All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THB EDITOR OP THE POLICE GAZETTE NEW SCOTLAND YARD, LONDON, S. W. 3. Particula s concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 5. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engravers' charge will range from 5s. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 8. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. AXIOMS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. . , ,. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cas the officer signing the request for the insertion •/ f any announcement will be wholly responsible for any proceedings which , nay result from such publication. . 11. Announcements for the Friday issue should be forwarded so as to be reeeivednot later than noon on Wednesday, and for the Tut sday edition not later than iturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 15. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. In most cases in which Licence- holders and Supervisees residing in the Provinces fail to report themselves and whose arrest is con- sequently desired, the Editor is requested to insert the particulars in the GAZETTE. Arrests on such informations are made subsequently, but the particulars are not always forwarded for the purpose of the original information being can- celled as required by Rule 9 of the Regulations ; the Editor therefore desires to call special atten- tion to this matter with a view to ( he Rule mentioned being invariably acted upon. Known to have visited Reading, Leighton ( Bedford) and High Wycombe, during past few days. Has been convicted at Norwich, Dorchester, Stafford, Oxford, and at East Kent Sessions. \ V arrant issued. 2.— C Division•— F>> r stealing, 9th inst, a " Webley" revolver, Mark iv., Cal. 455, 4 in. barrel, No. 103205, and a brown leather holster— BERNARD LATHAM, alias MACKENZIE, ago 35, height 5 ft. 10 in., slight build, complexion ruddy, thin face, hair light brown, moustache sandy, speaks with Scotch accent; wearing dark blue Melton overcoat, black felt hat, patent leather boots. Had in his possession a stolen cheque book containing 24 cheaues, Nos. A/ A 46202- 25, on London and County Bank, Newington Butts Branch. Warrant issued. 3.— D Division.— For obtaining a set of harness by fraud — GRANT BARTON, alias GRANVILLE BARTON, PERCY GRANVILLE BARTON, WESTON STRATTON, PERCY FENN, E. CLAYTON, J. EVANS, and HENRY THOMPSON, Office No. 3542- 02, age 38, height 5 ft. in., complexion dark, hair and eyes dark brown, scar outer side left thumb, mole front right forearm, 2 on left eyebrow, and. 2 right and 1 left of chest. Has been convicted in London ( C. C. Ct.), Brighton, and Hereford. When last seen was wear- ing dark clothes. " — Chelmsford ( County).— Vox stealing, 15th ult., a metal watch, metal chain fixed by a piece of hairpin, and key attached; 1 blue serge vest, size 4, and a South African War medal, " Private John Hayes, No. 5161, 1st Essex Regi- ment," stamped thereon, with 3 bars ( Kimberlev, Paardeberg, and Driefontein)— A MAN, age about 40, height 5 ft. 10 or 11 in., complexion fresh, hair dark brown, whiskers about 2 in., long, eyes blue; dress, dark jacket, wide light cord vest, dark brown cord trousers, red necker- chief, light cap, heavy lace boots. Had in his pos- session a discharge from the 1st Essex Regiment. Foster, Bournemouth. 15.— Portsmouth < Borough).— Knr felony ( throwing vitriol), 14th inst. — HERMAN RADAIRI, alias ARCHIBALD ROBERT JAMES HENDY, age 20, height 5 ft. 5| in., round shoulders, slight build, complexion " pale, hair and slight moustache dark, walks slowly and hangs head downwards, quiet manner, rather vacant look, appearance of a foreigner, is fond of stating that he is an American; wearing long dark overcoat, supposed astrachan collar, dark soft felt hat. Usually carries a loaded revolver. Information to the Chief Constable, Town Hall, Portsmouth. 16.— Southampton ( Borough).— For steal- ing ( bailee), 27th March last, a bicycle ( recovered) — A MAN. name supposed GRANT, age about 25, height 5 ft. 6 in., complexion fair, hair dark, clean shaved, eyes brown, wearing dark clothes, motor cap, patent boots. Stated he was an insur- ance agent. Information to the Chief Constable, South- ampton. HERTFORDSHIRE. 17— Hertford ( County).— For failing to appear to a summons for non- payment of main- tenance arrears - ALBERT E. BONFIELD, age about 24, height 5 ft. 8 or 9 in., hair ( wavy) black, moustache dark; dress, dark grey or green suit, bowler hat. A carpenter. Warrant issued. Photograph can be seen on application. Information to Supt. Foster, Hertford. 19. - Ramsgate ( Borough). — CECIL DAWES, Case No. 32, 17th inst. Warrant withdrawn. LANARKSHIRE. 20.— Glasgow ( City).— For stealing £ 683, consisting of 6 £ 100 and 83 £ 1 notes of the National Bank of Scotland— JOSEPH NEIL, age 15, height 5 ft. 6 in., complexion pale, large nose, hair light, eyes small; dress, blue serge suit, sup- posed greenish colour overcoat, black scarf with white spots, imitation pearl pin, black felt hat.— DAVID McFARLANE, age 16, looks older, height 5 ft. 5 or 6 in., slight build, square shoulders; dress, blue serge suit, dark overcoat, round dark felt hat, brown boots. Both natives of Glasgow. They left by train 4 th inst. for the south. May endeavour to proceed to Canada. Warrant issued. Information to the Chief Constable, Glasgow. LANCASHIRE. 21.— Kirkham ( County).— For housebreak- ing, between 1st and 8th inst., at Thornton— A MAN, age 24, height 5 ft. 3 in., complexion fresh, hair dark brown, slight moustache brown, small nose, rather deaf, good teeth, tattoo mark on inside of left forearm; dress, dark grey jacket, dark trousers and cap, green silk scarf with red spots, shoes. During the summer months he frequents seaside resorts, at other times gathers rags, & c. Absconded 9th inst. Information to Supt. Ormerod, Kirkham. 22 — Manchester ( City).— For obtaining Continental railway tourists' tickets by a worth- less cheque, 8th inst.— ALBERT MILLER, alias G. HOLMES, C. B. CUNNINGHAM, E. MORRISON, WALTER KELSEY, and POL- LARD, age about 35, height 5 ft. 10 in., well built, complexion fresh, swollen under both eyes, hair and stubby moustache black; dress, dark grey frock coat and trousers, dark tie, round gold diamond pin, sometimes wears a dark cap. He was in Brussels on iOth inst. and has in his pos- session the return tickets, also blank cheques ( Nos. 198476 to 198500 inclusive) on the London and South- Western Bank, Brighton. Warrant issued. Information to Chief Constable Peacock, Man- chester. 23.— Burnley ( Borough).— For failure to report— Supervisee HENRY KERSHAW, Office No. 2486- 99, age 53, height 5 ft. 7£ in., complexion sallow, hair ( thin) grey, eyes blue, 3 females, 1 with foot on ball and holding rope on left, and mermaid right forearm, gun- carriage back of right hand, bracelet left and elephant right wrist, and head and bust of female centre of chest. Sen- tenced at Preston Sessions, 27th May, 1891, to 5 years penal servitude and 7 years supervision for larceny. Licenced 14th August, 1899, F. R. 1074. MONMOUTHSHIRE. 24 — Newport lBorough).— For stealing a quantity of engine brasses and brass bearings— WILLIAM FOSTER, age 60 ( looks younger), height about 6 ft., complexion fair, hair, mous- tache, and whiskers on chin, sandy, of smart appearance; usually wears dark clothes. An engine driver; native of Newport; sometimes works as a fitter. Is fond of travelling; has been to South Africa and other foreign parts. Absconded 7th inst. Warrant issued. NORFOLK. 25.— Norwich '('' runty).— For failing to surrender to bail at Norfolk Quarter Ses- sions, for unlawful wounding— MAUD HUFFEY, age 32, height 5 ft. 5 in., stout build, complexion fresh, hair brown, eyes blue, thick lips; wearing black jacket, dark dress, black trimmed hat, heavy lace boots. A native of Bury St. Edmunds. Hawks oranges. May be accompanied by A MAN, age 28, height 5 ft. 2 in., slight build, com- plexion fresh, hair brown, moustache light, eyes blue. OXFORDSHIRE. 27.— Witney ( County). - For stealing 2 postal orders to the value of 9s., 30th ult.— A YOUTH, age 13, rather short, complexion, hair and eyes dark ; dress, Norfolk suit, dark overcoat with velvet collar, blue tie, black and white plaid cap, lace boots. A native of Witney. Information to Supt. Hawtin, Witney. PEMBROKESHIRE. 28.— Haverfordwest Castle ( County). — For stealing .£ 70, between 4th and 6th inst., at Pembroke Dock— ARTHUR G. MULLIS, age 22f, height 5 ft. 4J in., complexion fresh, hair light brown, eyes brown; dress, dark blue suit, or black jacket and vest, light trousers, light grey cap or black felt hat. A lance- sergeant of the Shropshire Light Infantry. Warrant issued. Information to the Chief Constable, Haver- fordwest Castle. 5 TA FFOR& SHIRE. 2$.— Wolverhampton ( Borough). — For embezzling £ 8 7s.— WILLIAM HILL, age about 45, height 5 ft. 6 or 7 in., stout build, complexion dark, hair and moustache dark brown, turning grey. An insurance agent; native of Kiddermin- ster. Is accompanied by his wife and four children. Warrant issued. Information to Captain Burnett, Chief Con- stable, Wolverhampton. SUFFOLK ( East). £ 2 2s. REWARD. 30.— Ipswich ( Borough). — For deserting his 6 children, leaving them chargeable to the Common Fund of the Ipswich Union, 18th August last— ERNEST EDWARD BAKER, age 32, height 5 ft. 6 in., weight 9 stones, complexion pale, hair dark brown, slight moustache dark; wearing shabby mourning clothing. A shoe finisher; native of Ipswich. ( See Case No. 43, 29th August last.) Warrant issued. The above reward will be paid by the Ipswich Board of Guardians to any person giving such in- formation as will lead to the arrest of Baker. £ 2 2s. REWARD. 31.— Ipswich ( Borough). — For deserting his wife and 4 children, leaving them chargeable to the Common Fund of the Ipswich Union, 26th March last— FREDERICK JAMES HARRISON, age 38, height 5 ft. 8 or 9 in., complexion fair, hair ( turning grey) dark brown, eyes light blue. A baker and confectioner. Warrant issued. The above reward will be paid by the Ipswich Board of Guardians to any person giving sucli information as will lead to tne arrest of Harrison. E. Hawes " thereon; 1 gold gipsy ring; 1 dress ring, set 3 sapphires and 3 brilliants ( 1 missing); 1 string of pearls; 1 pair brown leather shoes with straps— MINNIE JONES, age 20, height 5 ft. 4 in., complexion fresh, hair light brown, eyes blue; wearing some of the stolen clothing. METROPOLITAN POLICE O/ STRICT 33.— Criminal Investigation De- partment. — For forgery, and obtaining money by a forged document— RHYS GORING THOMAS, age 38, height 5 ft. in., complexion sallow, hair ( wavy) dark brown, large mouth, thick lips, dilated nostrils, limps slightly on left leg; well dressed. HER TFORDSHSRE. ? 34.— Hitch in ( CtruntyY— For stenlirg 2nd December, 1902, a lady's " Excelsior " bicycle, No. 46438, 20 in. frame, old Dunlop tyre on front, new Warwick tyre on back wheel— CHARLES PARSONS, age about 21, height about 5 ft. 4 in. complexion fair, hair brown. Is believed to be employed in the paper trade in the City of London. Warrant issued. Information to the Deputy Chief Constable of Herts, Hitchin. APPREHENSIONS SOUGHT ( continued,)— SUSSEX ( East). 35.—£ issibout no ( Borough).— For stealing £ 21 by trick, between 23rd and 31st ult. — A WOMAN, who gave the name of SMITH, age about 45, height about 5 ft. 5 in., stout build, complexion fair, hair brown, eyes ( small) blue, mole sup- posed right side of chin; dress, black and white large check flannelette bodice, dark skirt, grey mixture shawl with fringe, large black straw hat, rather heavy lace boots, sometimes wears a light blue tie, rings on fingers of both hands. Hawks lace, which she carries in a white wicker basket. Warrant issued. 36.— Eastbourne ( Borough).— For stealing £ 1, 20th inst.— A MAN, age 28 to 30, height 5 ft. 9 or 10 in., slight build, complexion pale, squints slightly, lame left leg; dress, brown jacket, light trousers, or brown suit and light cap. He called at the residence of a medical practitioner, and in- formed the servant that the doctor had purchased some books and had requested him to call for the amount, 6s. 6d. The servant gave him a sovereign; he then stated he would get change and absconded. Warrant issued. Information to Major Teale, Chief Constable, Eastbourne. 37.— Hove ( Borough).— For embezzlement— HARRY MOORE, age about 19, height about 5 ft. 4 in., complexion fresh, hair dark brown, good teeth, short neck ; dress, long black overcoat, light colour trousers, dark blue cap. A porter; native of Brighton; was invalided from the Navy. Absconded 16th inst. Warrant issued. Information to Majof Teevan, Chief Constable, Hove.
