All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engravers' charge will range from 5s. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 9LTIONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. Cities and Boroughs therein, arranged in alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. SPECIAL NOTICE. The amount of stolen property at present" circu- lated " by the Metropolitan Police has become so inordinately large as to prejudice or destroy the practical value of the records, and it has been found necessary to limit it very considerably. It has been decided, therefore, to discontinue the " cir- culation " in Informations and Pawnbrokers' Lists of all property stolen in the provinces, unless where there are grounds for believing that the property has found its way to the Metropolis. Chief Con- stables are requested accordingly, when forwarding lists of stolen property to Scotland Yard, to send with them a letter to that effect. And if bills or circulars are received in future, unaccompanied by such a letter, it will be assumed that the " circula- tion " of the particulars they contain is not desired. The same course will be followed with respect to property lost and persons missing. APPREHENSIONS SOUGHT. A hotel manager. Warrant issued. 2.— C Division.— For stealing £ 29 6s. — J. J. ANDERSON, age 44, height 5 ft. 9 in., complexion sallow, hair grey, eyes blue, can speak French, Italian, and Spanish; dress, dark vicuna jacket and vest, dark striped trousers, white straw hat, lace boots. Absconded 23rd ult. Warrant issued. 3.— K Division.— For obtaining £ 6 by false pretences— T. F. PRESCOTT, alifis FRITZ SCHAAD, age 23, height 5 ft. 7 in., complexion fair, hair and slight moustache light, front teeth overlap, of smart appearance; dress, navy blue suit, small brass buttons, blue peak cap with badge. A native of Switzerland. Warrant issued. 4 — K Division.— For bigamy— ED WAND FARMER, age 29, height 5 ft. 8 in., complexion fresh, hair brown, eyes ( cast in left) grey, scar right elbow, snake, tree, woman, flags, and' " United " tattooed on right forearm, 2 women left forearm, in red and blue ink ; dress, black overcoat and vest, moleskin trousers, white muffler, brown cap, lace boots. A labourer; native of Plaistow, Essex. Warrant issued. 5.— X Division.— For an indecent assault on a girl age 8 years— A MAN. age 33, height 5 ft. 6 in., complexion florid, hair dark, moustache brown; wearing blue Melton overcoat, black hard felt hat, boots with pointed toes. A travelling shoemaker; supposed a native of Gravesend. Warrant issued. Information to be forwarded to the Metropolitan Police Office. New Scotland Yard, S. W. CITY OF LONDON. 6.— For absconding from bail, having been charged with assault— JOSEPH ROSS HUTTON, age 47, height 5 ft. 7 in., complexion sallow, hair brown, eyes blue ; dress, blue serge suit, light check Raglan overcoat, P. & O. cap, or light check cap, bow tie, lace boots. A pedlar; deals in skins, etc. Warrant issued. 7.— For stealing £ 20 0s. 10d.— HENRY PEPPERDINE, late of Ethelburga Street, Batter- sea, age about 30, height 5 ft. 1 or 2 in., com- plexion pale, long face, hair and small moustache light, large head, wide forehead. Can speak French fluently. Warrant issued. Not to be arrested out of the United Kingdom. 8.— For forging and uttering, 26th ult., 2 cheques for £ 325 and £ 195 10s. respectivelv— C. EISENMANN, age 35 to 40, height about* 5 ft. 10 in., complexion fair, hair, moustache, and imperial ( cut to point on chin) light, supposed cast in right eye, wearing gold rimmed glasses; dress, black or blue serge jacket suit, gold curb watch chain, carried a stick.— H. HANSE, age 30 to 35, height about 5 ft. 4 in., complexion pale, hair ( curly) black, clean shaved; dress, black or blue serge jacket suit. Americans. BERKSHIRE. £ 2 REWARD. 9.— Windsor ( Borough).— For leaving his wife and 5 children chargeable to the Common Fund of the Windsor Poor Law Union— WILLIAM COOPER WARNER, age 41, height 5 ft. 6 in.. complexion pale, hair light brown ( turning gray), moustache light, eyes grey, proifiinent nose, rather sharp features. A labourer; may be found on public works. Warrant issued. The above reward will be paid by the Board of Guardians, Windsor, to any person giving such information as will lead to the arrest of Warner. Information to Chief Constable Nicholls, Windsor. CHESHIRE. 10.— Hazel Grove ( County).— For stealing. 26th ult., a mare ( recovered)— Expiree ROBERT CATTERALL. Office No. 351- 02. age 35, height 5 ft. 11J in., complexion fresh, hair brown, eyes blue; ulcer scar front left shin. Has been con- victed at Blackburn, Preston, Liverpool, and Sal ford. Stated he was an advance agent for Sanger's Circus. — FLORENCE FLATMAN ( supposed false), age 25, height 5 ft. 4 in., complexion, hair, and eyes dark; dress, black skirt, pale blue and white striped blouse, black jacket ( loose fitting), cream colour hat trimmed ivy leaves and cream colour lace, high brown boots. He obtained lodgings, stating he was employed by Lipton, Ltd. Is identical with JAMES WALLIS, No. 16, ILLUSTRATED CIRCULAR, Series 63. ( See Case No. 11, 22nd ult.) Information to Supt. Lr>.— Leominster ( County). — For being drunk and disorderly and escaping from a police cell, 26th ult.— A MAN, age about 40, height 5 ft. 7 in., complexion fresh, hair brown, clean shaved, se\ ral recent scars on face; dress, old dark jacket, brown trousers and vest, supposed old boots. He usually hawks studs, laces, lavender, etc.; frequents common lodging- houses; attends fairs and small race meetings. Warrant issued. Information to Supt. Price, Leominster. HER TFORDSHIRE. — Bishop ' s Storiford^ County).— For fraudulently converting £ 600 to his own use— CHARLES VANDYKE THORNEYCROFT, age about 55, height 5 ft. 10 or 11 in., complexion purple, hair ( thin on top), whiskers, and mous- tache sandy, usually dyes his hair brown, eyes grey, slightly bow- legged, of smart appearance; dress, light colour suit. An auctioneer; he sells cheap jewellery, furniture, etc., for local tradesman, and absconds with the proceeds. Late of the All Gay Stores, Barking. Is well known at Morecambe Bay. Warrant issued. A rag and bone gatherer. Stated he had served with the King's Royal Rifles in South Africa; was employed at the gasworks as a labourer. Had with him an Edison " Gem" phonograph, painted black, gold lines, oval top case, nickel- plated trumpet, " Thomas A. Edison Tipe, 1 Gem," on front, about 9 in. square, 12 in. high, and records. Absconded 11th ult. May be accompanied by his wife, age 40 to 45, height 5 ft. 2 or 3 in., stout build; dress, fawn colour three- quarter length jacket, grey skirt, pink tie, white sailor hat. Stated he was employed by a firm of electrical engineers at Salford. Warrant issued. Information to Supt. A.," small keys, and sixpence attached; 1 small black gun- metal keyless watch, white dial, gold hands, spring on side, when pressed chimes hours and quarters; 1 do. black dial, gold hands and figures; 1 blue serge jacket suit, double- breasted vest, black bone buttons; 1 long light brown waterproof coat, side pockets, with openings at sides for riding, imi- tation silk lining on shoulders— JAMES LANG- FORD, age 25, height 5 ft. in., complexion fresh, round face, hair light, clean shaved, eyes blue, woman tattooed on right shoulder, can speak French; wearing the stolen clothing, black hard hat, lace boots, carried a brown knotted stick. NOR THUMBERL A NO. 26.— Morpeth ( County).— For obtaining 103. by false pretences, at Wallsend, 25th ult.— JAMES MARTIN ( supposed false), age about 40, height about 5 ft. 6 in., complexion sallow, hair dark brown; dress, dark brown suit, blue muffler with white spots, dark cap. Stated he belonged to the Royal Naval Reserve. He ordered a quantity of groceries, asked that they may be sent to a ship, and in payment of same produced a seaman's advance note and received the balance; the note was afterwards found to be worthless. RADNORSHIRE. 27 — Penyhont ( County).— For stealing a silver watch, No. 630508, 630509, or 630510 — A MAN, age 35 to 40, height 5 ft. 7 or 8 in., red face, hair and moustache light sandy, eyes blue; dress, cardigan jacket, dark ribbed trousers, plaid cap. SHROPSHIRE. 28.— Ludlow ( County).— For failure to report Licence- holder WILLIAM ELKS, alias TURNER and ELKES, Office No. 2711- 02, age 63, height 5 ft. 7A in., complexion fresh, hair ( thin) dark brown, turning grey, eyes hazel, scar right eye- brow, bridge of nose, quantity of warts around neck, scar back left thumb and middle finger. A notorious horse- hair thief; sleeps in outbuildings and commits offences during night. Sentenced at Salop County Sessions, 3rd July, 1900, to 3 years penal servitude. Licenced ( 2nd time) 19th ult., expiring 2nd prox. VV a 57. Has also been convicted at Shifnal, Staf- ford, and Newport. Information to Supt. Perry, Ludlow. SOMERSE TSHIRE. 29.— Bath ( City).— » nr unlawfully converting £? to his own use— FRANK CROSS, age about 36, height 5 ft. 6 or 7 in., well built, complexion pale, hair ( short) and small moustache dark, prominent nose, eyes blue, slouching gait; dress, black jacket and vest, dark trousers, cap, heavy lace boots. He served 12 years in the Army, and was discharged through deafness. Travels the country, and usually stays at Church Army Homes or common lodging houses. Warrant issued. STAFFORDSHIRE. ; i0.— Brierley Hill ( County).— For steal- ing, 22nd ult., a silver watch and chain— JOHN - MOSS, alias JOHN HILL, THOMAS DA VIES, BELL, and REYNOLDS, age 40, height 5 ft. 5 in., complexion fresh, hair dark brown, bald on top, eyes blue, scar back right hand, female right forearm, sailor and woman with glass in hand, table Mid bottle left forearm; dress, light blue coat and vest, grey tweed striped trousers, clogs, with pointed toes, small brass nails round soles, fern leaf pricked thereon, light peak cap. STAFFORDSHIRE. 33.— Burslem ( County).— For absconding while on licence from Warrington Industrial School, 6th ult. — JOHN SAMUEL HENDER- SON, age 16, height 4 ft. 9 or 10 in., complexion freckled, round features, hair sandy, eyes grey, scar about an inch long above forehead; dress, black coat and vest, brown cord trousers, black cap, strong lace boots, " No. 808 " stamped inside. A native of Burslem. Information to Chief Supt. Hill, Bursleni. SUFFOLK ( East). 31.— Halesworth ( County).— For highway robbery and indecent assault at llketshall St. John, 14th ult.— CHARLES MILES, age 35 to 40, height 5 ft. 8 or 9 in., complexion fair, hair light brown, thick moustache light; dress, brown vel- veteen frock coat, sleeve vest, cord trousers, black and white check cap, heavy nailed boots. A tramp; stated he was a native of Ipswich. He left West Ham Union on 29th ult. ( See Case No. 31, 29th ult.) • Warrant issued. Information to Supt.
