All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THI EDITOR OF THB POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 8. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZHTTB, if they are sufficient to enable action to be taken upon them by another force. I. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of Is. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engravers' charge will range from 5s. to 10 » . A remittance of 5s. should be made in the first instance for cost of engraving sketches. 8. Every announcement, if for the apprehension of a person{ must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 8. 9. LTIONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. The force which causes particulars concerning rlclinqumta or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than- Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. IT is notified for the information of the Police Forces generally that the existing arrange- ments provide that all persons convicted of offences falling under classes II to V, appendix A of the Judicial Statistics, 1899, pages 220 to 224, and sentenced at Quarter Sessions or Assizes to imprisonment for a month or longer, are criminally registered by having their finger- prints and photo- graphs taken in the prisons a fortnight before release. The Police of the Metropolis have been in- structed that whenever they deem it desirable to have criminally registered persons convicted of offences, and sentenced to imprisonment in Magistrates' Courts, the words " finger- prints " or " finger- prints and photograph " are to be added to the form on which the conviction is reported to the Chief Office, who then place themselves in correspondence with the prison authorities. It is suggested that Chief Constables and Heads of County and Borough Police Forces might similarly apply specially in suitable cases for the finger- prints and photographs of persons convicted in Magistrates' Courts whom they believe to be professional or dangerous criminals. DENBIGHSHIRE. 13.— Wrexham ( County).— For obtaining by false pretences, 7th inst.. a bicycle, 24 in. frame, black enamelled, aluminium Westwood rims, new departure brake, dropped handle bars, " The Heritage" stamped on frame, acetylene lamp, plated, black celluloid pump attached with rubber rings— A MAX who gave the name of A. MCKLESON. age about 20, height about 5 ft. 6 in., slight build, several front teeth missing ; dress, blue- mixture suit. Warrant issued. Information to Deputy Chief Constable Jones, Wrexham. DURHAM. 14.— Durham ( City).— For stealing. 1st inst., a dark overcoat, grey colour lining; and 19s.— NICOLA LANNI, an Italian, age about 23, height about 5 ft. 7 in., complexion swarthy, hair chestnut or ginger, whiskers and moustache brownish, eyes reddish, scar or mark on right side of neck, speaks French; dress, blue jacket and vest, dark grey striped trousers, dark neckerchief and cap. Has been employed selling ice cream, also with an organ. He came to England about 6 months ago. Warrant issued. 15.— Durham ( City). — For obtaining bv false pretences, 7th May last, 6 16 in. files ( 2 round, 2 half- round, 2 flat); 2 spirit levels, 10 and 12 in. long; 1 hammer; 1 2 ft. rule, with brass edges— ARCHIBALD OSWALD, age about 28, height 5 ft. 6 in., rather stout build, complexion, hair, and moustache dark, speaks with Scotch accent; dress, black suit, dark tie and cap. Is fond of singing at public houses. A blacksmith and tool fitter. Is said to be well known at Preston. Has worked at Manchester, Newcastle, and Darlington. Warrant issued. DORSETSHIRE. 16.— Bland ford ( County).— For obtaining by false pretences, j7th inst., a bicycle, double top rail safety, Fleus cover on back, Radax cover on front wheel sewn with dress cord, fancy chain, dropped handle bars, no brake or mud guards— SMITH, supposed false, age about 21, height 5 ft. 7 or 8 in., slight build, complexion sallow, bair brown, bad front teeth, speaks with slight Irish accent; dress, new navy blue serge suit and cap or dark suit with blue thread running through. On 16th inst. he disposed of a nearly new " Star " bicycle ( supposed stolen), 26 in. frame, freewheel, flat handle bar, felt tips. £ inch roller chain, clipper Bartlett tyres, Bowden brake, rim brake front, Victor or Hector saddle. ESSEX. 17.— Braintree ( County).— For office- break- ing, and stealing a suit of clothes ( recovered) — I' RODERICK ANGEL, age 33, height about 5 ft. 9 in., complexion treso, hair and moustache brown, eyes blue ; dress, brown jacket and vest, 2 pairs of trousers, ( 1 cord, other same material as jicket), light cap. Wapling, Castle Hedinghauj. 18.— Brentwood ( County).— For stealing, 5th inst., at Warley Barracks, 36 large silver dinner forks; 24 silver table spoons, all have crest of the 1st or 2nd Essex Regiment thereon; 1 suit dark clothes; and £ 5 2s. 6d. — CHARLES KIRBY, alios KIRVEN, age 20$, height 5 ft. 9£ in., complexion fresh, hair brown, eyes blue, scar back of head and left hip; dress, dark clothes, blue serge cap, white muffler. A native of Bow. 19— Brentwood ( County).— For stealing, 5th inst., at Warley Barracks, a flute ( recovered) and a clarionet— ROBERT WILLIAMS, alias OWENS, age 24$, height 5 ft. 6 in., complexion fresh, hair and eyes brown, scar on back. A native of Holme, Manchester; was attached to the 4th Essex Regiment. Warrant issued. Information to Supt. Allen, Brentwood. 20.— Southend'on- Sea ( County).— For stealing, 8th inst., 3 pairs gold earrings ( recovered); a lady's silver watch; 1 do. chain; 1 lady's long gold watch chain, locket attached; and £ 27 8s. 6d.— ANGELO BALDUCCI, an Italian, age 23, height 5 ft. 6 in., complexion, hair and slight moustache, dark, eyes hazel; dress, blue serge suit, white cricketing shirt, brown soft felt hat, brown boots. A mosaic model maker and ice cream vendor. Warrant issued. Information to Supt. Pryke, Southend- on- Sea. HAMPSHIRE. 21.— Aldershot ( County). — For stealing 20th inst., an " A lder" bicycle, free wheel, No. 4912 on bottom head lug, black enamelled dropped handle bars, cork grips ( one tip missing), Bowden brake, front rim brake. Clincher B tyres, plated rims, rat trap pedals, with leather toe clips, " Bombr. H. Wellstead " written in ink under saddle, "' Ihe Alder" transfer on head, Lucas acetylene lamp, double alarum bell, tool bag containing outfit, spanner and screw driver ; 1 pair blue serge trousers, canvas lining around waist.— CHARLES WILSON, age 19*; height, 5 ft. 7 in., complexion fresh, hair brown, eyes grey, eagle and snake tattooed on left forearm ; star right forearm ; dress, supposed brown jacket with green squares, white cricketing shirt, green tweed cap, and the stolen trousers. Is an absentee from the J30th Battery Royal > ield Artillery. 22.— Aldershot ( County). For stealing £ 5, 20th inst., A MAN, age about 45, height about 6 ft. 1 in., complexion fair, heavy moustache light, prominent nose, slightly knock- kneed; dress, dark morning coat and trousers, black bowler hat. Has served in the Army. He was entrusted with a £ 5 note to change and absconded. Information to Supt. Hawkins, Aldershot. 23.— Gosport ( County).— For disobedience of an order made under the Nummary Jurisdiction ( Married Women) Act. WTILL1AM TRAVERS, age 31, height 5 ft. 5J in., complexion fair, hair dark brown, eyes blue, wears earrings, scar back of head, ring tattooed on 2nd and 3rd left fingers ; dress, blue reefer coat, moleskin trousers, cap. A navvy, native of Dalwood, Devon. May be accompanied by A WOMAN ( whom he represents as his wife), age 17, height 5 ft. in., stout budd, complexion dark, hair dark brown, eyes hazel, abscess mark on chin, cut marks on 3rd right finger. Warrant issued. 24.— Gosport ( County).— For attempting to carnally know a girl under the age of 16 years. EVAN PRICE, age about 55, height 5 ft. / or 8 in., stout build, complexion fresh, hair and moustache ( rather long), grey ; dress, blue serge suit, dark motor cap, lace hoots. A pensioner of the Royal Artillery. Has been a canteen steward, publican, and recently in business as a general shopkeeper. Absconded 17th inst. May endeavour to leave the country Warrant issued. Information to Supt. Silver, Gosport. . KENT. 2 .— Ramsgate ( Borough). — For being concerned with Obadiah Benjamin Hobbs, in custody, charged with stealing a banjo and case. A MAN, who gave the name of HOPPER, age about 18, height 5 ft. 6 or 7 in., complexion and hair dark, clean shaved ; wearing blue jacket and vest, long fawn colour waterproof overcoat, blue wrapper, lace boots. Had with him a small military kit bag marked " 627. 3. W. K." Was seen, 20th inst., in company of a youth age 16 or 17. ( See Cases No. 48 and 65.) Information to Chief Constable Jones, Rams- gate. LANCASHIRE. 2G. — Liverpool ( City). — For obtaining goods by false pretences ( long firm frauds)— OTT ENGLEHARDT, alias B. HAX, age about 40, height 5 ft. 6 in., stout build, hair ( thin on top, parted at sides, brushed to centre), heavy eye- brows, heavy moustache, and beard ( trimmed to point) black, complexion sallow, deep wrinkles on forehead, supposed a Hungarian; dress, usually blue serge or light grey suit, soft felt hat, wore heavy gold single stone diamond ring on 3rd left finger, his linen is marked " B. Hax." He opened a shop in March last as a ships' store dealer and general merchant, ordered large quantities of goods, which he afterwards sold to an auctioneer in Cardiff. He represented that he had branches in Cardiff and Newcastle- on- Tyne. Was accom- panied by A MAN, age about 32, height 6 ft., slight build, hair ( bald) and moustache sandy. Warrant issued. Information to the Head Constable, City Police, Liverpool. 27— Blackpool ( Borough).— For non- pay- ment of maintenance arrears — PHILIP KINDLER, age 32, height 5 ft. 7 in., complexion pale, hair black, scar left thumb, 2 on left fore- finger, small burn scar back of neck, of Jewish appearance. A jeweller's assistant; native of Austria. May be found at jewellers' auction rooms. Warrant issued. Photograph can be seen on application. Information to Chief Constable Derham, Black- pool. 28.— Warrington ( Borough).— For stealing a quantity of brass steps, value £ 8 8s. 7d.— JOSEPH FRANCE, age 27, height 5 ft. 7 or 8 in., rather slight build, complexion light, hair brown, moustache light brown, lost right eye; dress, old black jacket suit, red and black plaid scarf, cap or black hard felt hat, lace clogs. A labourer ; is an associate of poachers. Warrant issued. Information to the Chief Constable, Warrington. LEICES TERSHIRE. 29. — Loughborough ( County). — For stealing ( bailee) a piano- organ, black varnished, 44 hammers, crack in one side, makers " Pasquale Pavesi, London" theron, red truck, one handle repaired with iron plates, new cover— ERNEST SMITH, age about 19, height about 5 ft. 6 in., slight build, hair brown, three right fingers webbed ; dress, brownish grey jacket and cap, supposed cord trousers. A labourer. Warrant issued. Information to Chief Constable Holmes, Leicester. NORFOLK. 30.— Norwich ( Citij).— For stealing from his lodgings, 17th inst., a lady's gold lever watch, rather large, white dial, black figures, engraved at back; 1 lady's long fine gold chain, oval links, old fashioned— SIDNEY MONTAGUE ( supposed false), age about 30, height 5 ft. 7 or ft in., slight build, complexion fresh, hair and mous- tache brown of good address; dress, brown Norfolk jacket suit, grey mixture cap, dark tie, white cuffs with dark stripes, lace boots, wore a gold colour Albert. Stated he was a dentist, and that he came from Portsmouth. Had with him a bicycle. Information to Chief Constable Winch, Guild- hall, Norwich. RUTLANDSHIRE. 31.— Oakham ( County).— For stealing, 21st inst., from Cottesmore Hunt Kennels at Langham, a silver keyless watch, plain case, maker " John- son, Colchester" ; 1 silver Albert, long and short links alternately, piece of green stone fastened near centre, Kruger shilling as pendant— JAMES SMITH, age about 26, height 5 ft. 7 or 8 in., slight bund, complexion fresh, sharp features, hair light, clean shaved, eyes blue, small ears, of smart appearance, large scar near top of head ; dress, brown tweed with red check stable suit, light plaid cap with large peak, brown leather button boots, recently blacked over. A stableman. Had with him a bicycle ( which he hired), " Hazle- wood Road Racer," black enamelled, 26 in. diamond frame, dropped handle bar, forward lug, new departure coaster hub, rat- trap pedals, no front brake, Warwick tyres, transfer " Hazlewood, West Orchard. Coventry." Warrant issued. Information to the Chief Constable of Rutland- shire, Oakham. SOMERSETSHIRE. 32. — Weston ( County).— For failing to surrender to his bail, 10th ult., for larceny, 20th May last— HENRY PROCTOR, age 51, height 5 ft. 6 in., complexion fresh, hair brown, mous- tache sandy, eyes grey, carries head forward, scar over left eye. Supposed a native of Bath. A rag and bone gatherer; may seek employment with marine store dealers; stays at common lodging houses. Absconded 9th ult. Warrant issued. Information to Supt. Gd., 3rd inst.— HENRY NEWITT, age 24, height 5 ft. 9 in., complexion ruddy, hair dark brown, eyes blue; dress, blue serge jacket suit, black hard felt hat or white straw hat, brown boots. A native of Camberwell, London.— Supposed accompanied by A MAN, age 24, height 5 ft. in., complexion fresh, hair brown. Is believed to be making a book at race meetings. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. by his wife and family, and invariably takes a furnished house.— ARTHUR JAMES RUSSELL, alias ROSE, age about 23, height 5 ft. 10 or 11 in., slight build, complexion fresh, hair and slight moustache dark, protruding lower jaw, stoops; dress, light tweed lounge suit, panama hat, brown lace boots. Both well educated. They represented that they were in business as commission agents, trading as Arthur Hill & Son, and that they had orders from steamship and other companies. Absconded 2nd inst.
