All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. o. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engravers' charge will range from 5s. to 10s. .4 remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a personl must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 9LTIOSTS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forxcarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than• Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. G., No. 1914, May 2nd, 1902.) SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Oflice to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course wiU be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. APPREHENSIONS SOUGHT. Supposed a native of Barnsley. He represented that he was entitled to a legacy of £ 30,000. May be found playing " bones " in troupes at sea- side resorts in the North of England. Warrant issued. 6.- 7" Division.— For stealing, 16th ult., a trunk containing 2 gold watches ( 1 English lever, old fashioned; 1 lady's keyless, case damaged); 4 ladies' gold rings ( 1 blue enamelled, diamond spray ( 1 stone deficient); 1 ruby and diamond, set 5 large and several small diamonds; 1 set square, shape of a bird, set rubies and diamonds; 1 emerald horse- shoe do., set 9 square- cut emeralds); 1 silver and gold cigarette case, " Presented to Dr. P. J. Gar- land, from Tapin Green and Donald Stewart, 1899," thereon; 1 match box to match, " D. S. to P. G." engraved thereon— A. EISENMANN, age 35 to 40, height about 5 ft. 10 in., complexion fair, hair, moustache, and imperial ( cut to point on chin) light, supposed cast in right eye, wearing gold rimmed glasses; dress, black or blue serge jacket suit, gold curb watch chain, carried a stick.— H. HANSE, age 30 to 35, height about 5 ft. 4 in., complexion pale, hair ( curly) black, clean shaved; dress, black or blue serge jacket suit. Americans. CHESHIRE. 10.— Hazel Grove ( County).— For stealing. 26th ult., a mare ( recovered)— Expiree ROBERT CATTERALL, Office No. 351- 02, age 35, height 5 ft. 11£ in., complexion fresh, hair brown, eyes blue; ulcer scar front left shin. Has been con- victed at Blackburn, Preston, Liverpool, and Sal- ford. When last seen, 27th ult., was dressed in dark coat and vest, cord trousers, leggings, and cap. Information to Supt. McHale, Hazel Grove. 11.— Lisoard ( County).— For stealing £ 8— JAMES BENNETT, age * 25 to 26. height 5 ft. 7A in., complexion and hair ( inclined to be curly) dark; dress, dark grey tweed reefer jacket, dark tweed trousers, white sweater with large collar, dark grey cloth motor cap, old lace boots. APPREHENSIONS SOUGHT (' continued)— DENBIGHSHIRE. 12. — Wrexhant ( Coun'y).— For an indecent assault on a girl, age 5, 27th ult., at Bersham— ROBERT JONES, age about 50, height about 5 ft. 6 in., stout build, complexion fair, hair dark brown or sandy, turning grey, moustache and side whiskers sandy, eyes ( weak) grey, scar back of neck and both cheek bones, teeth missing in upper jaw ; dress, black coat, dark blue trousers, plaid cap with peak, strong boots, supposed to have in his possession an old black overcoat. DERBYSHIRE. 13.— Chesterfield { County).— For steal- ing, 28th ult., from his lodgings at Newbold Moor, a silver Geneva watch, makers " Kendal & Dent,' No. 189885, glass cracked, silver Albert, curb pattern, silver medal with gold centre as pendant, attached— HARRYr HARRIS ( supposed false), age 25 to 30, height 5 ft. 6 or 7 in., com- plexion dark, hair ( worn on forehead) dark brown, moustache dark; dress, dark suit with small light stripe, blue tie with white spots, large brown cap, brown shoes. Stated he was a goods clerk on the Midland Railway, and that he had been transferred from Burton- on- Trent to Sheepbridge. Warrant issued. Information to Supt. Faulkner, Chesterfield. ESSEX. li.— Chelmsford ( County).— For stealing from their lodgings, 30th ult., a lady's silver keyless watch, 1 rolled gold thick curb Albert, 3 gold lockets ( 1 small with blue cross on one side, black anchor on other; 1 large, chased, plain scroll on one side, forget- me- not and roses painted on other; 1 very small, " To Alf, from Art on his 21st," en- graved thereon) attached; 1 18 ct. gold seal, crest " half a ram " thereon— LEONARD RIDE- OVER ( supposed false), age 27 or 28, height 5 ft. 7\ in., complexion fair, hair light, eyes blue; dress, grey tweed suit, blue silk neckerchief with white spots, half- moon shape, grey motor cap, lace boots. Stated he was an advance agent for Sanger's Circus. — FLORENCE FLATMAN ( supposed false), age 25, height 5 ft. 4 in., complexion, hair, and eyes dark; dress, black skirt, pale blue and white striped blouse, black jacket ( loose fitting), cream colour hat trimmed ivy leaves and cream colour lace, high brown boots. Warrant issued. Information to the Deputy Chief Constable of Essex, Chelmsford. 15.— Southend- on- Sea ( County).— For larceny ( bailee)— — HARTMAN, age 35, height 5 ft. 8 or 9 in., hair light brown, pointed beard and moustache, nervous manner when speaking; dress, light brown suit, brown tweed motor cap, heavy lace boots. HEREFORDSHIRE. 16.— Leominster ( County). — For being drunk and disorderly and escaping from a police cell, 26th ult.— A MAN, age about 40, height 5 ft. 7 in., complexion fresh, hair brown, clean shaved, several recent scars on face; dress, old dark jacket, brown trousers and vest, supposed old boots. He usually hawks stud3, laces, lavender, etc.; frequents common lodging- houses; attends fairs and small race meetings. Warrant issued. Information to Supt. Price, Leominster. KENT. 17-— Canterbury ( County).— For leaving his wife and children chargeable to the Common Fund of the Blean Union, Whitstable— JOHN DYASON, age 45, height 5 ft. 8 or 9 in., com- plexion fresh, hair ( bald on top), and beard iron grey, eyes grey, scar top of head, loud voice, of smart appearance; dress, blue serge suit, bla. ck hard felt hat, military boots. A shipwright; native of Whitstable. Warrant issued. Information to Supt. Jacobs, County Police Office, Canterbury. ltf.— Maidstone ( Borouqh).— For an assault — ALICE SIMMONDS, age 30, height 5 ft. 4 in., complexion dark, full round face; dress, black velvet skirt, black jacket, and sailor hat. Warrant issued. 19-— Maidstone ( Borough).— For stealing ( bailee), a bicycle ( recovered)— ARTHUR SMITH, alum FINNIS, age 25, height 5 ft. 10 in., com- plexion fair, hair brown, eyes grey, clean shaved; dress, dark coat, vest and cap, khaki trousers. Har served in the Imperial Yeomanry; may endeavour to re- enlist or seek employment at livery stables. A native of Bearstead, near Maidstone. Warrant issued. 20 — Maidstone ( Borough).— For failure to report, and assault— Licence- holder JOHN RIDDLE, alias JOHN SMITH, Office No. 2271- 02, age 38, height 5 ft. 5| in., complexion fresh, hair dark brown, eyes ( cast in left) brown, scar bridge of nose, right forefinger crippled, wreath, rose, shamrock, thistle, star, woman, and hand left, and wreath, cross, and star right forearm, bracelet each wrist, star back of each hand; dressed as a bargee. Sentenced at West Kent Quarter Sessions, 18th October, 1894, to 7 years penal servitude for sacrilege. Released on 2nd licence ( expiring Nth May next) 14th August, 1902. Q. U. 5. Has also been convicted at Mailing, Rochester, and Chatham.— Was accompanied by ALICE SIMMONDS ( whose arrest is also sought, on warrant, for assault), age 30, height 5 ft. 4 in., complexion dark, full round face; dressed in black velvet skirt, black jacket, and black sailor hat. Warrants issued. Information to Chief Constable Mackintosh, Maidstone. LANCASHIRE. 21.— Blackpool ( Borough).— For obtaining, by false pretences, 5th inst., a dark mixture suit; 1 grey soft felt hat; 1 white linen shirt; 1 pair cuffs; 1 collar; 1 pair tan colour gloves, size 7 ; 1 light green check tie; 1 pin, pearl surrounded with brilliants; 4 studs; 1 pair metal links— A MAN, who gave the name of WILLIAMSON, age about 24, height 5 ft. 4^ in., complexion fresh, hair dark brown, eyes grey, right little finger contracted. Supposed a deserter from the King's Royal Rifles, wearing uniform; stated he was discharged from the Army and had obtained a situation as a water works company collector. Had in his possession a South African War medal with 5 bars. Warrant issued. Information to Chief Constable Derham, Black- pool. 22.— Oldham ( Borouah).—* Yr failure to report- Licence- holder CHARLES WALKER, alias PETER JOHN BIRMINGHAM, JAMES BIRMINGHAM, and JOHN THOMPSON, Office No. 2659- 01, age 57, height 5 ft. in., complexion fresh, hair and eyes grey, scar bridge of nose, back of 4th left finger and front of right thumb. Sentenced at Manchester City Sessions, 7th December, 1898, to 3 years penal servitude and 270 days remanet for warehousebreaking. Re- leased on 2nd licence ( expiring 22nd prox.) 29th April last, x F. M. Y 721. Has also been con- victed at Central Criminal Court, London. To be dealt with wherever found. W. 2X— Salford ( Bon nigh). — MARY ANN BAYLISS, Office No. 3228- 02, Case No. 37, 8th ult., no longer sought. 21.— Wig an ( Borough).— For deserting their families, leaving them chargeable to the Common Fund of the Wigan Union— JOHN CLARKE, age about 43, height 5 ft. 5 in., stout build, complexion dark, hair dark brown, eyes ( blind in one) blue.— WILLIAM HASLAM, age 35, height 5 ft. 6 in., complexion sallow, hair dark brown, slight mous- tache, eyes brown.— JOHN HUGHES, age 57, height 5 ft. 8 in., complexion fresh, hair light brown, eyes grey, small scar corner of right eye, knock- kneed. Labourers. Warrants issued. Information to Chief Constable Hardy, Wigan. LINCOLNSHIRE. 25— Grantham ( County).— For obtaining money by fraud— A MAN, age about 40, height 6 ft. 1 or 2 in., square shoulders, hair light, heavy moustache ginger, left arm twisted ( has been broken), scar on elbow. He called on persons in the country and stated that he was a discharged soldier and had served in South Africa. Showed a wound in left elbow, and said he had a tumour forming in his side; also stated that he had pledged his medals and required money to redeem them before entering Netley Hospital. ( Is identical with MAN, Case No. 26, 23rd January last.) Warrant issued. Information to Supt. Cabourn, Grantham. NORFOLK. £ 1 REWARD. 26.— Docking ( Con It a).— For deserting his wife and 3 children, leaving them chargeable to the Common Fund of the Freebridge Lynn Union— FRANK EDWARD YOUNGS, age 34, height 5 ft. 7 or 8 in., rather stout build, high shoulders, complexion fresh, hair dark brown, slight mous- tache brown, eyes blue. A stonemason; may be found on public works. Warrant issued. The above reward will be paid by the Guardians of the Freebridge Lynn Union to any person giving such information as will lead to the arrest of Youngs. Information to Supt. Baldwin, Docking; or to Inspector Bayfield, Grimston. NOR THA MP TONS HIRE. 27.— Towcester ( County).— For obtaining £ 1 by false pretences at Brackley, 12th April last— GEORGE CHALICE HARRIES, age about 45, height 5 ft. 9 or 10 in., complexion sallow, hair turning grey, close cropped beard, small chin; dress, dark serge jacket and vest, grey mixture trousers, hard felt hat. He calls upon clergymen, from whom he obtains money by fraud. Warrant issued. Information to Deputy Chief Constable Norman, Towcester. NORTHUMBERLAND. 2ti.- BSyth ( County).— For obtaining £ 1 by false pretences, 1st inst., at Bedlington— JAMES BROWN ( supposed false), age about 40, height 5 ft. 7 in., round face, moustache light, 1 middle finger missing; dress, dark suit and cap— JOHN SCOTT ( supposed false), age about 40, height 5 ft. 10 in., complexion pale, thin features, moustache dark, several bald patches back of head; dress, dark suit and cap. They called on a person and stated that they were working at a colliery at Seaton Delaval, but were without money. Warrants issued. Information to the Chief Constable, County Police Office, Morpeth; or to Supt. Jobson, Blyth. 29.— Gosfortli ( County).— For obtaining £ 29 13s. Id., by false pretences, between 28th No- vember, 1902, and 29th ult.- PETER DUGDALE, age 38, height 5 ft. 10 in., complexion dark, hair dark brown; dress, black coat, supposed striped trousers, cycle shirt, tie, and cap. A native of Gosforth. Warrant issued. Information to the Chief Constable, Morpeth; or to Supt. Hay, Gosforth, Newcastle- on- Tyne. 30.— Morpeth ( County).— For obtaining 10s. by false pretences, at Wallsend, 25th ult.— JAMES MARTIN ( supposed false), age about 40, height about 5 ft. 6 in., complexion sallow, hair dark brown; dress, dark brown suit, blue muffler with white spots, dark cap. Stated he belonged to the Royal Naval Reserve. He ordered a quantity of groceries, asked that they may be sent to a ship, and in payment of same produced a seaman's advance note and received the balance; the note was afterwards found to be worthless. Warrant issued. Information to the Chief Constable, County Police Office, Morpeth; or to Supt. Hay, Gosforth, Newcastle- on- Tyne. RADNORSHIRE. 31.— Penybont ( County).— For stealing a silver watch, No. 630508, 630509, or 630510 — A MAN, age 35 to 40, height 5 ft. 7 or 8 in., red face, hair and moustache light sandy, eyes blue; dress, cardigan jacket, dark ribbed trousers, plaid cap. A navvy. Information to the Chief Constable, Penybont. SHROPSHIRE. 32.— Ludlow ( County).— For failure to report Licence- holder WILLIAM ELKS, alias TURNER and ELKES, Office No. 2711- 02, age 63, height 5 ft. in., complexion fresh, hair ( thin) dark brown, turning grey, eyes hazel, scar right eye- brow, bridge of nose, quantity of warts around neck, sc^ r back left thumb and middle finger. A notorious horse- hair thief; sleeps in outbuildings and commits offences during night. Sentenced at Salop County Sessions, 3rd July, 1900, to 3 years penal servitude. Licenced ( 2nd time) 19th ult., expiring 2nd prox. W a 57. Has also been convicted at Shifnal, Staf- ford, and Newport. Information to Supt. Perry, Ludlow. SOMERSETSHIRE. M— Bath ( City).— For stealing, 4th inst., a writing desk ( recovered), and £ 4 10s.— ALFRED BAXTER, alias BRETT, age 32, height about 5 ft. 9 in., stout build, complexion florid, round face, hair and moustache dark brown, eyes ( slight cast in left) light blue, prominent, well educated; dress, dark brown jacket and vest, check pattern, brown trousers, dark brown cap. About 18 months ago he was employed selling newspapers; has also been employed as a clerk. Warrant issued. — Bath ( City).— For unlawfully converting to his own use— FRANK CROSS, age about 36, height 5 ft. 6 or 7 in., well built, complexion pale, hair ( short) and small moustache dark, prominent nose, eyes blue, slouching gait; dress, black jacket and vest, dark trousers, cap, heavy lace boots. He served 12 years in the Army, and was discharged through deafness. Travels the country, and usually striys at Church Army Homes or common lodging houses. Warrant issued.
