All communications for insertion in the POLICE GAZETTE, anil all communi- cations relating to them, should be addressed to THE EDITOR OF THE POI. ICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought xvill be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken u% Jon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offcnces, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engravers' charge ivill range from 5s. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. C. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the coxmty, city, or borough, as the case may be. ATIOBJS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprihended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particular* concerning ihlinquints or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be recekednot later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by l'ost Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. SPECIAL NOTICE. PRISONERS UNDER REMAND. The aid of the Metropolitan Police is frequently sought by other Police Forces to make inquiries respecting the antecedents of prisoners under re- mand, and svich inquiries often result in identi- fying accused persons as being old offenders. But, in many cases, the time allowed for such inquiries is so brief that effect cannot be given to the request for information or that it can be com- plied with only in a perfunctory manner, and at great inconvenience. The Editor would therefore suggest, in the interest of the Provincial Police Forces, that four clear days, at least, should be allowed in cases of ( he kind, to complete the inquiries a3ked for. METROPOLITAN POLICE DISTRICT 1.— Convict Supervision Office.— For failure to report— Licence- holder SAMUEL MORGAN, alias JOHN DOCHERTY and THOMAS McLAUGHLAN, Office No. 548- 03, age 36, height 5 ft. 9 in., complexion dark, hair black, eyes brown, scar bridge of nose and on 3rd right finger, boil scar left elbow. Sentenced at York Assizes, 20th July, 1898, to 6 years penal servitude for robbery with violence. Licenced 11th April, 1903, Y 256. Has also been convicted at Sunderland, Durham, and Hartlepool. To be dealt with wherever found. 2.— A Division.— For obtaining cab tyrea by false pretences— CHARLES BREWER, alias TOM DICKERSON, and WALTER QUILTER, age 45, height 5 ft. 7\ in., complexion fresh, hair ( turning grey) dark brown, eyes blue, scar back of head, nose and right cheek, boil scar back of neck, jagged scar over left eyebrow; dress, brown suit and mackintosh.— THOMAS HICKS, age 34, height 5 ft. 10 in., complexion sallow, hair dark brown, eyes brown ; dress, brown tweed suit and cap, old tweed mackintosh. Warrant issued. 3 — F Division.— For stealing, 6th inst.,. a small leather handbag; 300 cigarettes; a cheque for £ 5 5s.; a £ 5 note; and £ 55 — RICHARD ORMSTON, age 26, height 5 ft. in., complexion fair, hair ( curly) and long moustache light, aquiline nose, eyes grey, slight impediment in speech; dress, brown tweed jacket suit, dark grey diagonal overcoat, grey bow tie, hard felt hat, also a red knitted vest. A carman; native of New- castle. Warrant issued. 4. — F Division. — For stealing £ 30— EDGAR MARRINER, alias JOHN WHITTLE, age about 40, height 5 ft. 8 in., complexion ruddy, pock- marked, hair and eyes brown; dress, black jacket and vest, dark tweed trousers, black felt hat. A clerk; supposed a native of Bridport, Dorset. Is a pensioner of the Royal Welsh Fusi- liers. Absconded 11th inst. Warrant issued. 5.— K Division. - For malicious wounding with intent to do grievous bodily harm— ELIJAH YOUNG, a man of colour, age 26, height 5 ft. 6 in., hair ( curly) black, eyes dark; dress, black jacket and vest, grey check trousers, black hard felt hat, lace boots. A seaman; native of the West Indies. Warrant issued. 6.— T Division .— For stealing ( bailee) a bicycle— WILLIAM KNIGHT, alias HIND and WATSON, age 29, height 6 ft. 2 in., complexion fresh, hair and moustache light brown, tattoo marks on both arms; dress, pepper and salt colour reefer jacket, fawn colour cord breeches, brown leather gaiters, black hard felt hat, wearing 4 war medal ribbons ( 1 Indian Frontier, 1 D. S. O., and 2 South Africa). A native of Sunningliill, Berks; has served in the Royal Horse Artillery. Warrant issued. 7.— V Division. — For stealing a bay gelding, 8 years, 17 hands, steps high, off hind fetlock swollen— THREE MEN, 1st, age 20, height 5 ft. 6 or 7 in., slight moustache light; dress, grey suit and cap. 2nd, age 24, height 5 ft. 6 in., slight moustache dark; dress, dark blue suit, black hard felt bat. 3rd, age 24, height 5 ft. 6 in., clean shaved; wearing dark blue overcoat, blue cap. They drove away in a gig with dark body, yellow wheels, drawn by a chestnut pony. 8.— V Division.— For obtaining £ 4 by false pretences— JAMES L. ESLER, age 33, height 5 ft. 10 in., slight build, complexion fresh, hair dark brown, pointed chin; dress, dark grey suit, brown mackintosh overcoat, black hard felt hat, brown leggings, lace boots. CITY OF LONDON. 9.— For obtaining 2 " Ziess " field glasses, by a worthless cheque on the Ulster Bank, Belfast— THOMPSON, age about 29, height about 5 ft. 7\ in., complexion, hair, and moustache dark; wearing grey mixture overcoat, motor cap ( tight fitting). ANGLESEY. 10.— Holyhead ( County).— For an indecent assault, 28th ult.— EDWARD BROWN, age 64, height 5 ft. 8 in., hair light brown, clean shaved, eyes blue, strong voice, eccentric manner; dress, old dark clothes, brown hat. Supposed a native of St. Asaph; hawks laces and cheap spectacles. Previously convicted at Bala, 1885, and at Beau- maris, July, 1890. May be found at casual wards. Warrant issued. BERKSHIRE. 12.— Reading ( Borough). — For ob'aining money by false pretences— W. J. FOSTER, age 45, height about 6 ft., slight build, complexion ruddy, receding forehead, hair and long thin moustache brown; dress, grey shabby suit, brown heavy over- coat, high felt hat with flat top. He was employed as a traveller by Vegox, Ltd., New Broad Street, E. C., and obtained money from customers on the pretence that the firm was sending his cheque on to another town. Warrant issued. 13— Reading { Borough).— For deserting his family— EDWIN WALTER STEPHENS, age 26, height 5 ft. 9 in., complexion fresh, thin face, hair dark brown, eyes blue, scar under right elbow, woman, heart, dagger, St. Patrick cross, bracelet, heart, and spear right forearm, hand holding a rose, hands across the sea, butterfly, bracelet, prim- rose, and 17 dots left forearm, right little finger crooked.— Is accompanied by A WOMAN. May be found on public works, or hawking matches and laces. A native of Reading. Warrant issued. 1 i. — Reading ( Borough). — For dealing from his lodgings, 14th inst., a pair of plaid trousers; 1 black serge vest; 1 gold pin, chased with forget- me- nots— A MAN. age 25 to 30, height 5 ft. 4 in., hair dark brown; dress, grey suit, grey cap, lace boots. He took lodgings, and stated that he was employed by a local firm; left behind a parcel containing cabbage, etc. 15. — Reading ( Borough). — For obtaining credit to the amount of £ 11 3s. 7d. bv fraud, 28th ult.— W. GIFFORD, age 45 to 50,' height 5 ft. 3 in., stout build, complexion, hair ( long and curly, turning grey), moustache and eyes dark, North Country accent; dress, grey check jacket, vest, breeches, and leggings, cap of lighter colour cloth. A butcher; he took a shop, was introduced as a customer to a wholesale butcher, obtained credit, and absconded. Is accompanied by a boy, age 11, complexion and hair dark; dress, old grey suit. It).— Hazel Grove ( County).*- For Mealing from his lodgings, a silver lever watch, white dial, gold hands, " Samuels, Acme, Manchester," on dial; 1 white metal chain: and lOd.— A MAN, age 30 to 33, height 5 ft. 10 in., hair and mous- tache dark, speaks quickly; dress, dark suit with faint white stripes, maroon silk neckerchief, dark brown peak cap, brown button boots. CUMBERLAND. 1( ' — Cockermouth ( County).— For neg- lecting to maintain his wife and family— RICHARD GLAISTER, age 42, height about 5 ft. 8 in., complexion fresh, hair and moustache brown ( turning grey), weak eyes. A tailor; native of Cockermouth. Has served in the Army. Warrant issued. Information to Supt. Graham, Cockermouth. DORSETSHIRE. Sherborne (<' w » ty). — ¥ or stealing 4 silver spoons ( recovered)— A WOMAN, age 35 to 40, height about 5 ft. 2 in., complexion fresh, hair light, eyes ( large) light blue, square fore- head; dress, dark dress with 3 rows of braid at bottom, dark grey jacket, dark felt hat, black veil, carried an umbrella. If.- Brentwood ( County). — For larceny ( bailee) HALLAGHON, an Irishman, age 23, height 5 ft. 2 in., complexion fresh, hair light brown, eyes grey, scar about 3 in. long on left side of neck; dress, blue serge jacket ( grease spot centre of back), black trousers, light cap, military shirt. Warrant issued. Information to Supt. Allen, Brentwood. 20.— Romford ( Countu). — For obtaining 3s. 4d. by false pretences, 24th ult.— FLORENCE HULL, alias ALICE GREEN, MARY WEBB, and ALICE RIGMAN, age 25 to 28, height 5 ft. 6 in., well built, complexion sallow, full face, hair dark brown, twitches one side of nose when speak- ing; dress, long grey mixture coat, navy blue skirt, black hat. She calls upon persons who have advertised for a general servant, states she has travelled a good distance, obtains money for her return fare, gives a false reference, and decamps. Warrant issued. Creasy, Romford. 21. — Thorpe ( County) — For an offence under the Bankruptcy Act, 1883, at Great Clacton, between 13th August and 23rd Sep- tember, 1902— CHARLES OAKLEY BEARD, age 35, height 5 ft. 7 in., square build, slight mous- tache dark. A native of Heme Bay, Kent. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Jones, Thorpe. GLOUCESTERSHIRE. 22.— Cheltenham ( County).— For stealing, 16th inst., a grey doe- skin purse and £ 17 9s. 3d.-— EDWARD AFFORD, age 30 to 32, height 5 ft. 9 or 10 in., complexion sallow, hair brown, slight moustache light, scar right thigh, " Affo " tattooed across right forearm, speaks with Norfolk accent, takes quick steps; dress, dark grey tweed suit, grey tweed cap, lace boots. A cabinet maker ; supposed a native of Felixstowe; was invalided from the Army. Warrant issued. Information to Supt. Hopkins, Cheltenham. Is a Reservist of the King's Royal Rifle Corps; native of Kendal. Information to Supt. Hack, Fareham. 24.— Gosport ( County). — For stealing a bicycle ( recovered)— FRANK OSBORNE, age 23, height 5 ft. 8 in., complexion fair, hair light brown; dress, bluish colour cord suit, cap, lace boots. He served as a bandsman on H. M. S. " Terrible," was dismissed from the Navy about 31 years ago. Warrant issued. 25 — Gosport ( County).— FY> r stealing, oth inst., at Brockhurst, 1 pair of gas pliers; 1 pair wire do., both supposed marked " A. Ayling "— TWO MEN, lst, age 20 to 22, height 5 ft." 10 or 11 in., complexion and hair dark; dress, blue serge jacket and vest, dark tweed trousers, dark muffler, shoes, cap. HEREFORDSHIRE. 27— Hereford ( County).— For attempting to carnally know a girl under 16 years of age, at Sutton, 6th inst.— WILLIAM PRICE, age 55, height 5 ft. 4 in., complexion dark, hair ( turning grey) dark brown, eyes grey, slight impediment in speech; dress, dark grey coat and vest, old grey trousers, black hat. KENT. 28.— Sandwich ( County).— For obtaining £ 2 10s. by false pretences at Wingham, 17th March last— JOHN DAY, age about 55, height 5 ft. 6 or 7 in., complexion fresh, hair and beard ( cut short and pointed at chin) dark, turning grey, slightly bow- legged; dress, dark overcoat, dark jacket, greyish trousers, black hard felt hat, lace boots ( right supposed cut on one side). RANDOLPH GEMMELL, age about 35, height 5 ft., complexion fresh, sharp features, rather large nose, thick at end, hair light brown, eyes light, few faint marks similar to pock marks on face, speaks in an affected manner in short broken sentences, self- assertive, is fond of talking of Canada and the West Indies. A draper's assistant, or traveller; lias been employed at Liverpool, Engate Bedale, Yorks, Leicester, and Nuneaton. May be found at race meetings. Edgley, Gainsborough. 37.— Grimsby ( Bonntgh). — For stealing- ( bailee), 27th ult., a lady's metal watch, foreign make, imitation gold rim round edge of both outer cases, white dial, black figures, " Cylinder" and Five rubies " on outside of inner case, attached a silver Albert, 2 rows of small round links with heart in . centre, bar fastening; 1 pair light lace boots, with toe caps, size 8— SAMUEL THOMPSON, age about 24, height 5 ft. 6 or 7 in., slight build, complexion pale, thin features, liair and moustache dark, 2 teeth ia upper jaw missing; dress, dark grey overcoat, black coat and vest, dark stripe trousers, tight fitting, black hard hat. He took lodgings, 15th March last, and represented that he was a clerk in the employ of a firm of brick and tile makers at Clee- thorpes, also stated that he had been a traveller for an ironmonger at Middlesbrough. GLA MORGA NSHIRE. £ 2 REWARD. 38.— Bridgend ( County). — For deserting his wife and children, leaving them chargeable to the Common Fund of the Bridgend and Cowbridge Union, since llth February, 1902— ROBERT WEARS, age 35, height 5 ft. 6 or 7 in., complexion fair, hair dark brown, moustache light, eyes blue, scars on chin and behind right ear. A labourer or collier. ( See Case No. 13, 15th August, 1902.) Warrant issued. The above reward will be paid by the Guardians of the Bridgend and Cowbridge Union to any person giving such information as will lead to the arrest of Wears. Information to Supt. Davis, Bridgend.
