All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed, to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. In all cases where a reward is off ered, the name and address of some person responsible for the pay merit must be given, and the exact conditions must be clearly stated. o. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15s. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or h is immediate deputy, of the county, city, or borough, as the case may be. 1 LTIONTS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by count ies. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at mice transmit tn the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly uyritten on one side of the paper only; they must be in the usual form. a ml accompanied by a covering letter. 12. All payments must be in adrance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. SPECIAL NOTICE. In certain cases questions have arisen as to the payment for photographs applied for by Police Forces under Home Office circular of 15th March, 1897. The Registrar of Habitual Criminals is therefore authorised by the Secretary of State to say that, in any ordinary case, a photograph is not necessary to enable his Department to identify a prisoner, the measurements and finger prints being sufficient for the purpose ; but if a photo- graph is applied for, or if, in any rare case, it should be required to complete the identification, the cost will be charged to the Police Force interested. CHESHIRE. n.— Altrlncham ( County).— For obtaining £ 74 by false pretences— WILLI AM LAWRENCE WELSH, age 25, height 5 ft. 3 or 4 in, com- plexion fresh, hair and eyes brown, several upper teeth missing, stammers, leans forward when walking, large feet turns outwards, walks badly ; dress, blue cloth suit, square cut jacket, double- breasted vest, overcoat dark, with white specks, velvet collar, hard felt hat, lace boots. Supposed a native of Birkenhead. He obtained the above amount by representing that he had a fortune of £ 80,00 which he could not touch for 2 years. Warrant issued. Information to Supt. IS.— Denbigh ( County).— For embezzling various sums of money at Colwyn Bay, 14th inst. — THOMAS EYANS, alias THOMAS THOMAS, Ac, age 25, height 5 ft. 5 in., stout build, complexion fresh, full round face, hair ( worn on forehead) light brown, eyes blue, scar from bullet wound on right shin ; dress ( supposed), dark jacket and vest, grey trousers, hard hat. A native of Llandudno. He served in South Africa with the Royal Welsh Fusiliers. Warrant issued. Information to Supt. Jones, Denbigh. DERBYSHIRE. Vi.— Eckington ( County).— For committing an unnatural offence, 2nd inst, at Renishaw— PATRICK or FRED GAVAN, age about 40 ( looks younger), height 5 ft. 7 or 8 in, com- plexion and hair ( inclined to sandy) light, moustache light sandy, walks erect, peculiar gait, carries head slightly to one side, rather short sighted; dress, dark jacket and vest, light trousers, black hard hat, light lace boots. A bricklayer's labourer; native of Craggs, co. Galway. Is supposed to have served in the Army. Warrant issued. Information to Supt. Andrews, Eckington, near Sheffield. Perkins, Dursley. 21.— Gloucester ( County).— For stealing a metal chain, gold square locket with portrait of the King and some black hair inside, attached— RONALD PRITCHARD, age 21, height 5 It. 10 in, slight build, complexion fair, hair light brown, eyes grey, clean shaved ; dress, grey jacket suit, dark cap. Stated he was employed as boots at an Hotel at Lydney ; had in his pot< s> ssion a reference from a manager at Cardiff, dat- d August, 1902. Warrant issued. Information to Deputy Chief Coin- table Harrison, Gloucester. 22.— Staple Hill ( County).— For escaping from the Royal Victoria Home for Inebriates, at Brentry, 12th and 26th inst. respectively— ANN ROBEKTS, age 60, height 4 ft. 10 in, complexion fresh, hair ( turning grey) dark, eyes grey, nearly blind in one eye ; dress, brown jacket, blue serge dress and cap. A cook; supposed a native of London.— FREDERICK COLVIN, age 21, height 5 ft 3 in, complexion fair, hair brown, eyes grey; dress, dark brown suit and cap. A hawker; native of Tunbridge Wells, Kent. Kemp, Dartford. 27 — Sandwich ( County).— For burglary, 18th inst, at Garlinge, and stealing a lady's gold keyless watch, No. 5476, floral design, open face, gold figures and hands ; 1 lady's solid gold chain, gold ball attached ; 1 lady's silver Geneva watch, chased back with place for monogram, black figures and hands ; 1 penknife with pearl handle ; 1 pepper and salt colour overcoat, 4 raised seams down back, breast and ticket pockets inside, 2 vertical imitation pockets; 1 brown tobacco pouch ; 1 briar pipe ; 1 pair brown kid gloves— TWO MEN, ages 20 to 30 ; both wearing dark clothes and black hard felt hats. Chaney, Sandwich. 28.— Maidstone ( Borough). — For failing to surrender to recognisances at Quarter Sessions, 25th inst, charged with larceny — THOMAS WILSON, age 45, height 5 ft. 8 in, complexion sallow, hair turning grey, eyes blue ; dress, grey jacket and peak cap, cord trousers. Ab- sconded 20th inst. 33.— Leicester { Borough).— For embezzling 18s, 9th June last— JOSEPH BIRKIN, age 28, height 5 ft. 4 in, complexion fresh, hair dark brown, moustache light brown ; wearing a dark double- breasted overcoat. A clerk or traveller; native of Leicester. Warrant issued. Information to the Chief Constable, Town Hall, Leicester. MONMOUTHSHIRE. 34. — Newport ( Borough). — For stealing ( bailee), 7th inst, a trombone ( recovered)— FREDERICK GREAVES, age about 25, height about 5 ft. 5 in, complexion rather dark, round face, hair dark, clean shaved, rather peculiar eyes ; dress, pepper and salt colour suit, cap. A native of Taunton. Is a good trombone player. Lately employed as timekeeper at the G. Western Railway Tunnel Yard. Had with him a musical instrument case. Absconded 7th inst. Warrant issued. 35. — Newport ( Borough). — For stealing, 22nd inst, a pony ( recovered) — WILLIAM VOWELS, alias GREEN, age 19 or 20, height about 5 ft. 10 in., complexion fair, hair light, prominent cut mark on one cheek bone; dress, blue coat with buttons to flaps, regimental jersey, " 496" thereon, white cord trousers, blue peak cap. Has been employed as a navvy. Absconded 22nd inst, accompanied by his brother, age about 14. Warrant issued. 36.— Newport { Borough). — For stealing, 27th ult, 21 fowls ( 13 recovered) — HENRY COkK, age 28 ( looks younger), height about 5 ft. 6 in, complexion fair, thin face, hair worn on forehead, moustache light; dress, black reefer jacket, light trousers, cap. A labourer; native of Taunton. May be found working at collieries, public works, & c. Absconded 28th ult. Warrant issued. Information to Head Constable Sinclair, New- port, Mon. NOR THA MPTONSHIRE. 37.— Wellingborough ( County) — For stealing ( bailee) a safety bicycle, transfer on head, " The Lightstrung," 23 in. frame, enamelled black, usual parts plated, New Departure coaster hub, front rim brake, flat handle bars, rat trap pedals— JAMES HODBY, alias WILLIAM NOBLE, age 20, height 5 ft. 4 in, complexion fresh, hair brown, eyes blue, scar on left elbow. A native of Rushden. Is a private of the Leicestershire Regiment, wearing khaki uniform. Warrant issued. Information to Supt. Alexander, Welling- borough. 38.— Northampton ( Borough). — For fraudulently converting £ 11 3s. to his own use, 25th ult.— BENJAMIN COOK, alias ARTHUR BUBB, age 35 to 40, height 5 ft. 8 or 9 in, stout build, complexion fresh, full face, hair and moustache brown, cast in one eye, usually wears glasses, of smart appearance. Was employed as traveller by a firm of corn and flour merchants. Travelled the Midland Counties. May endeavour to leave the country. Warrant issued. Information to Chief Constable Mardlin, Northampton. 39 — Peterborough ( Liberty of).— For stealing a horse ( recovered), 16th inst.— GEORGE LEONARD COX, age 38, height 5 ft. 8 or 9 in, rather high shoulders, complexion fresh, mous- tache and side whiskers brown; dress, dark jacket and vest, light trousers, cap, canvas shoes.— BURT GREEN, age 20, height 5 ft. 1 or 2 in, supposed slight moustache; dress, dark small check coat ( raised seams) and vest, breeches ( supposed light cord, with leather inside knees), long peak cap, brown leather leggings. Warrant issued. Information to Supt. Blackman, Peterborough. NORTHUMBERLAND. 40.— Newcastle- on- Tyne ( City).— For failing to report— Licence- holder JAMES RILEY, alias WATSON, Office No. 1900- 02, age 35, height 5 ft. li in, complexion fresh, hair brown, eyes brown, abscess scar each side of n « ck, scar right eyebrow, right cheek, and right forearm, 3 moles on neck. A brushmaker ; native of Leeds. Sen tenced at Leeds Assizes, 12th March, 1900, to 3 years penal servitude for larceny. Licenced 8th July last. P. a. 304. LANCASHIRE. £ 100 REWARD. 44-— Liverpool { City).— For fraudulently altering a wages sheet— JOHN JOSEPH LYNCH age about 30, height 5 ft. 7 in., complexion fresh hair dark, clean shaved, discharge from both ears which he occasionally plugs with cotton wool sometimes very deaf, stammers when excited speaks with Dublin accent, 3rd and 4th fingers of both hands contracted, suffers from piles, slightly bow- legged ; dress, blue serge suit, hard hat. Is now believed to be wearing a midshipman's cap and masquerading as a ship's officer. A time- keeper. Has been a ship's steward, and may seek similar employment. Frequents the company of prostitutes. Absconded 19th ult. Warrant issued. Information to the Head Constable, Detective Department, Liverpool, by whom the above reward will be paid to any person giving such information as will lead to the arrest of Lynch. S'i LEICESTERSHIRE. ,/ 45.— Loughborough { County).— For steal- ing, 3rd ult., at Mountsorrel, a camera, about 9 in. square, full plate, 3 double slides, brown linen bellows, brass lens, slides have slate for writing purposes, dark oak tripods, straight legs, medium strength, brass top— WILLIAM, GIBSON, age 35 to 40, height 5 ft. 9 or 10 in., complexion dark, hair and moustache dark brown, eyes blue, promi- nent nose ; dress, black rough cloth coat and vest, dark tweed trousers, dark cap. A photographer. Is accompanied by his wife, who is pregnant. Warrant issued. Information to the Chief Constable, Leicester, or to Deputy Chief Constable Smith, Loughborough.
