POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, SEPTEMBER 4, 1903. VOL. XX., No. 2054. 3 • OTJZ. 1. All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprhension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, imless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. SLTXOXS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the^ Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same ir ill be given on application. LICENCE HOLDERS AND SUPERVISEES- In most cases in which Licence- holders and Supervisees residing in the Provinces fail to report themselves and whose arrest is con- sequently desired, the Editor is requested to insert the particulars in the GAZETTE. Arrests on such informations are made subsequently, but the particulars are not alwayB forwarded for the purpose of the original information being can- celled as required by Rule 9 of the Regulations; the Editor therefore desires to call special atten- tion to this matter with a view to the Rule mentioned being invariably acted upon. BROWN, age 55, height 5 ft. 9 in., complexion fresh, hair brown, moustache and beard sandy ( turning grey), eyes supposed grey; dress, black morning coat suit, high silk hat. He repre- sented himself as a valuer and estate agent, and able to obtain possession of various businesses. Warrant issued. 7.— N Division.— For robbery and steal- ing £ 301 7s. 2d.— TWO MEN, 1st, age about 30, height 5 ft. 8 or 9 in.; dress, light tweed suit ( tight fitting trousers), cloth cap, blue spotted necker- chief, respectable appearance. 2nd, age 35 to 40, height 5 ft. 6 or 7 in., complexion fresh, hair brown, eyes dark, full round face, broad thick nose, clean shaven; dress, dark brown suit and cap; appear- ance of a dealer. County).— For deserting his wife and family, leaving them chargeable to the Common Fund of the Holyhead Union— JOHN WILLIAMS, age 36 ( looks older), height 5 ft. 8 in., complexion fresh, hair ( worn on forehead) and moustache brown, eyes grey, tattoo mark right arm, addicted to drink. A stonemason; native of Bodedern, Anglesey. Warrant issued. Information to Deputy Chief Constable Jones, Holyhead. BERKSHIRE. 9.— Windsor ( Borough).— For obtaining money by a worthless cheque, 21st July last- JOHN LEWIS, age about 52, height about 5 ft. 11J in., complexion fresh, hair light, whiskers and mous- tache turning grey; dress, blue serge suit, straw- hat, brown boots. Has served in the Life Guards; is fond of talking of the Yeomanry, in which it is said he served in South Africa. He opened an account with a bank at Sandgate, and represented himself as a mess caterer. The account was closed in April last, but he has since been drawing cheques. Warrant issued. Information to Chief Constable Nicholls, Windsor. DERBYSHIRE. 10.— Chesterfield ( Bormujh).— For Steal- ing £ 10. 1st ult.— WALTER BENNETT, alias WALTER HY. DENT, HARRY WALKER, and WALTER VARLEY. age 26, height 5 ft. 6 or 7 in., complexion dark, round face, hair and slight moustache dark, eyes hazel; dress, blue serge round- cut jacket suit, and single- breasted vest, light bluish trousers, grey cap. tan colour boots. A barman or waiter; native of Girlington. Yorks. Has been convicted at Bolton, Bradford, Bishop Auckland, Selby, and King's Lynn, in name of Walter Varley. Warrant issued. Hack, Fareham. lb.— Portsmouth ( Borough).— For stealing about £ 200, and 9 gold rings, 6th ult. — KATE WELCH, alias BURNS, age about 32, height 5 ft. 5 or 6 in., complexion fresh, full round face,., slightly freckled, hair brown, addicted to drink, quarrelsome; dress, black bodice and skirt, sailor hat with black band. May be found in company of prostitutes. Has with her 2 children, age 16 months and 4 months respectively; may be accompanied by her husband, age about 33, height 5 ft. 7 or 8 in., complexion fair, cut scar bridge of nose. 16.— Portsmouth( B<> rouoh).— For obtaining £ 3 by a worthless cheque, 20th ult.— F. CLIF- FORD, alias F. FOOT, age 45, height 5 ft. 7 or 8 in., stout build, full beard and moustache dark brown, speaks quietly; wearing dark clothes, hard felt hat. He calls on tradesmen and represents that he has been sent by another tradesman in the vicinity, obtains possession of a blank cheque, and afterwards forges the name of the person from whom he obtained the cheque. Information to Sergeant Lloyd, Harewood End. 18.— Hereford ( Cit\ j). — For embezzlinsr £ 2 10s.— JOHN GALTON, age 27, height 5 ft. 7 in., complexion fresh, hair dark brown, eyes grey, right little finger contracted, mole above navel, 2 moles right side below arms, scar right knee cap, cut scar left forefinger; dress, old light grey suit and cap. HUNTINGDONSHIRE. — Huntingdon ( County).— For stealing £ 3 19s., 21st ult.— HENRY COLLINS, alias GREEN, age 28, height 5 ft. 8£ in., slightly bow- legged, hair and moustache brown, swaggering gait, sailor on tub left forearm, female in bathing cos- tume right forearm, and other figures; dress, khaki jacket, black vest, brown cord trousers, military shirt, socks and boots. Supposed a costermonger. An adept at tattooing. Is said to have been dis- charged from the Middlesex Regiment 4 or 5 years ago, when he was sentenced to a term of imprison- ment; has since served in the Navy. He joined the Hunts Militia early this year. Absconded 21st ult. Warrant issued. Information to Deputy Chief Constable Copping, Huntingdon. LANCASHIRE. W).— Bury ( County).— For larceny, 27th ult. — A MAN, age 26, height 5 ft. 6 or 7 in., com- plexion fresh, hair light brown, clean shaved, large scar on forehead and right side of neck, clasped hands in red and blue ink back of one wrist; dress, grey suit, black hard felt hat, brown shoes, wearing a gold or imitation gold watch chain, open curb pattern. Stated he was an American subject and that he had been a war correspondent. Information to Supt. Noblett, Bury. OXFORDSHIRE. 22— Oxford ( County).— For stealing ( bailee) 29th ult., at Thame, a free- wheel bicycle, 25 in. frame, double bar, universal transfer on middle tube, Scot's tyre front wheel, new tyre back wheel, Bowden brake, Westwood rims, block chain, gear 84, transfer on head and back mudguards, " Horton & Sons, Cycle Makers, Thame, Oxon.," lamp, bell, and pump— PERCY WITTAKER, age about 30, height 5 ft. 9 in., stout build, complexion fresh, hair, moustache, and eyes brown, tattooing on arms; dress, blue serge suit, grey mixture cap, grey cycling shoes. A labourer; may seek employment on public works. Is accompanied by A WOMAN, age about 33, height 5 ft. 8 in., hair dark, eyes brown; wearing dark clothes. Warrant issued. PEMBROKESHIRE. 23 — Haverfordwest Castle ( County). — For embezzling 15s.— CHARLES JOHN EMES, a Scotchman, age 36, height 5 ft. 7J in., complexion sallow, hair black, moustache and eyes dark brown, cut scar palm of right hand; dress, blue serge suit, grey cap, carried a brown mackintosh and small brown portmanteau. Has served in the Army; was employed as a canteen steward. Warrant issued. Information to the Chief Constable, Haverford- west Castle. SUSSEX ( East). 24.— Battle ( County).— For deserting his wife and child, leaving them chargeable to the Common Fund of the Battle Union— FRED- ERICK CLEMENT BENBOW, age 28, height 5 ft. 8 in., slight build, complexion pale, long thin face, hair and moustache dark brown, is fond of boxing; dress, grey suit and cap, brown boots. WARWICKSHIRE. 26.— Aston Manor ( County). — For ob- taining cheque for £ 5 by fraud— WILLIAM MOSELEY, age 30, height 5 ft. 8 or 9 in., com- plexion sallow, hair dark brown, eyes brown, carries his head very low and raises his shoulders when walking; dress, dark tweed suit, dark overcoat, black hat or light tweed cap. Appearance of a mechanic. He answers advertisements in Exchange and Mart, and represents that he has fowls for sale and exchange. Warrant issued. Information to Deputy Chief Constable Hannah, Aston Manor. 27.— Birmingham ( City).— For obtaining £ 15 by false pretences— GEORGE HUNTER, age 35 to 40, height 5 ft. 7 or 8 in., complexion dark, hair and moustache black; dress, dark grey striped suit, black hard felt hat. button boots, wears gold ring and gold double chain. A horse dealer. He advertises, under the name of Hunter & Co., a horse for sale, giving purchaser a written warranty, on the horse being returned as worthless, he promises to pay back the purchase- money, again disposes of the horse, and absconds. May be ac- companied by A MAN, age 55 to 60, height 5 ft. 5 or 6 in., stout build, complexion fresh, full face, hair and moustache turning grey. Warrant issued. Information to Chief Constable Rafter, Birm- ingham. 5 ft. 4} in., complexion fresh, hair brown, eyes grey, several indistinct tattoo marks right forearm and back right hand, Scotch accent; dress, grey coat and trousers, dark vest with white spots, black and white check cap, old rubber shoes. A fisherman; native of Hull. Warrant issued. Hollis, Pontefract. 32.— York ( City).— For stealing a silver watch and chain ( recovered)— PAUL GARDNER, age 21 or 22, height 5 ft. 8 or 9 in., complexion fair, full face, hair light brown, spoke with German or North Country accent; dress, dark square- cut jacket and vest, light grey trousers, hard bowler hat. Stated he was a butcher. Absconded 29th ult. Warrant issued. BUCKINGHA MS HIRE. 35.— Buckingham ( County).— Sentenced, 29th ult., to one month imprisonment for larceny, 27th ult.— HARRY SMITH, age 29, height 5 ft. 7 in., complexion sallow, hair dark brown, eyes grey, scald scars back right hand, scar second left finger; wearing dark blue clothing and cap, dark blue striped muffler. A native of Bishop Auck- land. Supposed previously convicted, and wanted elsewhere. Information to Supt. Clarke, Buckingham. DORSETSHIRE. 36.— Wareham ( County)— Remanded till 7th inst., charged with larceny'at Bovington Camp, 26th ult.— WILLIAM HENRY GIBBONS, alias WALTER H. GILBERT ( supposed false), age 25, height 5 ft. 5J in., complexion fresh, hair ( wavy) light brown, clean shaved, eyes grey, scar and abscess mark right side of neck, scar on chin, " W. G. ' and star and crescent right forearm, " Love " and " W." left forearm. States he is a taxidermist, native of Philadelphia, and that he has taken part in theatrical performances, circuses, and minstrel troupes in London and the provinces. Has travelling the country visiting barracks for the purpose of setting razors or cutting hair. Sup- posed previously convicted. Information to Supt. Carter, Wareham. A draper's traveller. The above portrait was taken some years ago. Absconded during the latter part of June. Warrant issued.
