POLICE GAZETTE PUBLISHED BY AUTHORITY; NEW SERIES. FRIDAY, FEBRUARY 13, 1903. VOL. XX., No. 1996. REGrXJL 1. All communications tor insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOH OP THE POLICE GAZETTE. NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engravers' charge will range from 5s. to 10s. A remittance of bs. should be made in the first instance for cost of en- graving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. A. TXO Bff S. 7. Announcements concerning stohn property mist be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they arc alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cas • the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. Cities and Boroughs therein, arranged in alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. SPECIAL NOTICE. IT is notified for the information of the Police Forces generally that the existing arrange- ments provide that all persons convicted of offences falling under classes II to V, appendix A of the Judicial Statistics, 1899, pages 220 to 224, and sentenced at Quarter Sessions or Assizes to imprisonment for a month or longer, are criminally registered by having their finger- prints and photo- graphs taken in the prisons a fortnight before release. The Police of the Metropolis have been in- structed that whenever they deem it desirable to have criminally registered persons convicted of offences, and sentenced to imprisonment in Magistrates' Courts, the words." finger- prints" or " finger- prints and photograph " are to be added to the form on which the conviction is reported to the Chief Office, who then place themselves in correspondence with the prison authorities. It is suggested that Chief Constables and Heads of County and Borough Police Forces might similarly apply specially in suitable cases for the finger- prints and photographs of persons convicted in Magistrates' Courts whom they believe to be professional or dangerous criminals. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT 1.— Convict Supervision Office.— For failure to report — Supervisee HENRY GINGER, alias GEORGE HENRY BENNETT, HENRY E. GARROD, HENRY GEORGE GINGER, and HENRY GREEN, Office No. 2975- 00, age 3G, height 5 ft. in., complexion dark, hair black, eyes brown, scar each eyebrow and 2 back of left forefinger. Sentenced at Maidstone Sessions, 11th April, 1895, to 5 years penal servitude and 3 years supervision for lar- ceny ( servant). V 105. Has also been convicted at Durham, Bury- St.- Edmunds, and in London. To be dealt with wherever found. 2. — C Division. — For obtaining £ 242 13s. 6d. by false pretences — ALFRED EDWARDS, alias ELLMAN, age 35, height 5 ft. 7 in., stout build, complexion fresh, hair and moustache dark, rather bow- legged; wearing dark clothes. A club proprietor. Warrant issued. 3.— D Division « — For larceny ( servant)— MARY A. BATES, alias ROBERTS and BAITETAIETS, age 32, height 5 ft. fi in., com- plexion sallow, hair brown, eyes blue, abscess scar under surface of right jaw and below both ears, toes and top of left thumb crushed ; dress, black dress and hat. A native of Peasemaish. Warrant issued. 4.— J Division•— For stealing a silver watch, gold Albert with green stone seal, attached : 1 gold signet ring; and £ 24 2s.— ALFRKD TAYLOR, age 20, height 5 ft. in., complexion dark, hair dark brown, eyes brown, abscess scar left cheek, hairy mole right cheek, left leg withered, lame, " Carrie " on right forearm, arrow left forearm ; dress, dark overcoat, dark grey jacket and vest, plaid cap, lace boots. A cabinet maker ; native of Bethnal Green. 5. — K Division. — For obtaining £ 10 by a worthless cheque, 22nd November, 1902— ALEXANDER VILLIERS GEORGE, age 35, height 5 ft. 7 in., complexion dark, hair and moustache brown, eyes grey, of smart appearance and good address ; dress, blue Melton overcoat, dark flannel jacket suit, silk hat, usually carries an umbrella. A private inquiry agent. An associate of betting men. Warrant issued. 6.— P Division.— For being a suspected person, having housebreaking implements in his possession ( concerned with Expiree Richard Reynolds, Office No. 281- 02, sentenced to 12 months imprisonment)— A MAN, age 30 to 35, height 5 ft. 10 or 11 in., Complexion, hair and moustache dark ; dress, dark brown tweed jacket suit and cap. Warrant issued. 7.— P Division.— For carnally knowing a girl, age between 13 and 16 years— GEORGE HUNSTEAD, age 22, height 5 ft. 9 in., slight build, complexion fair; dress, dark coat and vest, cord trousers, light cap. A labourer; native of West Wickham, Kent. Warrant issued. 8. — P Division. — For attempting to carnally know a girl under 13 years of age— HENRY JOHN MILTON, alias JOHN MILTON, age 27 ( looks older), height 5 ft. 5 in., slight build, complexion fresh, hair brown, long moustache light, eyes blue, dot right forearm; wearing brown overcoat, black hard felt hat. A jobbing gardener; native of Upper Norwood. Warrant issued. 9.— V Division.— For embezzling £ 4 10s. 3d. — CHARLES EDWARD BIRCH, age 41, height 5 ft. 5 in., complexion fair, round face, hair and moustache light brown, eyes blue; dress, black coat and vest, dark mixture trousers, dark grey dust overcoat, black band on left arm, black cap, low shoes. A native of Wimbledon. Warrant issued. 10.- V Division.- For stealing £ 87 10s.— JOSEPH KEECH, age 23, height 5 ft. 11 in., complexion pale, hair and moustache dark, slight scar right side of nose, 1 tooth deficient front of upper jaw, left ankle inclined inwards, large feet, scar left calf; dress, blue serge jacket and vest, dark tweed trousers, black tie with red spots, hard felt hat, brown boots. A native of Cambridge. May endeavour to leave the country. Warrant issued. 11.— V Division.— For obtaining £ 8 by false pretences— A MAN, who gave the name of ERNEST VERNON, age about 60, medium height, complexion fair, hair and moustache grey, limps; dress, blue melton overcoat, dark striped trousers. Appearance of a coachman. He obtained the above amount by giving a bogus order for valuation of property for probate. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. BERKSHIRE. 12.— Reading ( Borough).— For stealing a purse containing £ 7 ltls.- COCKNEY NORTH, age about 18, height 5 ft. 1 or 2 in., complexion fresh ( freckled), hair ( curly in front) ginger, eyes grey, small mole right cheek, speaks with London accent; dress, dark jacket, grey plaid double- breasted vest, black trousers, white muffler.— FREDERICK POWELL, age 22, height 5 ft. 6 or 7 in., complexion pale, thin face, hair dark, long scar right side of neck, 2 of right fingers deficient; dress, blue double- breasted jacket and vest, old khaki colour trousers, white silk wrapper, brown boots. King and Queen tattooed on chest, figures on both forearms ; dress, black coat and vest, striped or d nk cord trousers, dark blue cap, wears 2 silver rings on left little finder, Indian Frontier medal ribbon on vest. A native of Kent. Fie represented himself as an electrician and civil engineer, and stated that he had been sent to purchase electric light or gas works, and that his employer was coming from Liverpool. Sentenced at Gloucester County Quarter Sessions, 16th October, 1901, to 6 months imprisonment and 1 year supervision for stealing a bicycle. 21.— Cardiff { Borough).— For shopbreaking and larceny of jewellery — Licence- holder FRANK VOILETT, alias THOMAS EVANS, WILLIAM HAMILTON, and WILLIAM KER- TON, Office No. 3008- 02, age 41, height 5 ft. 3£ in., complexion dark, hair dark brown, eyes grey, sailor, tombstone, " IN MEMORY OF MY MOTHER" thereon, cupid, clasped hands, rising sun, coat of arms, kangaroo, emu, sailor- boy, flowers, bracelet, and woman's head left, and ballet girl skipping on ball, cupid, flowers, brace- let, ship, Britannia, woman's head, bracelet, man's head, woman, and 2 tigers right arm. Sentenced at Taunton Assizes, 20th January, 1899, to 5 years penal servitude for receiving stolen property. Released, 31st October, 1902, on licence, which will expire 19th January next. Z y. GLOUCESTERSHIRE. 22.— Staple Hill { County).— For escaping from the Inebriates' Home at Brentry. 23rd ult. — CHARLES WICKtfiNDEN, age 32 ( looks younger), height 5 ft. 6 in., complexion fair, small features, hair light brown, eyes grey, clean shaved, wears small gold earrings; dress, dark jacket, vest with sleeves, cord trousers, blue striped tie, plaid cap. A labourer; supposed a native of Thornton Heath, Surrey. Warrant issued. Information to Supt. Cooke, Staple Hill. HAMPSHIRE. 23.— Aldershot { County). — For stealing, 5th inst., a quantity of harness ( recovered)— A MAN, who gave the name of LEWIS, age about 26, height 5 ft. 5 or 6 in., complexion dark, hair and slight moustache brown ; dress, brewn coat and vest, white cord trousers, white muffler, plaid cap. Appearance of a tramping labourer. Information to Supt. Hawkins, Aldershot. LANCASHIRE. £ 1 REWARD. 24.— Bolton { County).— For deserting his wife and family, leaving them chargeable to the Union— GEORGE LILLYWHITK, age 34, height 5 ft. 10 or 11 in., slight build, complexion fresh, hair, slight moustache, and eyes brown, some- times clean shaved, of smart appearance. A photo- grapher and canvasser; native of Warrington. Usually canvasses at barracks. Warrant issued. The above reward will be paid by Mr. H. I. Cooper, 28 Mawdsley Street, Bolton, to any per- son giving such information as will lead to the arrest of Lilly white. Information to Snpt. Leeming, Bolton. £ 50 REWARD. 25.— Liverpool [ City).— For stealing, 8th December, 1902, diamond jewellery to the value of £ 900— FRANCIS JOHN BRADLEY, age 35 ( looks older), height 6 ft. 1| in., slight build, com- plexion fresh, oval face, clean shaved, eyes blue, small mole left cheek; wearing a long loose, grey overcoat, black hard hat. A native of Liverpool. Has been convicted of forgery in South Africa, where he resided several years prior to the late war. Is said to have been a Lieutenant in the South African Irregular Forces, also connected with the Cyclist Corps. Warrant issued. Information to the Head Constable, Liverpool, by whom the above reward will be paid to any person giving such information as will lead to the apprehension and conviction of the thief and the recovery of the property, or in proportion to the amount recovered. 26.— Liverpool { City).— On several charges of stealing clothing, & c., from his lodgings, 20th ult. and other dates- CHARLES TURNER, alias FRED WALLACE, age 60, height 5 ft. 7 in., com- plexion fresh, hair ( bald on top) brown. A printer ; native of Liverpool. Has been convicted of similar offences at Birkenhead, Blackburn, Bolton, Chester, Oldham, and Salford. Information to the Head Constable, Detective Department, Liverpool. 27.— Salford { Borough).— For failure to report— Supervisee WILLIAM JOHNSOV, alias JOHN CHORLTON and CHARLTON, Office No. 2362- 01, age 41, height 5 ft. 0j in., com- plexion fresh, hair black ( turning grey), eyes grey, several ( faint) scars on forehead and 1 on right middle finger. Sentenced at Shrewsbury Sessions, 15th October, 1900, to 9 months im- prisonment and 3 years supervision for house- breaking, and 3 months imprisonment for larceny. Has also been convicted at Manchester, Liverpool, Oldham, and Preston. Information to the Chief Constable, Salford. LEICES TERSHIRE. 28.— Hinckley { County).— For obtaining a pair of spectacles and 6s. by false pretences— A MAN, age 36 to 40, height about 5 ft. 8 in., slight build, complexion fair, hair light brown, moustache light, supposed well educated; dress, light brown coat, light brown mixture trousers, soft felt hat, carried a hooked stick. He repre- sented that he was in the employ of an optician at Leicester. Warrant issued. Information to Supt. Shillcock, Hinckley. 29. — Loughborough { County). — For obtaining charitable contributions by false pre- tences, 19th ult., at Barrow- on- Soar— CORPORAL ENTWISTLE ( supposed false), age about 36, height 6 ft. 1 or 2 in , complexion fair, hair brown, moustache light brown, of military appearance. Stated he had been wounded in the South African War. Warrant issued. 30. — Loughborough { County). — For stealing 9s. from his lodgings, at Castle Donning- ton, 4th inst.— A MAN, age about 26, height about 5 ft. 6 in., complexion and hair dark, thin features ; dress, dark jacket and cap, dark worsted jacket, dark trousers, blue tie, ring on left middle finger. Stated he was employed by a builder as timekeeper. Information to Supt. Agar, County Police Office, Loughborough. NORFOLK. 31.— Norwich { City).— For uttering counter- feit 5s. pieces, dated 1889, 7th inst.— A MAN, age about 45, height about 5 ft. 8 in., stout build, square shoulders, complexion fresh, full face, hair and heavy moustache dark ( turning grey); dress, dark clothes, blue overcoat with velvet collar, hard felt hat with rather wide brim. The 2nd " 8" in the date on coins is not so distinct as the other figures. Information to the Chief Constable, Guildhall, Norwich. PERTHSHIRE. 32. — Perth ( County). — For failing to surrender to his bail, having been charged with assault, 26th December, 1902 — MOSS I MO MON ATTINI, an Italian, age 22, height 5 ft. 7 in., complexion fresh, hair light, clean shaved, eyes grey, prominent nose; dress, dark grey jacket suit, peak cap, tan colour shoes. A fried- fish shop assistant. May endeavour to leave the country. Warrant issued. Information to the Chief Constable, Perth. SHROPSHIRE. 33.— Wellington { County). For stealing £ 9, 5th inst,— ALICE THOMPSON, age 21, height 5 ft. 4 in., slight build, complexion pale, hair black, eyes grey; dress, dark grey three- quarter length jacket, black alpaca dress, white sailor hat with black band, lace boots. _ Is accompanied by her husband, age 22, height 5 ft, 6 or 7 in., complexion pale, hair black, slight moustache dark, eyes brown, scar left side of fore- head ; dress, dark grey overcoat, morning suit, black tie with blue spots, old light lace brown boots ( blacked over). YORKSHIRE ( West Riding). 35. — Knarosborough ( County). — For stealing, 27th ult., at Harrogate, a diamond ring ( recovered)— CHARLES PEAROE, alias PRES- TON, WILSON, and JOHNSON, age 28, height 5 ft. 7 in., complexion fresh, hair brown, eyes grey, scar left cheek, " M. L." left forearm, flesh mole left shoulder blade, small brown mole left side of throat, scar centre of back. A native of London. Warrant issued. Information to Supt. Keel, Knaresborough. YORKSHIRE ( 34.— Richmond ( County).— Committed for trial at York Assizes, 10th prox., for robbery with violence, 3rd ulr., and stealing 2 watches and 3s.— ARTHUR JAMES, alias CHARLES HAROLD HIRST, age 23, height 5 ft. 5} in., ' orth Riding). complexion rather sallow, hair and moustache brown, eyes hazel, woman tattooed on right fore- arm, several dots left forearm.
