POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, SEPTEMBER 11, 1903. VOL. XX., No. 2056. BGHJL 1. All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprhension is sought will be inserted in one issue of the POLICE GAZBTTB, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. &. TXOHTS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension. » r recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. The aid of the Metropolitan Police is frequently sought by other Police Forces to make inquiries respecting the antecedents of prisoners under re- mand, and such inquiries often result in identi- fying accused persons as being old offenders. But, in many cases, the time allowed for such inquiries is so brief that effect cannot be given to the request for information or that it can be com- plied with only in a perfunctory manner, and at great inconvenience. The Editor would therefore suggest, in the interest of the Provincial Police Forces, that four clear days, at least, should be allowed in cases of the kind, to complete the inquiries asked for. METROPOLITAN POLICE DISTRICT 1— Criminal Investigation De- partment.— For forging and uttering cheques ( printed forms), purporting to be drawn by the Rural Hill Bank, Illinois, U. S. A., on the Hanover National Bank of New York, thereby obtaining £ 160— W. B. WALLACE ( supposed false), age about 28, height 5 ft. 10 in., slight build, com- plexion fair ( sallow), hair and moustache sandy, spoke with strong American accent; dress, tourist suit, black felt hat. Absconded 7th ult. Warrant issued. 2.— Convict Supervision Office.— For failure to report— Licence- holder JOSEPH HUDSON, alias JOSEPH ST. CLAIR, Office No. 4- 00, age 42, height 5 ft. 10 in., complexion sallow, hair light brown, eyes blue, scar left of forehead and left of nose, 3 moles right cheek, tattoo mark back of left hand. A painter; native of Hull. Sentenced, at Newcastle Quarter Sessions, 15th April, 1901, to 3 years penal servitude for shop- breaking; has also been convicted at Doncaster, Hull, and York. Released Nth July last, and is supposed to have left London for Newcastle- upon- Tyne, 17th ult., but did not report there. He took lodgings, stating he had served with the West Somerset Imperial Yeomanry in South Africa, and that £ 70 was due to him from the War Office, feigned illness and destitution, thereby obtaining money from the Soldiers and Sailors' Relief Fund. Is accompanied by A WOMAN, age 20 to 22, height 5 ft. 1 or 2 in., thin build, complexion pale, hair ( frizzy in front) brown; dress, black skirt, green under skirt, white blouse, white chiffon hat, trimmed small pink roses, 2 rows of small pearl beads around neck, chain of beads on breast, had with her a black tight- fitting jacket, black umbrella with bone handle, and pink and cream blouses. Information to the Deputy Chief Constable of Essex, Chelmsford. 15.— Romford ( County').— For stealing from his lodgings, 27th ult., a lady's silver Geneva watch, figured dial, chased back, spring broken; a nearly new metal watch, No. 2732, three- quarter plate; and Is.— TOM PONDER, age 45, height 5 ft. 10 or 11 in., complexion fair, rather long thin face, hair ( turning grey) and moustache light; dress, dark jacket and vest, dark trousers with light stripes, dark blue yachting cap, lace boots. Has been employed by the East London Window Clean- ing Company. A native of Southampton; has served in the Navy. Usually stays at Church Army Homes or Salvation Army Shelters. Warrant issued. Information to the Chief Constable, Bristol. HER TFORDSHIRE. 18.— Watford ( County). — For obtaining money by false pretences— — PEACOCK, age about 35, height 5 ft. 7 in., complexion fresh, hair brown, clean shaved; dress, dark suit, black hard felt hat. A compositor. He represented that he was a member of the Typographical Association. Is also wanted for other offences. Warrant issued. Information to Supt. Wood, Watford. KENT. Williams, East Street, Sittingbourne," inside, shoes ( patch on right near toe). A baker or butcher. Warrant issued. Information to Supt. Rhodes, Sittingbourne. 20.— Tonbridge ( County). — For bastardy arrears— ALFRED BOTTLE, alias BROWN, age 29, height 5 ft. 8 or 9 in., complexion, hair and heavy moustache dark, eyes blue, deep dimple in chin, two front teeth very long; dress, dark over- coat and trousers, dark tie, light lace boots. A gardener; native of Leeds Castle, near Maidstone. Warrant issued. Photograph can be seen on application. Information to Supt. Styles, Tonbridge. 21 — West Mailing ( County). — For an indecent assault, 31st ult., at West Farleigh— ELIJAH PHILPOTT, age 25, height 5 ft. 7 or 8 in., stout build, complexion fresh, hair dark brown, slight moustache dark, eyes brown; dress, green jacket and vest, dark trousers, may be wear- ing hard hat or cap; sometimes wears a pilot jacket and guernsey. A native of Hunton. Warrant issued. Information to Supt. Hoare, West Mailing. 22.— Canterbury ( City).— For stealing, 1st inst., a new free wheel bicycle, 24 in. frame, 28 in. wheels, flat handle- bar, felt grips, new departure back coaster hub, plated rims, rubber pedals, A1 Clincher tyres, plated spring saddle, front rim brake, patent detachable mudguards and stays, three- corner pattern tool bag, No. 4 plated Bur- bury lamp— HENRY JOHNSON, age 21, height 5 ft. 6 in., stout build, complexion fresh, hair brown, eyes grey, slight dark moustache, cross flags, crown, and " Union is strength " right fore- arm. Is a Private of the 3rd East Kent Regiment; wearing khaki uniform, new pattern field service cap, or may now be wearing plain clothes. Warrant issued. Information to the Chief Constable, Canterbury. LANCASHIRE. 23.— Blackburn ( County).— For stealing a box containing £ 96, at Darwen— WILLIAM HUGHES, alias PENNINGTON and HILL, age 19, height 5 ft. 5| in., complexion fresh, hair dark brown, eyes brown, heart and dagger right fore- arm, snake, anchor, bugle, cross, heart, and sword left forearm. A native of Darwen. Has served in the Army, and was discharged with ignominy in June or July last. Warrant issued. Information to Supt. Myers, County Police Office, Blackburn. 24.— Liverpool ( City).— For stealing £ 21 12s. 9d.— MAURICE J. WOOLGAR, age 27, looks older, height 5 ft. 10 in., slightly round shoulders, complexion dark, hair ( curly, parted in centre) and thick moustache ( curled at ends) black, eyes ( cast in one) dark, good teeth, well educated, speaks with London accent, of Jewish appearance; dress, slate colour jacket, double- breasted vest to match, light striped trousers, black overcoat, velvet collar, broad raised seam down centre of back, hard felt hat, carries an umbrella with thin stick and dark bone half hook handle. A clerk; native of Lon- don. Is fond of horseracing. Warrant issued. Information to the Head Constable, Detective Department, Liverpool. LINCOLNSHIRE. 25. — Stamford ( County). — For stealing, 31st ult., a pair of trousers and a vest ( recovered)— A MAN, who gave the name of JOHN GILL and SCOTT, age 38 to 40, height 5 ft. 7 or 8 in., slight build, complexion and moustache dark, hair ( thin on top, turning grey) dark brown; dress, black or dark blue suit, navy blue tie, narrow white stripe, black hard hat, lace boots. He took lodgings and represented that he was engaged to deliver samples of soap, and that a van containing the samples was being sent to him from Grantham. Warrant issued. NORFOLK. 26.— Norwich ( City).— For stealing wear- ing apparel ( recovered)— JAMES DOYLE, age 45 to 50, height 5 ft. 7 or 8 in., complexion swarthy, blotchy face, hair and slight moustache brown; dress, old brown jacket suit, old black imitation astrachan cap. Supposed previously convicted. May have in his possession a pawn- ticket, " S. Pearson, 53 Magdalen Street, Nor- wich," thereon. He collects old tins, etc., for the purpose of procuring the solder. 27.— Norwich ( City).— I or stealing a small American rolled gold Waltham lever watch, No. 7999517, and £ 5 10s.— ALFREDO CARLTON, an Italian, age 20 to 23, height 5 ft. 5 or 6 in., slight build, complexion dark, rather long thin face, hair worn on forehead, light brown, clean shaved, hook nose, speaks English fluently; dress, dark blue morning coat, dark green vest and trousers, dark wrapper with red stripes, brown lace boots blacked over. Stated he had been a waiter. Informaton to Chief Constable Winch, Guild- hall, Norwich. NORTHUMBERLAND. 28.— Morpeth ( County). — For failure to report— Licence- holder HENRY WILLIAMSON, alias THOMAS WATSON, Office No. 1002- 98, age 79, height 5 ft. 5 in., complexion fresh, hair and beard brown ( turning grey), eyes brown ( weak sight), scar right eyebrow, right cheek, and bridge of nose, each little finger slightly deformed; dress, dark grey tweed suit and cap. A shoemaker; native of Newcastle- on- Tyne. Sentenced at New- castle Quarter Sessions, 19th October, 1899, to 5 years penal servitude for stealing wool. Has been convicted at Morpeth, Chester, and Hexham. Licenced 20th July last. Information to Supt. Weddell, Morpeth. OXFORDSHIRE. 29.— Caver sham ( County).— For obtain- ing £ 2, by false pretences, 1st inst.— FRANK TAYLOR, age about 36, height 5 ft. 5 or 6 in., complexion pale, full faoe, hair and moustache light; dress, short black coat, brown trousers, white tie with dark spots, black hard felt hat, old boots, carried an umbrella with straight brown handle. He calls on Army officers, states he has served with the Imperial Yeomanry in South Africa, and obtains money to pay his railway fare to some distant place. Warrant issued. Information to Inspector Porter, Caversham. 30.— Oxford ( City).— For stealing 2 bicycles ( recovered)— TWO MEN, 1st gave name of GRAY, age 34 or 35, height 5 ft. 2 in., hair and moustache light, eyes prominent; dress, brown suit, paint spots thereon, soft felt hat— 2nd, age about 22, height 5 ft. 8 or 9 in., complexion fresh, red nose; wearing dark morning coat and trousers, neckerchief, paint spots on clothing. They have been travelling the country obtaining employment at painting and signwriting. Warrant issued. Information to Chief Constable Cole, Oxford. PEMBROKESHIRE. 31.— Haverfordwest Castle ( County).— For disobeying an order to maintain his wife— THOMAS DONELLY, age 32, height 5 ft. 8 in., complexion fair, hair brown, eyes blue, scar left knee and right arm below elbow; dress, dark clothes. Is an Army Reservist of the 2nd Battalion South Wales Borderers; a native of Merthyr- Tydfil. Warrant issued. Information to the Chief Constable, Haverford- west Castle. STAFFORDSHIRE. 32.— Burslem ( County).— For stealing an " Express" silver English lever watch, No. 517549, " J. G. Graves, Sheffield," on dial— JOSHUA BERRISFORD, age 18, height 5 ft. 6 in., slight build, complexion fresh, hair brown, eyes grey; dress, blue serge suit, plaid cap, lace boots. A native of Milton. Warrant issued. 33.— Burslem ( County).— For stealing 4s. by trick, 17th ult.— JAMES LOYATT, alias MOKE, age 33, height 5 ft. 7 in., complexion fresh, hair, heavy moustache brown, eyes grey, long cut mark left side forehead and inside 2nd left finger, soldier holcflng stick and Staffs knot inside right forearm. A native of Silverdale. Warrant issued. Information to Chief Supt. Hill, Burslem. 34-— Wolverhampton ( Borough). — For shopbreaking, 15th ult.— EDWARD PHILLIPS, age 26, height 5 ft. 4 or 5 in., stout build, complexion, hair and moustache dark; dress, dark suit, black hard hat, lace boots.
