All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OP THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will he inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable actum to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must, be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 16*. per portrait, and of Is. 6d. per photo- graph or sketch nf a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by am. officer of rwt lets rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit t'i the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, arid accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same urill be given on application. THE complaints which continue with unfailing regularity to reach New Scotland Yard give proof that the " Spanish Swindle" is still rife. This fraud was described in this column in the issue of 21st October, 1898. It has various phases, but what is common to all is a sum of money either buried in the ground or impounded somewhere on account of a debt, which, on being released, is to be divided between the swindler, or his M orphan daughter," and his dupe. Is well known at Alton, Aldershot, Andover, Basingstoke, Chertsey, Farnham. Guildford, Kingston, Odiham, Salis- bury, Whitchurch, Winchester and Woking. Had in his possession a dark chestnut mare pony, about 14 hands, left knee chipped, hog mane, long tail, recently clipped, in good condition ; 1 set of silver- mounted harness, rush collar, recently re- lined white leather, which he may endeavour to dispose of. Was accompanied by his father and a lad, age about 15. Information to Captain Henderson, Chief Constable, Reading. CHESHIRE. 7. — Liscard { County). — For obtaining lodgings by false pretences— COLONEL SUR- GEON MCKENZIE, F. R. C. S., F. R. C. P., age 50 to 60, height about 6 ft., stout build, complexion sallow, hair ( slightly bald) and moustache dark, turning grey ; dress, black frock coat suit, bow tie, silk hat, wore a supposed gold ring and albert. Had in his possession 8 or 10 war medals, and a brown hand bag. He represented himself as an inspector of H. M. Prisons. Is accompanied by his wife and sister- in- law, both age 50 to 60, stout build, complexion sallow, hair ( turning grey) dark ; the latter stated that her husband was a colliery manager. DERBYSHIRE. 8— Chesterfield { County).— For steal- ing, 25th ult., at Hillstown, Bolsover, a silk hand- kerchief and a letter containing 4 Postal Orders ( 2 for Is. 6d., Nos. » 187017, | 187018, 1 for 15s., No. 2 048139, and 1 of £ 1, No. ,° 0 167485— JOHN THOMAS, age 46, height 5 ft. 5 in., complexion fresh, hair ( bald on top) dark, moustache turning grey, eyes ( rather sore) supposed dark; dress, black suit, hard felt hat, lace boots. A collier; supposed a native of Pandy, South Wales. He stated that he had been injured in a colliery at Clydach Yale, and that he had been in hospital 8 months. Warrant issued. 9 — Chesterfield { County).— For stealing £ 19 4s. 10d., the monies of a Friendly Society, 2nd August last, at Pleasley— WILLIAM REDDING- TON, alias WHEATLEY, age 21, height 5 ft. 8 or 9 in., complexion fresh, hair dark brown, slight moustache, eyes hazel, cut scar left side of forehead ; dress, light grey check suit, red tie, dark check cap, light lace boots, had with him a brown mackintosh. DEVONSHIRE. 1L— Torquay { County).— For obtaining money by false pretences — D. BERNARD HORbT ( supposed false), age about 30, height 5 ft. 10 in., well built, complexion fresh, hair ( slightly bald on top) brown, clean shaved, of good address; dress, navy blue suit, tweed cap. He took lodgings, called on a house agent, obtained list of houses for sale, and hired a conveyance for the purpose of viewing same. He represented that he had recently been left several thousand pounds, which his solicitor was placing in the Wilts and Dorset Bank. He then filled in cheques on the above bank, which he cashed with tradesmen, requesting that the cheques be not presented at the bank for a few days. When they were presented it was found he had no account. Absconded 25th ult., on which date he wired from Exeter to a tradesman for £ 1. Warrant issued. Information to Supt. Roberts, Torquay. Elford, Blandford. 13.— Weymouth { Borough).— For leaving his wife and family chargeable to the Common Fund of the Weymouth Union — PATRICK SHEEHAN, an Irishman, age 35 to 40, height 5 ft. 3 or 4 in., stout build, full round face, moustache dark brown, may be growing a beard, small eyes. A labourer. May be found on public works. Warrant issued. Information to the Chief Constable, Weymouth. H. Rastilli " scratched inside case ; 1 gold signet ring, square top, black cross thereon ; 1 single diamond pin, set in silver, top screws off and forms part of a stud ; 1 silver pin, man's head with beard ; 2 imitation gold pins, set brilliants; 1 do., set pearls; 1 black hair watch guard, silver mounts, 1 coin with profile of the Pope thereon, 1 with profile of the King of the Belgians on one side, Crown Prince on other, attached; 1 silver match box, initials " F. JOHN SPARKES, age 27, height about 5 ft. 6 in., complexion fresh, hair dark brown, eyes hazel, two dark marks over and two underneath one eye, top of one right finger missing; dress, short blue serge jacket, green cord trousers, plaid cap. A native of Havant. Has served in the Navy. Absconded 2nd August last. Warrant issued. Information to Supt. Hack, Fareham. 23.— Gosport { County). — For stealing a watch and chain ( recovered)— A MAN, age about 20, height 5 ft. 5 in., complexion fresh, hair dark brown, eyes grey, burn scar on wrist, several cut scars back of head, speaks with Lancashire dialect; dress, dark grey tweed suit, red and blue necker- chief, cap. A native of Barrow- in- Furness. Has served as a stoker in the Navy. May en- deavour to enlist. Information to Supt. Silver, Gosport. 24.— Portsmouth ( Borough).— For obtain- ing £ 17 10s. 3d. by false pretences, 8th September last— PETER MURRAY, age 28, height 5 ft. 5 in., well built, complexion fair, oval face, hair dark brown, eyes blue ; dress, navy blue suit and cap, lace boots. A native of Ports mouth. Has been employed as a brewer's collectoi. Warrant issued. 25.— Portsmouth { Borough).— For obtain- ing food and £ 25 by false pretences— Licence- holder THOMAS COCKSHOTT, Office No. 3290- 01 ( see Case No. 21, 7th inst.), age 31, height 5 ft. 5 in., complexion pale, high forehead, hair brown ( thin on top), side whiskers and moustache brown or sandy, eyes light hazel, scar left little finger, right temple, and two centre of forehead, of weak mind; dress, dark blue diagonal lounge suit, white muslin bow tie, black hard felt hat, fawn colour spats, patent leather shoes, underclothing marked " 181, M. P." and •' 257 " in ink. A schoolmaster; native of Padiham. Had in his possession a large tan colour portmanteau. He represented that he had been appointed a tutor at Winchester College. Absconded 23rd ult. Warrant issued. 26. — Portsmouth { Borough). — For con- verting £ 7 to his own use— WALLEY SHIELDS, age 40 to 45, height 5 ft. 8 or 9 in., rather stout build, hair brown, moustache ( rather heavy) light; dress, black morning coat, dark striped trousers, silk hat. Is an associate of theatrical agents and managers. Absconded 10th ult. Warrant issued. 27. — Portsmouth { Borough). — For attempting to carnally know a girl, age 12 years — EDWIN JAMES DRINKWATER, age 52 or 53, height 5 ft. 5 or 6 in., complexion fair, eyes blue, clean shaved; dress, old grey coat, black vest and trousers, check cap, nailed boots. A clarionet player ; has served in the Army. Ab- sconded 13th ult. Warrant issued. Information to the Chief Constable, Town Hall, Portsmouth. HEREFORDSHIRE. 28.— Ross ( County).— For stealing, 2lst ult., a bicycle ( recovered)— JOHN PRITCHARD, alias RONALD JOHN PRITCHARD, age about 21, height 5 ft. 8 to 10 in., complexion fair, hair brown, eyes grey ; dress, dark or dark grey jacket suit, dark cap and tie, light lace boots. Stated he was employed as boots at an hotel, and that he was a native of New York. Is identical with Ronald Pritchard, see Case No. 21, 31st ult. Warrant issued. Information to Supt. Jordan, Ross. 29.— Weobley { County).— For housebreak- ing at Canon Pyon, 28th ult., and stealing a small round metal clock, enamel face, and a melodeon, piece chipped off one end, clips broken and tied with string— A MAN, age about 20, height 5 ft., complexion fresh, hair supposed dark; dress, dark suit and cap. Had the appearance of a collier or pit labourer. Information to Supt. Marston, Weobley. KENT. 30.— Chatham { County).— For fraudulently converting £ 257 12s. Id. to his own use— JOHN LESTER ALLEN, age 40 to 45, height about 5 ft. 10 in., complexion pale, hair ( thin on top) dark brown, heavy long moustache, eyes ( rather large) dark, short- sighted, usually wears glasses ; dress, blue serge suit, long dust coat. A solicitor; native of Chatham. Was employed as magistrate's clerk. Warrant issued. 31.— Chatham { County).— For stealing, 3rd inst., a gold wedding ring ; 1 silver Albert; 1 lady's silver watch ; 1 metal chain, gold washed ; 1 bronze medal ; 1 grey flannel shirt ; 1 white shirt, " Williams" thereon; 1 blue cloth over- coat, velvet collar; 1 pair dark striped trousers; 1 black jacket and vest; 1 pair brown knitted stockings ; 1 blue and grey tie ; 1 pair spring- side boots ; 1 pair green cotton braces— AKTHUR LOYD PENDENNIS, age 26, height 5 ft. 6 or 7 in., complexion fair, hair light, eyes blue, scar over left temple, both arms tattooed ; wearing the stolen clothing. A sailor ; supposed a native of Newcastle- on- Tyne. He left behind a bible, " Arthur Loyd Pendennis " thereon, and medal ribbons of the South African War. Warrant issued. 32.— Chatham { County).— For deserting his wife, leaving her chargeable to the Common Fund of the Medway Union— JAMES MCCARTHY, age 79, height 5 ft. 4^ in., complexion fresh, hair grey, eyes blue, speaks with Irish accent; dress, black jacket, light tweed trousers, brown bowler hat. A jobbing gardener ; native of Chatham. Warrant issued. 33.— Chatham { County). — For deserting his wife and children, leaving them chargeable to the Common Fund of the Medway Union— HENRY COULL, age 41, height 5 ft. 8 or 9 in., complexion fresh, hair ( short) light brown, ejes ( full) brown, snub nose ; dress, dark blue jacket and vest, dark brown cord trousers. A coal porter ; native of Chatham. Warrant issued. 34.— Chatham ( County).— For deserting his wife and child, leaving them chargeable to the Common Fund of the Medway Union— HER- BERT COOPER, age 30, height 5 ft. 5 in., com- plexion fair, hair light. ' A^).— Dolgelley { County).— For deserting: his wife and 4 children, leaving them chargeable to the Common Fund of the Dolgelley Union— HUMPHREY JONES PARRY, age about 39 height 5 ft. 6 in., complexion dark or sallow, thin face, hair ( turning grey) and moustache dark, Bear inside right ankle, slightly lame right leg, impediment in speech, is uddictel to drink. A farmer; may now be employed as a cabman or ostler. Warrant issued. The above reward will be paid by the Relieving Officer of the above Union to any person giving such information as will lead to the arrest of Parry.
