All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 5. Particulars concerning persons whose apprhension is sought will be inserted in one issue of the POLICE QAZBTTE, if they are sufficient to enable action to be taken upon them by another force. I. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 8. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10a. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. fLTIOSJS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. G., No. 1914, May 2nd, 1902.) SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in " which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. APPREHENSIONS SOUGHT. MURDER. Appearance of an Armenian. He ran with his feet turned outwards in a shuffling manner. He left behind a black soft felt hat, " Bell Cloth- ing Co., 1132, Columbus Avenue, 31 to 38, Merr- maek Street," and indistinct words stamped on band, paper labels size 6 § , The United Hatters of North America Registered, thereon, pasted inside, and a new silver- plated six- chambered revolver, single action, black composition each side of handle, " Hopkins and Allen, Manufacturing Co., Norwich, Conn., U. The victim was a member of an Armenian Revolutionary Society, and his assailant, who is of respectable appearance, is strongly suspected of being a member of a similar society. APPREHENSIONS SOUGHT ( continued)— CUMBERLAND. 10 — Whitehaven ( County).— For obtain- ing money by false pretences, 13th ult.— KATE COWAN or YOUNG ( supposed false), age about 46, tall, flushed face, hair brown, curling pins in front, front upper teeth missing, speaks with south country accent, addicted to drinking and snuff- taking ; dress, black skirt, red plaid blouse, black cape, white straw hat with black band, strong lace boots, all much worn. She engaged a solicitor to administer the estate of a wealthy brother alleged to have died at Bristol, and induced him to forward to Bristol the train fare for a person to bring the documents, then com- municated with the postal authorities there to send the solicitor's letter to Workington. DERBYSHIRE. 11.— Alfreton ( County).— For stealing £ 1 15s. from his lodgings, 28th ult.— JAMES O'HARA, age about 35, height about 5 ft. 10 in., complexion fresh, hair ( long and wavy) dark brown, eyes brown, feminine voice; dress, black coat and vest, grey trousers, blue striped tie, light grey motor cap, light lace boots. A pianist; native of Brigg. Sings at public houses. Warrant issued. Information to Supt. Eyre, Alfreton. DEVONSHIRE. 12.— Exeter ( County).— For arson, at Upot- tery, 2nd inst.— A MAN, age 23 ( looks much older), height 5 ft. 3£ in, complexion fresh, hair, whiskers, beard, and moustache sandy or ginger, eyes ( prominent) blue ; dress, dark overcoat, black morning coat and vest, dark grey trousers with red stripes forming squares, black bowler hat, lace shoes. A German, speaks very little English. Will probably be found sleeping out, and no doubt commit similar offences elsewhere. 13.— Exeter ( County). — For absconding from the Devon and Exeter Reformatory School, Whipton, 30th ult.— FREDERICK BARRETT, age 15, complexion pale, flat face, hair brown, rather large eyes; dress, brown cord clothes, trousers cut off just below knees, Scotch cap. A native of Colyton, Devon. Information to the Deputy Chief Constable of Devon, Exeter. 14.— Exeter ( City)— For abducting a girl under the age of 18 years— ROBERT HENRY HIRST, age about 30, height 5 ft. 2 or 3 in., com- plexion fair, moustache light, eyes blue, speaks with North Country accent; dress, dark coat and vest, greyish mixture trousers, black soft felt hat, brown boots. A bricklayer; native of Leek, Staffs. May be found employed on large buildings, or at gasworks— Description of GIRL, age about 17, rather tall, slight build, complexion fair, hair ( frizzy in front) light auburn, 2 abscess marks under left ear; dress, black skirt, blue flannelette bodice trimmed white lace, dark mixture jacket, bell shape sleeves, black sailor hat with black band, may be wearing grey dress with white satin front, black hat trimmed red roses under brim, button boots, gold earrings with drops. They booked to Salisbury at 12 noon 31st ult., and had with them a brown tin box containing tools and clothing. Warrant issued. Information to the Chief Constable, Court House, Exeter. HER TFORDSHIRE. 15.—, Hatfield ( County).— For stealing, 20th nit., a silver Geneva watch, three- quarter plate, " Kendal & Dent" thereon ; 1 silver chain, link pattern, horseshoe locket on end, with horseshoe and whip on outside ; 1 flannel undershirt, with turn down collar; 2 pairs of worsted socks ; 1 pair merino pants; 1 Scotch plaid tie, and £ 9 10s.— CHARLES OSBORN ( supposed false), age about 35, height 5 ft. 9 or 10 in., complexion rather pale, hair dark, eyes full and restless, right one larger than left; dress, dark blue serge suit, dark soft felt hat. May have with him an umbrella, " Booth " on a piece of tape on inside cover. He took lodgings stating he was an engineer. Warrant issued. Info mation to Supt. Reynolds, Hatfield. KENT. 16.-— Chatham ( County).— For failing to appear to bail, char; ed with unlawful wounding — FREDERICK WILLIAM WATTS, age 41, height 5 ft. 5 in., complexion fair, long features, hair light brown, eyes ( rather small) grey ; dress, usually light tweed suit, motor cap, sometimes wears the South African war medal ribbon on vest. LANCASHIRE. 17.— Manchester ( City).— For obtaining £ 230 12s. 6d. by false pretences — PAUL or PHILIP BLUMENFELD, age 25 or 26, height 5 ft. 3 or 4 in., complexion fresh, hair, moustache and pointed beard black, may now be clean shaved, eyes brown. NOR THA MPTONSHIRE. 18. — Daventry ( County). — For stealing ( bailee) a watch ( recovered)— SEACOME MASON, age 54, height 5 ft. 10 in., complexion fresh, long face, large nose, hair ( bald on top), whiskers and moustache light sandy, eyes blue, large front teeth ; dress, dark tweed suit, plaid cap, black mackintosh. A watch and clock repairer; native of Dublin. Warrant issued. Information to Supt. Brown, Daventry. 1 v.— Northampton ( Borough).— For steal- ing ( bailee), 30th ult., a violin and case ( recovered) — A MAN, who gave the name of TED ORIEL, ciiias EDWARD AFFORD, age about 32, height 5 ft. 9 or 10 in., hair brown, clean shaved, " AFFO" tattooed on outside of one forearm, blue marks on fingers of one hand, sore on right little finger; dress, dark jacket and vest, blue trousers, hard hat. Supposed a native of Felix- stowe. Stated that he had been in a hospital at Cambridge suffering from blood poisoning right leg, and that he had been discharged from the Garrison Artillery as unfit. Was employed since June last as a cabinet maker. Stays at beer- houses or coffee- houses. Warrant issued. Information to Chief Constable Mardlin, North- ampton. NOTTINGHAMSHIRE. 20.— Nottingham ( City).— For obtaining, by false pretences, 19th ult., a single stone dia- mond ring, private mark " X. E. N."; 1 diamond and ruby half hoop ring, " N. A.—"; 1 diamond half hoop ring, " A. W. A."; 1 diamond and ruby half hoop ring, " X. W. A.—"; 1 diamond cluster ring, " B.—.—"; 1 sapphire and diamond cluster do., " T. X.—"; 1 diamond and sapphire half hoop do., " W. H. W. A.— 1 diamond and opal half hoop do., " T. X.—"; 1 diamond and sapphire cluster do., " X.—.—" — RICHARD HOFMANN, alias YON ORTMANN and BREYER, age about 38, height 5 ft. 7 in., stoops slightly, com- plexion, hair, heavy moustache, and eyes dark, may now be clean shaved, 1 front upper tooth miss- ing, speaks broken English; dress, dark suit and overcoat, bowler hat. A native of Vienna. He called on a jeweller, presented a card, " Richard Hofmann, M. D., Formerly of the Royal Hospital, Vienna. Consultations at the Royal Maternity Hospital," thereon, and stated that he wanted to purchase a ring for presentation, and that he had been recommended by a friend of the jeweller, with whom he was then staying. He was allowed to take away the rings and absconded. Previously convicted of similar offences at Birmingham and Doncaster, and of larceny from lodgings at Leeds. Warrant issued. STAFFORDSHIRE. 21.— Tettenhall ( County).— For obtaining food and lodgings by fraud, at Bilbrook, between 8th August last ' and 3rd ult.— RICHARD ALFRED YULE, age 55 to 60, height 5 ft. 9 or 10 in., stout build, stoops slightly, complexion fresh, hair ( bald on top) and beard grey, of good ad- dress; dress, black frock coat, grey vest and trousers, blue and white striped tie, dark blue cap. Represented that he was an engineer, and stated that he was about to take out two patents. Warrant issued. Information to Supt. Price, Tettenhall. SURREY. 22.— Chertsey ( County).— For failing to appear to a summons, 7th ult., for being found drunk on licensed premises— SAMUEL RAPLEY, age 24, height 5 ft. 4f in., complexion sallow, hair light brown, eyes grey ; dress, slop jacket, dark grey vest, light cord trousers, dark cap with peak, heavy lace boots. A labourer. Absconded 4th ult. Warrant issued. Information to Supt. Hackman, Chertsey. SUSSEX ( East). 23.— Hastings ( Borough).— For stealing a bicycle ( recovered)— A MAN, who gave the name of — SCHRIBEL, age 25, height 5 ft. 7 in., slight build, complexion dark, thin features, high cheek bones, thin pointed nose, slight moustache dark, wore gold- framed pince- nez, of Jewish appear- ance, spok6 with foreign accent; dress, blue serge suit. Warrant issued. Information to the Chief Constable, Hastings. WARWICKSHIRE. 24.— Birmingham ( City).— For embezzl- ing £ 1 3s— HARRY BENNETT, age 24, height 5 ft. 7 in., complexion fair, hair light, eyes hazel, speaks French fluently; dress, dark blue coat and vest, black trousers, plaid cap. A groom; native of Birmingham. Has served 6 years in a racing stable at Toulon. Warrant issued. Not to be arrested out of the United Kingdom. ^ Information to the Chief Constable, Birming- ham. WILTSHIRE. 25.— Swindon ( County). — For obtaining poultry by fraud— R. BERNARD alias OSTER- LOH, age 50 to 55, height 5 ft. 9 or 10 in., round shoulders, complexion dark, hair, whiskers, and moustache, ( turning grey), dark, left hand and part of arm missing. He wrote to a poultry dealer offering to purchase any quantity of fowls and stated that he would supply crates and pay carriage. Warrant issued. Information to Supt. Robinson, Swindon. WORCESTERSHIRE. 26,— Bromsgrovo ( County).— For desert- ing his 3 children, 12th ult., leaving them charge- able to the Common Fund of the Bromsgrove Union— WILLIAM SOLOMON, age about 26, height 5 ft. 7 in., slight build, complexion dark, round face, hair ( fringe in front) black, slight moustache ( curled at ends) dark, eyes dark brown, " Kate," anchor, swords tattooed on right arm, tree, flowers, spray, 3 anchors, boat, flags, small tree in pot, balloon, keel of a boat left arm. He travels the country selling pills manufactured by Madam McArthur, American Herbalist, delivers small yellow handbills and subsequently calls for same. Warrant issued. Information to Supt. Pitt, Bromsgrove. YORKSHIRE ( North Riding). 27. — Thornahy- on- Tees ( County).— For deserting his wife and family, 21st September last— GEORGE BRADSHAW, alias BRADLEY, age 34, height 5 ft. If in., complexion fresh, hair brown, moustache dark, eyes grey, burn scar left side of neck. An ironworker; native of Middles- brough. Warrant issued. Information to Supt. Cook, Thornaby- on- Tees. YORKSHIRE ( West Riding). 28.— Wakefield ( City). — For neglecting his family — GEORGE GASCOIGNE, alias PARAFFIN, age about 40, height 5 ft. 5 or 6 in., complexion ruddy, hair and moustache dark, walks quickly, of smart appearance. Is well known to horse dealers throughout the country. Warrant issued. Information to the Chief Constable, Wakefield. 29.— York ( City).— For stealing a f- lengfh brown overcoat, from his lodgings, 31st ult.— ROBERT RODGERS, age about 30, height 5 ft. 7 or 8 in., complexion fresh, hair dark, moustache inclined to ginger; dress, black jacket and vest, dark grey striped trousers, red tie, check cap, buildings tattooed both forearms. A painter or painter's labourer; supposed a native of Chelms- ford. Warrant issued. 30.— York ( City).— For stealing a black and white muffler and 15s., from his lodgings, lst inst. — ALFRED BORWICK. age about 19, height 5 ft. 1 or 2 in., complexion fresh, hair brown, eyes grey; dress, blue serge suit, black and white muffler, brown canvas shoes, with rubber soles. An acrobat. May seek employment at music halls, etc. Information to Chief Constable Burrow, York. 31-— Dewsbury ( Borough).— Vor failure ( o report— Licence- holder CHARLES McMANUS, alias CHARLES SUMMERGILL, JOSEPH SIMONS, and JOHN WILLIAMS, Office No. 3213- 99, age 34, height 5 ft. 8£ in., complexion fresh, hair brown, eyes blue, scar centre and each side of forehead and each eyebrow, " A. SMITH " left forearm, " 1330 " back 3rd left finger. Native of Pontefract. Sentenced at Leeds Assizes, 12th March, 1900, to 5 years penal servitude and remanet of former sentence for larceny. [ DERBYSHIRE. ii.— Eckington ( County). — For stealing from his lodgings, at Holbrook, between 8th and 10th ult., a watch and chain ( recovered)— THOMAS HEXTALL, alias FRED SMITH, CHARLES WRIGHT, and BERT BECK, age 40 to 45, height 5 ft. 9 in., complexion fresh, hair ( turning grey) dark, eyes grey, blue coal mark bridge of nose, anchor tattooed left forearm; dress, navy blue coat and trousers, green plaid double- breasted vest with red spots, glass buttons, pepper and salt colour overcoat with velvet collar, black hard hat, brown boots. Sings at public- houses. A colliery sinker or labourer; native of Thornton, Leicestershire. He takes lodgings, com- mits larcenies, and decamps. Convicted at Aider- shot in 1881, Leicester 1884, Stafford 1889, Boston ( Lines) 1892, and at Liverpool in 1900, of burglary, shopbreaking, horse stealing, etc. ( See Case No. 15, 30th ult.)
