Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result frum such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. . . 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. Particulars concerning persons whose, apprhension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. < In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be dearly stated. t. Portraits of persons whose apprehension is sought for serious offences, and mgravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. In most cases in which Licence- holders and Supervisees residing in the Provinces fail to report themselves and whose arrest is con- sequently desired, the Editor is requested to insert the particulars in the GAZETTE. Arrests on such informations are made subsequently, but the particulars are not always forwarded for the purpose of the original information being can- celled as required by Rule 9 of the Regulations ; the Editor therefore desires to call special atten- tion to thiB matter with a view to the Rule mentioned being invariably acted upon. H.- Southend- On- Sea ( County).— For stealing ( bailee) £ 8 14s. 6d.— JOHN SHOR- LAND, age 17, height 5 ft. 7 or 8 in., complexion fresh, hair sandy, eyes blue, full face, flat nose, near- sighted, nervous twitching when speaking; dress, dark grey jacket and vest, dark trousers and cap. HAMPSHIRE. 18.— Portsmouth ( Borough)— For stealing, 20th ult., 2 pairs grey striped trousers; 1 navy blue diagonal coat; 1 black broad- ribbed coat and vest; 1 white shirt; 2 pairs lace boots, square toe- caps; 1 navy blue and amber colour neckerchief; 1 piece black silk; and about lis. ( from a gas meter) GEORGE THOMAS WOODS, age 20, height 5 ft. in., complexion fresh, hair brown, clean shaved, eyes grey, " Liz " back left hand, 3 cicatrices back right leg. Is a private, No. 8103, of the Rifle Brigade.- JOSEPH FARRELL, age 22, height 5 ft. 5J in., complexion, heavy mous- tache, and eyebrows ( which meet) dark. A native of Lambeth, London. Is a private, No. 7978, of I he Rifle Brigade. They deserted from Chatham, 14th ult. They visited Wood's parents, committed larceny, and decamped, leaving behind their Regi- mental clothing. IS. — Tonhridge ( County). — For horse- stealing ALBERT, alias JOCK BARBER, age 25, height 5 ft. 7 or 8 in., complexion fresh, hair brown; dress, brown jacket suit, hard felt hat. A costermonger. Styles, Tonbridge. 20.— Dover ( Borough).— For embezzling £ 2 12s. 6d.— CHARLES BECK, age 18, looks younger, height about 5 ft. 2 in., complexion fresh, full face, arched eyebrows; dress, dark grey jacket, brown trousers, cycling shirt, red mixture tie, cap. Ab- sconded 28th ult. Warrant issued. Information to the Chief Constable, Dover. 21.— Folkestone ( Borough).— For stealing, 16th ult., a lady's silver watch and gold chain ( re- covered); 1 pair lady's black cashmere button boots, size 5, nearly new; 1 blue sateen blouse, flowers and white lace across front, slate coloured lining BATES, age 45 to 47, height 5 ft. 6 or 7 in., slight build, complexion sallow, hair brown, eyes blue, wears glasses, front upper teeth missing; dress, mauve blouse, white insertion across front and arms, black sailor hat, had with her a black dress bodice and light skirt. An ironer; stated she came from Manchester. May call at Salvation Army Homes for assistance. Warrant issued. Information to the Chief Constable, Folkestone. LANCASHIRE. 22.— Bury ( County).— For embezzling £ 7— JAMES CROMPTON, age 40 to 48, height 5 ft. 1 or 2 in., complexion sallow, hair ( thin ill front) brown, stubby moustache sandy; dress, light striped jacket, speckled vest, guernsey, black trousers, cap with glazed peak, Wellington boots, or a lavender colour reefer suit. A fish salesman; has been abroad, where he may again endeavour to proceed. Is accompanied by his wife, whose right hand is deformed and contracted, and a son, age 10 years. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Noblett, Bury. 28. — Chorley ( County). — For stealing masons' tools from a quarry at Hoghton— A MAN, age about 25, height 5 ft. 7 in., complexion fresh, hair dark, clean shaved, of smart appear- ance. 24.— Chorley ( County).— For stealing, 23rd ult., at Hoghton, a bicycle ( recovered)— A MAN, age 47, height 5 ft. 7 in., hair brown, moustache sandy; dress, black pilot jacket, fustian vest and trousers, appearance of a navvy. Information to Acting Supt. Williams, Cliorley. 25.— Rochdale ( County). — For stealing, between 21st and 22nd ult., at Middleton, a horse and set of harness ( recovered)- A MAN, age about 40, height 5 ft. 7 or 8 in., complexion sallow, hair ( curly in front) dark brown, eyes grey, deep wrinkles each side of neck, of gipsy appearance; dress, black jacket and vest, navy blue trousers, brown and black tie. dark blue cap with ear flaps, lace boots. Is believed to be a member of the Operative Bricklayers' Association at Hartlepool. Traced to his possession ( supposed stolen) 1 water- proof loin sheet, lined brown and puce woollen cloth, nearly new; 1 red and blue striped sack horse cloth, light woollen lining; 1 brown ditto, lined woollen cloth; 1 brown check horse cloth, lined old blue and white plaid woollen cloth; 1 harness saddle, brass mounted; 1 bridle. white metal mounts; 1 large steel bit: 1 red, white and blue striped girth; 1 long carriage brush; 1 brown leather dog collar, nearly new, name on metal plate has been filed off; 1 pair of hames and chains, rubber tubing on chains; 3 brick setter's wooden plumbs, one marked " H. D. k Co."; 1 pair large wire cutters; 1 old pitch fork ; 2 steel crowbars; 1 spirit level, makers A. Mathieson k Son, Glasgow and Edinburgh ; 1 2 ft. steel rule: 1 brick hammer; 1 8 in. bricklayer's trowel; 1 electro- plated curb bit, nearly new. Information to Supt. McQueen. H." left forearm, bracelet left wrist; 5 dots back left hand, ring second left finger, scar left wrist. A fitter; native of Dublin. Sentenced at Ply- mouth Quarter Sessions, 14th October, 1898, to 5 years penal servitude for burglary. Liberated on 2nd licence 21st ult. L. U. Y. 532.' To be dealt with where found. 27.— Liverpool ( City).— For obtaining £ 47 by false pretences, 19th May last— G. W. SAMUEL, age 55 to 60, height 5 ft. 5 in., rather slight build, complexion sallow, thin face, promi- nent nose, beard and moustache grey, of Jewish appearance; dress, black morning suit, silk hat. An oil merchant's traveller. He obtained the above amount by a worthless acceptance. Ab- sconded 23rd ult. Warrant issued. Information to the Head Constable, Detective Department, Liverpool. 28.— Manchester ( City).— For embezzle- ment— HUGH HARVEY, age about 33, height 5 ft. 8 or 9 in., rather stout build, complexion fresh, hair and moustache sandy, face freckled. M— Manchester ( City). — For larceny ( servant)— ALBERT ACKERLEY, age 2S. height 5 ft. 5 or 6 in., hair and moustache dark . dress, grey jacket suit. A grocer's assistant. Warrant issued. 32.— Manchester ( City).— For larceny— GEORGE PAINTER, age about 55, height 5 ft. 9 or 10 in., hair ( turning grey) ancl moustache dark. A joiner. Warrant issued. Information to the Chief Constable, Town Hall, Manchester. 33.— Blackpool ( Borough).— For obtaining food and lodgings by false pretences— ALFRED MILES, age 35 to 40, height about 5 ft. 4 in., hair dark, clean shaved, eyes grey; wearing frock coat, silk hat, lace boots. He took lodgings, stating lie was a journalist and an agent for a paper. Had in his possession a number of cards. May assume the name of Claude Askew. Warrant issued. Information to Chief Constable Derliam, Black- pool. LINCOLNSHIRE. 34.— Lincoln ( City).— For stealing. 2."> th ult., a lady's long rolled gold chain ; 1 gun metal watch; 1 silver Geneva, No. supposed 69327, hands winder missing; 1 pair light lace boots, with toe caps, size 7 GEORGE HENRY ABBOTT, age 23, height 5 ft. 1 or 2 in., complexion fair ( freckled), hair auburn, moustache sandy, eyes blue, S. C. A.' and indistinct marks tattooed outside and " S. C." niside of left forearm, ring on 3rd left finger, right shin deformed ; dress, reddish brown jacket, black vest, navy blue serge trousers, white tie, black hard felt hat " and the stolen boots. A labourer. Will 110 doubt endeavour to pledge the stolen articles. Previously convicted of larceny at Lincoln in July and August, 1894, June. 1899. June, 1900, and at Derby in December, 1900, and supposed at Hull and Wakefield. Information to Chief Constable Coleman, Lincoln. NORFOLK. 35.— Norwich ( County).— For obtaining £ 2 10s. by false pretences, 17th ult. — JOHN CHARLES STEVENS, age about 40, height 5 ft. 7 in., round shoulders, slight build, complexion sallow, hair and moustache dark, eyes dark brown, wears glasses, speaks with North Country accent; dress, black rough morning coat suit, red tie, black bowler hat, heavy lace boots, wore a gold chain pattern ring on 3rd left finger. A commission agent. He advertises in daily papers with a view to invest money or take up partnership, and obtains money for payment of agreement stamp. Has been employed as an advertisement collector. Warrant issued. Information to Inspector Flint, County Police Office, Norwich. 36.— Norwich ( City).— For stealing from the Cavalry Barracks, between 1st August and 20th ult., clothing ( recovered) — CHARLES JOHN NORMAN, age 24, height 5 ft. 8 in., com- plexion fair, hair reddish brown, slight moustache light, eyes blue, scar right cheek, middle toe right foot contracted, turns feet outwards, well educated; dress, dark grey square- cut jacket, brown knitted woollen vest, yellow silk spots, brass buttons, dark grey trousers, dark cap. supposed a native of Manchester. Is a private, No. 5869, of the 2nd Dragoon Guards. May endeavour to re- enlist or seek employment at shipping offices. Warrant issued. 31 .— Norwich ( City).— For stealing, 19th ult., from the railway station, a bag containing a blue and white striped nightdress, with large sailor collar, lace on collar and sleeves; 1 white under bodice, lace round top; 10 new hemstitched hand- kerchiefs; 1 pair natural colour wool combinations, narrow lace round top; 4 pairs black ribbed stock- ings; 2 narrow brown leather parcel straps; 3 pieces of music; 24 books entitled Home Com- panion "; 1 dream book ; and other property. ( Bag and other property recovered.)- A MAN, age about 30, height about 5 ft. 8 in., complexion fresh, round face, hair and moustache light, nose lias been broken, recent wound across same, spoke with North Country accent; dress, light mixture jacket suit and cap, black tie, lace boots. Stated lie was a hawker of music. Supposed a native of Lanca- shire. Stays at common lodging and low public- houses. METROPOLITAN POLICE DISTRICT 38 — D D ivision .— For fraudulently appropriating money while employed as secretary and managing director to a public company— ALFRED WILLIAM FLORENCE, age 40, height 5 ft. 4 in., complexion fresh, hair light, eyes blue, shows signs of eczema; wearing black frock coat and vest, silk hat. Is fond of betting and yachting, frequents race meetings. Until recently he pos- sessed two boats at Pembridge, Isle of Wight. ( See Case No. 2, 20th March last.) Warrant issued Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W.
