All communications for insertion in the POLICE GAZBTTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE NEW SCOTLAND YARD, LONDON, S. W. Particula s concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engravers' 1 charge will range from 5s. to 10s. A remittance of 5s. should be made in the first instance for cost of en- graving sketches. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be, inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 6. ( SLTIONS. 7.' Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they arc alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. hi all cas i the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from su « h publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. THE EDITOR, New Scotland Yard, London, S. W. SPECIAL NOTICE. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1 . Printed hand- bills, or other advertisements, offering a reward for the discovery ot property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commis- sioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points :— ( a) The amount o£ the reward, ( i) The conditions on which it is payable, ( e) The name and address of the person by whom it will be paid. ( d) The name and address of the printer must appear thereon. 2. No expression must be used in such an advertisement in relation lo property stolen, or criminally taken or disposed of, holdinu out any expectation that the reward will be paid on its return without the offender being brought to trial, or - without enquiry. Attention is particularlydirected to the conditions ( a) to ( d), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE.— There are 190 Stations of the Metro- politan Police Force at which Notices can be posted. Victoria Street, Westminster, to any person giving such infor- mation as will lead to the apprehension and conviction of the thief and recovery o£ the property, or in proportion to the amount recovered. [ Insert name and address of the Printer.] It is to be specially noted that all printed Hills or Circulars forwarded to the Metropolitan Police Office for posting or dis- tribution, whether offering rewards or otherwise, should have the Printer's name and address thereon, as required by the Act 32 and 33 Vic., cap. 24 ( see second Schedule re- enacting Sep. i of 2 und 3 Vic., cap. 12). METROPOLITAN POLICE DISTRICT 1. — B Division. — For stealing £ 375 — WILLY STEINECKK, age 28, height 6 ft., complexion fair, hair, beard ( short and pointed) and moustache ( turned up at ends) light, eyes blue, speaks English fluently, of smart appear- ance ; dress, black frock coat and vest, dark tweed trousers, high silk hat. A native of Cassel, Germany. Absconded 21st ult. Was accom- panied by his wife, age 22, height 5 ft! 1 or 2 in., complexion pale, hair ( worn over forehead) black ; dress, blue skirt, scalloped edges, brown felt hat ; and a child, age 12 months. May endeavour to leave the country. Warrant issued. Not to be arrested out of the United Kingdom. 2.— K Division,— For larceny ( s° rvant)— HAROLD PRE-> TON YORES, age 21, height 5 ft. 7\ in., complexion pale, hair brown, eyes grey, scar on left little finger ; dress, grey Norfolk suit, grey cap, brown stockings and boots. Warrant issued. 3.— L Division.— For obtaining money by false pretences— HORACE . JONES, alias HAC- KETT and E. SIRED, age 30, height 5 ft. 8 in., complexion sallow, hair dark brown, very plau- sible manner ; dress, dark jacket suit, black hard felt hat. A waste paper dealer. He represented to persons in the provinces that be could supply them with a quantity of old magazines, obtained payment for same, but failed to forward the goods. Warrant issued. 1.— N Division.— For stealing ( bailee) a diamond ring— EDWARD ATTWELL, age 30, height 5 ft. 7 in., slight build, complexion fair, hair brown, eyes blue; dress, grey tweed suit, black hard felt hat. Warrant issued. 5.— R Division. — For obtaining lis. by false pretences— G. F. SCOVELL, age 3), height 5 ft. 6 in., complexion fair, hair light, eyes blue ; wearing dark clothes. A clerk ; native of Coventry. He called oil clergymen, represented himself as an Inland Revenue Officer at Coventry, and obtained money by stating that he had lost his railway ticket. Warrant issued. l.— T Division.— For stealing, 16th ult., 13 books from railway bookstall — GEORGE HENRY WILSON, alias GEORGE THOMAS WILSON, EDWARD PESKETT, CHARLES STIRLING, EDWARD KESTERTON, and FREDERICK SIMMONDS, Office No. 1488- 99, age 48, height 5 ft. 3j in., complexion fresh, hair, whiskers and moustache dark brown ( turning grey), eyes blue, mole right cheek, 2 moles between 3rd and 4th left fingers, 5 flesh lumps back of neck ; dress, long black overcoat, dark trousers, black hard felt hat ( flat top), and Blucher boots. Has been convicted at Man- chester, Cheltenham, Winchester, Warwick, Reading, Nottingham, Preston, Guildford, Bath, and other places. Photograph appears in ILLUSTRATED CIRCULAR No. 18, Series 67. He called upon a house agent at Llandudno, agreed to rent a house, and obtained the above amount by a worthless cheque made payable to self, for £ 4, at the Metropolitan Bank, which was returned marked " no account." DERBYSHIRE. 12.— Chesterfield { County). — For non- payment of maintenance arrears — EDWARD MAYNELL CLAY, age 64, height 5 ft. 8 in., complexion pale, hair brown, wears a wig on top hair of which is of rather different colour to his own, full beard and moustache, turning grey, eyes blue. ESSEX. 16.— Epping { County).— For obtaining by false pretences, 20th ult., at Chipping Ongar, a pair of boots, size 8, marked " 10s. 6d."; 1 do., size 9, marked " 8s. lid."; 3 pairs girls' boots, sizes 11,12, and 13 ( 1 pair button, marked " 5s. 6d."; 1 pair lace, marked " 4s. lid." ; 1 do., marked " 3s. 7d.")— A MAN, age 36 to 40, height 5 ft. 9 or 10 in,, hair and moustache dark, carried one arm in a sling ; wearing light dust coat and cap. Appearance of a mechanic. He called at a boot shop and produced a letter purporting to have come from a vicar, requesting that boots may be sent to him by bearer. Warrant issued. Information to Supt. He travels the country in an old van, " S. She poses as an invalid, stays at hotels and boarding houses, and endeavours to make the acquaintance of Anglo- Indians, especially those visiting this country from Calcutta. Warrant issued. HER TFORDSHIRE. 19.— Ware { County).— For stealing from his lodgings at High Cross, 21st ult., a nearly new cotton shirt with blue lines forming squares; 1 blue serge cap; and 3s. 2d.— A MAN, age 28 to 30, height about 5 ft. 7 in., stiff build, complexion fresh, hair and moustache dark brown; dress, light tweed jacket and cap, cord trousers, lace boots. A printer's clerk ; supposed a native of Manchester. Absconded 17th January last. A native of London. Is a deserter from the South Staffordshire Regiment. Has in his possession the South Africa War medal. Warrant issued. Information to Supt. LAN- DAUK, a German Jew, age about 23, height 5 ft. 4 or 5 in., stout build, complexion sallow, round face, hair light, clean shaved; wearing brown overcoat, black hard hat, lace boots. A clerk ; native of West Bromwich. Is a good athlete, frequents race meetings, football and boxing matches. Warrant issued. Not to be arrested out of the United Kingdom. Information to Chief Constable Rafter, Bir- mingham. 28. — Coventry { City). — For unlawful wounding with intent to do grievous bodily harm — VINCENZO CIRQUA, an Italian, age 25 to 30, height 5 ft. 10 or 11 in., square shoulders, com- plexion fresh, high cheek bones, hair brown, slight moustache. An organ grinder and ice cream vendor. Warrant issued. 29.— Coventry { City).— For attempting to obtain £ 4,000 by false representations— EDGAR STANLEY AULTON, age about 32, height 6 ft., weight 20 stones, complexion fresh, hair light brown, may be growing a moustache and beard, sometimes wears a shade over left eye. Is fond of horse racing and billiards. A solicitor; believed a native of Derby. May practice as a veterinary surgeon. Warrant issued. Not to be arrested out of the United Kingdom. WILTSHIRE. 30.— Swindon { County).— For being con- cerned with JOHN BAKER, alias SIDNEY GROVES and BRISTOL SID ( in custody) for stealing ( by trick) a cheque for £ 23 12s., and obtaining £ 17 10s. by fraud— TOM TAYLOR, age about 45, height 5 ft. 5 in., stout build, com- plexion fresh, moustache light brown, curled at ends; wearing short black overcoat, motor cap; carried a thick bamboo stick.— A MAN, age 35, height 5 ft. 4 in., inclined to be stout, slight moustache brown ; usually wears a brown over- coat.— BILL TOMPKINS, age 40 to 50, height 5 ft. 10 in., complexion dark, hair turning grey, clean shaved. Low horse dealers. One of the above men offered a horse for sale for a certain sum; a confederate then offered to repurchase same for a larger sum, at the same time showing a ( juantity of gold ; the dupe then gave the former a cheque, which lie afterwards cashed. They then absconded, leaving behind an old horse of little value. Baker has been previously con- victed at Bristol, January, 1894, and at Norwich, June, 1902, of conspiracy. Warrants issued.
