All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THI EDITOE OF THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. 8. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. I. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engravers' charge will range from 5s. to 10 « . A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a personx must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. LTI OJV S. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than. Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. THE EDITOR requests that Chief Officers of Police, when forwarding for identification by the Metropolitan Police the Photographs and descrip- tive forms of Persons in custody, will please see that the specific offence is stated, e. g. :— Stealing £ 1,000 from bank ; stealing pair of boots from shop door ; stealing bale of silk, van unattended, Ac., & c. This may often prove a ready means of recognition, and Judges have recently complained of the absence of such particulars in dealing with previous convictions. APPREHENSIONS SOUGHT. E." on kicking strap, long double- stitched reins ( padded), and a stained rustic cart, filled in sides, green wheels and shafts, iined yellow, plated points, stops and staples, containing 2 brown cloth cushions, brown cover on back seat board, 2 rugs, 1 red, lined brown, 1 black mackin- tosh, lined blue, " W. H. T." on inside lining— TWO MEN, 1st, age about 28, height 5 ft. 7 in., complexion and moustache dark, sharp features ; dress, black coat, cord trousers, soft felt hat: 2nd, age about 28, height 5 ft. 7 in.; dress, brown jacket, cord trousers, tweed cap. The above reward will be paid by W. H. Jolly, 26 Church Road, Homerton, to any person giving such information as will lead to the apprehension of the thieves and the recovery of the property, or in proportion to the amount recovered. 5.— X Division.— For obtaining £ 5 10s. by a seaman's worthless advance note LYNCH, alias JOHN WEBB, age about 45, height 6 ft., complexion sallow, hair and moustache dark; dress, blue serge suit, black hard felt hat or P. & O. cap. BEDFORDSHIRE. ti.— Leighton Buzzard { County).— For obtaining by false pretence, at Apsley Guise, 2 pairs boots ( recovered) and stealing, at Woburn, 10th inst., a bicycle ( recovered) — A MAN, age about 25, height 5 ft. 7 or 8 in., com- plexion fair, hair and moustache light brown ; dress, dark jacket and vest, dark striped trousers, light cap. Had in his possession several business cards, " James Camm & Co., Ladies'and Gent's Outfitters, Bristol. London & Manchester," thereon. Warrant issued. Information to Supt. DENBIGHSHIRE. 7.— Wrexham { County).— For obtaining by false pretences, 7 th inst., a bicycle, 24 in. frame, black enamelled, aluminium Westwood rims, new departure brake, dropped haudle bars, " The Heritage" stamped on frame, acetylene lamp, plated, black celluloid pump attached with rubber rings— A MAN who gave the name of A. HUNTINGDONSHIRE. 19.— Huntingdon ( County).— For obtaining money by false pretences— CHARLES ADAMS, alias KING, age 47, height 5 ft. 5* in., hair turn- ing grey, eyes grey, scar on both elbows and inside of left ankle, is fond of speaking of Burton- on- Trent. A tramping chimney- sweep. Warrant issued. Information to Deputy Chief Constable Copping, Huntingdon. KENT. 20.— Tonbridge ( County).— For obtaining money by a worthless cheque— WILLIAM HOLT ( supposed false), age 26, height 5 ft. 4 or 5 in., complexion pale, rather large head, broad fore- head, high cheek bones, hair dark; dress, light grey suit, light check cap, boots with pointed toes, wearing a leather watcliguard. Styles, Tonbridge. 21.— Gravosend ( Borough).— For obtain- ing, by false pretences, 6th inst., a large black travelling trunk, dome shape top, red cross on top, " M. T." in white paint thereon, containing a black coat, three- quarter length, lined white Persian lamb fur, black braided roll collar edged with black; 1 child's sealskin cap and tippet; 1 do. blue pelisse, cape edged with beaver fur; a quantity of child's clothing, frocks, pinafores, combinations, 2 sleeping suits " Wolsey " trade mark inside ; a number of ladies' white under skirts ; 6 night dresses, mostly made by " Robinson and Cleaver," and have their mark inside; 1 dress length of shepherd's plaid alpaca ; 6 large antique silver buttons, ships thereon, twisted edges; 1 silver cigarette box, Indian make ; 2 silver photo frames; 1 do. hairpin box; 1 do. card case, monogram " M. T."; 1 ebony hair brush, " MARY " in silver on back ; 1 red leather dress- ing bag, black loose cover, ivory back brushes, silver top bottles, 1 brush with silver back, monogram " M. T." on back— SIBYL SHAW, alias CLARA BUCK, STEELE, BERTRAM, & c., age 40 to 46, height about 5 ft. 2 in., hair and eyes ( small) dark, mouth contracts slightly when speaking, speaks with slight foreign accent, apparently well educated; dress, black jacket and dress, white silk blouse, black hat trimmed violets, carries an umbrella with silver knob. She was engaged as a governess, 4th inst., to a lady who is about to f, o abroad, and during the latter's absence in Yorkshire, produced a letter stating she had recoived instructions to take the box, & c. Warrant issued. Information to Chief Constable Thornton, Gravesend. 22 — Ramsgate ( Borough). — For being concerned with Obadiah Benjamin Hobbs, in custody, charged with stealing a banjo and case. A MAN, who gave the name of HOPPER, age about 18, height 5 ft. 6 or 7 in., complexion and hair dark, clean shaved ; wearing blue jacket and vest, long fawn colour waterproof overcoat, blue wrapper, lace boots. Had with him a small military kit bag marked " 627. 3. W. K." Is believed to be accompanied by a lad, age 14 or 15, height 4 ft. 10 or 11 in., slight build, complexion and hair dark; dress, blue jacket and vest, light trousers, brown mixture cap, lace boots. Stated he had been in a school near London. ( See Cases No. 48 and 65, 24th inst.) Information to Chief Constable Jones, Rams- gate. LANCASHIRE. 23.— Blackpool ( Borough).— For stealing 12 blankets, 4 sheets, and 3 quilts ( part recovered) — THOMAS WILSON, age about 30, height about 5 ft. 4 in., stout build, complexion fresh, hair brown, clean shaved, eyes blue; dress, dark suit, hard felt hat. An engineer. Warrant issued. Information to Chief Constable Derham, Blackpool. NORFOLK. 24.— Norwich ( City).— For stealing, 17th inst., from his lodgings, a silver Albert, curb pat- tern, with small silver horn attached ; blue cloth vest ( no collar), bone buttons ; and £ 2— JAMES WALLIS, alias WILLIAMS, THOMPSON, Office No, 1525- 01, age 27; height 5 ft. in., complexion fresh, hair brown, eyes hazel, scar over each eyebrow, over right temple, and front left thumb, prominent nose ; dress, dark coat and vest, light trousers, light peak cap, double collar, light tie, patent leather boots or shoes. Stated he was employed by Lipton's, and left behind a brown paper parcel, containing cabbages. He has been convicted in London, Hanley, Liverpool, Stafford, Birmingham, and Doncaster. PEMBROKESHIRE. 25.— Haverfordwest Castle ( County). — For non- payment of £ 103 15s. maintenance arrears— JOHN THOMAS MEREDITH, age 45, height 5 ft. 10 or 11 in., complexion fresh, hair brown, moustache light brown, eyes grey. A marine engineer ; native of West Hartlepool. Warrant issued. Information to the Chief Constable, Haverford- west Castle. SHROPSHIRE. 26— Ludlow ( County).— For failure to report. Supervisee ROBERT THOMAS, Office No. 841- 00, age 36, height 5 ft. 3f in., complexion fresh, hair and eyes brown, " 98 " and Staffordshire knot, girl underneath, and bust of woman on left wrist, scar across right forehead. Sentenced, at Hanley Sessions, 30th June, 1899, to 10 months' hard labour, and 5 years' supervision, for stealing tame pigeons. Period of supervision will expire 31st March, 1905. Has also been convicted at Stafford and Shrewsbury, and has resided at Hanley, New- castle- under- Lyme, Stafford, Leek, and Stoke- on- Trent; dress, blue pilot jacket, white moleskin trousers, grey cloth, peak cap, strong lace boots ( odd), and plaid scarf. Information to Supt. Perry, Ludlow. SUFFOLK ( East). 27.— Stow market ( County).— For obtain- ing 2 pairs of boots by false pretences, 20th inst.— A MAN who gave the name of JAMES NOTTIDGE, age about 25, height 5 ft. 7 or 8 in., complexion fresh, hair and small moustache dark brown, eyes ( full) supposed grey, of good address, spoke with North Country accent; dress, light jacket suit, white straw hat or light cap, lace boots. He left Haughley for Norwich on 20th inst. Had with him a large brown Gladstone bag ( rather old); and a small brown leather hand bag which had been forwarded from Birmingham and Woburn Sands, respectively, on 10th July, in the name of Williams, to be called for. Supposed identical with MAN, Case No. 11, 24th inst. Warrant issued. Information to Supt. Page, Stowmarket. 28.— Ipswich ( Borough).— For neglecting his children in a manner likely to cause them unnecessary suffering— FREDERICK WATSON, age 37, height 5 ft. 8 in., weight 13 stones, com- plexion fresh, hair light ( curly on both sides of forehead), thick moustache ( ginger), eyes grey, scar right side of face; dress, black coat, brown vest, blue serge trousers, black cap, lace boots, wears a brown leather belt. A malster; native of Parham. Has served in the Army. Warrant issued. Information to Lieut.- Col. Russell, Chief Con- stable, Ipswich. SURREY. 2d.— Farnham ( County). — For stealing 22nd inst., a bicycle, American make, enamelled black, single gold lines, 24 in. frame, free wheel, plated rims, flat handle bars, cork grips, aluminium caps, front rim brake, back hub V shape, plated lamp— — STEWART, age 18 to 20, height 5 ft. 5 or 6 in., complexion fair, hair light; dress, brown Norfolk jacket, knee breeches, brown leather leggings, brown motor cap. WARWICKSHIRE. 30. — Aston Manor ( County). — For attempted carnal knowledge, 14th inst.— ALBERT JARYIS, alias BRIERLEY, HILL and BRID- GETT, age 34, height 5 ft. 5 or 6 in., complexion sallow, hair and moustache ( cut close) black, eyes dark ; dress, dark coat and vest, old cord trousers, dark muffler and cap. A native of Cradley Heath, Staffs.— ALFRED WELSH, alias WELSHY, age 19, height 5 ft. 4 in., complexion fresh, hair dark brown, eyes blue, slightly bow- legged ; dress, dark jacket and vest, old dark trousers, plaid silk neck- erchief, dark cap. A native of Nechells, Birm- ingham. Both well known to canal boatmen and lock- keepers in whose company they may be found. Warrants issued. Information to Deputy Chief Constable Hannah, Aston Manor. WILTSHIRE. 31.— Warminster ( County).— For stealing, 14th inst., a quantity of sheets, blankets, silver- plated knives and forks — EDWIN HEAD, age about 30, height 5 ft. 6 or 7 in., complexion fresh, hair brown, moustache sandy; wearing dark clothes, bowler hat. A native of Matock, Somerset— ULl. IA SLY, age 28, height 5 ft. 6 in., complexion fresh, thin features, hair brown, eyes hazel; drees, dark jacket and dress, light straw sailor hat. A native of Gillingham, Dorset. They left Wey- mouth 15th inst., supposed for Liverpool. Had with them a green tin trunk, 1 brown portman* teau, 1 large wooden box with 2 straps. Warrant issued. M.- High Wycombe { Borough).— For obtaining, by false pretences, 9 ladies' gold dress rings ( described in Case No. 65, 19th ult.)— ROBERT KEEN, age 28 or 29, height 5 ft. 8 or 9 in., complexion dark sallow, heavy moustache black, eyes dark, carries his head slightly inclined to right side, of smart appearance; dress, tweed cycling suit and cap, brown lace boots. A native of London. Follows betting; has made a book. Is fond of music, sings coster songs, " My Old Dutch," " The Miner's Dream," etc. May endeavour to leave the country. Warrant issued. M.— Liverpool { City).— For conspiring to, and obtaining 29,500 cigars by false pretences, 27th May last and other dates— ARTHUR RUSSELL, alias HILL, age 45 to 50, height 5 ft. S in., stout build, complexion sallow, aquiline nose, heavy features, hair ( thin on top) grey, moustache turning grey, wears gold pince- nez; dress, grey lounge suit, grey soft or black hard hat, brown boots. He repre- sents himself as a London Bankruptcy Court ir C'-- il Service pensioner.
