All communications for insertion in the POLIOB GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprhension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. tons to be apprehended or of stolen property bear a practicable they are alphabetically arranged by ^. TIONS, 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons number, and as far as counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases th e officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. SPECIAL NOTICE. IN certain cases questions have arisen as to the payment for photographs applied for by Police Forces under Home Office circular of 15th March, 1897. The Registrar of Habitual Criminals is therefore authorised by the Secretary of State to gay that, in any ordinary case, a photograph is not necessary to enable his Department to identify a prisoner, the measurements and finger prints being sufficient for the purpose ; but if a photo- graph is applied for, or if, in any rare case, it should be required to complete the identification, the cost will be charged to the Police Force interested. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT 1— Criminal Investigation De- partment.— For obtaining ] 0s. by false pre- tences, 14th November, 1903— THOMAS CLARK- SON, alias EVEREST, age about 60, height 5 ft. 5 or 6 in., slight build, complexion fair, thin face, hair, whiskers, and moustache light brown ( turn- ing grey), chin supposed shaved, eyes blue or grey, of good address, long thin white hands ; wearing dark clothes and black hard felt hat. He called upon civil engineers in London and the Provinces and obtained money by handing in a begging letter, stating he was a member of the Institute of Civil Engineers in London, and formerly connected with a Royal Naval Dockyard, but through loss of employment was in reduced circumstances. Convicted of a similar offence at Cheltenham, 15th June, 1903. Is now believed committing similar frauds at towns on the South Coast. Supposed a native of London. ( See Case No. 1, 11th December, 1903.) Warrant issued. 2.— C Division.— For stealing £ 46 13s. 2d., 16th inst.— FREDERICK DA VIES, age 27, height 5 ft. 4$ in., slight build, complexion sallow, hair and slight moustache dark, eyes grey, long nose, thin face, of Jewish appearance ; dress, dark morning coat suit, silk hat. A clerk ; native of London. Warrant issued. 3.— C Division•— For conspiring with others ( in custody) to obtain money by worth- less cheques on Lloyd's Bank, Coventry— FREDERICK ARNOLD, age 42, height 5 ft. 8 or 9 in., rather round shoulders, stoops slightly when walking, complexion fresh, hair and mous- tache dark, eyes ( small) grey ; wearing dark grey tweed overcoat, black hard felt hat, lace boots. Supposed a native of Winchester. Warrant issued. 4.— C Division — For stealing, 30th ult., a brown mare, 7 years, 15 hands 1 in., a few grey hairs on forehead ; a set of black harness, brass mounted, initial " M" in brass on all parts, also " M. & W. Milton " branded on inner sides, the bit is ramped and stamped as above ; and a Ralli cart, painted green, makers " Rock, Hawkins & Thorpe " on wheel caps, tyres worn thin, fitted with two dark green cushions, a blue box- cloth apron, red check lining, " M. & W. Milton " in ink on lining MERLEN, age 27, height 5 ft. 8 in., square build, complexion ruddy, hair brown, eyes ( large) grey, large coarse hands, speaks with North Country dialect; wearing dark grey tweed overcoat, brown boots, plain fronts, pig skin leggingd. Supposed a native of Leeds. Information to be forwarded to the Metropolitan Police Office; New Scotland Yard, S. W. CITY OF LONDON. 5.— For embezzlement— FRANK C. POPE, age 28, height 5 ft. 5 or 6 in., complexion dark, hair dark brown, clean shaved, artificial teeth, stoops, slightly lame ; dress, dark tweed overcoat, fancy vest, bound black braid, dark tie, black hard felt hat. Late of The Nook, Spinney Hill, Addlestone, Surrey. A native of Aberdeen. Warrant issued. Information to Supt. Stark, 26 Old Jewry, E. C. BEDFORDSHIRE. Ampthill ( County).— For leaving his child chargeable to the Common Fund of the Ampthill Union, 6th March, 1902 — JOHN CHAPMAN, age about 27, height 5 ft. 6 or 7 in., hair supposed dark brown. Travels the country with a horse and van, hawks mats, clothes lines, & c. Supposed well- known at Luton. St. Albans and Hertford. Warrant issued. A reward of £ 1 will be paid by the Guardians of the Ampthill Union for the apprehension of above. 7.— Ampthill { County).— For leaving his wife and family chargeable to the Common Fund of the Ampthill Union, 18th May, 1903- JAMES FAIREY, age 47, height 5 ft. 6 in., complexion fresh, hair and eyes brown, round shoulders, carries head forward. A farm labourer; native of Eversholt, Beds. Warrant issued. A reward of £ 1 will be paid by the Guardians of the Ampthill Union for the apprehension of above. Information to Supt. Woods, Ampthill. BERKSHIRE. 8. — Abingdon { County). — For non- payment of maintenance arrears — WILLIAM NICHOLLS, alias CLAYTON, age 30, height 5 ft. 6£ in., complexion and hair dark, eyes grey, high forehead. A native of Oxford. He travels the country repairing umbrellas, china, etc. Accompanied by a Woman. Stays at common lodging- houses. Warrant issued. Information to Supt. Foster, Abingdon. 9. — Windsor { Borough). — For deserting his wife and 4 children— CHARLES ALLEN, age about 40, height 5 ft. 8£ in., complexion fresh, hair brown ( turning grey), eyes grey, cross guns tattooed on one arm, bird on tree on other. A labourer, may be found on public or gas works. Warrant issued. Information to Chief Constable Nicholls, Wind- sor. CHESHIRE. 10.— Crewe { County).— For stealing from his lodgings, 23rd ult., a silver English lever stop watch, " Morrison, Manchester" on dial, No. 6 . T H E P O L I C E GAZETTE. Sentenced at Liverpool County Quarter Sessions, 28th October, 1902. to 12 months hard labour for stealing watches, & c. Has also been convicted at London, Hastings, Folkestone, Portsmouth, and Aldershot. Liberated on remission, 11th September last. 7623. 11. — Crowe { County).— For assault, 11th ult.— JAMES SPANN, age 26, height 5 ft. 4 or 5 in., complexion fresh, hair light brown, eyes grey, teeth ( rather irregular) prominent, carries his head slightly forward, splay feet; dress, greyish coat suit, tight fitting trousers, motor cap, of horsey appearance. A native of Crewe. Is fond of the company of boxing men and hobby horse proprietors. Warrant issued. Information to Supt. Pearson, Crewe. CUMBERLAND. 12.— Workington ( County).— For desert- ing their wives and families, leaving them chargeable to the Common Fund of the Cocker- mouth Union— ALLINSON GREENER, age 31, height 5 ft. 9 in., complexion swarthy, hair whiskers, and moustache dark, eyes blue. A blacksmith, usually employed as a labourer. Absconded 5 years ago.— JAMES LANGFORD, age 35, height 5 ft. 3 or 4 in., complexion fresh, hair dark, supposed clean shaved, eyes dark, slightly lame right leg. A labourer. Absconded 4 years ago. Warrants issued. Information to Supt. Cheesman, Workington. DERBYSHIRE. U.— Eckington ( County).— For stealing, 17th inst., at Dronfield, a silver Waltham lever watch, No. 692 inside of outer case, black figures, steel hands; and a silver- mounted meerschaum pipe, amber mouthpiece— DAVID CASSIDY, age 26, height 5 ft. 5 or 6 in., stiff build, complexion fresh, hair ginger, left middle finger short; dress, black jacket and vest, light trousers, red and white neckerchief, brown soft felt hat. A plasterer. Warrant issued. Information to Snpt. Andrew, Eckington, near Sheffield. DEVONSHIRE. 14.— Torquay ( County).— For stealing £ 5, 6th ult.— HELENA CLIFT, age 27, height about 5 ft. 4 in., slight build, complexion fair, hair light brown, eyes blue, small red birthmark right side of neck; dress, black skirt, black velvet bodice, dark grey jacket, black sailor hat, lace shoes. For stealing dress material— ROBERT SMITH, age 24, height 5 ft. 7 in., slight build, complexion fresh, thin features, hair light brown, eyes blue, prominent nose. A native of Dorset. Is likely to be found driving a steam roller or traction engine. May be living with the above described woman. Warrants issued. Information to Supt. Roberts, Torquay. DORSETSHIRE. 15.— Poolo ( County).— For stealing ( bailee), 7th inst., a bicycle ( recovered) REED, age about 26, height 5 ft. 4 or 5 in., prominent mouth, teeth protrude; dress, supposed dark grey suit, lorg dark overcoat, rather flat bowler hat or cap. May have in his possession a " Unity" bicycle, Dunlop tyres, plated rims with red edges. Warrant issued. Information to Supt. Brown, Poole. DURHAM. \(.— Tynemouth ( Borough).— For obtain- ing £ 2 by false pretences, 28th \ jlt.— A MAN, who gave the name of JAMES PATTERSON, age about 35, thin features, hook nose, hair and moustache dark, stoops slightly, speaks with Highland accent; dress, black coat and cap, brown check trousers. He called on a minister and represented that he was a sergeant of the Cameron Highlanders, stationed at Inverness, and stated that he was absent from his regiment with- out leave and that if he did not return by a cer- tain time he would be Court Martialled, and obtained the above amount to redeem his uniform and pay his fare to Inverness. Warrant issued. Information to Chief Constable Huist, North Shields. GLA MORGA NSHIRE. 17.— Bridgend ( County).— For obtaining 7 cwt. of block tin by false pretences, 24th ult.— ARTHUR W. THOMAS ( supposed false), age 25 to 28, height 5 ft. 4 to 6 in., complexion dark, hair dark or black, clean shaved ; well dressed, sometimes wears a light striped overcoat, bowler hat. Since 20th February last he had letters addressed to a coffee tavern. The letters sent to firms he defrauded were type written, and had the following printed heading " Arthur W. Thomas, Iron, Steel and General Merchant, 18 Caroline Street, Bridgend." Warrant issued. Information to Supt. Davis, Bridgend. GLOUCESTERSHIRE. 18.— Staple Hill ( County).— Escaped, 7th inst., from the Royal Victoria Homes at Brentry— HENRY MCDONALD, age 40, height 5 ft. 7J in., complexion fair, hair sandy, eyes grey ; dress, vest with sleeves, " Royal Victoria Homes, Brentry " on buttons, cord trousers, light cap. A native of Hanley, Staffs. Warrant issued. Information to Supt. Cooke, Staple Hill. HAMPSHIRE. 19.— Winchester ( City).— For embezzling 6s. 5d., and deserting his wife and children— JAMES MOULD, age 31, height 5 ft. in., com- plexion dark, hair dark brown, eyes hazel, small birthmark inside left upper arm ; dress, brown tweed jacket, brown vest ( double breasted), dark brown trousers, brown tweed cap, old light lace boots. A native of Winchester. Was employed as a vanman and furniture porter. Has served in the 18th Hussars and was discharged in September, 19ol. Warrant issued. Information to Head Constable Felton, Win- chester. 20.— Portsmouth ( Borough).— For steal- ing from his lodgings, 15th inst., a lady's gold dress ring, set 8 whole white pearls, claw setting ; 1 do. diamond ring, claw setting ( diamond miss- ing) ; 1 18 ct. gold signet ring, monogram " COS"; 1 lady's gold open face watch," COS" engraved on outside case ; a Royal Humane Society medal " F. Simpson, for saving life" thereon ; and about £ 4— A MAN, age 35 to 40, height 5 ft. 4 in., complexion dark, moustache brown ; dress, dark grey suit and overcoat, black bowler hat, black tie. He took lodgings, 13th inst., stating he was a commercial traveller. Information to the Chief Constable, Portsmouth. 21.— Southampton ( Borough).— For steal- ing a blanket; 1 sheet; and a towel REY- NOLDS, age 36 or 37, height 5 ft. 9 or 10 in., complexion fair, hair and long moustache light. A seaman. Warrant issued. 22.— Southampton ( Borough).— For steal- ing a tin cash box, 8 in. by 6 in., containing be- tween £ 5 and £ 6 ; 1 Chinese yen, mounted as a brooch ; 4 four- penny pieces ; 1 lion shilling ; 3s. worth of farthings ; 1 silver anchor ; 1 9 ct. gold wedding ring— EDWARD HART, age 20, height 5 ft. 9 in., slight build, complexion sallow, thick lips, pointed nose, clean shaved, several artificial teeth in upper jaw ( right side), 1 front tooth stopped with gold; dress, dark tweed suit, 2 double- breasted vests, brown boots, bowler hat, dark scarf with pearl pin therein. A valet ; native of America. Warrant issued. Information to the Chief Constable, Southamp- ton. 2i.— Hitchin ( County).— For stealing, 5th inst., at Walsworth, 2 pairs sheets ; 1 pair black trousers; and 12s.— ALFRED BROWN, age 35 to 40, height 5 ft. 5 or 6 in., complexion fresh, hair dark brown, moustache dark; wearing mack- intosh, motor cap, brown shoes. An engine driver; native of Dunton, Beds.— MARTHA SUTTON, age about 40, height 4 ft. 10 in. or 5 ft., complexion fair, hair dark brown ; dress, black jacket, skirt, and hat. Had with her a female child, age 18 months, hair long and curly. Warrant issued. Information to the Deputy Chief Constable of Herts, Hitchin. ISLE OF WIGHT. 25.— Ryde ( Borough).— For obtaining money by worthless cheques, 12th inst.— J. BUCHANAN, age about 24, height about 5 ft. 11 in., complexion fresh, hair inclined to ginger, clean shaved, of military appearance; dress, light jacket and trousers, fancy vest of lighter colour, heliotrope silk shirt, cap.— J. W. PEARSON, age about 27, height about 5 ft. 7 in., complexion dark, clean shaved ; dress, dark overcoat, suit and cap. They engaged rooms for 2 months, called upon shop- keepers, made purchases to the value of £ 2 or £ 3, and in payment tendered worthless cheques on the London and South Western Bank, Fenchurch Street, Nos. A 646269 and A 646274, for £ 5 and £ 6 respectively, obtained the balance and ab- sconded. Warrant issued. Information to the Chief Constable, Ryde. KENT. 26— Sevenoaks ( County).— For obtain- ing money by false pretences at Otford, between 17th and 28th ult.— JAMES BRYAN, age 45 to 50, height 5 ft. 6 or 7 in., complexion dark, hair ( turning grey) black, moustache ( turning grey) and eyes dark, right leg shorter than left, peculiar voice; dress, blue jacket, vest and cap, cord trousers, lace boots. A labourer. Warrant issued. Information to Supt. Taylor, Sevenoaks. HERTFORDSHIRE. 23.— Hitchin ( County).— For leaving his two children chargeable to the Common Fund of the Hitchin Union since 9th January last— GEORGE PENNINGTON, age about 50, height 5 ft. in., complexion fresh, hair black ( turning grey), eyes blue, slightly round shoulders, walks with one shoulder higher than the other, scars both legs; usually wears old dark clothes, and old straw bat or cap. A carpenter. Warrant issued. LANARKSHIRE. 27.— Glasgow ( City).— For stealing £ 32 on 16th or 17th inst.— JAMES O'CONNELL, age 30 to 32, height about 5 ft. 7 in., complexion sallow, hair and moustache ( pointed at ends) black, small eyes, cut mark on one cheek, partly closes eyes and looks sideways when in con- versation, speaks with Irish accent; dress, black morning coat, dark tweed trousers, and vest with yellow and white stripes, dark tie, black felt hat, lace boots ( much worn). A barman. Has been employed as a car conductor or driver at Glasgow and Greenock. May endeavour to leave the country. Warrant issued. Information to the Chief Constable, Detective Department, Glasgow. LANCASHIRE. 2&.— Kirkham ( County).— For larceny— A MAN, age 42, height 5 ft. 3 in., complexion fresh, full round face, red nose, hair light brown, moustache ( turning grey) sandy, may have slight beard, horse's head tattooed inside right forearm ; dress, dark jacket and vest, fustian trousers, scarf, old cap, shoes. Frequents model lodging houses, and low beer houses. Information to Supt. Ormerod, Kirkham. 29. — Skerton ( County). — For obtaining £ 7 by a worthless cheque— ARTHUR WALKER, age 25, height 5 ft. 5 in., complexion fresh, clean shaved, hair brown, 2 fingers missing; drees, dark jacket suit. Had in his possession an Army Life certificate. Stated he had served in South Africa.— GEORGE RUSSELL, age 26, height 5 ft. 6 in., complexion fresh, hair ( curl on fore- head) brown, of smart appearance; dress, dark jacket and trousers, red vest with white spots. Warrant issued. Information to Supt. Barnett, Skerton. 30.— Liverpool ( City). — For failing to report— Licence- holder, THOMAS McGRATH, Office No. 3904- 99, age 38, height 5 ft. in., com- plexion fresh, hair brown, eyes blue, scars over each eyebrow, one corner of left eye, on left cheek, and upper lip, horseshoe, whip and huntman's head right forearm. A labourer; native of Liverpool. Sentenced at Liverpool Assizes, 12th February, 1902, to 3 years penal servitude for shopbreaking. Licenced 17th March last. C 94. Prison, Brixton, under remand, on a charge of fraud ( purse trick) at Kempton Park Races, 4th inst. — GEORGE GILBERT, alias JOSEPH BIGGS, Office No. 2714- 97, age 4 » , height 5 ft. 5 in., complexion pale, hair and moustache ( turning grey) very light, eyes ( large and sunken) blue, scar on right eyebrow and left side of forehead, mole between] left thumb and finger; dress, dark tweed jacketj suit, black hard felt hat, lace boots. A dealer in mock jewellery ; native of London. Frequents race meetings and market places, where he commits frauds by the purse trick. Sentenced at South London Sess- ions, 10th March, 1897, to <• months hard labour for larceny ( person). Has also been convicted at Doncaster and Durham. Warrant issued. A native of Clapton. He served 3 ysars in H. M. S. Vivid. May be found at Plymouth or seaport towns. Absconded 5th inst. Warrant issued. A hawker; native of Manchester. Sentenced at Preston Sessions, 18th May 1900, to 5 years penal servitude for larceny. Licenced 25th February last. SUSSEX ( East). 74.— Eastbourne ^ Borough).— 19tli inst., by housebreaking, a lady's gold keyless half- hunter watch, supposed blue figures, back case finely chased; 1 do., very small gold keyless watch, white dial, black figures, back case plain, small dent on edge; 1 do., fine gold chain, about yards long, repaired one place with black cotton; 1 do., gold half- hoop ring, set 2 diamonds and 3 sapphires; 1 small round gold open- work pendant, peari in centre, 3 or 4 sapphires around; 1 gold oval locket, horse shoe one side, chased the other; 1 large silver gilt oblong locket, raised centre ( chased), plain back; 1 gold curb bracelet, made from a graduated Albert, with padlock, a few small links hanging with a red, white and blue shoe, and a small shield ( Norwegian coat- of- arms) in red enamel, attached; 1 gold spring bracelet, double link pattern, set turquoise and pearls alternately on front, plain gold knobs on back ( 1 missing); 1 pair of silver jam spoons, knobs around handles; a child's silver christening set— spoon, fork, and serviette ring, monogram " H. R. H." thereon; 1 cycling badge ( a flying hammer); 1 plain silver top of a mustard pot; 1 small silver watch, white dial, black figures, spring of inner case weak, attached to a white lanyard; 1 silver coronation medal, about the size of a 2s. piece; 1 Albert, imitation oxidized, and gold links with drop piece, silver Maltese cross, initials, " L. H." in centre, chased around, attached; 1 silver gilt necklace, Norwegian make, with white enamel spots to repre- sent pearls around front, and pear shape, red, white and blue enamel drops; 1 pair of lace boots, w'" toe caps, size 8, thick plain rubber heels.— Sus- picion is attached to A MAN, who was selling primroses in the tieighbourhood, age 36, height about 5 ft. 4 in., complexion fresh, hair dark ( turning grey), eyes blue, " S." or " T." tattooed left forearm ; dress, old grey 6uit and cap, supposed wearing the stolen boots, carried a brown wicker basket. PERSONS or BODIES FOUND ESSEX. 76.— Grays ( County).— 18th inst., on the foreshore of the Thames at Purfleet, the body of a FEMALE CHILD, about 3 months old, much decomposed, white linen handkerchief with a number of ink stains thereon tied tightly round neck. HEREFORDSHIRE. 77.— Hereford ( City).— Abandoned, 5th inst., a MALE CHILD, age about 3 months, wrapped in a light grey striped woollen shawl, nearly new, white gown, 1 flannelette with white band, 2 unbleached calico binders, 1 shirt, 1 calico square, sleeves, & c., hand sewn, remainder machine sewn — By A WOMAN, age about 25, medium height, complexion fair' hair worn in fringe over forehead; dress greyish jacket, black dress, 3 frills round bottom, shoes with rubber heels, white straw sailor hat; she left the infant in the custody of a child and stated that she intended to do some shopping and absconded ; she also left with the child a boat- shape feeding bottle and a brown paper parcel containing 2 yards new flannelette, 1 small dark plaid wrapper, 1 red handkerchief " Adolphus J. Jones " worked in one corner. Information to the Chief Constable, Hereford. 78 — Hertford ( County).— 16th inst., in the river Lee at Ware Park Mill, the body of a FEMALE CHILD, age 6 to 9 months, length 2 ft. 2 in., weight 14 lbs., full face, hair brown, eyes hazel, wearing brown socks, a piece of copper wire was tied tightly round waist, had a 7 lb. and a 4 lb. weight attached, the 7 lb. weight bears the London County Council stamp, viz., a crown over V. R. 30, the 4 lb. weight bears the Essex County stamp, viz., 2 cutlasses on shield. Body supposed thrown into the river during night of 12th inst. or 13th inst. A portmanteau, 19^ l° ngi 9j in. deep, 8 in. wide, covered with black American cloth, bound at edges with brown leather, brown leather handles, of cheap manufacture, was found by the river side.
