All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOH OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose, apprhension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension ia sought for serious offences, and engravings of stolen property, xcill be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 103. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. SLTZONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. In most cases in which Licence- holders and Supervisees residing in the Provinces fail to report themselves and whose arrest is con- sequently desired, the Editor is requested to insert the particulars in the GAZETTE. Arrests on such informations are made subsequently, but the particulars are not always forwarded for the purpose of the original information being can- celled as required by Rule 9 of the Regulations ; the Editor therefore desires to call special atten- tion to this matter with a view to the Rule mentioned being invariably acted upon. Was em- ployed as secretary of the Union Helvetia Club ; a native of Blumenstein, Switzerland. Warrant issued. 4.— E Division.— For stealing pearls to the value of £ 5,000 ( recovered)— CHRISTOPHER BALIAN. age 32 to 35, height 5 ft. 6 or 7 in., broad shoulders, complexion sallow, hair black, left eye deficient, eyelid closed, right dark brown ; usually wears grey overcoat and black felt hat. Warrant issued. 5. — K Division. — For embezzlement — HARRY GEORGE ALBERT NASH, age 40, height 5 ft. 9 in., complexion pale, high cheek bones, hair brown, eyes hazel; dress, blue serge jacket suit, black frock coat or long black beaver overcoat, velvet coat, siiK hat. A native of London. Warrant issued. 6.— p Division.— For obtaining £ 26 8s. 7d., by false pretences. 22nd December, 1900— ROBERT DE LANCY DODS, age about 50, height 5 ft. 9 in., complexion dark, long thin face and nose, hair, whiskers and moustache light brown ( turning grey), eyes grey, stoops slightly, walks quickly ; well dressed. Warrant issued. 7.— W Division.— For stealing £ 13, 23rd December, 1903 — ALEXANDER MARSDEN, age 35, height 5 ft. 7 in., complexion fair, hair brown, eyes blue, mole right cheek and back of neck ; dress, blue striped jacket and vest, blue check trousers, blue motor cap. CITY OF LONDON. 8.— For fraudulently converting a cheque for £ 5 to his own use— JOHN GEORGE DRAKE, age about 50, height about 5 ft. 8 in., thickset, complexion florid, heavy moustache sandy, ; of military appearance, inclined to be corpulent. Late of Dorking Road, Epsom ; was Secretary of a public company; may assume the name of Michael H. Webley. Warrant issued. 9.— For embezzlement— ARTHUR EDMUND MEEK ( late of Great Tower Street, E. W.), age about 45, height 5 ft. 10 in., thick set, complexion pale, long nose, large nostrils, hands, and fingers, wears pince- nez, is a good French scholar; wear- ing dark clothing. An accountant. BERKSHIRE. 11.— Faringdon ( County).— For stealing a black overcoat and a pair of box calf button boots.— WILLIAM TAIT, age 19, height 4 ft. 8 in., complexion sallow, hair dark brown, eyes grey, double row of front upper teeth, nasal accent; dress, brown jacket and vest with green stripes, cord breeches, brown leather leggings, brown motor cap, and the stolen overcoat. Gamble, Faringdon. 12.— Wokingham ( County).— For obtain- ing £ 1 6s. by false pretences, 16th December last, at Sandhurst — WILLIAM REEVES, alias WILLIAMS and KING, age about 40, height 5 ft. 9 in., complexion fresh, hair and slight moustache dark brown, eyes hazel; dress, brown Norfolk jacket, cloth trousers and leggings, white necker- chief, black hard hat, heavy boots. For several years he has carried on a system of fraud upon shopkeepers by representing himself as a farmer, and obtaining orders for rabbits, poultry, potatoes, etc., receiving payment in advance. A labourer; native of Harding, Somerset. May seek employment as an engine driver or navvy on public works. Well known at Chesterfield, and supposed at Derby, Nottingham, and the Midlands. May be found in company of soldiers. Warrant issued. Information to Supt. Webb, Cambridge. 1L— Cambridge ( Borough).— For obtain- ing £ 20 by worthless cheques, Nos. H7457 and 7459, on the Economic Bank, Limited, 18 Bishops- gate Street Within, E. C.. on 20th ult.— A. E. NORTON, alias A. E. TONGE ( supposed false), age 25 to 30, height 5 ft. 8 or 9 in., complexion fresh, clean shaved; wearing light grey overcoat, black bowler hat. He calls at houses, ascertains the names of the occupiers, and the tradesmen with whom they deal ( stating he is a butler or a valet, that his employer has hired the next house and will shortly take possession). He then calls on tradesmen and requests them to cash a cheque for £ 10, purporting to be written by one of their customers in favour of above. ( Supposed identical with man described in case 48, 19th June; 24, 10th July; 4, 24th July; 28, 21st August; and 43, 2nd October, 1903.) Warrant issued. CUMBERLAND. 15.— Carlisle ( County).— For stealing, be- tween 22nd and 23rd ult., at Stanwix, a clock, etc. ( recovered)— GEORGE CLARKE, age 55 to 60, height 5 ft. 9 or 10 in., complexion pale, mous- tache and beard ( trimmed) ginger ( turning grey), speaks with Scotch accent; wearing brown or dark overcoat, velvet collar, red scarf, may be wearing dark jacket and vest and hard felt hat; carries a stick. Stated he recently came from Mossbank, Ecclefechan. Not to be arrested out of the United Kingdom. Information to Supt. Graham, Carlisle. DEVONSHIRE. 16.— Exeter ( City).— For larceny ( bailee)— Licence- holder FREDERICK SYLVESTER, alias JAMES KELLAWAY, Office No. 2857- 01, age 44, height 5 ft. 9 in., complexion fresh, hair brown ( thin on top), heavy moustache dark, eyes grey, scar bridge of nose, mole each side of forehead ; dress, when last seen, dark serge coat and vest, dark strined trousers, plain buttons ( supposed stolen), grey cap. lace boots. A tailor ; native of Hants. I iberated 19th ult. Convicted at Gosport, Portsmouth, Consett, Durham, Winchester and Windsor. Warrant issued. Information to the Chief Constable, Exet9r. 17 — Devonport ( Borough). — For non- payment of £ 4 7s. maintenance arrears— WILLIAM BEASLEY, age about 23, height 5 ft. 10 or 11 in., slight build, complexion fair, hair and moustache light, cut scar top of left thumb ; wearing blue dungaree coat, dark cord trousers, or blue coat, vest, and cap. A rope runner or crane driver, may be found on public works. He left Chalfont St. Peter's, Bucks, 19ch ult., and stated his intention of proceeding to Plymouth. Had with him a bicycle. GLOUCESTERSHIRE. £ 10 REWARD. 18— Chipping Sodbury ( County).— For deserting his three children, leaving them charge- able to the Common Fund of the Chipping Sod- bury Union, in 1896— GEORGE BOWYER, age about 50, height 5 ft. 6 or 7 in., complexion fresh, hair light brown, eyes grey, quiet manner, walks erect. A stone mason; native of Chipping Sod- bury. My be found employed as a foreman. Was last heard of in South Wales. Warrant issuod. The above reward will be paid by the Board of Guardians, Chipping Sodbury, to any person giving such information as will lead to the arrest of Bowyer. Information to Supt. Phelps, Chipping Sodbury. KENT. 23.— Sevenoaks ( County).— For embezzle- ment— THOMAS CLINCH, age 35 to 40, height about 5 ft. 6 in., complexion fresh, hair light brown, moustache light, eyes blue ; dressed as an engine driver, has been employed driving traction engines. A native of Crockham Hill, Westerham. Warrant issued. Information to Supt. Taylor, Sevenoaks. LANCASHIRE. 24.— Bolton ( County). — For obtaining by false pretences at Farnworth, 30th ult., a lady's black ^- jacket, braided collar, scroll ends, em- broidered collar and cuffs ; 1 black alpaca skirt, trimmed black velvet; 1 black toque hat, lined chiffon, strapped with crape, black strings; 2 black bordered handkerc hiefs; yards black chiffon, 9 in. wide,— MARIE THOMPSON, alias MARIAN GRASBY, and NURSE THOMPSON, age 32, height 5 ft. 2 or 3 in., stout build, com- plexion fresh, full face, hair dark brown ; dressed as a nurse. She offers " medicated sweets " for sale at market places, & c. Warrant issued. Information to Supt. Leeming, Bolton. 25.— Leigh ( County).— For failing to report - Licence- holder GEORGE ECKERSLEY, Office No. 1833- 03, age 39, height 5 ft. 5£ in., complexion fresh, hair brown, eyes blue, scar back head, right of forehead, on nose and 2 under left jaw, mole left cheek. A shoemaker; native of Leigh. Sen- tenced at Liverpool Assizes, 25th July, 1892, to 15 years penal servitude for carnal knowledge- and burglary. Licenced 29th December, 1903. N S 39. LEICES TERSHIRE. 26.— Leicester ( Borough). — For steal- ing from his lodgings, 26th ult., an 18 ct. gold pin, fox thereon ; 1 9 ct. do., old- fashioned, set garnet; 1 do. chain, small link pattern ; 1 silver match box, chased ; 1 silk handkerchief, white ground, with blue spots; 1 dark cloth suit, with thin white stripe— JOSEPH MOSS, oKasWILSON and RICHARDS, age 45, height 5 ft. 6j in., com- plexion fresh, hair dark brown, eyes hazel; wear- ing blue and white mixture coat and vest, black hard hat. A native of Edwinstone, Notts. Has been convicted of larceny at Sheffield ; also sen- tenced at Manchester Assizes, 10th July, 1902, to 12 months imprisonment for stealing a watch. MONMOUTHSHIRE. 27. — Newport ( Borough).— For obtaining 10s. by false pretences— A MAN, who gave the name of JOHN LAWSON, age about 40, height 5 ft. 6 in., round shoulders, complexion sallow, moustache ginger ; dress, dark suit, cap. He went to the Sailors' Home, 30th ult., and produced a seaman's account of wages made out on a Board of Trade form, which he had improperly obtained ; also produced a Railway Cloak Room ticket for a parcel and bag, it was afterwards found that the ticket had been altered, as only a parcel ( which contained an old boot) had been deposited. Warrant issued. 28.— Newport ( Borough).— For neglecting to maintain his wife and 4 children— GEORGE LAWLESS, age 35, height 5 ft. 3 in., stiff build, complexion light, hair dark, moustache sandy, one short front tooth. A coach and house painter. Warrant issued. A reward of £ 1 will be paid by the Guardians of the Newport ( Mon.) S TA FFORDSHIRE. 29. — Han ley ( Borough). — For stealing ( bailee), 1st ult., a quantity of furniture— ROBERT WILLIAM FLETCHER, age 40 to 50, height 5 ft. 7A or 8 in., complexion fair, hair ( going bald) turning grey, moustache light ; dress, drab morning suit, soft felt hat. SUFFOLK ( East). 30.— Ipswich ( Borough). — For failing to surrender at Ipswich Borough Quarter Sessions, 7th ult., for stealing a bicycle and a bricklayer's hod— WILLIAM HENRY HERRING, age 22, height 5 ft. 6J in., weight 10i stones, complexion fresh, hair dark brown, eyes hazel, " W. H." and clasped hands left forearm, burn scar on chest, cut scar left knee- cap ; usually wears a lounge suit, A fisherman or bricklaver's labourer ; native of Aldeburgh. WALLINGTON, age about 60, height 5 ft. 6 or 7 in., slight build, complexion sallow, hair and moustache grey, of military appearance ; usually wears a jacket suit. A tailor's cutter or manager. Absconded 20th ult. Warrant issued. Information to Head Constable Metcalfe, Rei- gate. SUSSEX ( East). 32.— Brighton ( Borough).— For embezzle- ment— ERNEST EDWICKER, ago 20, height 5 ft. 8 or 9 in., hair light, slight moustache, round face, good teeth, walks badly, tattooing both forearms; dress, grey suit and cap. Was invalided from the 11th Hussars. For the past 4 months he has been employed as a vanman. Absconded 18th inst. Warrant issued. Information to Chief Constable Gentle, Brigh- ton. 33.— Hastings ( Borough). — For stealing £ 62 10s.— WILLIAM USHERWOOD, age 43, height 5 ft. 4 or 5 in., complexion fresh, hair and slight moustache dark brown, is fond of horse racing : dress, navy blue suit, black overcoat, dark hard felt hat, lace boots. METROPOLITAN POLICE DISTRICT. 34.— f? Division.— For larceny ( visitor), also for failure to report— Licence- holder WIL- LIAM WALKER, alias WILLIAM HEAVY- SIDE and F. JOHNSON, Office No. 2394- 00, age 39, height 5 ft. 6 in., complexion fresh, hair ( bald on top) and eyes brown, scar left of neck, left wrist, and first left finger. Of gentlemanly ap- pearance and good address. Wears moustache only, and mostly carries a stick with silver knob. Is a very expert thief, calls at high- class lodging houses with the ostensible object of taking apart- ments, and usually gains the confidence of the pro- prietors by stating he is an artist engaged on a painting which he is afraid is too large for the rooms; asks for a tape measure, and when left alone steals jewellery, money, or any portable article of value. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. METROPOLITAN POLICE DISTRICT 35.— X Division.— For stealing a gold chain and violent assault — JOHN BRIANT, alias JOHN JONES, JOHN BRAY, JOHN McCARTY, JOHN DRISCOLL, JOSEPH WILLIAMS, and JOHN SARSFIELD, Office No. 1969- 01 ( Case No. 7, 22nd ult., and Illustrated Circular 47, figure 10), age 47, height 5 ft. 7 in., complexion fresh, hair brown, eyes blue, 5 dots left and 7 right forearm, dot and scar back second right finger; dress, black overcoat, dark suit, black hard felt hat, respectable appear- ance. Native of Dublin.— THOMAS PRICE, alias SNOWBALL and STRATFORD, C. S. O., No. S 13581 ( Case No. 6, 22nd ult.), age 35, height 5 ft. 10 in., complexion fresh, hair ( thick) and eyes ( cast in left) dark brown, high forehead, large flat nose, left side of mouth drawn, lisps, rolling gait; dress ( supposed) black or grey Raglan overcoat, grey trousers. Appearance of a costermonger. Usually carries a knotted walking stick. Native of Lon- don. Race- course thieves, and may be found at race meetings or boxing tournaments. Will prob- ably use violence to avoid arrest. Warrants issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. G| R - is MONMOUTHSHIRE. £ 1 REWABD. 36.— Newport ( Borough).— For neglecting to maintain his wife and 3 children— GEORGE EDWARD FOWLER, age 29, height 5 ft. 9 in., stout build, hair and moustache light, eyes hazel, nose crooked, blue cut mark on cheek and over one ear, slightly lame. Was a brewer's collector, but now obtains employment as a labourer. Warrant issued. The above reward will be paid by the Guardians of the Newport Poor Law Union to any person giving such information as will lead to the arrest of Fowler. Information to Head Constable Sinclair, Newport. HAMPSHIRE. 46.— Portsmouth { Borough).— Remanded, charged with obtaining £ 25 by false pretences, 25th February, 1902— A. DOUGLAS ( See Case No. 21, 13th March, 1903). Her modus operandi was to write for lodgings, posing as a great invalid, and, on taking possession, would be removed from the station on an ambulance. She would then place herself in communication with a clergyman, obtain from him the names and addresses of a doctor or solicitor, then write to the solicitor, ask- ing him to see her on a matter of business, men- tioning the clergyman's name as a reference. On the solicitor seeing her, she would endeavour to obtain the loan of a sum of money usually £ 25 or £ 50, by producing a rent account purporting to come from Messrs. Gillanders, Arbuthnot and Co., of Calcutta, representing that remittances due had not arrived, and, in consequence of her being ill and obliged to seek another place of residence, etc., she was in urgent need of money.
