All communications for insertion in the POLICI GAZETTE, and all communi- cations relating to them, should be addressed to THB EDITOR OF THE POLICE GAZITTI, NEW SCOTLAND YARD, LONDON, S. W. 8. Particulars concerning persons whose apprhension is sought will be inserted in one issue of the POLIOB GAZETTE, if they are sufficient to enable action to be taken upon them by another force. I. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10a. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 8. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case, may be. ATSOKTS, 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request fcr the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, ly Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 18. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT 1.— C Division. — For stealing, 19th January last, ;•) pins ( 1 set large sapphire in centre, surrounded with brilliants; 1 set sap- phire with small spray of diamonds; other re- covered)— A. SHARP,' age 30, height 5 ft. 7 or 8 in., complexion, hair and eyes dark, clean shaved, thin face, rather long nose, scar on chin ; wearing dark overcoat, black hard felt hat. A valet. Warrant issued. 2.— C Division.— For fraudulent conver- sion of £ 111 10s. during March, 1902— C. HAMIL- TON, age about 35, height about 5 ft. 10 in., slight build, comple ; ion, rather long moustache and pointed beard dark, stoops slightly ; drees, dark mixture jacket suit, black hard felt hat. A private enquiry agent, late of the firm of H. E Benson and Co., 63 Regent Street, W. Warrant issued. 3. — T Division. — For stealing £ 30— JOHN READER, ago 44 ( looks older), height 5 ft. 4 in., stoops, complexion fair, hair ( turning grey), light, eyes grey, effeminate voice, walks quickly ; dress, light grey overcoat, square cut shoulders, Raglan pockets, grey frock coat, dark trousers, dark tweed cap ; a native of St. Alban's, Herts. Has been employed as a furniture salesman ; stated his intention of proceeding to Liverpool. May be found in company of loose women. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. BERKSHIRE. 4.— Reading ( Borough).— For ringing the changes— ROBERT CORDELL EDWARDS, age 42, height 5 ft. 7 in., stout build, complexion sallow, oval face, hair brown, eyes grey, large abscess scar right side of face, scar over left eye ; dress, dark suit, long Raglan overcoat, hard felt hat with wide brim. A flower hawker ; native of London. Sentenced at St. Alban's Quarter Ses- sions, 31st December, 1901, to 12 months im- prisonment for a similar offence. Information to Capt. Henderson, Chief Con- stable, Reading. CARNARVONSHIRE. 5.— Carnarvon ( County).— For stealing, 4th ult., at Llanberis, 2 pairs stockings ; 1 scarf ; 1 pair leather gloves, and a hazelwood walking stick — JOHN WILLIAMS, alias WILLIAM STAUN- TON. JOHN ELLIS, OWEN and JACK CYNWYD, age 55, height 5 ft. 7 § in., complexion fresh, long narrow face, hair ( turning grey) dark brown, eyes hazel, cut left eyebrow, mole both arm- pits and left side, large mole right breast and shoulder, 2 moles on chest; dress, blue jacket, fustain vest and tro* sers, cap with ear flaps. A native of Cynwyd, Merionethshire. Convicted of housebreaking at Welshpool in 1879, and at Wrex- ham in 1886 and 1889, of larceny at Dolgelly in 1897, and at Carnarvon in 1898. Warrant issued. CHESHIRE. 6.— Crewe ( County).— For stealing from his lodgings, 23rd ult., a silver English lever stop watch, " Morrison, Manchester" on dial, No. 14422; 1 silver English lever, makers Powell A Bates— THOMAS RIGBY, age 25, height 5 ft. 4 in., complexion fresh, hair brown, eyes blue, speaks with London accent, tattooed both arms; dress, black jacket and vest, dark blue mixture trousers, grey cap, light biucher boots with pointed toes. Is a deserter from the Royal Welsh Fusiliers at Wrexham, left his uniform behind. Warrant issued. Information to Supt. Pearson, Crewe. DORSETSHIRE. 7.— Shaftesbury ( County).— For stealing £ 5 10s. from his lodgings, 19th ult.- A MAN, name supposed HERBERT WHEATLEY, age 30 to 35, height about 5 ft. 8 in., complexion sallow, hair brown ( curl in front), eyes ( full) blue, turns his toes slightly outwards, appeared to suffer from tender feet, both arms tattooed, including woman, horse shoe, and " True love " ; dress, dark brown jacket, grey vest, dark brown cord trousers, dark cap, blue muffler with red stripe, biucher boots, silver watch (" Sans Rival " on face) and silver curb pattern chain. Stated he belonged to Frome and that he was discharged from the Royal Artillery a few months ago. Absconded 19th ult. Warrant issued. Information to Supt. Dennett, Shaftesbury. 8.— Weymouth ( Borough).— For failing to appear to a witness summons, 25th ult.. in a case of brothel keeping.— LUCY KATE FLISHER, age 23 ( looks older), height 5 ft. 3 or 4 in., com- plexion pale ; dress, black skirt with white stripes, brown cape, black sailor hat with black band. Absconded 25th ult., accompanied by her son, age about 6 years; dress, serge sailor suit and cap. Warrant issued. Information to Chief Constable Eacock, Weymouth. HAMPSHIRE. 10 — Petersfieid ( County).— For obtain- ing £ 10 by fraud, 23rd ult., at Longmoor Camp— EDuAR WATTS, age about 27, height about 6 ft., complexion fresh, full face, hair dark brown, small moustache brown, eyes grey, slovenly gait, bird tattooed on one arm ; dress, dark tweed jacket, black vest and trousers. A waiter ; may seek employment at Canteens or Hotels. Warrant issued. Information to Supt. King, Petersfield. 11— Southampton ( Borough).— For steal- ing 6 gold rings ; 1 gold brooch ; and 1 gold neck- chain— TEREnA CASINELLI, an Italian, age 24, height 5 ft. 6 or 7 in., well built, complexion dark, hair dark brown, eyes brown, long thin nose. Warrant issued. Infoimation to the Chief Constable, Southamp- ton. HERTFORDSHIRE. 12 — Bishop's S tort ford ( County).— For fraudulently converting £ 30 to his own use— HENRY BAYLEY TAMS, alias HAROLD M. BEuKLEY ST. RUTH and C. B. Dis LISLE, age 40 to 45, height 5 ft. 8 or 9 in., stout build, com plexion sallow, full face, hair ( thick and curly), beard and moustache dark brown, may now be clean shaved, right thoulder and eye droops, of good address; wears a gun metal sleeve link, set 3 turquoise each side, brown k nicker suit and cap; appearance of an actor. ( See Case No. 18, 22nd January last). He has recently uttered fictitious cheques, at St. Ives, Cornwall, Bath and PI) mouth, and will no doubt endeavour to obtain money by similar means elsewhere. Warrant issued. Information to Supt. Martin, Bishop's Stortford. KENT. 13.— Gravesend ( Borough).— For obtain- ing money by false pretences— JAMES SMITH, alias W. ROBINSON WILSON, age 30 to 36, hair dark brown; dress, brown jacket and trousers, blue serge cap. A labourer or jobbing gardener. He calls at houses, states he has been sent by the occupier ( who has just left the town by train) to leave a parcel of rose trees, which are afterwards found to be ash saplings, and obtains payment for same. ( See Case No. 34, 20th November, 1903.) Warrant issued. Information to Chief Constable Thornton, Gravesend. 14." Tunbridffe Wells ( Borough).— For stealing, from their lodgings, 9th ult.. wearing apparel ( recovered) — . JAQK RUSSELL, alias CHARLES RUSSELL, aud JACK JONES, age about 30, height 5 ft. 9 or 10 in., slight build, complexion pale, hair and long moustache light; dress, dark frock coat, dull red fancy vest with brass buttons, grey trousers, silk hat, patent leather boots, wearing a gold or gilt watch chain. A native of Hastings. — QUEKNIE RUSSELL, alias MRS. JONES, age 28 to 30, complexion fresh, hair ( curled on forehead) dark, teeth discoloured ; dress, dark green tweed costume, long train to skirt, dark fur uecklet, dark brown or black velvet toque, trimmed pale blue bows, veil with large black spots. Warrants issued. Information to Chief Constable Prior, Tun- bridge Wells. LANARKSHIRE. 15. — Glasgow ( City).— For stealing from a Theatre, 28th ult., £ 240, consisting of £ 30 in gold, remainder in English banknotes— JOHN ADRIAN MAULE, age 25, height 5 ft. 8 in., stout build, complexion fresh, hair light brown, clean shaved, speaks with Scotch accent, bad impediment in speech, lisps ; dress, light brown or fawn colour overcoat, dark grey check jacket suit, red tie, brown hard felt hat, lace boots. A theatrical clerk. May be accompanied by two men ( 1st, age 26 to 30, height 5 ft. 5 or 6 in., hair dark brown, slight moustache dark; dress, dark square- cut jacket suit, black felt hat; 2nd, tall, hair auburn, heavy moustache light, scar left cheek; wearing long black overcoat, black felt hat). Warrant issued. 16. — Glasgow ( City). — For embezzling £ 1.300— DAVID C. FISHER, age 21, height 5 ft. 5 or 6 in., slight build, complexion fresh, hair ( curly) and slight moustache light, eyes blue; dress, blue jacket suit, dark grey overcoat, felt hat. A stockbrokers' cashier. Absconded 27th January last. May endeavour to leave the country. Warrant issued. Information to the Chief Constable, Glasgow. LANCASHIRE. £ 100 REWARD. 17.— Widnes ( County).— For stealing £ 450, by violence, 25th ult.— TWO MEN ( 1st, age about 35, height about 5 ft. 9 in., compb xion sallow, long features, rather prominent nose, hiah cheek bones, hair light brown, slight moustache light ; wearing dark brown overcoat with velvet collar, speckled jacket, low cut vest, black bow tie, black hard felt hat. 2nd, age about 30, height 5 ft. 6 or 7 in., complexion fresh, full round face, moustache dark, scratch about J in. long on left side of nose ; dress, coachman's light colour overcoat, light trousers, navy blue tie with white spots, dark soft felt hat. They escaped by means of a horse and trap which had been stolen and afterwards found abandoned near Sr. Helen's, where they left be hind a pair of old green cord trousers ( similar to those worn by railway porters), a grey and red check mixture jacket, slate colour buttons, and an old navy blue serge jacket. They were traced to Ashton- in- Makerfield, and then hatf with them a small brown hand bag. The above reward will be paid by the United Alkali Company, Limited, Widnes, for the appre- hension and conviction of the thieves. Information to Acting Oupt. Strickland, Widnes. LEICES TERSHIRE. 18. — Loughborough ( County). — For stealing from his lodgings, 4ih ult., an 18 ct. chronograph keyless watch, white dial, " No. 74798" thereon, gold hands, centre seconds, " C. B." on back of case, " In Memory of my Dear Mother who died July 24tb, 1896, and was interred in Diseworth Churchyard" engraved inside ; 1 9 ct gold Albert, metal swivel at end— A MAN, age about 45, height about 5 ft. 7 in., complexion fresh, hair ( turning grey) dark; dress, dark suit, hard hat, lace boots. Stated he was travelling with artists' brashes. Supposed a native of London. 19..— Loughborough ( County).— lor stealing £ 4, 30th January last— A MAN, age about 35, height about 5 ft. 9 in., complexion fresh, full face, hair and moustache brown ; drees, brown suit, black hard felt hat. He obtained the above amount from a person by sending a telegram purporting to have been for- warded by the latter's son who is a lieutenant in the Army. Warrant issued.' Information to Supt. Agar, Loughborough. LINCOLNSHIRE. 20. — Market Rasen ( County). — For stealing a silver plated bass cornet, plating worn in places— H. C. BOSTOCK ( supposed false), age about 40, height 5 ft. 6 in., complexion pale, hair and moustache black, heavy eyebrows dark ; dress, black coat, dark trousers, black hard hat. He answers advertisements in the Exchange and Mart, obtains articles on approval and absconds. Left Ripley, Derbyshire, on 25th ult. Warrant issued.. Information to Inspector Jarvill, Market Rasen. NORFOLK. 21.— Walsingham ( County).— For obtain- ing 10s. by false pretences, 26th January, 1904, at Wells- next- the- Sea— SIDNEY ROBERT HILL, age 38, height about 5 ft. 10 in., complexion fresh, hair dark brown ( turning grey), moustache brown, eyes supposed brown ; wearing dark grey overcoat and speckled cap. He represented him- self as a member of a lodge of Freemasons at Cardiff, called on freemasons and stated that he had taken rooms for his wife and family in the locality. Was formerly employed as a wine and spirit merchant's traveller at Cardiff. Warrant issued. Information to Supt. Harvey, Walsingham. SOMERSETSHIRE. 22,— Frome (. County).— For obtaining £ 1 by false pretences— A. SOANE, alias JOHN HAYES and A. EDSER, age 40, height 5 ft. 8 or 9 in., complexion dark, hair turning grey; wearing black jacket and vest, brown or black gaiters, hard felt hat. ( See Case No. 85, 26th February.) Warrant issued. Information to Supt. Rawlings, Frome. 5 TA FFORDSHIRE. 23.— Burton- on- Trent ( County).— For stealing, 18th ult., at Draycott, a horse and trap ( recovered)— HENRY SHAKESPEARE, age 35, height 5 ft 10 in., complexion sallow, hair brown, varicose veins both legs, splay feet, limps ; dress, black jacket, 2 vests ( one light, other dark), 2 pairs trousers ( one pair light, other dark), black hard hat, lace boots. Hicklin, Burton- on- Tr » ut SURREY. 24.— Chertsey ( County).— For obtaining ley a worthless cheque, 12th ult., a dark brown horse, age 9 years, 17 hands, white star on forehead, very large neck— ROBERT TAIT, age 30 to 35, height 5 ft. 9 or 10 in., stout build, moustache light, good teeth, of smart appearance; dress, dark tweed suit ( high cut vest), black hard felt hat. SUSSEX ( East). 25.— Hastings ( Borough).— For stealing a watch ( recovered)— HERMAN WEBER, a Ger- man, age about 22, height about 5 ft. 8 in., com- plexion pale, thin face, hair dark, clean shaved, supposed abscess scar left side face, speaks good English ; dress, blue jacket, fancy vest, grey trousers, green tie, black aud white check cap, had with him a black leather bag initials, " H. W." Warrant issued. 26.— Hastings ( Borough). — For stealing from his lodgings, 18th nit., 3 pairs gold ear- rings, set red and white stones; 1 gold necklace, round links, set do.; 1 lady's gold ring, chased top, set do.; 1 do. silver watch, white dial, black figures, " made in Germany" stamped on cases; 1 dark brcwn vest; 1 red, blue and yellow silk neckerchief- — MELLEE, an Italian, age 26 to 30, height about 5 ft. 5 in., complexion and hair dark, moustache reddish; dress, dark brown jacket suit, pale blue cricketing shirt, dark blue cap, lace boots. Information to the Chief Constable, Hastings. WAR WICK SHIRE. 27. — Aston Manor ( County). — For stealing. 2oth ult., a gold hunter watch. No. 47482, and a tr< dd neck chain— SAMSON PEM- BERTON PROSSER. age 34, height 5 ft. 5 or 0 in., complexion fresh, hair ( curly) black, eyes dark. A doctor ; native of Birmingham, but has lately been travelling with theatricals as advance agent or manager. Is well known to theatricals in London. Warrant issued. Information to Deputy Chief Constable Hannah, Aston Manor. 28.— Warwick ( County).— For embezzle- ment— CHAR ES BRADFORD, age 40, height 5 ft. 5 or 6 in., complexion fresh, hair and eyes light brown, high forehead, speaks quickly, takes short quick steps ; dress, light jacket and vest, grey cycling knickers and stockings, grey cap, lace boots. A stonemason ; native of Leamington. Has been engaged in the cycle trade at Stratford- on- Avon about 10 years. Warrant issued. Information to Supt. Ravenhall, Warwick. 29 — Leamington ( Borough).— For steal- ing ( lodgings), a lady's gold ring, set pearls around glass containing hair ; 1 do. dress ring, set with supposed diamonds ; 1 plain gold brooch, 1 in. long, I in. wide, with glass containing hair; 1 | round gold brooch, set with 9 or 12 pearls around glass containing hair ; 1 gold brooch, about 1 in. square, set small black stones around glass con- taining hair ; 1 long twisted brooch, set pearls around stone in centre ; 1 lady's line rolled gold watch guard, horseshoe pendant, set rubies, attached— A MAN, who gave the name of C. BARRINGTON, age about 35, height 5 ft. 4 or 5 in., complexion ruddy, skin peeling off nose, hair inclined to curly ( turninggrey), moustache ( turn- ing grey) light, hooked nose, of good address ; dress, dark navy blue lounge suit, dark pepper and salt colour overcoat, black bowler hat, wearing a large ( supposed diamond) pin. He called at a house, 24th ult., engaged 2 bedrooms and a sitting- room, aud stated that he was secretary to a gentleman who would arrive the following day. He left behind an envelope " H. Winsford, Esq., Grove House, Marine Parade, Bognor," thereon. Information to Chief Constable Eirnshaw, ' Leamington. 5 PORTRAITS OF PERSONS WANTED. METROPOLITAN POLICE DISTRICT. 30.— Criminal Investigation De- partment.— For obtaining 5s. by fraud— D. RUTHERFORD, who is identical with MAR- GARET ROBINSON, age 28, height 5 ft. 2 in., complexion fresh, hair sandy, eyes grey. Native of Wavertree. Previously convicted at Liverpool. This woman describes herself as a nurse, calls at houses where apartments are to let, represents that she requires rooms for her father, brother, or intended husband, whom she says is employed at a bank ( false), gives as references the names of doctors, solicitors, Ac. She afterwards obtains money by stating that she has left her purse at the hospital, or has given away half- sovereign for a 6d.,. and has no money to pay her fare home. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. 31.— R Division.— For obtaining money by false pretences, 27th November last— SARAH GlLL, anas EMILY VERJSE 1 , JANE EVANS, JANE GRIFFITHS, MARGARET ROBINSON, SARAH BURNEY, MARGARET WILLIS, EDITH WYATT, JARVIS, ROBERTS, WIL- LIAMS, WYCHERLEY, HAMMOND, AVON- DALE, MARSDEN, CLARKE, SOMMER VILLE, RICKETTS, BURLEIGH, and " MRS. ROSHIER," Office No. S. 3833 ( ILLUSTRATED CIRCULAR 63, Figure 34), age 26, height 5 ft. 3| in., complexion dark, hair dark brown, eyes brown, scar left side upper lip, mole right cheek, on chin, and right eyebrow. A laundress; native of Den- bigh. Calls at Servants' Registry Offices, obtains names and addresses of ladies residing 30 to 40 miles from London, who are desirous of engag- ing the services of a cook, proceeds to each, gives fictitious references, and then explains that she is in great trouble, owing to having lost the return half of her railway ticket, or having been robbed of her purse. By these and similar means she succeeds in obtaining money. Often introduces in references the names of titled persons.
