All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons - whose apprehension is sought uill be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engravers' charge will range from 5.?. to 10s. A remittance of os. should be made in the first instance for cost of en- graving sketches. 6. Every announcement, if for the apprehension of a persont must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. %_ TIOKT S. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be. apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cas " i the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing con only be accepted on payment; and the charges for the insertion of the same will be given on application. THE EDITOR requests that Chief Officers of Police, when forwarding for identification by the Metropolitan Police the Photographs and descrip- tive forms of Persons in custody, will please see that the specific offence is stated, e. g. :— Stealing £ 1,000 from bank ; stealing pair of boots from shop door ; stealing bale of silk, van unattended, & c., & c. This may often prove a ready means of recognition, and Judges have recently complained of the absence of such particulars in dealing with previous convictions. SPECIAL NOTICE. SWINDLERS. THE attention'of Police is called to ARTHUR CLAUDE BEVINGTON, alias HILTON and THORNTON ( See Case No. 7, 19th December, 1902). Amended description : age 40 to 45, height 5 ft. 6 in., complexion fresh, hair ( curly) and moustache light brown, may have grown a beard, two or more upper teeth project, of good address, plausible manner ; dresses well, may be wearing a black hard felt or silk hat. He obtains possession of shops by false references, and secures a stock of goods on credit, then trades as a bogus company, generally in the incandescent burner and mantle business, also advertises for managers, from whom he obtains money as security and then absconds. This man traded in the Borough and also in Old Kent Road, London, as the Imperial Gas Light Burner Company, and at Margate as the National Incandescent Supply Company. He usually resides in a quiet neighbourhood away from the shops, with his wife, 2 sons, ages 15 and 17, and a daughter age 22. Sentenced at North- ampton Assizes, 21st June, 1900, to 3 years penal servitude for arson. Released 29th December, 1902, on licence, which will expire 20th June next, a 196. ' d.— T Division For attempted rape, 8th inst.— JOE WALTERS, age 30 to 35, height 5 ft. 9 in., broad shoulders, complexion dark, hair and moustache dark brown, carries his head forward, slightly knock- kneed ; dress, grey plaid jacket, double- breasted vest, moleskin trousers ( tight- fitting), black silk neckerchief, dark cap or black hard felt hat, lace boots.— ARTHUR FIELD, age 24. height 5 ft. 7 or 8 in., complexion fresh, full round face, hair and slight moustache light, small lump under one ear; dress, blue or black jacket, light cord trousers and vest, print neckerchief, dark cap, lace boots. Both are navvies, and may be found on public works. King and Queen tattooed on chest, figures on both forearms ; dress, black coat and vest, striped or dark cord trousers, dark blue cap, wears 2 silver rings on left little finger, Indian Frontier medal ribbon on vest. BRIDGES HIRE. 10.— Cambridge ( Borough).— For stealing, 14th inst., a pneumatic bicycle, 26 in. frame, black enamelled, usual parts plated, upturned handlebars, rather wide, white handles with black tips, rat- trap pedals, mudguards, headlock nut missing— A MAN, who gave the name of — WATKINSON, age about 30, height 5 ft. 5 or 6 in., full face, hair brown, moustache ginger; dress, blue jacket suit, blue tie with white spots, drab colour soft felt hat. CA RDIGA NSHIREm 11.— Aberystwyth ( County).— For obtain- ing food, lodging and 5s. 6d. by false pretences— — HARRIES ( supposed false), age about 28, height 5 ft. 6 or 7 in., complexion fair, hair brown ; dress, black jacket and trousers, fancy vest, brown cap with large peak, black nap over- coat with velvet collar, brown leather leggings with bnttons, kid button boots with patent leather toecaps. He represented himself as an electrician and civil engineer, and stated that he had been sent to purchase electric light or gas works, and that his employer was coming from Liverpool. Warrant issued. CA RNA R VONSHIRE. 12.— Bangor ( County). — For obtaining money by false pretences LLOYD JAMES, alias CHARLES GRIFFITHS, age 45, height 5 ft. 10 in., very stout, complexion dark, hair, whiskers and moustache black; wearing dark clothes and an Inverness cape. He advertised ferrets for sale in the Exchange and Mart, 21st November last, re- ceived postal orders in payment, but failed to forward the ferrets. Until the beginning of De- cember last he had letters addressed to 28, Car- burton Street, London, W. Supposed identical with Charles Griffiths, Office No. 3275. Warrant issued. Information to Deputy Chief Constable Harris, Bangor. CORNWALL. Camborne ( County).— For stealing a quantity of foreign and English stamps to the value of £ 130 ( long firm fraud)— MALCOLM CAMPBELL, age 24, height 5 ft. 8 in., slight build, hair, whiskers, and eyes brown. He represents himself as a land surveyor, shipping agent, etc. Had in his possession correspondence cards headed " M. Campbell, shipping agent, & c., Nexborough." He occasionally visits Ardrossan and Glasgow. Warrant issued. Information to Supt. Vercoe, Camborne. ESSEX. M — Epping ( County).— For stealing ( bailee) 2 grey geldings, age 5 years, about 15 hands; 3 dark brown geldings, from 14 hands to 14 hands 3 in.; 1 light bay gelding, age 4 years, 15 hands; 1 dark bay mare, age 6 years, 15 hands— JAMES STREET, alias COLLY STREET, age about 36, height 5 ft. 6 or 7 in., complexion fresh, hair and slight moustache dark. A general dealer. May be found in company of low horse dealers. Some- times travels with a van, accompanied by his wife and child ( age about 2 years). Had with him a grey pony and a costermonger's barrow. Warrant issued. Information to Supt. Pryke, Epping. £ 2 REWARD. 15.— Saffron Walden ( County). — For neglecting to maintain his wife, leaving her charge- able to the Common Fund of the Saffron Walden Union— THOMAS HENRY WALTON, age 45, height about 5 ft. 6 in., complexion fresh, hair, whiskers, and moustache dark. A carpenter; native of Great Chesterford. Warrant issued. The above reward will be paid by the Guardians of the Saffron Walden Poor Law Union to any person giving such information as will lead to the apprehension of Walton. Information to Supt. GLA MORGA NSHIRE. 16.— Cardiff [ Borough). — For larceny — Supervisee AKTHUR HENRY JONES, Office No. 1071- 02, age 19, height 5 ft. in., com- plexion fresh, hair and eyes brown, burn scar left cheek and front left wrist, scar point of nose, back right hand, lobe of left ear, and on left forefinger, left little finger contracted, 2 dots, heart, and square tattooed back of left hand. Sentenced at Gloucester County Quarter Sessions, 16th October, 1901, to 6 months imprisonment and 1 year supervision for stealing a bicycle. Information to the Chief Constable, Cardiff. GLOUCESTERSHIRE. 17.— Chipping Sodbury ( County).— For stealing a bicycle, enamelled green, gold lines, 23 in. frame, free wheel, " Truskcott & Son, Wicliffe," transfer, Bowden rim brake, front tyre brake, Palmer tyres and rims, non- slipping bands, raised handle- bars, bone handles with grey tips, £ in. pitch roller chain, ribbed mud guards, rat- trap pedals, Bluemel's new spring saddle, electric bell, Lucas lamp— A MAN, who gave the name of ERNEST SPENCER, age about 25, height 5 ft. 3 or 4 in., complexion fresh, hair dark brown, slight mous- tache dark, spoke with northern accent; dress, dark blue serge suit, black bowler hat, lace boots. A pianoforte tuner and repairer. May be found staying at country inns. Warrant issued. Information to Supt. Phelps, Chipping Sodbury. HAMPSHIRE. \ S.— Aldershot ( County).— For attempted murder, 11th inst.— A MAN, age about 30, height 5 ft. 8 or 9 in., rather stout build, full round face, moustache brown, of military appearance; dress, dark overcoat and suit, black hard felt hat. Stated he had served in the 2nd Battalion West Surrey Regiment. Information to Supt. Hawkins, Aldershot. 19. — Southampton ( Borough).— I'or falsification of accounts— EDWARD HENRY TOWNSEND, age 30 to 35, height 5 ft. 7 or 8 in., complexion fresh, hair brown, eyes grey. A butcher's manager. Warrant issued. Information to the Chief Constable, South- ampton. ISLE OF ELY. 20.— March ( County).— For stealing, 11th inst., a silver watch and chain ( recovered)— A MAN, age about 50, height 5 ft. 9 or 10 in., com- plexion sallow, hair ( bald on top) light, moustache close clipped, eyes large and prominent, addicted to drink; dress, dark suit, brown overcoat, black hard felt hat with large brim, lace boots, carried a stick with hook handle. A native of Rushden, Northants. Has been a commercial traveller in the boot trade. Information to Supt. Nixon, March. KENT. 21.— Sandwich ( County).— For deserting his wife and children— WILLIAM HENRY MORANT, age 27, height 5 ft. 6 in., complexion fresh, hair dark, moustache brown, eyes blue, female in military uniform, and a ship tattooed on right forearm, " Lizzie" on left forearm. Supposed a native of Ramsgate. Has been employed as an electric tramcar driver. Warrant issued. Information to Supt. Chaney, Sandwich. 22.— Ramsgate ( Borough).— For neglecting his children— SAMUEL THOMAS HALSEY, age about 39, height 5 ft. 3^ in., complexion dark, hair black, eyes blue. A fisherman. He left Lowestoft on 8th ult., and will, no doubt, endeavour to obtain a berth on a fishing smack or steam fish carrier. Warrant issued. Information to Chief Constable Jones, Ramsgate. KING A RDINESHIRE. 23.— Stonehaven ( County).— For obtain- ing £ 15 by a forged bank cheque, 1st September, 1902— CHARLES E. OSWALD, age 45 to 50, height about 5 ft. 11 in., stout build, complexion ruddy, hair ( bald on top) and whiskers light brown, turning grey, beard and whiskers cropped short; he styled himself " Captain " Oswald, and stated he had served in the Royal Navy. Is fond of betting; prior to August, 1902, was employed in London as a solicitor's clerk. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Stonehaven. LANCASHIRE. 24 .— Chorley ( County).— For stealing, 9th inst., 3 medals ( 1 gold, 1 silver, both issued by the Humane Society, for saving life, each with " Sir James de Hoghton " on rim; other for Coomassia Expedition, 1875, with " Lieutenant Sir James de Hoghton" on rim); 1 lady's Inverness cloak, green, white and black plaid; 1 do. gold ring, set long opal, small diamond each side; 2 £ 20 Bank of England notes, and £ 10— WALTER SYRE, age 25 to 30, height 5 ft. 8 in., complexion pale, hair dark brown, clean shaved, good teeth, shrugs shoulders when talking, speaks German fluently ; dress, dark jacket suit, dark overcoat, " Vienna " on tab, wearing metal watch, silver chain, cable pattern. A footman. Has resided at Vienna and Cairo. He took train for Euston 9th inst., had with him a new black canvas trunk, brown leather comers and straps, and an old brown kit bag. Warrant issued. Norris, Chorley. 25 — Liverpool ( City).— On several charges of stealing clothing, & c„ from his lodgings, 20th ult. and other dates— CHARLES TURNER, alias FRED WALLACE, age 60, height 5 ft. 7 in., com- plexion fresh, hair ( bald on top) brown. A printer ; native of Liverpool. Has been convicted of similar offences at Birkenhead, Blackburn, Bolton, Chester, Oldham, and Salford. Information to the Head Constable, Detective Department, Liverpool. 26.— Oldham ( Borough). — For obtaining 30s., and a pair of gloves by false pretences— CHARLES ALDERSON, alias WILSON, age 35 to 40, height 5 ft. 7 in., complexion pale, thin features, hair dark brown, pointed beard; dress, black coat and vest, grey trousers, overcoat, soft felt hat. May be accompanied by his wife, ag3 30 to 40, complexion rather sallow, hair brown; dress, navy blue skirt, red woollen blouse, bonnet with heliotrope flowers, cape or jacket ; and a daughter, age 2 years and 5 months. He was employed in Bradford as an organist from No- vember to January last, then came to Oldham, took apartments for himself, wife and child, and had cards printed styling himself, " Organist and professor of music; pianofortes tuned; pupils re- ceived, etc." On 5th inst. he presented a crossed cheque ( from the London, City and Midland Bank, Ltd., Laisterdyke Branch, Bradford, for £ 3 5s, made out in name of C. Alderson, and signed W. Hudson) to a tradesman in payment of a pair of gloves, received 30s. in change, and was told to call later for the remainder, which he failed to do. The cheque was returned from the Bank marked " No account." Had in his possession a number of worthless cheques. Warrant issued. Not to be arrested out of the United Kingdom. MONMOUTHSHIRE. 27.— Pontypool ( County).— For stealing a blue Melton overcoat, with velvet collar; 1 blue cloth jacket; 1 moleskin vest with white bone buttons, jean back and sleeves; 1 light and 1 dark colour flannel shirt; 2 silk neckerchiefs; 2 pocket knives, 1 white, other brown handle; 1 dark grey cap; 3 handkerchiefs with blue borders— ALFRED HUNT, age about 40, height about 5 ft. 7 in., com- plexion dark, Roman nose, hair ( turning grey) and moustache black, slouching gait; dress, old grey coat and vest, striped trousers, or some of the stolen clothing. A labourer, or fireman in ironworks. Supposed a native of Staffordshire. Absconded 7th inst. Warrant issued. 28. — Pontypool ( County). — For stealing ( bailee) a silver watch ( recovered)— DAVID WEBB, alias MOTIIERSOL, age about 55, height 5 ft. 4 or 5 in., complexion, hair ( turning grey), whiskers and moustache dark, eyes watery; dress, navy blue jacket and vest, plaid trousers, light plaid cap. A watch and clock repairer. Tramps the country, stays at common lodging houses. Ab- sconded 29th ult. Warrant issued. Information to Supt. James, Pontypool. TUESDAY, FEBRUARY 24, 1903. YORKSHIRE ( 29.— Richmond ( County).— Committed for trial at York Assizes, 10th prox., for robbery with vio! ence, 3rd ult., and stealing 2 watches and 3s.— ARTHUR JAMES, alias CHARLES HAROLD HIRST, age 23, height 5 ft. 5J in., lorth Riding). complexion rather sallow, hair and moustache brown, eyes hazel, woman tattooed on right fore- arm, several dots left forearm. A native of Leeds. He joined the Yorkshire Regiment at Bradford on 4th December, 1902, and is known to have deserted from the Lancashire Fusiliers at Malta in November, 1901.— FRED WATSON, alius CRUST and GEORGE BECKETT, age 29, height 5 ft. 5 in., complexion fresh, hair and eyes ( prominent) brown, woman's bust, with hat, Union Jack, flags tattooed on right forearm, blue dots left wrist, 1 front lower tooth missing, others bad and' irregular. A native of Wath- on Dearne. He joined the Yorkshire Regiment at Bradford 4th December, 1902, and is said to have frequently enlisted into and deserted from other Regiments. Information to Supt.
