All communicationt for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. Particulars concerning persons whose apprhension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. _ 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10a. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number} and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morningThey must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. THE EDITOR, New Scotland Yard, London, S. W. SPECIAL NOTICE. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1 . Printed hand- bills, or other advertisements, offering a reward for the discovery ot property or the detection of crime, Whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commis- sioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points :— ( a) The amount of the reward. (>) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. ( d) The name and address of the printer must appear thereon. 2 . No expression must be used in such an advertisement in relation to property stolen, or criminally taken or disposed of, holdine out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularlydirected to the conditions ( a) to ( rf), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE.— There are 190 Stations of the Metro- politan Police Force at ivhich Notices can be posted. STOLEN. 17th December, 1899, JEWELLERY as follows: [ Give full and accurate description.] The above reward will be paid by Mr. John Smith, 500. Victoria Street, Westminster, to any person giving such infor- mation as will lead to the apprehension and conviction of the thief and recovery of the property, or in proportion to the amount recovered. Information to the Metropolitan Police Office, New Scotland Vard, S. W., or to any Police Station. [ Insert name and address of the Printer.] It is to be specially noted that all printed Sills or Circulars forwarded to the Metropolitan Police Office for posting or dis- tribution, whether offering rewards or otherwise, should have the Printer's name and address thereon, as required by the Act 32 and 33 Vic., cap. 24 ( see second Schedule re- enacting sec. 2 of 2 and 3 Vic., cap. 12). APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT 1.— A Division .— For obtaining credit to the amount of £ 14 14s. lid. by false pretences— The Hon. A. E. HENLEY, age 40, height 5 ft. 9 in., complexion sallow, hair dark brown, slightly bald on top, eyes dark, high cheek bones ; dress, dark jacket suit, dark mixture overcoat, hard felt hat. A native of Watford Court, Daventry, Northamptonshire. Warrant issued. 2.— A Division.— For endeavouring to obtain charitable contributions by false pretences — IVAN N. SMIRNOFF, alias SCHESTAKOFF, a Russian, age 35, height 5 ft. 8 in., complexion, hair ( long) and heavy moustache dark, eyes brown ; dress, black frock coat, vest and trousers, dark overcoat, high silk hat. He called upon engineers and other large firms in London and the provinces, and stated that he had been ex- pelled from Russia for a political offence and that he was destitute. Warrant issued. 3.— c Division.— For stealing, 31st ult., 3 rings ( 1 gold marquise, set 21 diamonds in silver with gold close, " 18 " marked inside; 1 half- hoop do., set 5 diamonds and 8 rose do., carved points, " 18" marked inside; 1 5 stone fancy do., set 3 diamonds and 2 sapphires, centre diamond cracked on top, " 18 ct., H. M. Cornett" marked inside)— JOSEPH YANTIAN, a Jew, age 44, height 5 ft. 7 or 8 in., complexion fresh, long face and nose, pockmarked, hair and beard brown ; dress, dark overcoat and suit, black felt or silk hat. A tailor. Warrant issued. 4.— X Division.— For obtaining money by false pretences— W. E. PELHAM CLINTON, age about 26, height 6 ft., slight build, complexion fair, hair light, of consumptive appearance; wear- ing black overcoat with astrachan collar and cuffs, silk hat. He takes a furnished room in a good class neighbourhood, advertises employment offer- ing good salaries, asks £ 1 commission, and after receiving postal orders for about a week, absconds. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. BEDFORDSHIRE. 5.— Bedford { County').— For stealing a watch ( recovered) and a metal chain— JESSE LEE, alias TROOPER REYNOLDS, age j; 27, height 5 ft. 9 in., complexion fresh, hair brown, wound on right hip, walks lame ; dress, dark suit with slight light stripes, grey motor cap with black stripes, lace shoes. A native of Spalding, Lines. Stated he was a reservist of the 2nd Dragoon Guards. Warrant issued. Information to Deputy Chief Constable Quenbv, Bedford. BERKSHIRE. 6.— Wokingham ( County).— For obtain- ing 2 sacks of potatoes by false pretences— ARTHUR ERNEST BELCHER, alias ARTHUR BECKER, H. C. R., No. S. 27426, age 24, height 5 ft. 7 in., complexion fresh, hair black, slight moustache, eyes grey, scar under right eyebrow, centre of forehead and on right wrist, bites his finger nails, which are very short; dress, dark jacket and vest, grey mixture trousers, with blue stripe, and cap. A greengrocer's salesman; native of Newbury. He takes lodgings, borrows a horse and cart, and drives about the country calling on greengrocers and farmers, and obtains potatoes by false pretences. Convicted of similar offences at Slough, Maidenhead, Newbury, and Bucks and Berks Assizes. Warrant issued. Information to Supt. Goddard, Wokingham. 7.— Windsor ( Borough).— For failure to report— Supervisee EDWARD G0LDER, Office No. 3072- 01. age 31, height 5 ft. in., com- plexion fresb, hair and eyes brown, " LIZZIE" back left band, " I. L. A. C." right forearm. A mop maker; native of London. Sentenced at Surrey Sessions, Kingston, 16th October, 1900, to 15 months hard labour and 3 years supervision for larceny. Reported at Windsor, 9th October last, and left shortly after, since which, nothing has been heard of him. Warrant issued. Information to the Chief Constable, Windsor. CHESHIRE. 8.— Oakmere { County).— For disobedience of summons for wilful damage, 6th November last, at Frodsham— ANDREW RODGERS, age 55 to 60, height 5 ft. 6 or 7 in., complexion sallow, hair dark br nvn, clean shaved ; dress, old dark jacket and vest, brown cord trousers.— PETER RODGERS, age about 30, height 5 ft. 7 or 8 in., hair dark brown, moustache black, impediment in speech ; dress, old blue jacket and vest, brown cord trousers, scarf. Gipsies ; supposed natives of Staffordshire. They travel with an ordinary gipsy van. and an old canvas covered van, " Leeds, Yorkshire," on both, and a grey horse, 1 bay do., and a bay pony. DERBYSHIRE. y.— Chapel- en- le- Frith ( County).— For larceny— GEORGE EDWARD JONES, age 27, height 5 ft. 7 or 8 in., complexion fresh, hair and moustache sandy, wears earrings; dress, blue slop, cord vest, brown trousers, dark brown cap, lace boots. APPREHENSIONS SOUGHT ( continued)— 10.— Eckington ( County).— For stealing, 24th ult., at Clown, a lady's silver Geneva watch, Albert with 3 small chains and tassel attached; and £ 30 10s.— GEORGE KIRKLEE, may assume the name of Kirk, age 19, height 5 ft. 9 or 10 in., complexion pale, hair brown, clean shaved, eyes grey, slightly knock- kneed, of delicate appearance; dress, dark grey tweed suit with mingled white stripe, blue front, blue and yellow tie with gold colour spots, grey cap, light lace boots. Was invalided from the Army. A collier; native of Clown. May endeavour to proceed to Canada. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Andrew, Eckington. DEVONSHIRE. 11.— Exeter ( City).— For stealing a spade guinea ( recovered) and a gold chain— Licence- holder HENRY LEE, alias FREDERICK H. FORD, THOMAS LEWIS, and GEORGE PEARCE, Office No. 2588- 00, age 68, height 5 ft. in., spare build, complexion dark, hair and eyes grey, short grey whiskers and moustache, carries his head forward, scar right of neck, brown mark back each hand, on throat and neck, 4th right finger stiff; dress, when he left Exeter, 23rd ult., dark overcoat, dark grey coat and vest, striped trousers, bowler hat, supposed wearing silver watch and gold colour chain, gold ring on little finger. A travelling watchmaker ; native of Bath. Carries a small bag containing watchmaker's tools. Likely to be found at public- houses, lodging- houses, or small refreshment rooms. Convicted at Cardiff, Swansea, Bristol, Usk, Cheltenham, Winchester, Bridgwater, and Exeter. Warrant issued. 12.— Exeter ( City).— For obtaining £ 7 15s. by false pretences, 8th inst.— A WOMAN, who gave the name of IVY or OLIVE NEVILLE, age about 30, height 5 ft. 4 or 5 in., complexion pale, rather long features, hair ( brushed back) dark brown, bad front teeth, 2 missing front upper jaw; dress, light brown skirt, trimmed black braid in shape of flowers, black three- quarter lergth jacket with small cape, long brown fur boa, black sailor hat with narrow black band, red lining, new button boots, wearing small round gold earrings. Stated she was a Salvation Army captain, and gave the names of a number of Sal- vation Army officers in different towns. She obtained the above amount by representing that she had been left a large sum of money by an aunt. Warrant issued. Information to the Chief Constable, City Police, Exeter. ESSEX. 13.— Colchester ( County).— For burglary, at Harwich, 1st inst., and stealing a cheque book, Bacon, Cobbolds & Co. Bank, Harwich Branch, Nos. 290551 to 290580; and a " Premier " cycle— JAMES MAURICE ROUSE, age 16, height 5 ft. 3 or 4 in., complexion dark, hair and eyes brown ; dress, dark brown suit. A native of Dovercourt. Is also wanted at Ipswich for obtaining £ 6 12s. 8d. by a forged cheque. Warrant issued. Information to Supt. Ackers, Colchester, or Insp. Lunnisp, Harwich. £ 1 REWARD. 14 — Southmmster ( County). — For de- serting his wife and two children, leaving them chargeable to the Common Fund of the Maldon Poor Law Union— WILLIAM WARNECKE, age 27, height 5 ft. 6 ins., complexion fair, hair brown, eyes blue; usually wears dark clothing. A waiter. Warrant issued. Photograph can be seen on application. The above reward will be paid by the Maldon Board of Guardians to any person giving such information as will lead to the apprehension and conviction of Warnecke. Information to Supt. Gibbons, Southminster. GLOUCESTERSHIRE. 15 — Coleford ( County).— For obtaining £ 5 ( including a George 5s. piece), by menaces, 9th inst.— A MAN," age about 40, height 5 ft. 6 or 7 in., complexion pale, hair and moustache dark, eyes small and sunken, wild expression, spoke loudly ; dress, dark suit, short jacket, tight fitting dark peak cap, long dark overcoat, also had a blue pilot cloth overcoat, J length single breasted, velvet collar, black bone buttons, 3 pockets out- side, 1 inside, stains and some clay thereon, which he had stolen. He obtained the above amount by presenting a small nickel plated revolver at a shopkeeper. Information to Supt. Ford, Coleford. HAMPSHIRE. 16— Basingstoke ( County).— For rape at Basingstoke, 29th ult.— JOHN HIGGIN- BOTTAM, age 26, height about 5 ft. 2 in., slight build, hair and slight moustache dark brown; dress, blue serge suit, double- breasted vest, red tie, black bowler hat, button boots. A native of Liverpool ; was employed by a Liverpool firm erecting their new heating apparatus in new buildings, and has been similarly employed in different parts of the country. Absconded 29th ult. Warrant issued. Photograph can be seen on application. Information to Supt. Hale, Basingstoke. 17 .— Portsmouth ( Borough).— For steal- ing a silver English lever watch, maker " Kays, Worcester," " E. C." engraved on outer case, " E. Collins" on inside case; 1 blue serge suit- FRANK TWYFORD YOUNG, age 23, height 5 ft. in., well built, complexion, hair, and moustache dark, round shoulders, stoops slightly when walking, " F. Y." back left hand, heart and dagger back right hand, mole near side of nose, addicted to drink; dress, brown suit, black and white check necker- chief, light grey cap, heavy lace boots. May be found at casual wards or common lodging houses. Previously convicted at Richmond, Surrey. Ab- sconded 21st ult. Information to the Chief Constable, Town Hall, Portsmouth. 18 — Southampton ( Borough).— For steal- ing £ 7 10s. 5d.— HAROLD BISSELL, age about 22, height 5 ft. lOf in., slight build, complexion pale, hair light; dress, navy blue suit. A tram conductor. Warrant issued. Information to the Chief Constable, Southamp- ton. KEMT. 19— Maidstone ( Borough).— For neglect- ing his children— JOHN COSTELLO, age 35, height 5 ft. 5 in., complexion fresh, hair light brown, moustache ginger ; dress, pilot jacket, cord trousers and vest, skull cap. A bricklayer's labourer ; native of Maidstone. Warrant issued. Information to the Chief Constable, Maidstone. 20.— Dover ( Borough).— For obtaining, 5th inst., £ 10 by a worthless cheque, No. H. 7455, on the Economic Bank, Ltd., 18 Bishopsgate Street, Within, E. C., drawn by Frank Curzon in favour of A. E. Richardson, Esq.— A MAN, age 35 to 40, height 5 ft. 9 or 10 ins., complexion fresh, hair dark, clean shaved, of good address; wearing dark overcoat, brown leggings and boots, white gloves. Is believed identical with H. E. Candy, Case No. 48, and Man, Case No. 24, 9th October, 1903 ( for modus operandi see latter case). Warrant issued. Information to the Chief Constable, Dover. LANCASHIRE. 21.- Kirkham ( County). — For neglecting his children— ROBERT GEORGE ENTWISTLE, age 37, height 5 ft. 10 ins., rather stiff build, complexion fresh, hair and eyes brown, right fore- finger deficient; dress brown tweed jacket and cap, cord trousers. A labourer; may be found on railway and public works. Warrant issued. Information to Supt. Ormerod, Kirkham. 22.— Liverpool ( City).— For forging en- dorsements to cheques for several thousand pounds — FRANCIS JOSEPH McADAM, age about 70, tall, slight build, complexion fresh, hair, beard and moustache nearly white, walk erect, with head thrown back, hesitates in speech, is addicted to snuff taking; dress, usually black or dark grey Chesterfield overcoat, black morning coat or dark serge suit, silk or black soft felt hat. An estate broker; native of Donegal; was manager and secre- tary to a Building Society; formerly an Alderman. Absconded about 1st inst. Warrant issued. Information to the Head Constable, Detective Department, Liverpool. 23.— Manchester ( City).— For failure to report — Licenie- holder JAMES SULLIVAN alias BARTHOLOMEW SLINEY and BAR- THOLOMEW SWINN, Office No. 1604- 97, age 42, height 5 ft. 3£ in., complexion fresh, hair brown, eyes blue, scar left of head, left of nose ( long) and lower lip, moves eyebrows considerably when talking. Native of London. Sentenced at North London Sessions, 19th April, 1898, to 5 years penal servitude for assult with intent to rob. Licenced 18th May, 1903. M S Y 226. Fur- ther sentenced at Manchester, 2nd June last to 6 months hard labour for failure to report. Information to the Chief Constable, Manches- ter. 24.— Blackburn ( Borough).— For obtain- ing an electrical appliance by fraud, 3rd inst.— ARTHUR DUNCAN THOMAS, age 30, height 5 ft. 10 in., stout build, complexion fresh, hair and moustache dark, of smart appearance; well dressed. A native of Devonshire. For several years he has travelled the country with a cinemato- graph under the names of " The Royal Animated Photo Coy.," " The Imperial Cinematograph Coy.," " Royal Canadian Picture Coy.," etc. Two of the pictures he usually exhibits are a " Panorama of Switzerland," and " Yacht showing Sir Thomas Lipton thereon." May be accompanied by his brother. Warrant issued. Information to the Chief Constable, Blackburn. LINCOLNSHIRE. 25. — Grantham ( County). — For fraud— LOUIS JACKSON, a Russian Jew, late of Cannon Street Road, London, E., age 25, height 5 ft. 4 in., complexion fair, full face, hair ( frizzy in front) sandy, clean shaved. Absconded from his bail, 8th inst.— P. BRONAR, a Russian Jew, age 25, height 5 ft. 4 in., complexion dark, hair ( frizzy in front) and small moustache black. They travel the country selling rugs, furs & c. Warrant issued. Information to Supt. Cabourn, Grantham. NOR THA MPTONSHIRE. 26.— Wellingborough ( County). — For failure to report and absconding from bail at Northampton Quarter Sessions, 7th inst., charged with wounding — Licence- holder WILLIAM FROGGATT, Office No. 1149- 99, age 41, height 6 ft., complexion fresh, hair brown ( turning grey, bald on top), moustache, bracelet each wrist, ring each 2nd finger, dot 4th left finger, girl and " TRUE LOVE" left forearm. A currier; native of Northampton. Sentenced at Leicester Quarter Sessions, 17th October, 1899, to 5 years penal servitude for larceny. Licenced 8th August, 1903. Z 342. Warrant issued. NOR THUMBERLAND. 27.— Newcastle- on- Tyne ( City).— For failure to report— Supervisee JOHN MURPHY, alias JOHN MARTIN, JOSEPH ARNOLD, JOHN MEADOWS, JAMES SULLIVAN, JOSEPH NEIL, JOSEPH TAYLOR, EDWARD BRADLEY, and JOSEPH BAILEY, Office No. 2327- 01, age 39, height 5 ft. 3i in., complexion fresh, hair brown ( thin on top), eyes grey, mole left cheek, scar 2nd left finger and back right thumb. A tailor ; native of London. Sentenced at Glasgow High Court, 5th November, 1894, to 7 years penal servitude and 5 years supervision for receiving; also sentenced at Newcastle- on- Tyne Police Court, 8th June, 1903, to 6 months hard labour for failure to report. To be dealt with where found. Information to the Chief Constable, Newcastle- on- Tyne. OXFORDSHIRE. 28. — Oxford ( County). — For assault — ALFRED CLANFIELD, age 30, height 5 ft. 9J in., square shoulders, well built, complexion fair, hair light brown, moustache inclined to sandy, eyes blue or grey; dress, brown jacket and vest, dark cord trousers, grey cap, heavy nailed boots. A market gardener; native of Garsington, Oxon. May seek employment at nurseries. Warrant issued. Information to the Chief Constable of Oxford- shire, Oxford. 5: 9 — Oxford ( City).— For obtaining £ 4 Is. by a worthless cheque on the Capital and Counties Bank, Winchester Branch ( No. A. 15958, signed W. Cannon)— THOMAS TAYLOR, alias THOMAS RICHARDS, THOMAS BROWN, and T. BISHOP, Office No. 2687- 02, age 28, height 5 ft. 3| in., complexion fresh, hair dark brown, eyes brown; wearing dark overcoat, broad- brimmed hat. A dealer; native of Southampton. He called at a wine and spirit merchant's shop, and gave an order for a quantity of goods to be sent ^ to an address where he was unknown, presented the cheque, and received balance in cash. Con- victed at Monmouth, Gloucester and Bristol. Warrant issued. Information to the Chief Constable, Oxford. TUESDAY, JANUARY 5, 1904. PORTRAITS OF PERSONS WANTED. 33. — Newtown { County). — For deserting and leaving her child chargeable to the Newtown and Llanidloes Union— SARAH JONES, age 26, METROPOLITAN POLICE DISTRICT. 30.— C Division.— On Coroner's Warrant for the manslaughter of a woman upon whom she had procured a miscarriage— BERTHA BAUDACH, alias JOACHIM, expiree Office No. 575- 99, age 53, height 5 ft. 3 in., complexion freth, hair ( turning grey) light brown, eyes blue, scar back left thumb, front of right thumb and forefinger, 2 soars back of left forefinger, speaks with German accent; dreES, black cape, skirt, and bonnet trimmed feathers. A midwife ; native of Germany. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W.
