possession a grey Cashmere double- breasted jacket, " Husan Ali Abudallh, Bombay," on tab; a silver medal, " 476 Sergt. G. Wells, 2nd Border Regi- ment," engraved around edge, and " Waziristan, 1894- 5 " bar attached, which he may endeavour to dispose of. Absconded 19th inst.; accompanied by a woman, age about 30, tall, hair turning grey; dress, black cape, dark skirt, black hat, trimmed red flowers; a girl, age 11 £ years; and a baby, age 18 months. Warrant issued. Information to Chief Constable Jones, Rams- gate. LANARKSHIRE. 26.— Glasgow ( City).— For carnally know- ing a girl age 11— ANTHONY GRALIS, age about 30, height about 5 ft. 5 in., complexion fresh, large forehead, hair light, clean shaved, cut scar between eyebrows, lump on bridge of nose. A labourer ; native of Castlehill, Ballyroy, Mayo. Absconded 16th inst. Warrant issued. 27.— Glasgow ( City).— For stealing £ 32 on 16th or 17th inst.— JAMES O'CONNELL, age 30 to 32, height about 5 ft. 7 in., complexion sallow, hair and moustache ( pointed at endB) black, small eyes, cut mark on one cheek, partly closes eyes and looks sideways when in con- versation, speaks with Irish accent; dress, black morning coat, dark tweed trousers, and vest with yellow and white stripes, dark tie, black felt hat, lace boots ( much worn). A barman. Has been employed as a car conductor or driver at Glasgow and Greenock. May endeavour to leave the country. Warrant issued. Information to the Chief Constable, Detective Department, Glasgow. LANCASHIRE. 28. — Skerton ( County). — For obtaining £ 7 by a worthless cheque— ARTHUR WALKER, age 25, height 5 ft. 5 in., complexion fresh, clean shaved, hair brown, 2 fingers missing; dress, dark jacket suit. Had in his possession an Army Life certificate. Stated he had served in South Africa.— GEORGE RUSSELL, age 26, height 5 ft. 6 in., complexion fresh, hair ( curl on fore- head) brown, of smart appearance; dress, dark jacket and trousers, red vest with white spots. Warrant issued. Information to Supt. Barnett, Skerton. 29. — Liverpool ( City). — For failing to report— Licence- holder WILLIAM HALL, alias THOMAS HALE, HENRY HALL. HENRY HARRISON, WILLIAM HARRISON, HENRY LOGAN, and LOGAN HENDERSON, Ofiice No. 2844- 01, age 47, height 5 ft. 4A in., complexion sallow, hair ( bald on top) black^ eyes hazel, scar left top of forehead. A fitter; native of Walton. Sentenced at Liverpool County Sessions, 14th January, 1902, to 3 years penal servitude, for obtaining money by false pretences. Licenced 16th April, 1904. N C 125. To be dealt with where found. Information to the Head Constable, Detective Department, Liverpool. 30. — Manchester ( City). — Supervisee JAMES HARRISON. Office No. 1942 01, Case No. 24, 15th inst., not now wanted. 31 .— Manchester ( City).— For embezzle- ment— FREDERICK KEELING, age 23, height 5 ft. 6 in., complexion fresh, hair ( inclined to curly) and slight moustache light, rather small eyes; dress, dark suit and overcoat, hard felt hat. METROPOLITAN POUC£ DISTRICT 32.— T Division.— Escaped from custody whilst being conveyed from Staines Petty Sessions to H. M. Prison, Brixton, under remand, on a charge of fraud ( purse trick) at Kempton Park Races, 4th inst. — GEORGE GILBERT, alias JOSEPH BIGGS, Office No. 2714- 97, age 4l, height 5 ft. 5 in., complexion pale, hair and moustache ( turning grey) very lignt, eyes ( large and sunken) blue, scar on right eyebrow and left side of forehead, mole between left thumb and finger; dress, dark tweedtjacket; suit, black^ hard felt hat, lace boots. A dealer in mock jewellery ; native of London. Frequents race meetings and market places, where he commits frauds by ilie purse trick. Sentenced at South London Sess- ions, 10th March, 1897, to 6 months hard labour for larceny ( person). Has also been convicted at Doncaster and Durham. Warrant issued.
