All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOB OF THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprhension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 5. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. &. TIONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force, which causes par'iculars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1.— Printed hand- bills, or other advertisements, offering a reward for the discovery ot property or the detection of crime, Whether printed and issued by the Aletropolitan Police, or distributed and exhibited, with the sanction of the Commis- sioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points :— ( à) The amount of the reward. ( á) The conditions oil which it is payable. ( e) The name and address of the person by whom it will be paid. (< f) The name and address of the printer must appear thereon. 2.— No expression must be used in such an advertisement in relation to pioperty stolen, or criminally taken or disposed of, holdine out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularlydirected to the conditions ( rt) to ( d), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( rt) and ( c). Such notices are not distributed. NOTE.— There are 190 Stations of the Metro- politan Police Force at which Notices can be posted. [ Insert name anil address of the Printer.] It is to be specially noted that all printed Bills or Circulars forwarded to the Metropolitan Police Office for posting or dis- tribution, whether offering rewards or otherwise, should have the Printer's name and address thereon, as required by the Act 32 and 33 Vic., cap. 24 ( see second Schedule re- enacting eec. 2 of 2 and 3 Vic., cap. 12). For several years he lias carried on a system of fraud upon shopkeepers by representing himself as a farmer, and obtaining orders for rabbits, poultry, potatoes, etc., receiving payment in advance. Usually gives his address as Park Farm, Cobham, Pirbright, or Fleet. Warrant issued. Information to Supt. Goddard, Wokingham. A cabinet maker. Warrant issued. Information to the Chief Constable, Central Police Office, Bristol. APPREHENSIONS SOUGHT ( continued)— to drink; dress, black dress, black cape with fur round neck, dark rough felt hat, new lace boots. Well known at Chesterfield, and supposed at Derby, Nottingham, and the Midlands. May be found in company of soldiers. Warrant issued. Information to Supt. Webb, Cambridge. 12.— Cambridge ( Borough).— For obtain- ing £ 20 by worthless cheques, Nos. H7457 and 7459, on the Economic Bank, Limited, 18 Bishops- gate Street Within, E. C., on 20th inst.— A. E. NORTON, alias A. E. TONGE ( supposed false), age 25 to 30, height 5 ft. 8 or 9 in., complexion fresh, clean shaved; wearing light grey overcoat, black bowler hat. He calls at houses, ascertains the names of the occupiers, and the tradesmen with whom they deal ( stating he is a butler or a valet, that his employer has hired the next house and will shortly take possession). He then calls on tradesmen and requests them to cash a cheque for £ 10, purporting to be written by one of their customers in favour of above. ( Supposed identical with man described in case 48, 19th June; 24, 10th July; 4, 24th July; 28, 21st August; and 43, 2nd October, 1903.) Warrant issued. CARDIGANSHIRE. £ 1 REWARD. 13.— Aberystwyth ( County).— For desert- ing his wife, leaving her chargeable to the Common Fund of the Aberystwyth Union— GEORGE EDWARD GRIFFITHS, age 33, height about 5 ft. 4 in., complexion and hair dark, eyes brown, thin features, one front upper tooth missing; addicted to drink. A butler; native of Frankwell, Shrewsbury. Warrant issued. The above reward will be paid by Mr. Hugh Hughes, Clerk to the Guardians of the Aberyst- wyth Union, for such information as will lead to the arrest of Griffiths. Information to Supt. CUMBERLAND. 14. — Carlisle ( County). — For stealing £ 2 10s., 12th inst,— THOMAS JAMES MARTIN, age about 20, height 5 ft. 6 or 7 in., slight build, oomplexion pale, hair and slight moustache dark brown, eyes hazel, right leg amputated top of thigh, walks with a crutch and stick; dress, dark jacket suit, old blue tie, dark cap. A tailor; native of Carlisle. Absconded 12th inst. Has been con- victed at Newcastle- on- Tyne. May be found at common lodging houses. Warrant issued. Not to be arrested out of the United Kingdom. 15.— Carlisle ( County).— For stealing, be- tween 22nd and 23rd inst., at Stanwix, a clock, etc. ( recovered)— GEORGE CLARKE, age 55 to 60, height 5 ft. 9 or 10 in., complexion pale, mous- tache and beard ( trimmed) ginger ( turning grey), speaks with Scotch accent; wearing brown or dark overcoat, velvet collar, red scarf, may be wearing dark jacket and vest and hard felt hat; carries a stick. Stated he recently came from Mossbank, Ecclefechan. Not to be arrested out of the United Kingdom. Information to Supt. Graham, Carlisle. ESSEX. 1 b.— Brentwood ( County).— For stealing from his lodgings, 21st inst., a green morocco leather cigar case; 1 silk handkerchief, white centre, fancy border — A MAN, age about 45, height 5 ft, 6 or 7 in., complexion fresh, hair ( turn- ing grey) and moustache dark; dress, black jacket and vest, tweed trousers, green tie, black hard felt hat. A painter and grainer. Information to Supt. Marden, Brentwood. GL DUCES TERSHIRE. £' 10 REWARD. 17 — Chipping Sodbury ( County).— For deserting his three children, leaving them charge- able to the Common Fund of the Chipping Sod- bury Union, in 1896— GEORGE BOWYER, age about 50, height 5 ft. 6 or 7 in., complexion fresh, hair light brown, eyes grey, quiet manner, walks erect. A stone mason; native of Chipping Sod- bury. My be found employed as a foreman. Was last heard of in South Wales. Warrant issued. The above reward will be paid by the Board of Guardians, Chipping Sodbury, to any person giving such information as will lead to the arrest of Bowyer. Information to Supt. Phelps, Chipping Sodbury. HAMPSHIRE. 19.— Aldershot ( County).— For falsifica- tion of accounts— FRANK A BRICE, age 31, height 5 ft. 7 in., complexion fresh, small face, hair and moustache light brown, eyes blue, walks rather badly; dress, dark suit, grey overcoat, brown tweed cap, sometimes wears a black bowler hat. A native of Kennington. Has served in Royal Army Medical Corps, was employed as a canteen steward. Warrant issued. Information to Supt. Hawkins, Aldershot. 20. — Gosport ( County). — For stealing ( bailee), 17th inst., 2 safety bicycles ( 1 diamond frame, patent adjustable handle bars, 26 in. frame, Bowden back brake, transfer on frame, " Warne, Portsmouth," black enamelled, lined gold, ends of forks recently repaired, Eadie's fittings, pneumatic tyres; 1 with transfer, " Raville and Vince, Fare- ham," on head, pneumatic tyres with British outer covers, flat handle bars, enamelled green, lined gold, front rim brake with short lever, rat- trap pedals, large saddle, cycle component fittings)— HENRY JAMES ADEY, age 17, height 5 ft. 3£ in., com- plexion fresh, hair brown, eyes grey, " H " and 2 dots tattooed left forearm, scar back of left wrist. RUTH, age 40 to 45, height 5 ft. 8 or 9 in., stout build, complexion sallow, full face, hair ( thick and curly), beard, and moustache dark brown, may now be clean shaved, right shoulder and eye drops, of good address; dress, brown knicker suit and cap, wears one gun- metal sleeve link, set 3 turquoise each side. KENT. 23.— Sevenoaks ( County).— For deserting his wife and 3 children, leaving them chargeable to the Sevenoaks Union— HENRY JOHN HIBBARD, age 28, height about 5 ft. 10 in., com- plexion dark, hair and moustache brown; dress, black coat, grey trousers, white muffier, dark grey cap, brown lace boots. A carman or ostler; native of Riverhead, Sevenoaks. Warrant issued. Information to Supt. Taylor, Sevenoaks. 2- 1.— Margate ( Borough).— For stealing 2 pairs of row locks ( recovered)-- ARTHUR TWY- MAN, alias LEFROY and TAYLOR, age 39, height 5 ft. 3 in., complexion dark, hair ( inclined to curly), moustache, and beard on chin black, eyes blue, addicted to drink, Arthur," " Lizzie" and two hearts left forearm, slouching gait; dress, pilot jacket, dark trousers, P. and O. cap, may be wearing a blue guernsey. A mariner. Is fond of representing himself as a pilot, and of speaking of what he has done in connection with the Margate lifeboats. Warrant issued. Information to Chief Constable Ellerington, Margate. 25.— Ramsgate ( Borough).— For stealing, 13th inst., £ 15 12s. 2d., and two bankers' cheques ( 1 for £ 17 6d. 10d., 1 for £ 10 18s. lid.) — WILLIAM WELLS, age 28 to 30, height about 5 ft. 8 in., slight build, hair and moustache light; dress, light covert coat, blue serge vest and trousers, brown cap. For the past 2 years he was in the employ of the Morris Beef Coy., and was at their Dover branch until December last. Formerly employed as a gardener. Absconded 13th inst. Warrant issued. 26.— Ramsgate ( Borough).— For embezzl- ing £ 2 7s. 10d., 25th inst. — HENRY JAMES HURST, age 30, height 5 ft. 11 in., hair ( turning grey) brown, slight moustache light, eyes ( rather large) grey, scar on right temple and left little finger, mole supposed on both cheeks; dress, black jacket and vest, white guernsey, dark trousers and cap. A baker; native of Margate. Sometimes employed as a painter. Has served in the Royal Marines, from which he was invalided in 1895. Warrant issued. Information to the Chief Constable, Ramsgate. LANCASHIRE. 27.— Liverpool ( City).— For obtaining, by false pretences, a Columbia graphaphone, in oak case, handle on top, brass horn, 36 records, packed each side of instrument— THOMAS GOODALL, age 26, height 5 ft. in., complexion fair, hair and moustache light, eyes hazel, cross of pedestal right forearm, is a good billiard player; dress, blue serge jacket suit, black hat. Frequents clubs. A ship's steward. Warrant issued. Information to the Head Constable, Detective Department, Liverpool. LINCOLNSHIRE. 28.— Lincoln ( City).— For larceny ( lodgings), 21st inst.— ALBERT WILSON ( supposed false), age 21, height 5 ft. 3 or 4 in., complexion sallow, hair, moustache and eyes dark, fingers of left hand discoloured; dress, dark brown jacket suit, black tie, black hard felt hat, light lace boots. He obtained lodgings, and stated that he repre- sented a London firm of upholsterers. Information to the Chief Constable, Lincoln. NORFOLK. 29. — Pulham Market ( County). — For obtaining by false pretences at Diss, 14th inst., 8 yards linoleum ( recovered)— P. COLDHAM ( sup- posed false), age 27 to 30, height 5 ft. 5 or 6 in., hair light; dress, brown overcoat, dark trousers, cap and white apron. Appearance of a mechanic. Represented that he was doing repairs at an hotel, and that he required linoleum. Warrant issued. Information to Supt. Southgate, Pulham Market. OXFORDSHIRE. 30.— Woodstock ( County).— For embezzle- ment— A. COLLYER, age about 28, height 5 ft. 8 or 9 in., hair brown, eyes blue or grey. A cycle mechanic. Is a member of the Mercers' Company, London. Warrant issued. Information to Inspector Hope, Woodstock. 5 TA FFORDSHIRE. 31.— Longton { County). — For embezzling £ 1 Is. 6d., 13th inst.— WILIAM VINCENT RUSSELL, age 15, height 4 ft. 5 or 6 in., com- plexion fresh, round face, hair dark brown, eyes brown, large mouth; dress, fawn colour covert coat, cardigan jacket, cord knickers, buttoned at knees, black stockings, strong lace boots. Stated he was a native of London. Warrant issued. Information to Supt. Oakden, Longfton. — Stoke- on- Trent ( County). — For obtaining food and lodgings by false pretences— FRANCES EDITH HODSON, alias EDITH LEYTON, age 20, height 5 ft. 5 or 6 in., com- plexion fresh, full face, hair dark brown; dress, dark grey three- quarter length jacket, white sateen blouse, black skirt, long white fur boa, pale blue tam- o'- shanter, with full grey brim and grey quill, lace b'oots. A native of Nuneaton. Is in the theatrical profession. Warrant issued. 33. — stoke- on- Trent ( County). — For stealing, 6th inst., an English lever watch, white dial, black hands, No. 3669, " Sproston " in small letters on edge of inner case, out of repair; 1 double curb silver Albert, 2 silver medals ( 1 heart shape, " G. Graves " on back, other cross shape with gold centre), attached; 1 white metal cigarette case, " T. Sproston " thereon— ARTHUR JOHNSON ( supposed false), age 22, height 5 ft. 6 or 7 in., complexion pale, thin features, hair brown, clean shaved; dress, round cut jacket double- breasted, vest same material, dark trousers, torn at knee, coloured tie, dark ^- length overcoat, black hard felt hat, narrow brim, size 6 § , brown leggings, button boots, wearing twisted imitation gold ring on left little finger. Of gentlemanly ap- pearance and good address. Wears moustache only, and mostly carries a stick with silver knob. Is a very expert thief, calls at high- class lodging houses with the ostensible object of taking apart" ments, and usually gains the confidence of the pro- prietors by stating he is an artist engaged on a painting which he is afraid is too large for the rooms; asks for a tape measure, and when left alone steals jewellery, money, or any portable article of value. Office No. 38838 ( see Case No. 38, 20th May, 1898; Case No. 30, 2nd September, 1898; Case No. 32, 27th January, 1899; and Case No. 33, 30th May, 1902), whose arrest is sought for murder at Peckham on 19th August, 1897, age 54 ( looks older), height 5 ft. 6 in., complexion florid, hair light sandy ( very bald), usually wears a close- cropped ginger moustache ( may now be clean shaved), eyes grey and sunken, bristly eyebrows, top lip short and thick, large nose with enlarged bridge, carries head forward and stoops slightly, scars bridge of nose, both eyebrows, back of head, right knee, side of left knee, and bottom of 1st left finger ( cut), 2 moles left of neck, mole right upper arm, left shoulder blade, and outer side left buttock. Sen- tenced at Chester Assizes, 21st April, 1882, to 10 years penal servitude for burglary at a pawn- broker's, and shooting at police at Macclesfield. Released on licence, 26th December, 1889. On 6th February, 1890, he shipped as A. B., at Birken- head, on ss. " Oratava" to Valparaiso, South America, and back, and on the same vessel at Tilbury Docks, 6th June, 1890, he shipped as a coal trimmer, deserted at Williamstown, Australia, Nth July, 1890, and went to Creswick, Victoria, where he remained until April, 1896, when he returned to his relatives at Forest Gate, London, and from April, 1897, until the date of the murder, he lived at Peckham on the prostitution of the murdered woman. Two days after the murder he is said to have been in Great Grimsby; on 30th September, 1897, at Aldgate, City of London; and on 9th October, 1897, and 9th January, 1898, at Leytonstone, London. Prior to last conviction he was connected with the " Gipsy Coopers," and visited Kingston, Surrey, Liverpool, and Birming- ham. Is a native of Shoreditch. When he absconded he left behind housebreaking imple- ments, including wood wedges. He is known as an expert and dangerous shooting burglar. Warrant issued.
