All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprhension is sought will be inserted in one issue of the POLICE GAZBTTE, if they are sufficient to enable action to be taken upon them by another force. 5. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. ions to oe apprehended or of stolen property bear a practicable they are alphabetically arranged by ITIONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons be numberx and as far as counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same wUl be given on application. BETTS, age 45 to 50, height 5 ft. 9 in., complexion, hair and moustache ( turning grey) dark, of good address; wearing long fawn colour rainproof overcoat, black hard felt hat. He represented himself as an advertising agent to a firm of chemists. Warrant issued. 7.— R Division.— For obtaining £ 5 by false pretences— JOHN O'CONNOR, age about 55, height 5 ft. 1 or 2 in., complexion fair, thin face, hair light, nearly blind; wearing long brown overcoat, cap with shiny peak. He travels the country with a piano organ. Is accompanied by his daughter, age 22. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. BERKSHIRE. 8.— Reading ( Borough). — For obtaining credit by fraud, and stealing a bicycle, 28th ult.— A MAN, who gave the name of FREDERICK A. NEWELL, age 20 to 22, height 5 ft. 8 or 9 in., complexion fresh, hair brown, clean shaven, eyes grey, long eyelashes, small hands, top front teeth missing; dress, dark striped jacket suit, dark cap, may be wearing long black and white mixture overcoat, and silk hat. Stated he was a boxing instructor. Warrant issued. 9.— Reading ( Borough). — For obtaining 2s. by false pretences, 11th inst.— A WOMAN, who gave the name of WATSON, age 50, height 5 ft. 2 or 3 in., complexion fresh, hair grey, wearing gold frame pince- nez; dress, dark clothes and black bonnet, carried an umbrella and a small brown parcel. She called on a clergyman, and repre- sented that her husband was a solicitor, who had been struck off the Rolls, and that her brother was a clergyman in North Devon. Is identical with JESSIE CLIFDEN, convicted at Exeter, and JESSIE FUSSELL, convicted at Oxford, of similar frauds. Warrant issued. 10. — Reading ( Borough).— For obtaining credit to the amount of £ 3 15s. and food and lodgings, by false pretences— A MAN, who gave the name of JOE NORRINGTON, age 27, height 6 ft. 1 in., round shoulders, stoops slightly, complexion fair, hair auburn, clean shaved, hollow cheeks, high cheek bones, long thin face, very large feet; dress, dark jacket suit ( grey stripes), green tie with red spots, wearing a pin, shape of cow's head ( supposed ivory), grey cap, boots with square toes. Stated he was a chemist, and that his father was a vicar at Exeter. Warrant issued. Information to Captain Henderson, Chief Con- stable, Reading. 3 REG DNS HIRE. 11.— Brecon ( County),— For stealing ( bailee) 3 watches ( 1 a silver English lever, No. 11029, double cases, " Graves, Sheffield ")— LEWIS THOMPSON, alias STEPHEN SMITH, age 35, height about 5 ft. 6 in., complexion fresh, hair light brown ( bald both sides of forehead), light moustache, eyes blue, dimple on chin, several front tipper teeth deficient, " " tattooed left forearm, woman supposed on right forearm, lump on left forefinger, walks erect; dress, light grey coat and vest, dark brown cord trousers, grey motor cap, blue muffler, nailed boots. Supposed a native of Birmingham. Information to Deputy Chief Constable Joseph, Brecon, or Sergeant Watkins, Builth. BUCKINGHA MS HI RE. 12.— High Wycombe ( Borough). — For stealing, from a Temperance Hotel, 9th inst., a pair lace boots, size 6, hand sewn, half tips on heels— TWO MEN ( lst, age about 40, height 5 ft. 8 or 9 in., stout build, complexion fresh, moustache and slight side whiskers black; 2nd, age about 20, height 5 ft. 8 or 9 in.); each wearing long black coat, black hard felt hat. DERBYSHIRE. 13.— Chesterfield ( Borough).— For failing to • appear to a summons for assault, 12th inst.— WILLIAM KNIGHT, age 31, height 5 ft. 4 in., stiff build, complexion pale, hair brown, eyes blue, slightly bow- legged, coal mark on forehead, scar right wrist and back of left hand. A collier or carter. Sometimes associates with low horse- dealers. Warrant issued. H.— Chesterfield ( Borough).— For desert- ing his wife and children, leaving them chargeable to the Common Fund of the Chesterfield Union, about November, 1896— JAMES ALLEN HAYES, age 53, height 5 ft. 6 in., complexion fresh, eyes grey, scar on forehead and bridge of nose, left little finger deformed. Warrant issued. Information to Chief Constable Kilpatrick, Chesterfield. DEVONSHIRE. 15.— Cullompton ( County).— For deserting his wife and 3 children, leaving them charge- able to the Common Fund of the Tiverton Union—- CHARLES COWBURN, age 32, height 5 ft. 8J or 9 in., complexion fair, hair, moustache, and side whiskers brown, addicted to drink; dress, dark grey overcoat, grey dress coat and vest, brown tweed trousers, dark silk neckerchief, grey cap, light lace boots. A gardener. Is fond of playing a whistle and singing at public houses. Absconded 27th October last. Warrant issued. 16.— Cullompton ( County)— For assault on police at Hockworthy, 25th ult. — HENRY HOLLAND, a gipsy, age 32, height 5 ft. 9 in., com- plexion dark, hair dark brown, worn on forehead, slight moustache light, beard about a week's growth; dress, dark double- breasted coat and vest, vest buttons from shoulder to waist both sides, nearly new cord trousers, lace boots ( nailed). A pedlar, travels the country. Warrant issued. 17.— Cullompton ( County).— For obtain- ing £ 1 10s. by a worthless cheque on the Lanca- shire and Yorkshire Bank, Ltd., Cheetham — LEWIS MUSCOVITCH, age about 30, slight build, height 5 ft. 6 or 7 in., complexion, mous- tache, beard, and eyes dark, hair black, speaks with foreign accent; dress, dark serge suit, plaid cap, brown boots blacked over. A hawker of cheap jewellery. Had with him two small brown leather hand bags ( one half round). Absconded 11th September last. Warrant issued. 18 — Cullompton ( County). — For em- bezzlement— ROBERT WINSBORROW, age 45 to 50, height 5 ft. 7 or 8 in., rather slight build, com- plexion sallow, hair ( bald patches at back) and moustache dark brown, cut mark on bottom lip. A painter; native of Silverton, Devon. Was Secre- tary to the United Ancient Order of Druids' Club. Absconded 27th June last. Warrant issued. Information to Supt. Collins, Cullompton. DORSETSHIRE. 19.— Blandford ( County). — For stealing 10s., 7th inst., at Winterborne Kingston— FRANK COOMBS, age 34, height 5 ft. 6 in., stout build, complexion fair, hair light brown, moustache sandy, hairy chest, slightly lame; dress, black suit, long black overcoat, red and dark muffler, black bowler hat, light lace boots. A labourer and steam roller driver. Native of Cucklington, Somer- set. Warraut issued. Information to Supt. Elford, Blandford. DURHAM. 20.— Durham ( County).— For stealing a pony ( recovered)— JOHN WALLACE, age 34, height 5 ft. 7 or 8 in., slight build, complexion fair, rather high cheek bones, hair and moustache light brown, takes short quick steps, addicted to drink; dress, blue or slate colour jacket suit, brown cap, old lace boots. Has worked as a butcher, horse slaughterer, mason's labourer, and a coke drawer. 21. — Durham ( County). — For larceny— JOSEPH NEWHAM or NEWBY, age about* 30, height 5 ft. 5 or 6 in., slight build, complexion fresh, hair light brown, slight moustache, light, eyes light blue, impediment in speech; dress, old brown mix- ture jacket suit, white muffler, grey cap, strong lace boots. A rag and bone gatherer, usually carries a sack. Information to the Deputy Chief Constable, County Police Office, Durham. 22.— Stockton- on- Tees ( County).— For bigamy— LUKE BROOK MIDGELEY, age 34 ( looks younger), height 5 ft. 6 or 7 in., complexion fair, hair ( thin) and moustache ( cropped short) light, small red mark on right temple, large scar under right arm and down right side of nipple; dress, black jacket and vest, blue cord trousers, heavy blue cloth ( railway) overcoat, red and black check lining, fawn colour cloth leggings, black or blue and white check muffler, check cap, Blucher boots. A native of Bradford. Warrant issued. Information to Supt. Hildreth, Stockton- on- Tees. 23.— Sunderland ( Borough).— For obtain- ing food and lodgings by false pretences— MORTON WELDON, age about 35, height about 5 ft. 8 in., complexion pale, round face, high forehead, hair black, eyes dark, clean shaved, small feet, walks badly, speaks with Southern accent; dress, grey mixture jacket and vest, do. trousers of different material, grey soft felt hat, grey three- quarter length Chesterfield overcoat. Represented that he was in the theatrical profession. Warrant issued. Information to the Chief Constable, Sunder- land. ESSEX. 24.— Chelmsford ( County).— For assault, 13th inst.— ALEX. OLAF HENDERSON, alias O. A. de ROHAN, age 19, height about 5 ft. in., slight build, complexion fair, hair light brown ( curly on forehead), clean shaved; dress dark tweed jacket suit and cap. An electrical engineer's as- sistant. Was employed until 16th inst. at Shore- ditch Electric Lighting Station. Warrant issued. Information to the Deputy Chief Constable of Essex, Chelmsford. 25.— Southminster ( County).— On com- mitment warrant for non- payment of 20s. fine and 5s. costs, imposed for refusing to quit licensed premises— THOMAS POLLEY, age 25, height 5 ft. 10J in., hair light brown, clean shaved, eyes grey, short nose; dress, dark jacket and vest, light cord trousers, grey cap. A labourer; native of Latchingdon. Information to Supt. Gibbons, Southminster. GLOUCESTERSHIRE. 26 — Bristol ( City).— For stealing, 14th ult., a suit of livery, & c. ( recovered)— GILBERT PAR- SONS, alias HARMAN, age 23, height about 5 ft. 6 in., slight build, complexion rather pale, high cheek bones, long features, hair dark, clean shaved ; dress, supposed black coat and vest, light trousers, bowler hat, or grey coat, and dark trousers. Has served in the Yeomanry. Is accompanied by his brother, age 20, height about 5 ft. 7 in., slight build ; dress, dark striped suit, cap. Both were employed as painters until August last, when Gilbert obtained a situations a coachman. Warrant issued. Information to the Chief Constable, Bristol. HAMPSHIRE. 27.— Fareham ( County).— For obtaining £ 4 10s. by a worthless cheque, 12th inst., at Havant — W. CANNON, age about 3( 7, height 5 ft. 6 in., complexion fresh, hair brown, eyes grey; dress, dark overcoat, pepper and salt colour trousers, black hard felt hat, with broad rim, lace boots, wearing gold twisted ring on one finger. Supposed identical with THOMAS TAYLOR, alias BROWN and RICHARDS, convicted of conspiracy at Hants Assizes, November, 1901.— F. BISHOP, alias T. RICHARDS, age about 30, height 5 ft. 4 or 5 in., stiff build, hair dark brown, eyes brown; dress, dark overcoat and suit, black hard felt hat, with broad brim, brown lace boots, wearing a gold colour ring with stone. Stated he was a native of South- ampton. Appearance of horse dealers. Warrant issued. Information to Supt. Hack, Fareham. 28— Portsmouth ( Borough).— For desert- ing his wife and family, 19th September last— CECIL JOHN AUGUSTUS WILLIS, age 36, height 5 ft. 3 in., slight build, hair ( thin on top) and moustache brown, beard ( close cut) turning grey, front teeth rather wide apart, pleasant manner, burn scar on chest, anchor on forearm; dress, dark suit and cap, greenish- grey Chester- field overcoat. A waiter, for several years has been employed as a salesman in the cycle and motor trade. Is an expert motor car driver. May be accompanied by a woman, age 32, height 5 ft. 1 in., complexion and hair ( brushed back from forehead and worn in coil behind) dark; and a boy, age 6 years.
