All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR or THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprhension is sought will be inserted in one issue of the POLICE GAZETTE, if they arc sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5. s\ to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against liim, the. requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. ATIOITS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insert ion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be, in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Officc. 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. In certain cases questions have arisen as to the payment for photographs applied for by Police Forces under Home Office circular of 15th March, 1897. The Registrar of Habitual Criminals is therefore authorised by the Secretary of State to say that, in any ordinary case, a photograph is not necessary to enable his Department to identify a prisoner, the measurements and finger prints being sufficient for the purpose ; but if a photo- graph is applied for, or if, in any rare case, it should be required to complete the identification, the cost will be charged to the Police Force interested. Licenced 25th July, 1903 ( H. S. Z. 1148) and notified 2 days later pro- ceeding to Dunkirk, Scotland, " but has not re- ported since. Has also been convicted at Liver- pool, Bootle, Kirkdale, Northallerton and Swansea. He obtained the above amount by representing that he had for sale certain shares in various companies. Warrant issued. 6.— M Division.— For stealing £ 36. 6th inst., JOHN GILDING, age 53. height 5 ft 7 in., complexion fresh, hair and moustache dark brown, turning grey, eyes grey; dress, dark jacket and vest, dark trousers with blue stripes down each side, white straw hat with black band, low shoes. A native of Peckham. 7.— X Division. — For embezzling £ 6— REUBEN CLEMENT, age 28, height 5 ft. 4 in., complexion dark, hair dark brown, of jewish appearance; dress, black jacket and vest, dark trousers, white straw hat. Stated that he had served with the Pembrokeshire Yeomanrv in South Africa. May be found on public works, or at farms. He took lodgings. 30th ult., and stated he wanted to purchase some land for the purpose of starting a poultry farm. Supposed wanted elsewhere. Information to Supt. CA RNA R VONSHIRE. 13. — Pwllheli ( County). — For stealing £ 6 10s. at Llanaelhaiarn, 4th inst.— HARRY CREIG, age about 45, height 5 ft. 7 or 8 in., complexion sallow, hair and moustache turning grey, eyes grey; dress, dark jacket, brown linen slop, light cloth trousers, cap with pawn tickets inside lining, yellow striped muffler, strong boots. A labourer; supposed a native of Liverpool. May be found tramping the country. Warrant issued. Information to Supt. Jones, Pwllheli. CHESHIRE. 14.— Liscard ( County\— For stealing from his lodgings, an old silver English lever watch; and 3s.— ITHEL ARTHUR JONES, alias JOHN JONES, and DAVID WALLACE, age about 33, height 5 ft. 6 or 7 in., complexion fresh, hair dark brown, blotched face, wears gold rimmed glasses; dress, dark grey jacket suit, dark cap or dark grey soft felt hat, black tie, lace boots. A schoolmaster; recently employed as agent for a Key Registry Association. Supposed a native of Cardiff. Warrant issued. Information to Supt. McDonald, Liscard. CORNWALL. 15.— L& unceston ( County).— For obtaining money by false pretences, 10th ult. — JOHN PENGELLY, age about 39, height 6 ft., com- plexion fresh, sunburnt, hair light brown, mous- tache and beard light, eyes blue, lost right arm, shows front upper teeth when speaking ; dress, dark tweed coat and vest, dark cord trousers. A cattle drover; native of Lewdown, Devon, well known amoDgst cattle dealers. Is believed to be in Somersetshire or Dorsetshire, stays at common lodging houses or inns. Has been previously convicted. DERBYSHIRE. 16.— Chesterfield ( County).— For steal- ing £ 1 10s. from his lodgings 25th ult.— JOHN WILSON, alias DOCTOR, age 50, height 5 ft. 5 in., complexion swarthy, hair ( turning grey) Jark brown, eyes brown, of good address ; dress, old grey jacket, brown vest, dark trousers and cap, yellow neckerchief, heavy nailed lace boots. Stated he had served in the Royal Horse Artillery. A labourer, supposed a native of Woolwich. Warrant issued. Information to Supt. Faulkner, County Police Office, Chesterfield. 17.— Eckington ( County).— For obtaining 14s. 6d. by false pretences, 29th ult., at Holmes- field— A MAN, age about 50, height 5 ft. 7 or 8 in., stiff build, hair and beard brown, turning grey; dress, brown jacket and vest, black or blue trousers, large brown tweed cap, carried a stick grooved at liandle and bottom, and black leather hand bag and a bottle containing petroleum. He calls upon farmers, and represents himself as an agent for a firm of millers at Rotherham. Solicits orders for corn, and offers fowl spice for sale. Sup- posed wanted elsewhere. Warrant issued. Andrew, Eckington. 18.— Matlock Bridge ( County). — For stealing a Gladstone bag and contents ( recovered); 1 gold open face watch, keyless, No. 16242, makers Uster & Cole, 10 holes, compensation balance; 1 plaii' silver chain, 1 long and 3 small links alter- nate— GEORGE WEST, age 25, height 5 ft. in . complexion fresh, hair brown, eyes blue, oval face, nose has been broken, scar right side of head, anchor tattooed on chest, tattoo mark left arm; dress, black jacket and vest, dark grey trousers with black stripes, grey striped scarf, dark cap, light lace boots. ESSEX. 19.— Chelmsford ( County).— For house- breaking at Rettendon, 10th inst., and stealing au old fine gold necklet, very close links, locket shape of a Maltese cross containing portraits of an elderly gentleman and a middle aged lady, attached; 3 1887 Jubilee coins ( 2s., Is., and 6d.)— TWO MEN, 1st, age 20 to 25, height 5 ft. 7 in., hair dark, short moustache light, wart centre of upper lip, sore left side of mouth; dress, blue serge coat, dark vest, light trousers, cricketing shirt, dark cap, old military boots, carried a small black shiny leather bag and a small cane. 2nd, age about 20, height 5 ft. 8 in., sunburnt, slight moustache dark; dress, grey tweed jacket, black vest and trousers, blue serge cap, old military boots, wearing medal ribbon, leather wrist strap, and a silver ring. Had Army documents in his possession. Both stated they had served in the Army. 20.— Chelmsford ( County).— For stealing, 6th inst., a watch ( recovered) — ROBERT JOSEPH RICH, alias LEONARD PRIOR, and ARTHUR A. WATSON, age 31, height 5 ft. 5 or 6 in., hair brown, moustache light, eyes hazel; dress, navy blue jacket and vest, dark striped trousers, cricketing shirt, dark cap. A carpenter ; native of Chelmsford. Previously convicted of larceny at West Ham, 24th April, 1896; at North London Sessions, 7th June. 1898; Lewes Quarter Sessions, 17th October, 1899; Hertford Quarter Sessions, 15th October, 1900; and East Kent Quarter Sessions, 8th April, 1902. Warrant issued. Photograph can be seen on application. Information to the Deputy Chief Constable of Essex, Chelmsford. GLAMORGA NSHIRE. 21.— Cardiff ( Borough).— For stealing from a railway station a box containing clothing— HENRY" WEBSTER, Office No. 2626- 01, age 42, height 6 ft. in., complexion fresh, hair ( turning grey) and eyes brown, 4 moles right of face, " H. W." back of left hand, and ring 2nd left finger. Has been convicted at Devon Assizes and Barnstaple. A very dangerous criminal, present offence disclosing great daring and ingenuity. Formerly served in " P " Division of Metropolitan Police. Warrant issued. Information to Chief Constable McKenzie, Cardiff. GLOUCES TERSHIRE. 22.— Cheltenham ( County).— For stealing ( bailee) £ 3 10s., 5th inst.— FRANK RICHARD HAMILTON, age 24, height about 5 ft. 8 in., complexion sallow, hair brown, moustache dark, tattooed on arms; dress, navy blue suit, white straw hat, brown boots. A labourer. Warrant issued. Information to Supt. Hopkins, Cheltenham. 23.— Stroud ( Otoimtv).— For embezzlement, — FRANK RICHARD HAMILTON, age 25, height 5 ft. 8 in., complexion sallow, hair black, small moustache dark, eyes brown; dress, blue serge suit, white straw hat, brown boots. Is believed to have served in the 2nd Dragoon Guards; he has endeavoured to obtain employ- ment as an asylum attendant at Claybury, Liver- pool, Nottingham, and Hanwell. Warrant issued. Information to Supt. Biggs, Stroud. HAMPSHIRE. 24.— Bournemouth ( County).— For steal- ing, 5th inst., a blue serge jacket suit, nearly new, breast pocket of jacket sewn on outside, a return half ticket Bournemouth West to Walsall in one pocket; a whippett " Protean" geared bicycle, 26 in. frame, rubber pedals, metal gear case with round celluloid disc ( broken around spindle), plated rims, plating very dull, front rim brake, Dunlop tyres, Smiths file pattern, band on front tyre, flat wide handle bar, large bell— WILLIAM WAINSCOTT. age 23, height 5 ft. 9 in., com- plexion dark, hair dark brown, clean shaved, eyes brown; wearing the stolen suit, which is probably too small for him, cap with large peak, white shoes or boots, may be wearing a pair of grey striped flannel trousers; he left behind an old brown jacket and a new vest. A waiter. Has been previously convicted. Warrant issued. Information to Supt. Foster, Bournemouth. 25 — Portsmouth ( Borough).— For stealing £ 11, 5th inst.— MORRIS HARRISS, a jew, age 17, height 5 ft. 7 in., stout build, complexion fresh, hair dark brown, eyes ( weak) dark, scar under chin; dress, dark grey suit with light stripes, white straw hat, tan colour boots. A tailor's apprentice. Warrant issued. 26. — Portsmouth ( Borough). — For an offence under the Vagrancy Act, 1898— JOHN NORRIS, age 27 or 28, height 5 ft. 2 or 3 in., stout build, full face; dress, grey suit, yachting cap with shiny peak. Absconded 27th ult. Warrant issued. Information to the Chief Constable, Ports- mouth. HEREFORDSHIRE. 27.— Hereford ( County).— For stealing a frail basket, & c. ( recovered)— CHARLIE , age 37, height 5 ft. 9 or 10 in., stout build, com- plexion fresh, full red face, hair and moustache light brown ; dress, grey short jacket, moleskin or cord trousers, grey cap. A tramping farm labourer, is known in Monmouthshire. Supposed to have served in the Militia. Carries a bundle tied in a light colour handkerchief. Warrant issued. Information to Supt. Cope, Hereford. KENT. 28.— Canterbury ( County).— For stealing, 18th ult., at Heme Bay, a pale blue cashmere blouse; 1 cream colour blouse; 1 cream colour silk collarette with insertion; 4 white handkerchiefs; 1 lady's gold ring set 2 pearls, red stone in centre; 1 green purse, " K" in silver on outside; 1 pair lady's button boots, size 4— G. WEST, or F. MILNER, age about 30, height 5 ft. 8 in., complexion pale, hair and moustache dark, right hand supposed injured, wrapped in a black hand- kerchief ; dress, dark suit, with small white stripes, long dark tie, white straw hat, supposed black band. He represented that he belonged to a firm at King's Cross, London, sole agents for " Magnesium Carbide," " Roehener's Pharmine,'' " Drack's Calcium Carbide," and " Acetylene." Carried a brown leather bag about 18 in. long, 12 in. deep. WTarrant issued. Information to Supt. Jacobs, County Police Office, Canterbury. 29.— Tonbtridrfe ( County). — For stealing a hospital collection box and contents— JOSEPH WAITE, alias QUICKSILVER. SILVER JOE, and JEFFERY. age 40, height 5 ft. 2 or 3 in., complexion, hair, beard, and moustache dark, long thin nose, of German appearance; dress, blue coat, dark trousers, light cap. A native of Yorkshire. Warrant issued. Information to Supt. Styles, Tonbridge. LANCASHIRE. 30.- Manchester ( City).— For larceny— FREDERICK BELL, age about 34, height 5 ft. 7 or 8 in., complexion fresh, hair, moustache, and eyes ( piercing) dark, short chin; dress, dark navy blue jacket suit, sometimes wears a light colour double- breasted vest and gold guard, dark tight- fitting cap, usually carries a cane. Represented himself as an engineer. He answered an ad- vertisement in a newspaper with a view to matrimony, met complainant 6 weeks ago at Iveynsham, near Bath, induced her to withdraw £ 200 from a bank, accompanied her to Man- chester, and absconded. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Manchester. NOR THA MP TONS HIRE. M.— Daventry ( County). — For stealing, 13th inst., a " Road- Racer " bicycle, dropped handle bars, front rim brake, free wheel, Champion front, Clincher back tyre, usual parts plated, no lamp or mudguards, plated pump and toe- clips, piece of iron tubing under saddle; 1 pair unfinished boots, size 5, rivettcd, dummy studs, satin hide legs, leather lined, plumb colour top band, toe caps— A MAN, who gave the name of G. W. LINGUARD. age about 26, height 5 ft. 5 or 6 in., complexion fresh, hair and slight moustache brown, eyes blue, tattoo- ing on chest and arms ( harp on one arm); dress, brown or dark overcoat, blue serge vest and trousers, coloured muffler, plaid cap. A native of London. It has been ascertained that they are the principals of a most daring and clever gang of forgers and swindlers. May have changed notes for large sums on Scottish Banks or opened banking accounts.
