THE EDITOR requests that Chief Officers of Police, when forwarding for identification by the Metropolitan Police the Photographs and descrip- tive forms of Persons in custody, will please see that the specific offence is stated, e. g. :— Stealing £ 1,000 from bank ; stealing pair of boots from shop door ; stealing bale of silk, van unattended, & c, & c. This may often prove a ready means of recognition, and Judges have recently complained of the absence of such particulars in dealing with previous convictions. FRIDAY, OCTOBER 24, 1902. REGTJIi A. ANGLESEY. 1.— Holyhead { County). — For stealing ( bailee), 2nd inst, at Bryngwran, a " Roadster" bicycle, 24 in. frame, black enamelled, usual parts plated, Villox tyres, mudguard, back wheel repaired, maker Harris, Coventry, new lamp ( makers Powell & Hamer) attached— A MAN, age about 21, height 5 ft. 5 or 6 in, slight build, complexion pale, round face, hair dark brown ; of military appearance; dress, dark mixture tweed suit and cap to match, " Wareham No. 6 " written inside cap. BERKSHIRE. 2.- Hungerford { County).— For stealing, 13th inst, a dark suit; 1 striped cotton shirt ; 1 coloured handkerchief ; 1 florin brooch, George II.; 1 old metal watch; and 7s. 6d.— A MAN, age 20, height 5 ft. 7 in, slight build, complexion sallow, eyes ( supposed) brown; wearing the stolen clothing, brown cap, heavy lace boots. BUCKINGHA MS HIRE. 3.— Fenny Stratford { County). — For leaving his two children chargeable to the Wins- low Union, 24th ult.— HARRY RIDGWAY, age 48, height 5 ft. 7 in, complexion swarthy, hair brown, eyes grey, scar left jaw, impediment in speech, slovenly gait, addicted to drink. A native of Great Harwood. Usually stays at common lodging houses. Warrant issued. Information to Supt. Lait, Fenny Stratford. CHESHIRE. l.— Altrlncham ( County).— For obtaining £ 74 by false pretences— WILLIAM LAWRENCE WELSH, age 25, height 5 ft. 3 or 4 in, com- plexion fresh, hair and eyes brown, several upper teeth missing, stammers, leans forward when walking, large feet turns outwards, walks badly ; dress, blue cloth suit, square cut jacket, double- breasted vest, overcoat dark, with white specks, velvet collar, hard felt hat, lace boots. Supposed a native of Birkenhead. He obtained the above amount by representing that he had a fortune of £ 80,000, which he could not touch for 2 years. Warrant issued. Information to Supt. Okell, Altrincham. b.— Middlewich ( County).— For stealing £ 1— ABRAHAM BEIN, age 23, height 5 ft. 7 or 8 in, complexion fair, hair light, clean shaved VOL. Cooper, Middlewich. 6. — Runcorn ( County). — For office- breaking, 6th inst, at Anderton, and stealing 5s. 9d. and 4 small steel keys— A MAN, age 30 to 35, height 5 ft. 4 or 5 in, complexion, hair and slight moustache dark ; dress, dark coat and vest, light cord trousers, light peak cap, large boots. Appearance of a tramp. Warrant issued. Information to Supt. Ennion, Runcorn. DENBIGHSHIRE. 7.— Denbigh ( County).— For embezzling various sums ot money at Colwyn Bay, 14th inst. — THOMAS EVANS, alias THOMAS THOMAS, age 25, height 5 ft. 5 in., stout build, complexion fresh, full round face, hair ( worn on forehead) light brown, eyes blue, scar from bullet wound on right shin; dress ( supposed), dark jacket and vest, grey trousers, hard hat. A native of Llandudno. He served in South Africa with the Royal Welsh Fusiliers. Warrant issued. Information to Supt. Jones, Denbigh. ESSEX. 8.— Chelmsford ( County). — For non- payment of bastardy arrears— JOSEPH WISBEY, age 26, height 5 ft. 8 in., complexion fresh, hair ( curly on forehead) and eyes ( rather full) dark ; wearing dark clothes and cap. A gardener; native of Great Waltham, Essex. Warrant issued. Information to the Deputy Chief Constable, Chelmsford. GLOUCESTERSHIRE. 9.— Cheltenham ( County).— For stealing, 16th inst, a black cash box, gilt edges, 3 com- partments, about 9 in. long, 5 in. wide, 2 in. deep, containing a bank book on Lloyd's Bank in name of George Andrew Tovey; 1 Post Office Savings Bank deposit book in name of George Andrew Tovey ; a brewery book ; and £ 40— A MAN, age about 23, height 5 ft. 2 or 3 in, hair parted in centre, slight moustache. A french polisher; native of Birmingham.— A WOMAN, wife of above, age about 22, height about 5 ft, complexion and hair dark, cast in one eye, carried a small rush basket. Both are wearing new clothing. They are addicted to drink. Stays at low- class furnished rooms or common lodging houses. Information to Supt. Hopkins, Cheltenham. All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OP THE POLICE GAZETTE, NEW SCOTLAND . YARD, LONDON, S. W. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15*. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Annoumements concerning stolen property must be guaranteed by an officer of rutt less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number and as far as jtractwable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all eases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. Thru must be clearly written on one side of the paper only ; they must be in the usual form and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same xoill be given on application. Information to Head Constable Felton, Win- chester. 12.— Portsmouth ( Borough).— For obtain- ing £ 1 by false pretences, 11th inst.— ROBERT DOUGLAS FITZGERALD, age 20, height 5 ft., thick set, complexion fresh, hair dark brown, eyes blue, growth over right eye, " Warrant issued. 13.— Portsmouth ( Borough).— For stealing a small barrel organ, glass at back, maker Calper, London, 8 tunes, attached to a low two wheel truck, body black, wheels red and blue with yellow stripes— EDWARD O'LEARY, alias TABOLO, age about 24, height 5 ft. 5 or 6 in., slight moustache and imperial light, walks badly ; dress, black morning coat, dark blue vest, dark trousers with light stripes, black hard felt hat. Supposed a seamen. Warrant issued. 15.— Southampton ( Borough).— For lar- ceny ADAMS or HILL, age about 27, height 5 ft. 5 in., complexion fair, hair brown, moustache light; dress, black morning coat, light trousers, cap, lace boots. HEREFORDSHIRE. l&.— Ross ( County).— For stealing, 8th inst., a lady's gold watch, gold hands; 1 long gold watch chain, small links; and 10s.— ALBERT PRESBURY, age about 20, height about 5 ft. 4 in., complexion dark sallow, hair ( parted in centre), and slight moustache dark; dress, black jacket suit, black bow tie, black hard felt hat, boots with rubber at heels, carried a black stick with silver band near handle. Stated that he was a grocer's assistant, and a native of Worcester. He took lodgings, 6th inst., committed the larceny and decamped 8th inst. Warrant issued. Information to Supt. Jordan, Ross. ISLE OF WIGHT. 17.— Newport ( County).— ALICE ELKINS, Case No. 22, 25th June last. Warrant withdrawn. KENT. 1%— Dartford ( County).— For stealing, 18th inst., a Welsh bay mare, age 14 years, 15 hands, thick set, white blaze down face, short thin mane, docked, mark on rump, cutting shoes behind— A MAN, age 20, height 5 ft. 11 in., complexion fair, hair light. Stated he was a native of East Ham. Information to Supt. Kemp, Dartford. 19.— Sandwich ( County).— For burglary, 18th inst., at Garlinge, and stealing a lady's gold keyless watch, No. 5476, floral design, open face, gold figures and hands ; 1 lady's solid gold chain, gold ball attached ; 1 lady's silver Geneva watch, chased back with place for monogram, black figures and hands ; 1 penknife with pearl handle ; 1 pepper and salt colour overcoat, 4 raised seams down back, breast and ticket pockets inside, 2 vertical imitation pockets; 1 brown tobacco pouch ; 1 briar pipe ; 1 pair brown kid gloves— TWO MEN, ages 20 to 30 ; both wearing dark clothes and black hard felt hats. Chaney, Sandwich. 20.— Dover ( Borough).— For stealing, 4th inst., a " Sans- Pareil " bicycle, free wheel, 24 in. frame, flat handle bar, with forward lug, Plunger front brake, Bowden back brake, in. Camel tyres, transfer on head," Sans- Pareil " discoloured — A MAN, who gave the name of FRIDER, age about 25, height 5 ft. 7 in., complexion fresh, hair ( curly) dark; dress, dark suit and cap. A pastrycook. Warrant issued. Information to Chief Constable Knott, Dover. 21.— Maidstone ( Borough).— For obtaining money by false pretences— WM. SPENCER, alias JAS. EVANS, FREDK. EYANS and JAS. HARDING, age 38, height 5 ft. 7£ in., complexion fresh, hair auburn, eyes grey, cross swords back left, figure of female back right forearm, scar front of right middle finger and out3ide right thumb. May represent that he belongs to the Royal Dublin Fusiliers, recently returned from South Africa, that he had been wounded, and wishes to proceed to Dublin. Warrant issued. Information to the Chief Constable, Maidstone. LANCASHIRE. 22.— Bolton ( County).— For stealing £ 1 10s., 13th inst., at Farnworth— A MAN, age about 25, height 5 ft. 8 or 9 in., complexion fair, broad features, high cheek bones, hair light brown, clean shaved, one front upper tooth missing, bow- legged ; dress, navy blue jacket suit, dark tie, white silk muiller, brown boots blacked over. A native of Ashby- de- la- Zouch. Stated he was an agent for a theatrical company. He takes lodgings, commits larcenies, and decamps. Is identical with Albert Storer, alias Green, Case No. 43, 10th inst. Information to Supt. Leeming, Bolton. 23.— Bury ( County).— For obtaining a horse by false pretences, 18th ult.— A MAN, who gave the name of C. ADAMS, age 38, height 5 ft. 7 or 8 in., complexion sallow, hair and full moustache dark. He attends fairs, obtains horses, usually gets them away without payment, and afterwards advertises them for sale. Warrant issued. Information to Supt. Noblett, Bury. 24.— Salford ( Borough). — For failing to report — Licence- holder JOHN KIRK, alias JOHN SMITH, JOHN WILLIAM THOMPSON, PATRICK FOLEY, JOSEPH EDWARD BOOTH, and THOMAS WALKER, Office No. 2820- 02, age 42, height 5 ft. 1$ in., complexion fresh, hair brown ( bald), eyes blue, scar right of forehead, left eyebrow, and bridge of nose, small tumour left of head, abscess scar under each jaw. A labourer ; native of Selby. Sentenced at Knuts- ford Sessions, 4ih July, 1900, to 3 years penal servitude for larceny ( person). Licenced 10th inst. A 216. Information to Chief Constable Hallam, Salford. 25.— Wigan ( Borough).— For stealing, 16th inst., £ 14 and a silver curb Albert— JAMES WALLIS. alias JAMES WILLIAMS, JAMES THOMPSON, FREDERICK WILLIAMS, and FRANK HOLT, Office No. 1525- 01 ( see Case No. 81, 3rd inst., and ILLUSTRATED CIRCULAR 63, figure 16), age 26, height 5 ft. 4 in., complexion fresh, hair brown, eyes grey, scar over both eyebrows, right temple and left thumb, pro- minent nose. He called at a house, stated that he was employed by a provision merchant, and in want of lodgings, was allowed to go upstairs, he then committed the larceny and decamped. MONMOUTHSHIRE. 26. — Newport ( Borough). — For stealing ( bailee), 7th inst., a trombone ( recovered)— FREDERICK GREAVES, age about 25, height about 5 ft. 5 in., complexion rather dark, round face, hair dark, clean shaved, rather peculiar eyes ; dress, pepper and salt colour suit, cap. A native of Taunton. Is a good trombone player. Lately employed as timekeeper at the G. Western Railway Tunnel Yard. Had with him a musical instrument case. Absconded 7th inst. Warrant issued. NORTHAMPTONSHIRE. 21.— Northampton ( Borough). — For fraudulently converting £ 11 3s. to his own use, 25th ult.— BENJAMIN COOK, alias ARTHUR BUBB, age 35 to 40, height 5 ft. 8 or 9 in., stout build, complexion fresh, full face, hair and moustache brown, cast in one eye, usually wears glasses, of smart appearance. Was employed as traveller by a firm of corn and flour merchants. Travelled the Midland Counties. May endeavour to leave the country. Warrant issued. Information to Chief Constable Mardlin, Northampton. NORTHUMBERLAND. 28.— TynemOuth ( Borough).— For failing to report— Licence- holder BENJAMIN F. SEY- MOUR, alias PAUL CLIFTON, Office No. 2389- 02, age 36, height 5 ft. 4£ in., complexion fresh, hair brown, eyes blue, woman and rose right fore- arm, bracelet both wrists, scar centre and 3 right of forehead, mole right of nose. A traveller ; native of London. Sentenced at Durham Assizes, 27th February, 1900, to 3 years penal servitude for burglary. Licenced lst ult. A 75. Information to Chief Constable Huish, Tyne- mouth. OXFORDSHIRE. 29.— Witney ( County).— For obtaining £ 300 by false pretences at Bampton, 23rd March and 8th September. 1900— WILLIAM ATTWOOD RIGDEN, age 43, height 5 ft. 6 in., slight build, complexion fresh, hair ( bald on top) sandy, may be wearing a heavy sandy moustache, takes short, quick steps ; dress, usually grey suit, hard felt hat. A solicitor ; native of Bampton. May endeavour to leave the country. Warrant issued. 30.— Witney ( County). — For highway robbery, 5th inst., and stealing a gold curb brooch ; 1 green leather purse, silver mounted, containing about 2s— TWO MEN, lst, tall, com- plexion and hair ( turning grey) dark ; wearing dark clothes, muffler, peak cap. 2nd, short, complexion fair, hair light; dress, dark jacket, old white trousers, muffler, peak cap. Had the appearance of tramps. Information to Supt. Hawtin, Witney. STAFFORDSHIRE. H— Longton ( County). — For failing to appear to summonses, 22nd ult., for being drunk on licenced premises and assault on 9th, 18th, and 19th ult.— ARTHUR SILL1TO, age 36 to 38, height about 5 ft. 7 in., complexion dark, hair and moustache black, eyes dark brown, end of nose slightly flat, usually wearR dark clothes. A native of Cheddleton. Has been employed as a brewer's traveller. Warrant issued. 32.— Longton ( County).— For neglecting to maintain his wife and children— BENJAMIN JOHNSON, age about 30, height about 5 ft. 4 in., complexion dark, hair and eyes dark brown, prominent nose, thin lips ; wearing moleskin trousers, dark cap. A collier or labourer ; native of Longton. He spoke of going to Denaby Main. Warrant issued. Information to Supt. Oakden, Longton. 33 — Stone ( County).— For burglary— PAUL HAISE, supposed a German, age about 28, height 5 ft. 10 in., complexion, hair and moustache dark, eyes dark brown, of smart appearance; dress, dark grey overcoat with velvet collar, " W. J. Lunt & Sons " on tab, black trousers, American boots, " Walkover " on tabs. He usually obtains employment as kitchen hand in large boarding houses. Warrant issued. Information to Supt. SUFFOLK ( East). 34.— Lowestoft ( County).— For embezzling £ 2 6s. - id.- JOHN FREDERICK GIDNEY, age 32, height 5 ft. 7 in., complexion fresh, hair and moustache dark ; dress, dark suit, may be wearing breeches and gaiters. A milk seller ; supposed a native of or near Norwich. Is believed to have been an officer's servant in the Royal Artillery. Absconded 9th inst.
