Particulars concerning persons whose apprhension is sought will be inserted in one issue of the POLICB GAZITTB, if Ihty are sufficient to enable action to be taken upon ihem by another force. I. Particulars as to stolen property will be likewise inserted in one issue, if sufficient t » enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10 » . A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 0. Annouuce. mt nts of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. The force which causes particulars conccrning delinquents or stolen property to be inserted in thi POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. In all cases the officer signing the request fer the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. Anniiuncrmi nts for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. All payments must be in advance, either at the office, New Scotland Yard, by 1' ostal Order, or by Post Office Order, payable at Parliament Street Post Office. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be guen on application. SPECIAL NOTICE. PRISONERS UNDER REMAND. The aid of the Metropolitan Police is frequently sought by other Police Forces to make inquiries respecting the antecedents of prisoners under re- mand, and such inquiries often result in identi- fying accused persons as being old offenders. But, in many cases, the time allowed for such inquiries is so brief that effect cannot be given to the request for information or that it can be com- plied with only in a perfunctory manner, and at great inconvenience. The Editor would therefore suggest, in the interest of the Provincial Police Forces, that four clear days, at least, should be allowed in cases of the kind, to complete the inquiries asked for. SPECIAL NOTICE. IT is notified for information of all Police Forces, that the Registered Telegraphic Address of the Assistant Commissioner, Criminal Investi- gation Department, New Scotland Yard, London, S. W, will, in future, be " Handcuffs, London" instead of " Scotland Yard, London." APPREHENSIONS SOUGHT. Warrant issued. 2.— A Division.— For obtaining £ 50 by false pretences— Expiree CHARLES HILL, alias CHARLES VINCENT and CHAS. OWEN TRILL, Office No. 2317- 01, age 31, height 5 ft. 7i in, complexion sallow, hair dark brown, eyes grey ( full) ; scar base left thumb and inside 2nd joint 3rd left finger, 1 blue dots left wrist; dress, blue cloth suit, dark overcoat, soft felt hat. A baker ; native of Brighton. Sentenced at Sussex Assizes, 29th November, 1897, to 5 years penal servitude for forgery. Licenced 31st August, 1901. He was employed as an indoor servant. , 6.— T Division.— For stealing £ 59 6s." 4£ cL, while employed as a Brewer's clerk and traveller — EDWARD GILES CAINES, age 35, height 5 ft. 11 in, complexion fair, hair brown, prominent nose, impediment of speech, turns his feet outwards; dress, light tweed suit, black hard felt hat. A native of Cardiff. 7.— X Division.— For stealing a cart, horse and harness — JOSEPH COLLINS, alias JOHN SMITH, Office No. 1145- 03, age 28, height 5 ft. 4£ in, scar back 2nd and 3rd left fingers, " JB" right forearm, clasped hands and a row of small strokes back right wrist, scar left of head, mole left of neck; dress, dark clothes and cap. BERKSHIRE. 8 — Faringdon ( County). — For stealing ( bailee) a bicycle— ARTHUR ROBINS, age 30, height 5 ft. 8 in, complexion fair, hair light brown, clean shaved, eyes light grey, crooked nose; dress, navy blue suit, grey cap. BUCKINGHAMSHIRE. 9.— Aylesbury ( County).— For stealing from his lodgings, 19th inst, a pair of boots.— A MAN, age 26 or 27, height 5 ft. 7 in, inclined to be stout, complexion, hair and slight moustache dark ; dress, dark grey jacket, dark blue striped trousers, dark neckerchief, cap, and the ' stolen boots. Stated that he came from Portsmouth, and thnt he was an engine driver employed in brickyards. Warrant issued. Information to Deputy Chitf Constable Pitson, Aylesbury. CARNARVONSHIRE. 11 — Bangor ( County).— For stealing, 5th inst., a silver lever watch, No. 36895, made by a Manchester firm— ROBERT McDONALD, age 25, height 5 ft. in., complexion fresh, hair brown, eyes grey. A labourer; native of Cannongate, Midlothian. He was released from H. M. Military Prison, Stirling, on 9th ult., after undergoing 84 days imprisonment for deserting from the Gordon Highlanders; was previously convicted of desertion from the Yorkshire Regiment. May endeavour to re- enlist. Had in his possession a pair of socks, " No. 7445, Royal Highlanders," thereon. Information to Deputy Chief Constable Harris, Bangor. DEVONSHIRE. 12.- Culiompton ( County).— For stealing £ 4 Is., by trick, 6th ult.— A MAN, age about 40, height about 5 ft. 6 in., rather stout build, com- plexion, hair, and moustache dark, full face, speaks with slight London accent; dress, light suit, bowler hat, light mackintosh. He sells herbal cigarettes, signed receipts as J. Da- Costa, 1 Grafton Road, Mutley, Plymouth. Warrant issued. Information to Supt. Collins, Cullompton. ESSEX. 13— Romford ( County).— For leaving his wife and 7 children, chargeable to the Romford Union, 3rd inst.— CHARLES BAWDEN, age 44, height 5 ft. 5 or 6 in., complexion fair, hair ( bald on top), heavy moustache and whiskers light, eyes blue, right thumb rather flat through an inquiry; dress, black morning suit, grey overcoat, hard felt hat, lace boots. A blacksmith; native of Cam- borne, Cornwall. Warrant issued. Information to Supt. Creasy, Romford. 14.— Southend- on- Sea ( County).— For forging, lst inst., a cheque for £ 23 on the London and Provincial Bank, Southend — GEORGE HARRY TOWNSHEND, age 60, height 5 ft. 4 in., stout build, complexion florid, slightly pock- marked on nose, hair grey, moustache light ( turn- ing grey), eyes blue, wears glasses, walks rather badly, carried head slightly forward when walking, very talkative; well dressed. He takes lodgings in a quiet neighbourhood, and advertises in London and local papers for clerks. Supposed identical with Henry Harrison, Case No. 20, 27th November, 1903. Warrant issued. GLOUCES TERSHIRE. 15.— Cheltenham ( County).—¥ OT obtain- ing food and lodgings by false pretences—- CHARLES RICHARDSON, age 30 to 35, height 5 ft. 7 or 8 in., slightly rooind shoulders, complexion fresh, hair dark brown, clean shaved, abscess mark left side of neck; dress, dark pilot jacket, tweed trousers with light stripes, blue muffler with white spots, grey cap, light boots. A groom; may be found at livery stables. Is well known at Swindon, Oxford, and Wantage. Warrant issued. Information to Supt. Hopkins, Cheltenham. HAMPSHIRE. 16.— Winchester ( City).— For obtaining goods and money by false pretences— WILLIAM TROKE, age about 40, height about 5 ft. 8 in., complexion dark, hair dark brown, moustache dark, peculiar expression in eyes, addicted to drink; dress, old blue serge suit, blue muffler with red and black stripe, dark cap, light lace boots. He plays a piano at low public or beer houses. May seek employment as a labourer or jobbing gardener. Stays at Church Army homes, common lodging houses, or low beer houses. Warrant issued. Information to Head Constable Felton, Guild- hall, Winchester. 17.— Portsmouth ( Borough). — For em- bezzlement— HERBERT SLOANE, age 24, height 5 ft. 10 in., eomplexion dark, hair and eyes dark brown, moustache brown; dress, blue serge suit and cap, white muffler, heavy nailed boots. Was employed as a coal carter. Absconded 5th inst. Warrant issued. 18.— Portsmouth ( Borough).— For being concerned with a man in custody, charged with burglary, 5th inst. ( See Case No. 51, 19th inst.)— WILLIAM GILLETT, age about 27, height 5 ft. 9 or 10 in., complexion sallow, full face, slight moustache dark; dress, blue serge coat, blue cloth trousers, cap. 19.— Portsmouth ( Borough).— For steal- ing from his lodgings, 19th inst., a pair of heavy- nailed watertight boots, size 8; and £ 1 6s. l^ d.— JOHN BEACH, age 21, height about 5 ft. 5 in.; blotches and sores on face, hair brown, slight moustache ; dress, blue serge coat, black trousers, blue and black muffler, dark cap, and the stolen boots. A wood- chopper; native of Woolwich. Is well known to costermongers of Croydon and Cardiff. Information to the Chief Constable, Town Hall, Portsmouth. KENT. 20.— Canterbury ( County).— For obtain- ing food and money by false pretences at Barham, between 2nd and 12th inst.— A MAN, who gave the name of ARTHUR STEIN, age about 26, height about 5 ft. 6 in., complexion fair, red cheeks, hair light brown ( thin on top), eyes grey, speaks softly; dress, blue overcoat, black jacket and vest, dark grey striped trousers, hard felt hat ( glossy), collar size 15£, " Umbria" thereon, rubber front, red and dark striped tie, kid boots, nearly new. Represented himself as a ship's steward, and that he was recently discharged from a ship at Tilbury Docks, stated that his money would be transferred to Lloyd's Bank, Canterbury, also that he had lost £ 18 at Dover. Supposed identical with P. HOFFMAN, Case No. 12, 12th inst. Warrant issued. Information to Supt. Jacobs, County Police Station, Canterbury. 21.— Dartford ( County).— For non- payment of £ 60 17s. 6d maintenance arrears — WILLIAM GEORGE EXCELL, age about 33, height 5 ft. 4 or 5 in., complexion fresh, hair brown, sometimes wears a beard, eyes ( near- sighted) grey, usually wears glasses. He was employed as Postman at Woolwich up to 23rd ult. Warrant issued. Information to Supt. Kemp, Dartford. 22 — West Mailing ( County).— For ob- taining 3s. 3d. by false pretences, at East Peckham, 17th inst.— A MAN, who gave the names of JONES and DAVIS, age 24, height 5 ft. 6 in., complexion dark, scar left cheek; dress, blue serge suit, blue guernsey, white wrapper, blue cap, brown boots. He obtained the above amount from a member of the Salvation Army, by stating he had been robbed of 15s., and wanted the money to enable him to return to London. Warrant issued. Information to Supt. Hoare, West Mailing. 23.— Folkestone ( Boronc/ h).— For larcenv ( trick)— Expiree MARION JOHNSTONE, alias MEACHAM. VINCENT, NADEN, and LENNOX, Office No. 872- 99, age 45, height 4 ft. 6 in., com- plexion dark, hair dark brown, eyes blue, legs deformed, walks lame ; dress, black skirt, brown cape lined with fur, or black cape with fur round neck, sealskin or fur hat. Sentenced at Leeds Assizes, 2nd December, 1895, to 5 years penal servitude for larceny. Licenced, lst April. 1899. She wrote from New Romney for a quantity of art needlework, value £ 11 lis. 6d„ to be sent on approval for a sale of work, and sold a portion to the mistress of a private school at Ashford. Warrant issued. Information to the Chief Constable, Folke- stone. 24.— Maidstone ( Rornugfr.— For indecent exposure— ERNEST FRANK HOLLIDAY, age about 45, height 5 ft. 6 or 7 in., stout build, com plexion sallow, hair dark brown ; dress, blue serge suit, long dark overcoat, hard hat. A stoker; native of Maidstone. Was employed at a mill. Warrant issued. Information to the Chief Constable, Maidstone. 25.— Ramsgate ( Borough).— For non- pay- ment of £ 84 15s., bastardy arrears, and £ 2 9s. lOd. costs— ALBERT CONRADI, age 35, complexion fair, eyes ( short sighted) blue. In 1897 he was employed as a vanman at Dover, afterwards served in the South African War, and is believed to have been wounded. Was seen in Dover on 13th inst. Warrant issued. Information to Chief Constable Jones, Ramsgate. 21— Liverpool ( City).— For failing to notify change of residence— Licence- holder JOHN DAVIES, Office No. 221- 04, age 27, height 5 ft. in., complexion fresh, hair and eyes brown, " V" back of left forearm, " MBJH" back of right forearm, half ring back of mi Idle and lost top of middle left finger. A labourer ; native of Manchester. Sentenced at Manchester Assizes, 17th April, 1901, to 3 years penal servitude for housebreaking. Licenced, 16th inst. b 133. Information to the Head Constable, Detective Department, Liverpool. 28. — Manchester ( City). — Supervisee WILLIAM JUULLINS, Office No. 2326- 02, Cas « No. 38, 17th April last, not now wanted, but hie arrest is sought by Liverpool Police. ( See GAZETTE, 5th inst., Case No. 73.) 29 — Manchester ( City). — For larceny ( servant)— ALEXANDER URQUHART, age 35 to 40, height 5 ft. 8 or 9 in., complexion fresh, hair 6andy, and moustache turning grey; dress, dark grey overcoat with velvet collar, black jacket and trousers, navy blue vest, black bowler hat, lace boots. Warrant issued. Information to the Chief Constable, Manchester. 30.— Southport ( Borough).— For stealing from his lodgings, 15th inst., a silver Geneva hunter watch ; silver curb Albert, Kruger shilling attached ; 1 pair dark striped trousers ; and a leather jug puree containing 9s. 10£ d.— JAMES REED, alias JOHN RALPH REED or RALPH WILLI • MS, age 21, height 5 ft. 5 in., complexion fresh, hair brown, eyes grey ; a native of Rye, Sussex. He takes lodgings stating he is on fur- lough from Netley Hospital. Is wanted else- where for similar offences. Sometimes wears the uniform of the 2nd Bedfordshire Regiment. Warrant issued. Information to Chief Constable Elliott, South- port. MONMOUTHSHIRE- 31.— Newport ( Borough). — For stealing, 15th inst., a black three- quarter length overcoat, black Italian cloth lining, vertical pockets, seam centre of back, " S," in ink inside neck loop; a pawn ticket relating to a suit of clothes pledged at Dock Street, Newport; and 8s. 8d. — A MAN, who gave the name of DAVID SLOSBURG, a Russian Jew, age about 22, height 5 ft. 7 or 8 in., complexion sallow or dark, pock marked, full round face, hair ( curly) dark, clean shaved ; dress, blue striped flannel suit, lace boots. A tailor; stated he had worked at Portsmouth, East London, and Bristol. May seek relief from Jewish Charity Organizations. Warrant issued. Photograph can be seen on application. Information to Head Constable Sinclair, New- port. NORFOLK. 32.— Wymondham ( County). — For fraudulently converting £ 50 to his own use — FREDERICK EDWARD GROOM, age 40, height 5 ft. 4 in., round shoulders, complexion dark, hair and moustache black, eyes brown, slouch- ing gait. A native of Ashwicken. Warrant issued. Information to Supt. Dunn, Wymondham. NOR THUMBERLAND. 33.— G OS forth ( County).— For obtaining £ 1 6s. 7d. by fraud— PETER COGAN ( supposed false), age 30 to 33, height 5 ft. 6 or 7 in., com- plexion fresh, hair light brown; dress, dark coat and vest, supposed fustian trousers, blue muffler and cap. He ordered a quantity of groceries to be sent to a ship at Walker Staithes, and in payment, produced seamen's worthless advance notes. Warrant issued. Information to the Chief Constable, Morpeth, or to Supt. Hay, Gosforth. LANCASHIRE. 26.— Liverpool ( City). — Licence- holder MICHAEL MURPHY, Office No. 1602- 00, Case No. 95, 12th inst. Not now wanted. OXFORDSHIRE. 34.— Watlington ( County).— For obtaining 2s. and food and lodgings by false pretences— A MAN, who gave the name of JIM FARNEY, age about 20, height 5 ft. 6 or 7 in., complexion fresh, full face, hair and moustache dark, eyes brown ; dress, light grey coat and vest, dark striped trousers, plaid cap, heavy lace boots, nailed, piece of leather roughly nailed across tread of each boot. Stated he was a blacksmith and a native of Tunbridge Wells, also that he had obtained employment in the neighbourhood. Warrant issued. Information to Supt. Cooke, Watlington. O., No. S 20800, and WILLIAM HARES, in stealing from a field, a pony ( re- covered), and also for assault on Police — WILLIAM STUMP, Office No. 1593- 03, age 22, height 5 ft. 7$ in., complexion fresh, hair brown, eyes blue, 2 strokes back left wrist, ring 3rd left fiuger. A costermonger; native of London. Likely to be found in the company of low- clasj horse dealers. Sentenced at Middlesex Sessions, lst August, 1902, to 18 months hard labour for horse stealing. Liberated on remission, 2nd November, 1903. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. HA DOING TONS HIRE. '•> 1 — Haddington ( County).— For house- breaking and larceny, 8th inst.— JAMES CONNOR, alms RODGER and McGUIRE, age 31, height 5 ft. 4 in., complexion pale, hair dark brown, moustache light brown ( heavier than shewn in portrait), eyes ( sunken) grey, scar right temple, eyebrow, nose, wrist and under right knee, scar left eyebrow and upper lip, walks erect, deep drawling voice. A coal miner; native of Maryhill, Glasgow. Is known in the West of Scotland as The Ganzie. ( See No. 115- 96, Scotch Criminal Register). Warrant issued Information to Deputy Chief Constable Mann, Haddington. He answered an advertisement and ob- tained the above amount from a farmer at Suttoa Bengos by taking an engagement as farm labourer, and gave as a reference the name of " Mr. John Hayes, Plumley Farm, Ringwood, Hants," f* om whom a character was received.
