THZI GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, AUGUST 21, 1903. VOL. XX., No. 2050. • GUL 1. All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprhension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of Is. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10s. .4 remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. SLTIOHTS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Xeir Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Offict. 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. THE EDITOR, New Scotland Yard, London, S. W. SPECIAL NOTICE. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1.— Printed hand- bills, or other advertisements, offering a reward for the discovery ot property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commis- sioners, on the application of private nersons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points :— ( a) The amount of the reward. ( 4) The conditions on which it is payable. ( » ) The name and address of the person by whom it will be paid. ( d) The name and address of the printer must appear thereon. 2.— No expression must be used in such an advertisement in relation to jroperty stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender bciug brought to trial, or without enquiry. Attention is particularlydirected to the conditions ( a) to ( d), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE.— There are 190 Stations of the Metro- politan Police Force at which Notices can be posted. STOLEN. 17th December, 1899, JEWELLERY as follows: [ Give full and accurate description.] The above reward will be paid by Mr. John Smith, 500, Victoria Street, Westminster, to any person giving such infor- mation as will lead to the apprehension and conviction of the thief and recovery of the property, or in proportion to the amount recovered. Information to the Metropolitan Police Office, New Scotland Tard, S. W., or to any Police Station. [ Insert name and address of the Printer.] It is to be specially noted that all printed Bills or Circidars forwarded to the Metropolitan Police Office for posting or dis- tribution, whether offering rewards or otherwise, should have the Printer's name and address thereon, as required by the Act 32 and 33 Vic., cap. 24 ( see second Schedule re- enacting sec. 2 of 2 and 3 Vic., cap. 12). METROPOLITAN POLICE DISTRICT 1— Criminal Investigation De- partment.— For obtaining £ 100 by a worth- less cheque— HARRY WOOD, age 26, height 5 ft. 10J in., complexion fair, hair brown, eyes blue, scar back of left hand; well dressed, sometimes wears uniform of the 9th Lancers and South African Con- stabulary. A native of Stratford. Warrant issued. 2 — Convict Supervision Office.— For failure to report— Licence- holder ARTHUR WEST, alios WM. SIMONS, WM. GORMAN, WM. CAREW, GEORGE WALLIS, GEO. WALTERS, and WM. DOWNS, Office No. 673- 01, age 30, height 5 ft. in., complexion fresh, hair brown, eyes grey, birthmark left side of nose, dot left wrist and scar first left finger. Sentenced at North London Sessions, 2nd April, 1901, to 3 years' penal servitude for attempted burglary. Licenced 4th July last, b 229. Has also been convicted at most London Police Courts. Notified, 3rd inst., at Southampton his intention of coming by road to London, but has not notified arrival. — C Division.— For stealing, 15th in* t„ a blue serge coat; 1 tweed jacket; 1 do. shooting jacket— TWO MEN, 1st, name supposed — COX. age 35 to 40, height 5 ft. 4 or 5 in., complexion fair, hair and slight moustache light; dress, grey tweed jacket and motor cap, dark trousers. 2nd, age 26 to 28, height 5 ft. 7 in., complexion sallow, hair and moustache dark; dress, dark jacket suit, black Alpine hat. Warrant issued. 6.— N Division. — For fraud— BEATRICE BLOOMFIELD, alias HUNTLEY and SMITH, age 61, height 5 ft. 3 in., very stout, complexion pale, hair grey, brown patch on right side, eyes grey, burn scar both wrists, cut scar right wrist, long scar right middle finger; wearing black alpaca bodice trimmed black satin, black lace bonnet trimmed jet, button boots, carries an umbrella. She obtains lodgings, and represents that she has a large sum of money due to her through a railway accident. May be found at seaside resorts. Warrant issued. 7.— N Division. — For horse stealing— FREDERICK EASTER, alias J. SHAW, and TOD SLONE, age 24, height 5 ft. 10 or 11 in., slight build, complexion fair, broad face, hair brown, eyes ( rather large) dark, clean shaved, carries his head forward, slouching gait; dress, blue serge suit, Newmarket overcoat, slanting pockets, grey cap, brown shoes. A native of Islington. 8.— N Division.— For attempting to steal a bicycle by trick— ALBERT WALTERS, age 23, height 5 ft. 5 in., complexion fresh, full face, hair dark brown, slight moustache brown, eyes hazel; dress, black vicuna jacket and vest, grey trousers and cap, lace boots, of military appearance. A native of Loudon. Warrant issued. 9.— x Division .— For obtaining £ 5 by false pretences— GEORGE HAYMANS. age 28. height 5 ft. 3 in., complexion fresh, hair light, clean shaved, flat nose, speaks with American accent; dress, light grey suit, hard felt hat. Stated that he had served with the Pembrokeshire Yeomanry in South Africa. May be found on public works, or at farms. Brooks's saddle, free- wheel, flat handle bars, 22 in. frame, New Hudson saddle bag, containing tools marked " New Hudson ")— A MAN, who gave tlie name of PETER LYON, age about 25, height about 5 ft. 5 in., slight monstaeh* light, wears glasses, wearing dark clothes. Was accompanied by A MAN, age about 25, height 5 ft. 8 in., complexion and hair dark ; dress, dark 6uit with liyht stripe. Warrant issued. Information to Deputy Chief Constable Jones, Wrexham. DERB YSHIRE. 16.— Eckingtcn ( bounty).— For obtaining 14s. 6d. by false pretences, 29th ult., at Holmes- field— A MAN, age about 50, height 5 ft. 7 or 8 in., stiff build, hair and beard brown, turning grey; dress, brown jacket and vest, black or blue trousers, large brown tweed cap, carried a stick grooved at handle and bottom, and black leather hand bag and a bottle containing petroleum. He calls upon farmers, and represents himself as an agent for a firm of millers at Rotherham. Solicits orders for corn, and offers fowl spice for sale. Sup- posed wanted elsewhere. Warrant issued. H— Eckington ( County). — For stealing £ 1 3s. 6d. from his lodgings at Clown, 15th inst. — BERNARD BENNETT, age 20, height 5 ft. 3 in., complexion fresh, hair light, eyes ( supposed) grey, walks erect; dress, dark striped jacket and vest, black trousers, check scarf, cap with bright peak and gold coloured band, old brown button boots; is supposed to have served in the Army. A collier; native of Bolsover. Previously convicted of larceny at Ipswich and Chesterfield. Warrant issued. Information to Supt. Andrew, Eckington. 18— Matlock Bridge ( County). — For stealing a Gladstone bag and contents ( recovered); 1 gold open face watch, keyless, No. 16242, makers Uster & Cole, 10 holes, compensation balance; 1 plain silver chain, 1 long and 3 small links alter- nate— GEORGE WEST, age 25, height 5 ft. 6} in., complexion fresh, hair brown, eyes blue, oval face, nose has been broken, scar right sid6 of head, anchor tattooed on chest, tattoo mark left arm; dress, black jacket and vest, dark grey trousers with black stripes, grey striped scarf, dark cap, light lace boots. ESSEX. 19.— Chelmsford ( County).— For house- breaking at Rettendon, 10th inst., and stealing an old fine gold necklet, very close links, locket shape of a Maltese cross containing portraits of an elderly gentleman and a middle aged lady, attached; 3 1887 Jubilee coins ( 2s., Is., and 6d.)— TWO MEN, 1st, age 20 to 25, height 5 ft. 7 in., hair dark, short moustache light, wart centre of upper lip, sore left side of mouth; dress, blue serge coat, dark vest, light trousers, cricketing shirt, dark cap, old military boots, carried a small black shiny leather bag and a small cane. 2nd, age about 20, height 5 ft. 8 in., sunburnt, slight moustache dark; dress, grey tweed jacket, black vest and trousers, blue serge cap, old military boots, wearing medal ribbon, leather wrist strap, and a silver ring. Had Army documents in his possession. Both stated they had served in the Army. 20.— Chelmsford ( County).— For stealing, 6th inst., a watch ( recovered) — ROBERT JOSEPH RICH, alias LEONARD PRIOR, and ARTHUR A. WATSON, age 31, height 5 ft. 5 or 6 in., hair brown, moustache light, eyes hazel; dress, navy blue jacket and vest, dark striped trousers, cricketing shirt, dark cap. A carpenter; native of Chelmsford. Previously convicted of larceny at West Ham, 24th April, 1896; at North London Sessions, 7th June, 1898; Lewes Quarter Sessions, 17th October, 1899; Hertford Quarter Sessions, 15th October, 1900; and East Kent Quarter Sessions, 8th April, 1902. Hopkins, Cheltenham. 23 — Stroud (< J » untv).- r¥ or embezzlement, — FRANK RICHARD HAMILTON, age 25, height 5 ft. 8 in., complexion sallow, hair black, small moustache dark, eyes brown; dress, blue serge suit, white straw hat, brown boots. Is believed to have served in the 2nd Dragoon Guards; he has endeavoured to obtain employ- ment as an asylum attendant at Claybury, Liver- pool, Nottingham, and Hanwell. Warrant issued. HAMPSHIRE. 25.— Bournemouth ( County).— For steal- ing, 5th inst., a blue serge jacket suit, nearly new, breast pocket of jacket sewn on outside, a return half ticket Bournemouth West to Walsall in one pocket; a whippett " Protean" geared bicycle, 26 in. frame, rubber pedals, metal gear case with round celluloid disc ( broken around spindle), plated rims, plating very dull, front rim brake, Dunlop tyres, Smiths file pattern, band on front tyre, flat wide handle bar, large bell— WILLIAM WAINSCOTT, age 23, height 5 ft. 9 in., com- plexion dark, hair dark brown, clean shaved, eyes brown; wearing the stolen suit, which is probably too small for him, cap with large peak, white shoes or boots, may be wearing a pair of grey striped flannel trousers; he left behind an old brown jacket and a new vest. A waiter. Has been previously convicted. Warrant issued. Information to Supt. Foster, Bournemouth. 26.— Portsmouth ( Borough).— WOT stealing £ 11, 5th inst.— MORRIS HARRISS, a jew, age 17, height 5 ft. 7 in., stout build, complexion fresh, hair dark brown, eyes ( weak) dark, scar under chin; dress, dark grey suit with light stripes, white straw hat, tan colour boots. A tailor's apprentice. Warrant issued. 27. — Portsmouth ( Borough). — For an offence under the Vagrancy Act, 1898— JOHN NORRIS, age 27 or 28, height 5 ft. 2 or 3 in., stout build, full face; dress, grey suit, yachting cap with shiny peak. Absconded 27th ult. Warrant issued. Information to the Chief Constable, Ports- mouth. ISLE GF WIGHT. 28.— Newport ( County).— For obtaining £ 10 by a fictitious cheque, No. 3/ B 58277, dated Aug, 4, 1903,' on the London, City & Midland Bank, Charing Cross Branch, drawn in favour of A. E. Drake, signed " Richard Warner & Co., and Walter De Freece "— A. E. DRAKE ( supposed false), age 25 to 27, height 5 ft. 7 in., complexion and hair dark, clean shaved, of good address, appearance of an actor or valet. He calls on servants at private houses and obtains the names of tradesmen by stating that he is in the employment of a lady who is taking a house in the neighbourhood. He after- wards presents a cheque to a tradesman, and repre- sents himself as the nephew of a customer. ( Identical with J. W. Green, Case No. 24, 10th ult.; and J. H. Hudson, Case No. 48, 19th June last.) Warrant issued. Information to Supt. Ayres, Quay Street, New- port. KENT. 29.— Canterbury ( County).— For stealing, 18th ult., at Herne Bay, a pale blue cashmere blouse; 1 cream colour blouse; 1 cream colour silk collarette with insertion; 4 white handkerchiefs; 1 lady's gold ring set 2 pearls, red stone in centre; 1 green purse, " K " in silver on outside; 1 pair lady's button boots, size 4— G. WEST, or F. MILNER, age about 30, height 5 ft. 8 in., complexion pale, hair and moustache dark, right hand supposed injured, wrapped in a black hand- kerchief ; dress, dark suit, with small white stripes, long dark tie, white straw hat, supposed black band. He represented that he belonged to a firm at King's Cross, London, sole agents for " Magnesium Carbide," " Roehener's Pharmine," " Drack's Calcium Carbide," and " Acetylene." Carried a brown leather bag about 18 in. long, 12 in. deep. Warrant issued. 30.— Canterbury ( County).— For wilfully neglecting a child, age about 2 months— EMILY THOMAS, or TABRITT, age about 39, height 5 ft. 6 or 7 in., complexion fresh, hair dark, eyes dark brown, speaks quickly; dress, black skirt, blue bodice, white sailor hat, lace boots. Stated she was a widow and in receipt of a small pension from the War Office. Had with her a boy, age about 4 years, a girl, age about 11 months, and an old perambulator.— Is accompanied by A MAN, age about 43, height 5 ft. 5 or 6 in., complexion and heavy moustache dark; dress, greyish jacket and vest, white moleskin trousers, grey cap, heavy lace boots. A farm labourer; may be found sleeping in out- buildings, & c. Warrant issued. Information to Supt. Jacobs, County Police Office, Canterbury. 31 .— Tonbrsdge ( County). — For stealing a hospital collection box and contents— JOSEPH WAITE, alias QUICKSILVER, SILVER JOE, and JEFFERY, age 40, height 5 ft. 2 or 3 in., complexion, hair, beard, and moustache dark, long thin nose, of German appearance; dress, blue coat, dark trousers, light cap.
