All communications for insertion in the POLICI GAZETTE, and all communi- cations relating to them, shoult be addressed to THE EDITOR OF THE POLICE GAZITTI, NIW SCOTLAND YABD, LONDON, S. W. 8. Particulars concerning persons whose apprhension is sought will be inserted in one issue of the POLIOI GAZITTI, if they are sufficient to enable action to be taken upon them by another force. I. Particulars as to stolen property will be likewise inserted in one issue, if sufficient t « enable the article in question to be thereby identified. 4. In all cases where a reward » « offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. C. Portraits of persons whose apprehension ii sought for serious offences, and engravings of stelen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10 « . A remittance of 5j. should be made in the first instance for cost of engraving sketches. 6. livery announcement, if for the apprehension of a person, must be guaranteed by the signature of an tfficer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or hit immediate deputy, of the county, city, or borough, as the case may be. &. TIOXS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. . . 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. IT is notified for the information of the Police Forces generally that the existing arrange- ments provide that all persons convicted of offences falling under classes II to V, appendix A of the Judicial Statistics, 1899, pages 220 to 224, and sentenced at Quarter Sessions or Assizes to imprisonment for a month or longer, are criminally registered by having their finger- prints and photo- graphs taken in the prisons a fortnight before release. The Police of the Metropolis have been in- structed that whenever they deem it desirable to have criminally registered persons convicted of offences, and sentenced to imprisonment in Magistrates' Courts, the words " finger- prints " or " finger- prints and photograph " are to be added to the form on which the conviction is reported to the Chief Office, who then place themselves in correspondence with the prison authorities. It is suggested that Chief Constables and Heads of County and Borough Police Forces might similarly apply specially in suitable cases for the finger- prints and photographs of persons convicted in Magistrates' Courts whom they believe to be professional or dangerous criminals. BERKSHIRE. 9 — Wokingham ( County).— For obtain- ing food and lodging by false pretences, at Sand- hurst— EDITH WILLIAM, age about 20, height about 5 ft. 3 in., supposed pregnant, complexion pale, hair and eyes brown, one tooth missing right side of upper jaw; dress, black jacket, red lining, old black dress, blue flat hat, trimmed black satin and black wing feather. Supposed a native of Minehead. She takes lodgings, stating she has been sent by a person at Cardiff, remains a week and absconds. Warrant issued. Information to Supt. Goddard, Wokingham. 10.— Windsor ( Borough).— For embezzling various sums of money— CHARLES WOOL- HOUSE, age 34, height 5 ft. 7 or 8 in., complexion fresh, hair and eyes brown, moustache inclined to be light, small red spot ( birthmark) under left eye; dress, black coarse canvas cloth overcoat, faded, blue cloth breeches, black muffler, motor cap, jack boots. BUCKINGHA MS HI RE. 11.— Slough ( County). — For leaving his child chargeable to the funds of the Eton Union— JASON OLIVER, age about 30, height 5 ft. 4 or 5 in., complexion ruddy, sunburnt, hair and mous- tache light, eyes light blue; dress, light grey jacket and vest, cord trousers, grey cap, military shirt, boots arid belt with brass buckle, usually wears dark blue muffler with white spots. Has been employed by the Victoria Paving Co.. and may be found on public works. Warrant issued. 12. — Slough ( County). — For embezzling various sums, the monies of the Amersham Board of Guardians— ARTHUR EDWIN MATTHEWS, age 41, height 5 ft. 7 in., complexion fresh, hair dark, eyes dark brown : wearing dark clothes, had with him a light brown mackintosh. HERTFORDSHIRE. 18.— Hertford ( County).— For stealing, 16th ult., at Cole Green, a pepper box; 1 silver watch, single case; 1 common watch chain; 1 satin hand- kerchief; 1 brass scarf ring; 1 pepper and salt colour jacket; 1 black and white check cap; 1 grey military shirt; 1 shaving brush; and a South African medal, " Private F. H. KENT. 20.— Sandwich ( County).— For deserting his wife and 4 children— WILLIAM HOUSE- MAN, age 32* height 5 ft. 5 or 6 in., slight build, complexion and hair dark, eyes brown, slight scar over left eye; dress, dark tweed suit, dark tie, muffler, fawn colour mackintosh, hard felt hat, light lace boots. A photographer; supposed a native of Blackpool, Lancashire. Warrant issued. Information to Supt. Chaney, Sandwich. 21.— Tonbridge ( County).— For stealing a bicycle ( recovered)— PELHAM METCALF, age 26, height 5 ft. 7 in., complexion fair, thin face, hair light; dress, dark suit, with thin light stripes, dark cap. Has been a ticket collector at Hastings and Maidstone Railway Stations. Warrant issued. Information to Supt. Styles, Tonbridge. 22.— Dover ( Borough). — For stealing. 7th ult., 3 pairs boots ( recovered)— FREDERICK GILBURD, age about 40, height 5 ft. 8 in., complexion fresh, full face, moustache light brown, eyes grey, addicted to drink; dress, brown suit and cap, grey covert coat, blucher boots. Absconded 27th ult. He orders goods to be sent to an ad- dress, meets the porter outside the address given, and takes the goods from him. Warrant issued. Information to Chief Constable Knott, Dover. LANCASHIRE. 23.— Liverpool ( City).— For stealing. 10th ult., a horse ( recovered)— ALBERT BROUGH, alias YORKER, age about 30, height 5 ft. 6 in., hair brown, clean shaved, thin face, long nose, scars right hand; dress, old fawn colour long over- coat, navy blue trousers, black cap. Travels the country with shows and swing boats. Supposed a native of Attercliffe, Yorks. Warrant issued. Information to the Head Constable, Detective Department, Liverpool. LINCOLNSHIRE. 24.— Grantham ( County).— For obtaining 9s. by false pretences, 22nd September last— A MAN, age about 50, height about 5 ft. 7 in., stout build, complexion fresh, hair dark ( turning grey), short moustache and whiskers dark; dress, dark suit, white straw hat. A trav- elling photographer, had with him a camera and black oilcloth. He took photographs on the promise that they should be supplied within 14 days, and gave a printed receipt signed " W. Westoby, WTilloughby, Notts." Warrant issued. Information to Supt. Cabourn, Grantham. NORFOLK. 25.— Norwich ( County).— For stealing, at Sprowston, between 9th and 13th ult., a weigh- ing machine, mangle, etc. ( recovered)— THOMAS LEE, age 40, height 5 ft. 8 in., square build, com- plexion fair, hair dark, moustache inclined to ginger, eyes dark brown; dress, blue serge jacket and vest, dark tweed trousers, blue overcoat, black hard felt hat. A marine store dealer; native of Sprowston. Is known at Leeds and Hull. Warrant issued. Information to Inspector Flint, County Police Station, Norwich. STAFFORDSHIRE. 26.— Longton ( County).— For assault, 23rd ult.— HENRY THOMAS, alias THOMAS HOLLAND and SHAW, age 28, height 5 ft. complexion fresh, hair sandy, eyes grey, anchor, " H," sword, " 94," " Rose" and " Emily," tattooed on arms, scar on cheek; dress, dark blue overcoat with velvet collar, black coat, dark vest, brown cord trousers, dark cap, clogs. A potter; native of Longton. Warrant issued. 27 .— Longton ( County).— For absconding from Werrington Industrial School, 18th ult.— CHARLES LEA, age 15, height 5 ft., complexion fresh, freckled, hair brown, eyes grey; dress, brown sailor jacket, cord trousers, brown cap, lace boots. A reward of 10s. will be paid by B. Horth, Esq., Superintendent, Werrington Industrial School, for the arrest of Lea. Information to Supt. Oakden, Longton. 28.— Hanley ( Borough).— For false pretences — DE FRESHAW, age about 33, height 5 ft. 6 in., complexion fresh, hair and eyes dark; wear- ing dark clothing and overcoat, grey motor cap.— DE FRESHAW, age about 19, height about 5 ft. 8 in., complexion fresh, hair dark, eyes brown; wearing black clothes and overcoat, red and black tie, dark peak cap. Both supposed Frenchmen. — DE FRESHAW, age about 30, height about 5 ft., complexion pale, hair sandy, eyes blue; dress, long black jacket, with braid over, black dress, white sailor hat with black band, lace boots. Sup- posed a Frenchwoman. Stated they were em- ployed at a local theatre, and that their luggage was at the Railway Station. Warrant issued Information to the Chief Constable, Hanley. WILTSHIRE. 29.— Swindon ( County).— For stealing a watch and chain ( recovered); a navy blue serge vest; 1 black mackintosh with cape; and 8s. ljd.— — KING, age 30, height 5 ft. 7 or 8 in., complexion fresh, hair and moustache light brown; dress, dark suit, trousers tight at bottoms, green mixture cap, supposed military shirt, white tie. He took lodg- ings, stating he had come from Kidderminster and had obtained employment as a carpenter at the Great Western Railway Works, asked to go up- stairs, stole the above articles, and decamped. Warrant issued. Information to Supt. Robinson, Swindon. 30. — Warminster ( County). — EDWIN HEAD, and ULLIA SLY, Case No. 41, 7th August last. Warrant withdrawn. PERSONS IN CUSTODY. CARNARVONSHIRE. 31.— Bangor ( County).— Remanded till 8th inst., charged with stealing a mare— THOMAS EVANS, alias BUGLER, age 40, height 4 ft. 5| in., complexion fresh, hair dark brown, eyes grey, cut mark right side of lip, right cheek, and top of nose, scar left side of chin, and on front of left leg, girl dancing tattooed on left arm, star back of left hand. A native of Liverpool. Supposed pre- viously convicted. Served in the 2nd Battalion Liverpool Regiment, from 1886 to 1893. Information to Deputy Chief Constable Harris, Bangor. OXFORDSHIRE. 32. — Oxford ( County). — Committed for trial at next Quarter Sessions for housebreaking— WILLIAM JAMES HORN, age 26, height 5 ft. 6 in., complexion fresh, hair dark ( inclined to curly), eyes brown, coat- of- arms tattooed right forearm; dress, black double- breasted coat and trousers, blue guernsey, white muffler, soft felt hat. States he is a fish hawker and a native of Pem- broke. Has been convicted at Northallerton, Yorks.— ELIZABETH HORN, age 22, height 5 ft., stout build, complexion dark, full round face, hair and eyes dark brown; dress, dark skirt, red flannelette bodice, brown jacket, black and white straw hat with black band. They have been tramping the country, may be wanted elsewhere. Information to the Chief Constable of Oxford- shire, Oxford. SHROPSHIRE. 33.— Wellington ( County).— Sentenced, 27th ult., at Shifnal, to one month imprisonment for false pretences— ALBERT KING, alias GRICE, age 29, height 5 ft. 6 in., complexion fresh, high cheek bones, hair light brown, clean shaved, eyes grey, bullet mark right thigh; dress, dark blue serge lounge jacket and vest, light brown tweed breeches, brown leather leggings grey cap, light lace boots. A groom, has served in the Army. He obtained lodgings by represent- ing that he had been sent to engage stabling, etc., for his employer, who was coming to stay in the neighbourhood, and hunt with the local hounds. Supposed previously convicted and wanted else- where. Found in his possession a Scotch plaid travelling rug; 5 ft. 6 in. b- 4 ft. 10 in. Supnosed stolen. Information to Chief Supt. Edwards, Welling- ton. 34.— Whitchurch ( County). — Sentenced to one month imprisonment for larceny ( person) — LOUISA BRADSHAW, alias ELLEN MURPHY, age 18 ( looks older), height 5 ft. 5 in., complexion fresh, hair dark brown, eyes blue, full face, large features. States she is " a native of Liverpool— HANNAH WHITE, alias WIL- COCKS and WRENCH, age 40, height 5 ft. 2 in., complexion fresh, hair dark brown, eyes brown, nose inclined to right side. States she is a native of Brighton. They have been travelling the country selling lace. Supposed previously convicted and wanted elsewhere. Information to Supt. Edge, Whitchurch. FRIDAY, DECEMBER 4, 1903. SPECIAL NOTICE. .' 55. ATTENTION is directed to - Expiree JAMES GATTON. alias JOSEPH LAWRENCE NEW- MAN, JOHN GRAY, and QUIET JOE, H. C. R., No. 684- 98, ( whose portrait, which is a good one, appears above), age 67, height 5 ft. 5 in., stout build, complexion fresh, hair ( bald on top) and eyes grey, scar left eyebrow and right of fore- head ; usually dressed in a blue pilot coat, and black hard felt hat, but sometimes wears a sea- man's cap with peak, which gives him the appear- ance of a merchant seaman. Sentenced at Lewes Assizes, 29th April, 1882, to 2 years for attempted housebreaking at Mid- hurst; and at Liverpool, 5th December, 1892, to 7 years for burglary ( the offence in each case being committed by means of a ladder); also at Bristol, 18th December, 1902, to 9 months, under the Prevention of Crimes' Act. On the last occasion Expiree THOMAS WILSON, H. C. R., No. 630- 98, ( since sentenced at Berks Assizes, 10th November, 1903, to 6 months for burglary at Windsor) was con- victed with him. When arrested, screws, rope, wedges, and other articles, used in ladder larcenies were found in their possession. GATTON, as a rule, works with one or more companions, but near London he has been known to work alone. Having selected a suitable house, he or one of his companions will watch the pre- mises day and night until they gain some know- ledge of the general routine of the household. In the meantime they ascertain where a ladder is most conveniently obtainable, carrying one from some distance if necessary, by means of which, upon a moonless night, they gain an entrance through one of the upper windows, choosing a lady's bedroom if possible. The time invariably selected for breaking in is while the occupants of the house are at dinner. If successful, or disturbed, they make good their escape to the nearest railway line, along which they work their way to London. GATTON and his companions have been known to take lodgings in the district in which they intended to operate.
