All communicationt for insertion in the POLICI GAZETTE, and all communi- cations relating to them, should be addressed to THS EDITOR OF THE POLICE GAZBTTB, NIW SCOTLAND YARD, LONDON, S. W. 3. Particulars concerning persons whose apprhension is sought will be inserted in one issue of the POLICI QAZBTTB, if they are sufficient to enable action to be taken upon them by another force. I. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. b. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 6s. to 10s. _ A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 1TIONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once trammit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. . . . 18. Announcements concerning property lost or persons missmg can only be accepted on payment; and the charges for the insertion of the tame will be given on application. SPECIAL NOTICE. The amount of stolen property at present " circu- lated " by the Metropolitan Police has become so inordinately large as to prejudice or destroy the practical value of the records, and it has been found necessary to limit it very considerably. It has been decided, therefore, to discontinue the " cir- culation " in Informationsand Pawnbrokers'Lists of all property stolen in the provinces, unless where there are grounds for believing that the property has found its way to the Metropolis. Chief Con- stables are requested accordingly, when forwarding lists of stolen property to Scotland Yard, to send with them a letter to that effect. And if bills or circulars are received in future, unaccompanied by such a letter, it will be assumed that the " circula- tion " of the particulars they contain is not desired. The same course will be followed with respect to property lost and persons missing. SPECIAL NOTICE. IT is notified for information of all Police Forces, that the Registered Telegraphic Address of the Assistant Commissioner, Criminal Investi- gation Department, New Scotland Yard, London, S. W., will, in future, be " Handcuffs, London " instead of " Scotland Yard, London." APPREHENSIONS SOUGHT. Sentenced at Liverpool Assizes, 9th March, 1894, to 10 years penal servitude for receiving. Re- convicted at Dublin, 29th Novem- ber, 1901, and released on 2 . d licence for 2,0 days from Maryborough Prison, 18th January last. He left Dublin by the Holyhead boat, 9.20 p. m. same date for Rugby, but has failed to report arrival. A domestic servant; native of Babraham, Cambs. 4.— 5 Division.— For t- tealing £ 13, 25th ult.— ADA RICKARD, alias ELLEN GWYNNE, age 40 ( looks older), height 5 ft. 3 in., complexion fresh, hair ( short and curly) dark ( turning grey), scorbutic nose, wart at end ; dress, green costume, black sailor hat, grey curly boa. A clerk, but has recently been to sea; native of Bristol. He has a very pausible manmr, and is in the habit of shewing to police officers the photograph of his brother- in- law, who is a police officer. Sentenced at Bristol Assizes, 3rd July, lb99, to 5 years penal servitude for burglary and wounding. Liberated on 2nd licence, 7th October, 1903. May be heard of at Shipping Offices. Warrant issued. Photograph can be seen on application. 14. — Cardiff ( Borough). — For larceny— JAMES CUMMINS, C. S. O., No. S. 9618, age 23, height 5 ft. 5 in., complexi n fresh, hair brown, eyes grey, " KF" outside left forearm, clasped hands over heart with cross at bottom of heart with " 1L" over and " JH" underneath, heart and hands " JO" outside. Native of Cardiff; frequents wharves, docks, & c., with a view of intercepting sailors or to seek employment. Has been convicted at Cardiff. Photograph can be seen on application. 15 — Cardiff ( Borough). — For stealing a dark suit with light stripe, " Evans, Dunraven Street, Tonypandy " on tab ; 1 silver match- box ; 1 gold signet ring ; and about 14s.— WILLIAM THOMAS TAYLOR, alias HYSLOP, age about 20, height 5 ft. 5 or 6 in., slight build, complexion fresh, hair ( curl in front) light; dress, black coat and vest, light trousers, light £ length overcoat, may be wearing the stolen suit. A butcher's carter. Prior to coming to Cardiff he was em- ployed on a farm at West Dean, Chichester. May seek employment as a milkman. Warrant issued. 16. — Cardiff ( Borough). — For stealing a £ 5 Bank of England note — FREDERICK LIONEL MEDHURST. age 17, height 5 ft. l£ in., complexion pale, hair brown, eyes grey, upper teeth decayed, bald patch top of head, brown mole left cheek, cut scar right side of mouth, 3 scars right knee, scar above left knee, hairy mole right jaw. A native of Sidmouth. Was employed as under boots at a hotel. He was sentenced to 3 months imprisonment at Cardiff, 5th May, 1903, for stealing 2 £ 5 notes. HAMPSHIRE. 17.— Southampton ( Borough).— For steal- ing an overcoat ( recovered)— A MAN, who gave the name of JOHN WATTS ( supposed false), age about 35, height 6 ft., hair light, long drooping moustache ginger; dress, blue serge coat and vest, black felt hat. 18 — Southampton ( Borough).— For steal- ing a silver watch, maker Benson ; 1 long thin silver chain; 1 purse; and £ 4 10s.— FREDERICK WIGNELL, age 19 or 20, height 5 ft. 3 or 4 in., complexion fresh, hair light; dress, dark jacket and trousers, black and white scarf, skull cap or pepper and salt colour motor cap, blucher boots. An ordinary seaman ; supposed a native of Deptford, Kent. Warrant issued. Information to the Chief Constable, South- ampton. SUFFOLK ( West). 29.— Mil den hall ( County).— For obtaining money by false pretences at Newmarket— A MAN, age about 37, height about 5 ft 7 in. complexion fresh, hair light, slight moustache sandy ; dress, light dust coat, striped tweed trousers, black hard hat, carried a small brown bag containing patterns of cloth. He represented himself to be a traveller for a firm of tailors at Cambridge. Warrant issued. Information to Supt. Heigham, Mildenhall. SUSSEX ( East). 30. — Hastings ( Boro gh).— For deserting his wife and family— CHARLES JOHN BOUT- WOOD, age 41, height 5 ft. 4 or 5 in., slight build, complexion pale, hair dark, moustache light, eyes ( small) dark brown ; dress, dark navy blue serge coat and vest, dark brown tweed trousers, dark grey overcoat and cap, lace boots. They called on small shopkeepers, and stated that they were travellers for the Eucalyptus Cigarettes, and that they had authority to appoint agents in the dis- trict, who would be paid a guinea a quarter in addition to profits on sales, and if the cigarettes were unsold within a certain period they were to be returned and money refunded. They also represented that automatic machines and glass show cases would be supplied, and that the shop- keeper's name would be advertised in local papers and printed on paper bags.
