All announcements for insertion in the POLICE GAZETTE, atvl all communications relating to them, should be addressed to THE EDITOR or THE POLICE GAZETTE, SEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in on • issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if su fficient to enable the article in question to be thereby identified. I. In all cases where a reward is offered, the name, and address of some person responsible for the payment must be giccn, and the exact conditions must be clearly stated. ">. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of Is. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engravers' charge will range from 5s. to 10*. .1 remittance of 5s. should be made in the first instance. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must he signed by the chief officer of police, or his immediate deputy, of the county, city, cr borough, as the case may be. 1TIONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehendedor of stolen property bear a number, and. as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, mint, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all eases the officer signing the request, for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition iuit later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Kew Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. Cities and Boroughs therein, arranged in alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such " expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity l'or the adoption of such a course will bo apparent from the fact that the POLTCK GAZETTE is circulated ill the Colonics. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT L— Convict Supervision Office.— For failure to report- GEORGE HAMILTON, alias CHARLES McLANE, CHARLES J. LAM- BERT, CHARLES McLAUGIILAN, EDWARD McLEAN, CHARLES HAMILTON, CHARLES STEVENS, and CHARLES HOI1LMANN, age 41 ( looks considerably older), height 5 ft. 5J in., complexion sallow, hair ( bald on top) black, eyes brown, scar centre and each side of forehead, on left thumb and back little finger, and 2 back right hand. Sentenced at York Assizes, 19th July, 1900, to 3 years penal servitude for larceny. Has also been convicted in London, Southampton, and many places abroad. Liberated 15tli November last, on licence, which expires 18th July next. A 225. To be dealt witli wherever found. 2.— 5 Division.— For embezzling £ 30— FRANK CECIL BOOTES, age 32. height 5 ft. 9 in., complexion fair, hair and slight moustache light, eyes blue; dress, dark overcoat, light trousers, black and white plaid cap. CITY OF LONDON. 3.- For obtaining £ 11,500 bv false pretences— ANTHONY ARNOUX, age ' about 35, height about 5 ft. 7 in., slight build, thin face, pointed features, hair and slight moustache light ( rather curly), eyes prominent, quiet of speech and manner, speaks with slight American accent, walks haltingly, suffers from rheumatism, can speak French fluently. L— Cambridge { Borough).— For stealing, 25th ult., a safety bicycle, " King & Co., makers, Cambridge," on transfer, black enamelled, usual parts plated, Clipper tyres, rat- trap pedals with toe clips, Bowden brake, 24 in. frame, 28 in. wheels, free wheel, B. S. A. fittings throughout, flat con- vertible handle- bar, cork handles with white tips, black enamelled lamp, bell and pump attached— G. HARRIS ( supposed false), age 28 to 30, height 5 ft, 6 in., complexion fresh, hair light, clean shaved, pimples on right cheek; dress, blue serge jacket suit, dark grey overcoat, blue and black wrapper, check cap. He took lodgings and stated that he was an electrical engineer. Warrant issued. Information to the Chief Constable, Cambridge. DORSETSHIRE. 5.— Portland ( Cf/ untxj}.— For stealing a hay knife at Chickerell— NOAH JAMES, age 20 to 22, height 5 ft. 8 in., square shoulders, complexion fresh, hair light brown, clean shaved, of gipsy ap- pearance ; dress, light tweed jacket and vest, breeches and gaiters of same material, may be wear- ing reefer jacket and bowler hat. A native of Southampton. May be found in company of low horse dealers or gipsies. Warrant issued. 6. — Portland ( County). — For stealing ( bailee) a bicycle ( recovered) READ, age 24 to 26, height 5 ft. 6 or 7 in., complexion, hair, slight moustache, and eyes dark, pimples on face; wearing black greasy jacket, dark plaid vest, old silk cap. A rope runner on public works. Warrant issued. Information to Supt. Ricketts, Portland. ESSEX. 7.— Bre.*! twood( County).— For absconding from Billericay Workhouse, 29tli ult.— GEORGE PATIENCE,- age 42, height 5 ft. 5 in., complexion and hair dark, eyes dark brown, scar on left cheek, snakes tattooed on arms : dress, black coat and vest, cord trousers, black cap, Derby lace boots. A native of Brentwood. Warrant issued. Information t- o Supt. Allen, Brentwood. GLA PA ORG A NSHIRE. 8.— Bridgend ( County).— For endeavour- ing to obtain money by a forged telegram at Ponty- cymmer, 27th August," 1902 EVAN HUGHES, age 38 ( looks older), height 5 ft, 5 or 6 in., weight about 16 stones, full round face, bloated, hair and eyes grey, moustache light brown, of good address, is fond of betting. A native of Llanelly: was employed as manager of the Liberal Club at Pontycymmer. Absconded 6th inst. May endeavour to leave the country. Warrant issued. Information to Supt. Davis. Bridgend. 9.— Cardiff ( Borough).— For forging a cheque, thereby obtaining £ 10— CHARLES EDWARD JOHNSON, age 24, height 5 ft. 7i in., complexion fresh, hair and moustache light, eyes blue, eagle, anchor, and bracelet tattooed right forearm, sphere and Stafford knot left forearm; dress, dark tweed coat and vest, dark blue trousers, lacc boots. A painter; native of Nova Scotia. Is a lance corporal of the Welsh Regiment, and was employed as officer's servant. He obtained possession of a cheque book, then forged the name of an officer. Absconded 19th ult. May en- " pavour to re- cnlist or leave the country. Sentenced at Swansea Assizes, 14th November, 1898, to 5 years penal servitude for larceny. Liberated 22nd September last on licence, which expires 13th November next. Y 411. HAMPSHIRE. 11. — Bournemouth ( County). — For obtaining £ 15 12s. by false pretences— GEORGE METCALF, age 25, height 5 ft. in., complexion sallow, hair, black, clean shaved, eyes dark brown, large hairy mole left side of face, abscess scar right hip° right leg shorter than left, no toes right foot, wearing surgical appliance; dress, dark clothes, 2 vests ( 1 dark, other light), dark grey overcoat with velvet collar, black tie, 2 or 3 silk neckerchiefs, navy blue cap. Has been employed as a sculleryman; stated he was a native of Lancashire, that he had been injured in a railway accident 6 years ago, and is in receipt of a small pension from a railway company. Absconded 19th ult.; was sentenced at Exeter Assizes, in November, 1901, to 9 months im- prisonment for forgery and larceny. Warrant issued. Not to be arrested out of the United Kingdom. SAUNDERS, age 28 to 30, height about 5 ft. 6 in., complexion fresh, full round face, hair and slight moustache brown, abscess supposed on neck; dress, dark over- coat, dark jacket suit, black bowler hat, lace boots, wearing a gold watch chain. A clerk; native of Plymouth. Is a sergeant of the 3rd Volunteer Battalion Hampshire Regiment. Warrant issued. Information to Supt. Hack, Fareham. n.— Lyndhurst { County). — For Stealing, 22i'd nit., a silver Geneva watch, single case. No. 21322— JAMES ASHTON. age 25, height 5 ft. 3 or 4 in., round shoulders, complexion and hair dark, thin round face. A tinman ; supposed a native of Birmingtiam. Has recently been travelling the country accompanied by a man, selling dress lengths. Warrant issued. Information to Snpt. HEREFORDSHIRE. 15, Ross [ County). — For obtaining, 22nd ult., by false pretences, a No. 1 " Ariel " spring- frame bicycle, 1902 pattern, 25 in. diamond frame, gold lined, No. 345, 7 in. cranks, rubber pedals, Dunlop tyres, plated rims, Crabbe front thumb rim brake, ratchet free wheel, back pedal- ling brake, raised handle bar with combination grips, plated pump and clips, 2 transfers on frame, ? on back of mudguard, " Ariel," \ in. by 3- 16 in. chain, Lycett saddle, bell atached— ERNEST SPENCER, age about 28, height 5 ft. 4 or 5 in., complexion dark, hair ( parted in centre) dark brown, slight moustache dark, eyes blue, north country accent; dress, dark reefer jacket and vest, dark trousers, black and white large check tie, black hard hat, rather heavy lace boots, wearing gold- colour links and steel watch chain. Warrant issued. Information to the Chief Constable, Maidstone. LANCASHIRE. 20.— Chorley County).— For embezzlement — RICHARD PORTER, age 42, height 5 ft. 5 in., complexion sallow, hair ( cut short) grey, moustache light brown, eyes grey; dress, grey suit, with black and white stripe, light fawn overcoat, black and white check cap, grey cloth leggings, tan button boots. A brewer's traveller. May endeavour to leave the country. Warrant issued. Not to be arrested out of the United Kingdom. 23.— Rochdale ( Borough).— For embezzle- ment— WILLIAM SMITH, age 40, height 5 ft. 5 or 6 in., stout build, complexion dark, deep bass voice. Has been employed as a branch manager for a firm of carriers. Warrant issued. Information to Chief Constable Barry, Rochdale. 21.— VIfig an < Borough . — For failing to report— Licence- holder HUGH COLLINS, Office No. 3217- 02, age 32, height 5 ft. in., complexion fresh, hair black, eyes hazel, scar on chin, 2 back of left thumb, and 1 right of nose; indistinct tattoo marks left wrist. Sentenced at Liverpool Assizes, 25th July, 1900, to 3 years penal servitude for rape. Released 22nd November last, on licence, which expires 24th July next. A 264. LINCOLNSHIRE. 25. — Sleaford ( County).— For embezzle- ment— JOHN COWLMAN, age 50, height 5 ft. 6 or 7 in., complexion rather sallow, hair, whiskers, and moustache grey, shaves chin, receding forehead, eyes blue; dl'ess, dark overcoat, grey suit, bowler hat. A grocer. He booked from Peterborough to King's Cross by 9.12 p. m. train, 17th ult. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Taylor, Sleaford. 5 TA FFORDSHIRE. 2( 5.— Longton ( County).— For failing to appear to a summons for assault— THOMAS BROADHURST, age 41, height 5 ft. 8 or 9 in., complexion sallow, pockmarked, prominent nose, hair light brown, long moustache, eyes ( cast in one) supposed grey, several blue marks on face and bridge of nose; dress, old dark suit, cloth cap with peak, small scarf, clogs. A collier; native of Fenton. Warrant issued. Information to Supt. Oakden, Longton. SURREY. 27.— Chertsey ( County). — For obtaining, 1st inst., by false pretences, a, t Weybridge, a banker's cheque and order for payment of £ 1— F. JOYCE, age 30 to 35, height 5 ft. 7 or 8 in., slight build, complexion pale, hair and moustache dark, of good address; wearing a long dark overcoat, black hard felt hat. He called upon persons and stated he was collecting on behalf of a widow of a late member of the local Fire Brigade, whose friends were desirous of purchasing a laundry for her. Warrant issued. SUSSEX ( East). 28.— Hailshant ( County). — For obtaining £ 10 by a forged cheque— ALBERT HAZELMAN, age 30, height 5 ft. 4 or 5 in., complexion pale, sharp features, hair and moustache dark; dress, long black rain- proof overcoat, dark trousers and vest, large black soft felt hat. A grocer, and draper's assistant; native of Rushlake Green, Sussex. He returned from America in December last. Warrant issued. Information to Supt. Willard, Hailsham. 29.— Brighton ( Borough).— Forstealing£ 18, 1st inst.— WILLIAM ROBINSON, alias TREVOR and TROBBER, age about 19, height about 5 ft. 6 in., complexion sallow, hair dark, clean shaved, eyes brown, " LLW " and figure or flower on left forearm ; dress, light grey suit and cap, wearing South African War Medal ribbon. Has served in the Rifle Brigade. May endeavour to re- enlist. Information to Chief Constable Gentle, Brighton 30.— Eastbourne ( Borough).— For obtain- ing, 2nd inst., £ 5 by a worthless cheque, No. ub 197232, on the London and Westminster Bank, Hampstead Road Branch,— A MAN, who gave the name of A. J. BUCKLAND, age 27 to 30, height 5 ft. 8 or 9 in., slight build, complexion pale, rather hollow cheeks, hair dark, clean shaved; wearing grey Raglan o%' ercoat, with black velvet collar, black felt hat. He called on a draper and stated that he was employed by a firm of drapers, Wood Street. E. C., who had sent the cheque to him. Warrant issued. Information to Major Teale, Chief Constable, Eastbourne. 31.— Hastings ( Borough).— For obtaining £ 5 by a worthless cheque ( taken from a stolen cheque book), No. 197235, London and Westminster Bank, Ltd., Tottenham Court Road and Hampstead Road Branch, made payable to Mr. C. H. Carter, signed '" Henry Tidswell," and endorsed " C. H. Carter"— A MAN, who gave the name of C. H. CARTER, age about 26, height about 5 ft. 7 in., complexion, hair, and short moustache dark : wearing dark single- breasted overcoat, dark plaid Newmarket vest, green and blue or black, black hard felt hat. He stated that he was in the employ of a blouse manu- facturer, Wood Street, London. Warrant issued. Information to the Chief Constable, Hastin js. 21 •— Chorley ( County). — For failure to report— Licence- holder JAMES LINFORD, alias JAMES CLAYTON and JAMES LINDFORD, Office No. 3485- 02, age 61, height 5 ft. in., com- plexion fresh, hair ( bald in front) brown ( turning grey), eyes blue, scar across chin, red mole upper right arm, 3 middle of back, and 6 on right side. Sentenced at Liverpool Assizes, 27th Nov- ember, 1897, to 5 years penal servitude, and remanet of former sentence for burglary. Has also been convicted at Preston, Ormskirk, Liver- pool and Lancaster. Licenced 22nd December, 1902. S. X. 230. Licence will expire on 29th July, 1904. Information to Supt. Norris, Chorley. 22.— Leigh ( County).— For stealing £ 10 Is., at Tyldesley— THOMAS CALLAGHAN, alias HARPER, age 26, height 5 ft. 7 in., complexion sallow, hair dark brown, eyes grey; dress, black coat and vest, fawn colour plaid trousers, black and white silk neckerchief, black cap, clogs. Is well known at Hastings, Eastbourne, Brighton, and Portsmouth. Absconded 28th ult. Warrant issued. Information to Supt. McWilliam, 26 Old Jewry, E. C. METROPOLITAN POLICE DISTRICT 34- Criminal Investigation Do~ nartment.- For forgery- HENRY H00KE, alias THOMPSON ( see Case No. 38, 5th ult.), ab- sconded in March, 1902, is said to have taken a short quick steps; dress, dark blue jacket and vest, dark trousers, tight fitting; or shabby dark grey suit hght tweed cap.
