All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to TIIE EDITOR OF TIIE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprhension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all eases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprthension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension, of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be, signed by the. chief officer of police, or his immediate deputy, of the county, city, or borough, as the ease may be. LTIONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the / apcr only; tin y must be in the usual form, and accompanied by a covering letter. 12. AH payments must be in advance, either at the officc, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. The Registrar of Habitual Criminals is therefore authorised by the Secretary of State to say that, in any ordinary case, a photograph is not necessary to enable his Department to identify a prisoner, the measurements and finger prints being sufficient for the purpose ; but if a photo- graph is applied for, or if, in any rare case, it should be required to complete the identification, the cost will be charged to the Police Force interested. Marden, Brentwood. 16.— Chelmsford { County).— For obtain- ing £ 1 10s. by false pretences— A WOMAN, who gave the name of — BARTLETT, age 30 to 35, height about 5 ft. 7 in., complexion dark, rather long thin face, large nose, hair ( worn low round ears) and eyes dark, soft voice, has a habit when standing of clasping hands and leaning head on one side; dress, navy blue dress, short black jacket with large sleeves, velvet band round neck, black toque hat, black veil, light colour gloves. Stated that she had been abroad; she represented that she was secretary to a Cripple and Annuity Asso ciation. ( Is identical with a WOMAN who in 1900 fraudulently obtained money by represent- ing that she was collecting at Chelmsford for a War Fund.) Warrant issued. KENT. 19.— Margate { Borough).— For stealing £ 17 WILLIAM HENRY NEWMAN, age about 30, height 5 ft. 4 or 5 in., rather stout build, complexion fresh, hair and moustache light brown, of smart appearance, " Will" tattooed on one forearm, ring on one finger; dress, square cut navy blue jacket suit, light coloured tie, black hard felt hat, brown boots, wearing double gold chain, imitation gold ball, studded various coloured stones attached, carried dark overcoat, black and white striped lining. A journeyman painter. May be found at common lodging houses. Warrant issued. LEICESTERSHIRE. 23.— Leicester { Borough).— For stealing £ 13' 0, 15th inst.— OLIVER ELLSON, age 23, looks younger, height 5 ft. 8 in., slight build, erect bearing, complexion pale, hair ( inclined to be curly) light brown, clean shaved, eyes blue; dress, light jacket suit, usually wears a cap. A clerk; will no doubt follow race meetings. Information to Head Constable Lumley, Leicester. LINCOLNSHIRE. £ 2 2s. REWAPtD. 24.— Grantham { Borough).— For deserting her two children, leaving them chargeable to the Common Fund of the Grantham Union— MARY PICKERING, age 26, height about 5 ft 1 in., complexion fair, sharp features, hair ( wavy) brown, eyes blue, bites finger nails, and looks downwards when talking. A domestic servant; native of Wel- bourn. Warrant issued. The above reward will be paid by the Guardians of the Grantham Union to any person giving such information as will lead to the apprehension of above. 25— Grantham { Borough).— For stealing ( bailee), 12th inst., two cycles ( recovered)— EDWARD LEEDS, alias F. CROSS, age 28, height 5 ft. 9 or 10 in., slight build, complexion fresh, hair dark brown, moustache brown, large ears; dress, dark brown or blue suit with small white stripe, black hard hat, brown boots. A native of Wisbech. He hired the cycles, which he afterwards disposed of at a public auction. Is believed to be identical with Edward Leeds, Case No. 5, 15th May last; E. C. Cattle, Case No. 46, 19th June last; Edward Leeds, Case No. 23, 3rd ult.; and F. Martin, Case No. 15, 10th ult. Information to Chief Constable Casburn, Grantham. L." on other ; 1 solid silver salt spoon ( very old); 1 silver- plated cup, with stalk and handle ; 12 silver- plated fish knives and fish forks, with ivory twisted handles, " A. A. L." on one side of plated part and a fish on other; about 24 silver- plated dessert spoons, with letter thereon, beaded on front of handle; about 24 silver- plated large forks ( plain), " L." PEMBROKESHIRE. 29.— Haverfordwest Castle ( County). — For stealing fish from a trawler at Milford Docks— ERNEST LAMBERT, age 33, height 5 ft. 6 in., complexion fresh, hair dark brown, eyes grey, star right forearm, " EL" and cross flags left forearm; dress, blue jersey, fearnought trousers, seaboots, or dark blue suit, cap, shoes. A fisherman; native of Hull. Warrant issued. Information to the Chief Constable, Haverford- west Castle. S TA FFORDSHIRE. ZO— Burton- on- Trent { County). — For stealing £ 130, 17th inst.— F. WATSON, age about 32, height 5 ft. 2 or 3 in., complexion fair, hair ( curly) and moustache light brown, eyes blue, sharp features, pointed nose; dress, grey jacket suit, grey cloth motor cap, brown button boots. A native of Hull; was employed as a tramways' inspector. Warrant issued. Information to Supt. Hicklin, Burton- on- Trent. 31.— Lichfield { County).— tor embezzling £ 3 12s., between 29th May and 10th ult.— JOHN RICHARD RIXON, age 33, height 5 ft. 6 in., slightly bow- legged, complexion fresh, hair light brown, long moustache light, eyes brown, addicted to drink; dress, grey mixture tweed suit. A native of Blackwall, Staffs. Stated he had served as a prison warder. Warrant issued. Information to Supt. Barrett, Lichfield. 32 — Stafford ( County). — For failing to appear to his bail at the Assizes, charged with extorting money and obtaining jewellery by menaces, at Smethwick— JOHN HENRY LEWIS WILLIAMS, age 27, height 5 ft. 10£ in., com- plexion fresh, hair and moustache dark brown, eyes hazel, abscess mark right side of chin; dress, black morning coat, light plaid vest, and cycling knickers. A butcher, or slaughterman; native of Old Hill, Rowley Regis. Left Selly Oak 20th ult; may be accompanied by his wife and 3 young children. Warrant issued.
