All communications for insertion in the POLICI GAZETTE, and all communi- cations relating to them, should be addressed to THI EDITOR OF THH POLICE GAZBTTB, NSW SCOTLAND YARD, LONDON, S. W. S. Particulars concerning persons whose apprhension is sought will be inserted in one issue of the POLIOB GAZBTTI, if they are sufficient to enable action to be taken upon them by another force. I. Particulars as to stolen property will be likewise insert> ' one issue, if sufficient to enable the article in question to be thereby iden '• 4. In all cases where a reward is offered, the name and address o) , ome person responsible for the payment must be given, and the exaet conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of bs. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10*. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 8. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. A. TIOHTS, 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLIOI GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request fcr the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning, lltey must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, iy Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 18. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. SPECIAL NOTICE. IN certain cases questions have arisen as to the payment for photographs applied for by Police Forces under Home Office circular of 15th March, 1897. The Registrar of Habitual Criminals is therefore authorised by the Secretary of State to say that, in any ordinary case, a photograph is not necessary to enable his Department to identify a prisoner, the measurements and finger prints being sufficient for the purpose ; but if a photo- graph is applied for, or if, in any rare case, it should be required to complete the identification, the cost will be charged to the Police Force interested. A native of Canterbury. Warrant issued. 2.— A Division.— For stealing £ 8— JOHN DUNCAN, age 23, height 5 ft. 7 in., complexion fair, hair and slight moustache light, eyes blue, small pimple on right eyelid ; dress, blue serge jacket, green and black plaid vest, dark trousers, bow tie, black bowler hat. A native of Edin burgh. Warrant issued. 3 — c Division.— For obtaining £ 6 7s. 9d., 8th ult., by false pretences— HERMAN GROS, a German, age 27, height 5 ft. 5 or 6 in., complexion fresh, hair ( curly) very dark, thin moustache brown, turned at ends, wears pince- nez, quick in his movements; dress, dark grey suit and overcoat, silk hat. A clerk. Warrant issued. 4.— C Division.— For obtaining £ 4 by a worthless cheque, drawn by F. Arnold on Lloyd's Bank, Coventry— H. C. PACKWOOD, age about 40, height 5 ft. 7 or 8 in., complexion fresh, hair dark ; dress, blue serge suit, light grey overcoat, black hard felt hat. Warrant issued. 5.— E Division.— For procuring a girl, age 16 years, for immoral purposes — PIERRE ABULET, alias HOBLET and D'ELOUVAIN, age 25, height 5 ft. 9 in., complexion and eyes ( small) dark, hair and moustache black, speaks very little English ; dresB, dark jacket suit, may be wearing dark overcoat, black hard felt hat, brown ( American) boots. A native of Belgium. May endeavour to proceed to France or Belgium. Warrant issued. 6.— H Division.— For keeping a common gaming house— JACOB WOOLF, a Russian, age about 40, height about 5 ft. 9 in., complexion florid, hair brown, very corpulent, suffers with asthma, hoarse voice, speaks with difficulty; dress, dark tweed jacket suit. May be found as a restaurant keeper in Jewish quarters of large provincial towns. Warrant issued. 7.— v Division.— Vor embezzling £ 7 10s. — WILLIAM STAFFORD, age 36 ( looks older), height 5 ft. 9 or 10 in., complexion and hair dark, quick in his movements, shifty expression, well spoken, walks erect; dress, black frock coat, silk facings, dark trousers, silk hat. A clerk and can- vasser for advertisements. Warrant issued. 8.— V Division.— For embezzling £ 8 4b. 6d.— GEORGE EDGAR ROBERTS, age 40, height 5 ft. 7 or 3 in., complexion fresh, hair dark brown, eyes brown, drawl in speech, drags his toes when walking; dress, usually dark blue lounge sait, silk hat. A clerk. Warrant issued. 9— If Division.— For embezzling 6e. 5d. — ROBERT VINCE, age 33, height 5 ft. 6 in., complexion ruddy, hair light, eyes grey; dress, dark jacket and vest, light striped trousers, light covert coat, black hard felt hat. BERKSHIRE. 10.— Reading ( Borough).— For ringing the changes— ROBERT CORDELL EDWARDS, age 42, height 5 ft. 7 in., stout build, complexion sallow, oval face, hair brown, eyes grey, large abscess scar right side of face, scar over left eye; dress, dark suit, long Raglan overcoat, hard felt hat with wide brim. A flower hawker ; native of London. Sentenced at St. Alban's Quarter Ses- sions, 31st December, 1901, to 12 months im- prisonment for a similar offence. Information to Capt. CARNARVONSHIRE. 11 — Carnarvon ( County).— For stealing, 4th ult., at Llanberis, 2 pairs stockings ; 1 scarf; 1 pair leather gloves, and a hazelwood walking stick — JOHN WILLIAMS, alias WILLIAM STAUN- TON, JOHN ELLIS, OWEN and JACK CYNWYD, age 55, height 5 ft. 7f in., complexion fresh, long narrow face, hair ( turning grey) dark brown, eyes hazel, cut left eyebrow, mole both arm- pits and left side, large mole right breast aid shoulder, 2 moles on chest; drees, blue jacket, fuatain vest and troasers, cap with ear flaps. A native of Cynwyd, Merionethshire. Convicted of housebreaking at Welshpool in 1879, and at Wrex- ham in 1886 and 1889, of larceny at Dolgelly in 1897, and at Carnarvon in 1898. Warrant issued. DENBIGHSHIRE. / IS— Wrexham ( County).— For stealing a watch and chain ( recovered)— THOMAS RIGBY, age height 5 ft. 4 in., complexion fresh, hair brown, eyes blue, elaborate tattooing on both arms, star on right wrist. A musician ; native of Walworth. Is a deserter from the Royal Welsh Fusiliers. ( See Case No. 6, lst inst.) Warrant issued. Information to Deputy Chief Constable Jones, Wrexham. DERBYSHIRE. 14.— Chesterfield ( County).— For stealing ( bailee) £ 3 5s. at Glapwell, 18th ult.— CHARLES PAGE, age 40, height 5 ft. 9 in., stiff build com- plexion fresh, rather full face, hair and moustache dark, walks erect, anchor tattooed left forearm, bracelet under left wrist. A fireman, labourer, or navvy ; native of Dover. Usually employed on public works. Stated his intention of proceeding to Durham. Warrant issued. Information to Supt. Faulkner, County Police Office, Chesterfield. DORSETSHIRE. lb.— Shaftesbury ( County).— For stealing £ 5 10s. from his lodgings, 19th ult,— A MAN, name supposed HERBERT WHEATLEY, age 30 to 35, height about 5 ft. 8 in., complexion sallow, hair brown ( curl in front), eyes ( full) blue, turns his toes slightly outwards, appeared to suffer from tender feet, both arms tattooed, including woman, horse shoe, and " True love" ; dress, dark brown jacket, grey vest, dark brown cord trousers, dark cap, blue muffler with red stripe, blucher boots, silver watch (" Sans Rival" on face) and silver curb pattern chain. Stated he belonged to Frome and that he was discharged from the Royal Artillery a few months ago. Absconded 19th ult. Warrant issued. Information to Supt. Dennett, Shaftesbury. 16.— Weymouth ( Borough).— For failing to appear to a witness summons, 25th ult.. in a case of brothel keeping.— LUCY KATE FLISHER, age 23 ( looks older), height 5 ft. 3 or 4 in., com- Elexion pale ; dress, black skirt with white stripes, rown cape, black sailor hat with black band. DUMFRIESSHIRE. 17.— Dumfries ( County).— For stealing metal ( recovered).— JAMES HOWARD, age 40, height 5 ft. 10 or 11 in., stout build, square shoulders, complexion fresh, hair and moustache dark, eyes grey; dress, grey tweed coat, broad raised seams, several rows of stitches on cuffs, vest of same material, brown tweed trousers, with raised seams, muffler, greenish motor cap, lace boots. A native of Carlisle or Lancastei ; hawks wax cloth. Warrant issued. Information to the Chief Constable, County Buildings, Dumfries. GLAMORGANSHIRE. 18.— Cardiff ( Borough).— For obtaining £ 4 10s. by two forged advance notes— GEORGE VULGARIS, a Greek, age 29, height 5 ft. 6 in., complexion and slight moustache dark, hair dark brown, blind right eye, wears gla » es, speaks very good English; dress, long dark grey overcoat, dark blue jacket suit, black bowler hat. An engine fitter. Frequents Greek Cafes, and is fond of gambling with cards. Warrant issued. Information to the Head Constable, Cardiff. HAMPSHIRE. 19.— Petersfield ( County). — EDGAR WATTS, Case No. 10, lst inst. Warrant withdrawn. 20 — Winchester ( City).— For obtaining, 25th ult., £ 10 by a worthless cheque, No. H 7467 on the Economic Bank, Limited, 18 Bishopsgate Street, Within, E. C., signed A. E. Littledale — A. E. LITTLEDALE ( false), alias A. E. NORTON, A. E. TONGE, A. E. COLLINS, and J. H. HUDSON, age about 26, height 5 ft. 6 or 7 in., complexion fresh, full face, hair brown, clean shaved ; dress, light grey overcoat, fancy vest, dark trousers with light stripe, red tie, grey cap, brown boots or shoes, wore a supposed diamond ring on 3rd right finger. He calls at houses and informs the servants that his master is about to take a house in the neighbour- hood, obtains the names of tradesmen with whom their employer deals, then calls on one of the tradesman, usually a butcher or grocer, presents a cheque and obtains cash for same by representing himself to be the nephew of one of their customers. Warrant issued. Information to the Head Constable, Guildhall, Winchester. 21.— Southampton ( Borough).— For steal- ing 6 gold rings ; 1 gold brooch ; and 1 gold neck- chain— 1TERESA CASINELLI, an Italian, age 24, height 5 ft. 6 or 7 in., well built, complexion dark, hair dark brown, eyes brown, long thin nose. Warrant issued. Information to the Chief Constable, Southamp- ton. HERTFORDSHIRE. 22.— Bishop's stortford ( County).— For fraudulently converting £ 30 to his own use— HENRY BAYLEY TAMS, alias HAROLD M. BERKLEY ST. RUTH and C. B. DE LISLE, age 40 to 45, height 5 ft. 8 or 9 in., stout build, com- plexion sallow, full face, hair ( thick and curly), beard and moustache dark brown, may now be clean shaved, right shoulder and eye droops, of good address ; wears a gun metal sleeve link, set 3 turquoise each side, brown knicker suit and cap ; appearance of an actor. ( See Case No. 18, 22nd January last). He has recently uttered fictitious cheques, at St. Ives, Cornwall, Bath and Plymouth, and will no doubt endeavour to obtain money by similar means elsewhere. Warrant issued. Information to Supt. Martin, Bishop's Stortford. KENT. 23.— Gravesend ( Borough).— For obtain- ing money by false pretences— JAMES SMITH, alias W. ROBINSON WILSON, age 30 to 36, hair dark brown; dress, brown jacket and trousers, blue serge cap. A labourer or jobbing gardener. He calls at houses, states he had been sent by the occupier ( who has just left the town by train) to leave a parcel of rose trees, which are afterwards found to be ash saplings, and obtains payment for same. ( See Case No. 34, 20th November, 1903.) Warrant issued. Information to Chief Constable Thornton, Gravesend. 24.- Tun bridge Wells ( Borough).— For stealing, from their lodgings, 9th ult., wearing apparel ( recovered) — JACK RUSSELL, alias CHARLES RUSSELL, and JACK JONES, age about 30, height 5 ft. 9 or 10 in., slight build, complexion pale, hair and long moustache light; dress, dark frock coat, dull red fancy vest with brass buttons, grey trousers, silk hat, patent leather boots, wearing a gold or gilt watch chain. A native of Hastings. — QUEENIE RUSSELL, alias MRS. JONES, age 28 to 30, complexion fresh, hair ( curled on forehead) dark, teeth discoloured ; dress, dark green tweed costume, long train to skirt, dark fur necklet, dark brown or black velvet toque, trimmed pale blue bows, veil with large black spots. Warrants issued. Information to Chief Constable Prior, Tun- bridge Wells. 30 to 40, height 5 ft. 7 in., complexion, hair, and moustache ( clipped short) dark; dress, dark tweed jacket suit. He presented the order at the General Post Office same day, forged the name of John Anderson, and obtained payment. Information to the Chief Constable, Detective Department, Glasgow. LANCASHIRE. £ 100 REWARD. 27.— Widnes ( County).— For stealing £ 450, by violence, 25th ult.— TWO MEN ( lst, age about 35, height about 5 ft. 9 in., complexion sallow, long features, rather prominent nose, high cheek bones, hair light brown, slight moustache light; wearing dark brown overcoat with velvet collar, speckled jacket, low cut vest, black bow tie, black hard felt hat. 2nd, age about 30, height 5 ft. 6 or 7 in., complexion fresh, full round face, moustache dark, scratch about f in. long on left side of nose ; dress, coachman's light colour overcoat, light trousers, navy blue tie with white spots, dark soft felt hat. They escaped by means of a horse and trap which had been stolen and afterwards found abandoned near St. Helen's, where they left" be- hind a pair of old green cord trousers ( similar to those worn by railway porters), a grey and red check mixture jacket, slate colour buttons, and an old navy blue serge jacket. They were traced to Ashton- in- Makerfield, and then had with them a small brown hand bag. The above reward will be paid by the United Alkali Company, Limited, Widnes, for the appre- hension and conviction of the thieves. Information to Acting Supt. A laboures ; native of Leeds. Sentenced at Salford Hundred Sessions, 2nd December, 1901, to 3 yuars penal servitude for stealing 2s. Licensed 4th March, 1904. E b 1245. LINCOLNSHIRE. 29.— Grimsby ( Borough).— For embezzle- ment— RICHARD WILFRED HERD, age about 35, height 5 ft. 6 or 7 in., complexion pale, hair brown, moustache light brown, short sighted, wears glasses, of good address, speaks slowly and deliberately, walks quickly ; wearing dark over- coat with velvet collar, black bowler hat. A grocer, is well known at Leeds, Liverpool, and Birkenhead. May be found in company of book- makers. Warrant issued. Information to the Chief Constable, Grimsby. LANARKSHIRE. 25. — Glasgow ( City).— For embezzling £ 1,300 — DAVID C. FISHER, age 21, height 5 ft. 5 or 6 in., slight build, complexion fresh, hair ( curly) and slight moustache light, eyes blue; dress, blue jacket suit, dark grey overcoat, felt hat. A stockbrokers' cashier. Absconded 27th January last. May endeavour to leave the country. Warrant issued. 26.— Glasgow ( City).— For stealing from a letter box, 31st ult,, a number of letters, one con- tained a crossed cheque for £ 17 Is. 8d.; drawn on the London, City and Midland Bank, Thread- needle Street, London, No. L I/ C 468431, in favour of John Anderson, dated 31st March 1904; 1 contained a Post Office Order for £ 15 9s. 10d., payable to John Anderson— A MAN, age SHROPSHIRE. 30.— Ludlow ( County).— For stealing from his lodgings, 31st ult,, a silver watch and chain ( recovered)— EDWIN JOHN LYDIATE, age 18, height 5 ft. 6 in., round features, hair light; dress, blue coat and vest ( double- breasted), dark grey trousers, patch of black and white check cloth on seat, fawn colour mackintosh, dark peak cap. A groom. Absconded 31st ult. Had with him a parcel containing a navy blue suit and a pair of shoes. Warrant issued. Information to Supt. Perry, Ludlow. 31.— Oswestry ( County).— For obtaining food by false pretences, 21st ult. — HARRY WOOD, age 18 to 20, height 5 ft. 6 or 7 in., slight build, complexion ruddy, long features, hair ( bushy in front) dark brown, eyes supposed grey, large teeth, decayed in front, one in upper jaw broken, of good address ; dress, black cloth jacket and vest, light grey trousers, with narrow dark stripe, black tie with red and blue spots, red and brown plaid cap, brown kid gloves, light lace boots, gold colour pin, large silver double watch chain, silver watch, minute hand broken, gold ring. Stated he was a musician, and a native of Leicester ( false). He takes lodgings, and states that he has obtained employment as a musician, leaves next morning on the pretence of going to the parish church to play the organ, opens offertory boxes, steals contents, and absconds. Supposed wanted for similar offences elsewhere. Warrant issued. Information to Supt. Lewis, Oswestry. 5 PORTRAITS OF PERSONS WANTED. METROPOLITAN POLIOE DISTRIOT. 32.— C Division.— For stealing and receiv- ing, 18th ult., a pearl pin, value £ 600 ( recovered) — DAVID JACOBS, alias " STICKS," Office No. S. 22119, age 41, height 5 ft. 3j in., stout bnild, complexion fresh, hair and eyes brown, mole right side of neck, nose inclines to left; dress, dark grey pepper and salt colour overcoat, dark jacket suit, black hard felt hat, turned down collar, coloured tie. Sentenced at South London Sessions, 11th November, 1898, to 10 months hard labour for receiving ( silks, & c.) Jacobs, who is a Russian by birth, is a well known dealer in jewellery and receiver of stolen property. May be found attending sale rooms or associating with foreign dealers in jewellery. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. a LANARKSHIRE. 33. — Glasgow ( City).— For stealing from „ Theatre, 28th ult., £ 240, consisting of £ 30 in gold, remainder in English banknotes— JOHN ADRIAN MAULE, age 25, height 5 ft. 8 in., stout build, complexion fresh, hair light brown, clean shaved, speaks with Scotch accent, bad impediment in speech, lisps ; dress, light brown or fawn colour overcoat, dark grey check jacket suit, red tie, brown hard felt hat, lace boots. A theatrical clerk. May be accompanied by two men ( 1st, age 26 to 30, height 5 ft, 5 or 6 in., hair dark brown, slight moustache dark, lisps; dress, dark square- cut jacket suit, black felt hat; 2nd, tall, hair auburn, heavy moustache light, scar left cheek ; wearing long black overcoat, blac k felt hat). Warrant issued. Information to the Chief Constable, Detective Department, Glasgow. LANCASHIRE. 34.— Manchester ( City).— For misappro- priating large sums of money— GEORGE THORPE STANLEY, age 58, height 5 ft, 3 or 4 in., stout build, complexion fresh, full face, hair and beard ( cut short) grey. Has been an Alderman. Until recently he carried on business as a wholesale fish and game dealer at Man- chester; also at Birmingham. Is well- known to fish, game, and oyster dealers throughout the country. May endeavour to leave the country. Warrant issued. Information to the Chief Constable, Town Hall, Manchester. APPREHENSIONS SOUGHT ( covtinu* d)- SOMERSETSHIRE. 35.- Frome ( County).— For obtaining £ 1 bv false pretences— A. SOANE, alias JOHN HAYES and A. He advertised for an engineer, purser, & c., and induced them to take up shares. Is believed to have carried on similar frauds at seaside towns in England and Scotland. Is stated to have been convicted at Lewes Assizes in 1899.
