All announcements for insertion in the POLICE GAZISTTB, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE. NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought, will he inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article ill question to be thereby identified, i. In all cases where a reward is offered, the name and address of some person responsible for the payment mvst be given, and the exact conditions must be clearly stated, o. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15*. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case ma y be. LTIONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not lea rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended, or of . stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, mutt, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wediusday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, yew Scotland Yard, ly Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on • the insei " payment, and the charges for t insertion of the same will be given on application. SPECIAL NOTICE. In certain cases questions have arisen as to the payment for photographs applied for by Police Forces under Home Office circular of 15th March, 1897. The Registrar of Habitual Criminals is therefore authorised by the Secretary of State to say that, in any ordinary case, a photograph is not necessary to enable his Department to identify a prisoner, the measurements and finger prints being sufficient for the purpose ; but if a photo- graph is applied for, or if. in any rare case, it should be required to complete the identification, the cost will, bt* . charged, to the Police Force interested. DUMFRIESSHIRE. 7.— Dumfries ( Burgh).— For stealing, 22nd ult., a " Standard Rudge Whitworth " bicycle, 23 in. frame, Clipper tyre, jointless rims, No. " 134544" on seat— FREDERIC SALAMOND, a Jew, age 26, short stout build, complexion swarthy; dress, brown suit, light drab overcoat with velvet collar, underclothing marked " T. Salamond," black cap, lace boots. Late an inmate of Dum- fries Lunatic Asylum. Is known at Maybole, Glasgow, Birmingham, & c. Warrant issued. Information to the Chief Constable, Dumfries. ESSEX. IS.— Epping ( County).— For being concerned with two men, in custody, for stealing straw ( recovered), 9th ult., at Harlow— ALEXANDRIA DAVEY, alias JOHN HALE, age 22, height 5 ft. 5 or 6 in., complexion fresh, hair ( inclined to curl) light brown, slight moustache light; dress, dark jacket and vest, new dark cord trousers, blue and white neckerchief, dark cap, light lace boots. A hay carter; native of Allen Green, Sawbridgeworth, Herts. Warrant issued. Information to Supt. Pryke, Epping; or to Inspector Gardiner, Harlow. 9.— Romford ( County).— For embezzling £ 1 17s. Id., about 20th ult.— PHILIP READ, age 35 to 40, height 5 ft. 9 in., complexion fresh, hair ( inclined to auburn) light brown ( slightly bald on top), heavy moustache and eyes brown, piece of right ear missing, abscess scars back neck, several cut scars on hands ; dress, blue serge suit, black hard felt hat, sometimes wears a cap, usually wears tan leather leggings when at work. A journeyman butcher; native of Weston Zoyland, near Bridgewater. Warrant issued. Information to Supt. Creasy, Romford. FLINTSHIRE. 10.— Holywell ( County). — For stealing 3 bullocks ( recovered)— GEORGE HARRISON or HARRIS, an Irishman, age 26 to 30, height about 5 ft. 7 in., slight build, complexion sallow, hair and slight moustache dark, eyes ( full) brown, scar' left cheek, left knee joint stiff, rather splay feet; dress, blue indigo twilled serge sac suit ( new), Sblack composition buttons, dark blue and white figured silk tie, heather colour worsted socks, black hat or blue serge cap. A farm labourer. Was employed as a groom and gardener. He received payment for the bullocks in £ 5 Bank of England notes, dated 10th July, 1902. Warrant issued. Information to Supt. Jones, Holywell. HAMPSHIRE. 11.— Alton ( County).— For stealing a silver watch, gold Albert chain attached ; 1 white metal keyless watch ; 1 pair cord trousers; 1 cardigan jacket; 1 pair heavv boots ( new), size 9— THOMAS MORRIS, an Irishman, age 32, height 5 ft. 8J in., complexion dark, hair and eyes brown. A navvy. May seek employment on public works. Frequents low beer and common lodging houses. Absconded 28th ult. Warrant issued. Information tp Supt. James, Alton. Has been em- ployed as an electrical engineer's labourer. Warrant issued. Information to the Chief Constable, Maidstone. 15,— Margate { Borough).— For larceny, 1st ult.— JOHN LYNCH, age 20, height 5 ft. 9 in., complexion dark, hair dark brown, eyes light, flowers, heart, and crossed hands right forearm, bullet wound right thigh, left eye weak and in- flamed, sometimes wears green patch over eye ; dress, dark lounge suit, dark cap, brown canvas shoes blacked over. Was discharged from the Leinster Regiment at Dover in July last. May endeavour to re- enlist. It).— Margate { Borough).— For stealing, 28tli ult., a " Swift bicycle, free wheel, about 68 gear, 23 in. frame, rim brakes, in good condition ; 1 gold English lever hunter watch, engine turned case, circular space on front for monogram, maker, sup- posed, Oliphant & Batsford, key winding; 1 fawn colour overcoat; 2 pairs nearly new lace boots; 10s. worth of stamps ; and about £ 6.— F. BUHLENS, a Frenchman, age 25 to 30, height 5 ft. 7 or 8 in., complexion fair, moustache light, eyes ( large and prominent) blue; clress, old blue serge suit, dark cap, and probably a pair of the stolen boots and the coat. Was employed at a college as porter. Information to the Chief Constable, Margate. 17.— Tunbridgo Wells' { Borough).— For stealing from a hotel, 30th ult., a dark brown overcoat, straight cut pockets, lined black silk, cloth buttons, " Olive, Bristol," on tab ; 1 box cloth Chesterfield overcoat, straight cut pockets, lined grey check cloth, velvet collar, chain hanger, maker Walker, Moorgate Street, London; 2 boxes of " La Diamantina" cigars, 25 in each, maker Alvarez, Habana; 1 black silk umbrella, handle shape of a dog's head in ivory, face half white, half black ; and £ 13 5s.— A MAN, who gave the name of CARL KIMM, age about 30, height 5 ft. 8 or 9 in., thin features, moustache dark, spoke with foreign accent, supposed German; dress, black frock coat, light trousers, silk hat. lS.— Tunbridge Wells { Borough).— For stealing, 3rd ult., a brown leather sword belt and sword, scabbard and hilt nickel plated, " No. 1 " stamped on or near handle, brown leather sword knot— GEORGE BRIGGS, age about 28, height 5 ft. 6 in., complexion and hair dark, full face, clean shaved, both hands contracted, turns his toes inwards; wearing khaki uniform of the Australian Contingent, with crests, also ribbons of the South African War medal and Victoria Cross. Warrant issued. Information to Chief Constable Prior, Tunbridge Wells. LANCASHIRE. 19.— Bury { County).— For fraudulently en- dorsing a banker's cheque for the payment of £ 18— GEORGE WHITTAKER, age 23, height 5 ft. 8 in., complexion sallow, hair brown, eyes blue. Is a good athlete ; native of Blackburn. Has been employed as collector for an assurance company. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Noblett, Bury. £ 6 REWARD. 20 — Liverpool { City).— For forging and uttering a cheque for £ 298 17s. 5d., 19th ult.— EDWARD SCOTT, age about 31, height 5 ft. 8 in., complexion fair, hair and slight moustache light, bad front teeth, projecting ears, slight blue mark on bridge of nose, leans forward when walking, consumptive appearance; dress, blue jacket suit, may be wearing a dark morning coat. A clerk. Absconded 20th ult., accompanied by his wife, age 27, height about 4 ft., complexion dark, hair black. His luggage consisted of a black leather travelling trunk, basket and parcel. May en- deavour to leave the country. Warrant issued. The above reward will be paid by Mr. Henry Loftus, A8 and 9 Liverpool and London Chambers, Dale Street, Liverpool, to any person giving such information as will lead to the arrest of Scott. 21.— Liverpool { City).— For misappropriat- ing £ 800, entrusted to him to invest on mortgage, 5th July, 1899— HORACE CLAUD VICTOR BIELBY, age about 37, height 5 ft. 9 or 10 in., slight build, complexion fresh, thin face, hair and moustache turning grey, wears gold spectacles. A solicitor. Warrant issued. Information to the Head Constable, Detective Department, Liverpool. LEICES TERSHIRE. 22.— Leicester { County).— For obtaining £ 90 by false pretences, 13th August last, at Birstall— ARTHUR HAWLEY, aZtas WILFORD, age about 45, height 5 ft. 10 in., complexion fresh, hooked nose, hair brown, eyes grey, large scar back 1 hand, 1 3rd finger contracted ; usually wears frock coat, silk hat. He advertised in newspapers for a wife, and thereby got into corres- pondence with a widow, upon whom he called and represented that he was a civil engineer in business at Manchester. After a short acquaint- ance he stated that he had purchased a house for £ 2,000, and to enable him to pay for it had borrowed £ 100 from a friend, to whom he had promised to refund the money the following day, and induced her to let him have £ 90, for which he gave an unstamped acknowledgment. On 14th August last a telegram was received from him from Manchester, and on 16th August a further telegram was received from Calais. Supposed known at Manchester, Hull, Birmingham and Cheltenham. Warrant issued. Information to Supt. Ormiston, County Police Office, Leicester. NORFOLK. 23. — Norwich { City).— For embezzling £ 1 2s., between 18th and 22nd August last— HERBERT HENRY KING, age 40, height 5 ft. 6 or 7 in., well built, complexion fresh, hair dark brown, moustache brown ; dress, dark grey morning suit, white straw hat with black band, or black morning coat and vest, dark grey trousers, black hard hat. A native of Norwich. May seek employment as a barman, or an insurance or coal agent. Warrant issued. Not to be arrested out of the United Kingdom. OXFORDSHIRE. 24.— Henley { County).— For stealing, 8th ult., at Hailey, Ipsden, a plain gold bangle; 1 long gold watch chain, round links; 1 gold bangle, engraved ivy leaves ; 1 white petticoat, laced in frills; 1 pair new black open work stockings ; and £ 7 10s.— MARGARET ELFORD, age 20, height 5 ft. 2 or 3 in., complexion ( freckled) pale, hair ( frizzy) dark, eyes brown ; dress, black skirt, frill at bottom, white muslin blouse, red and blue flowers thereon, black jacket, open sleeves at cuffs, white straw hat trimmed yellow flowers, large velvet bow in front, lace boots. A native of Little Down, near Andover, Hants. She booked from Goring to Paddington on 8th inst. Warrant issued. Information to Supt. Sorrell, Henley. SHROPSHIRE. 25.— Wellington { County).— For stealing, 18th ult., at Newport, £ 5 7s. 6d., monies of the Hearts of Oak Friendlv Society— JAMES EDWARD THOMPSON, age 40, height 5 ft. 8 in., complexion fresh, slightly pock- marked, hair brown, moustache light brown, slight side whiskers, eyes grey ; dress, black coat and vest, dark grey tweed trousers, dark tie, black hard felt hat, lace boots. An insurance agent; native of Wilnecote, Warwickshire. May seek employ- ment as a barman or clothier's traveller. Is well known at Coventry, Newcastle, and Han ley. Warrant issued. STAFFORDSHIRE. 26.— Leek { County).— For failing to report- Supervisee ROBERT THOMAS, Office No. 841- 00, age 35, height 5 ft. 3j| in., complexion fresh, hair and eyes brown, scar right of forehead," 98," Staffordshire knot, girl underneath left arm, bust of woman left wrist. A collier; native of Hanley. Sentenced at Hanley Sessions, 30th June, 1899, to 10 months hard labour and 5 years supervision for larceny. 1595. Information to Supt. Breton, Leek. 21.— Longton { County).— For obtaining £ 1 17s. 6d., by fraud, 16th ult.— A MAN, who gave the name of GEORGE HARRIS, age 30 to 35, height 5 ft. 6 or 7 in., stout build, complexion fresh, hair and moustache dark brown, of gOod address. He answered an advertisement in the Feathered World, 12th ult., for a pigeon cote, by a letter with printed headings, " George Harris, Wine and Spirit Merchant, Stapleton Road, Bristol," and offered a pigeon cote for sale for 37s. 6d. A Postal Order for that amount was forwarded to him; he acknowledged same, and promised " to forward the cote on 18th ult., which he failed to do. The address given was where he had arranged to have his letters delivered; they were called for by a lad, age about 11, wearing dark suit, and usually brown overcoat. Warrant issued. SURREY. 28,— Chertsey { County).— For neglecting to maintain his four children, leaving them chargeable to the Common Fund of the Chertsey Union— HARRY MACE, age 41, height5ft. 7| in., complexion fresh, hair light brown, eyes blue, tattooing on wrists. A labourer. Warrant issued. Information to Supt. Hackman, Chertsey. SUSSEX ( East). 29.— Haywards Heath { County).- For non- appearance to a summons charged with dis- turbing public worship at Lindfield— GEORGE LOVELL, alias BILLY LOVELL, age 45 to 50, height 5 ft. 6 in., rather stout build, round shoulders, thick neck, complexion fair, hair light brown, slight moustache, one little finger stiff, addicted to drink ; dress, pepper and salt colour suit, light cap, lace boots, or old brown jacket and cap, cord trousers. A native of Fare- ham, Hants. May seek employment as a carter or at cab yards. Absconded 14th ult. Warrant issued. M.— Haywards Heath { County).— For leaving his child chargeable to the Cuckfield Union— THOMAS COMPTON, age about 60, height about 5 ft. 6 in., complexion fresh, hair grey, long beard and moustache ; dress, old black frock coat and vest, dark grey tweed trousers, hard felt hat, lace boots. A tailor. Has been employed at Cuckfield for about 2 years, previous to which he was employed at Shoreham, Ports- mouth and Cowes, Isle of Wight. Absconded during July last. Warrant issued. Brooman, Hay wards Heath. 31.— Hastings { Borough).— On commitment warrant for non- payment of £ 2 9s. 2d., District rate and costs— JOHN STONHAM, ago 53, height 5 ft. 2 in., complexion fair, full face, hair, whiskers and moustache bushy, shaved under chin, eyes blue; dress, dark suit, hard felt hat, lace boots. A wheelwright. 32.— Hastings { Borough).— For neglecting to maintain his child— RICHARD KING, age 40, height 5 ft. 9 in., complexion fresh, full round face, hair, whiskers and moustache light brown, turning grey, eyes blue, low soft voice; dress, light plaid suit and cap. May seek employment at hotels. Warrant issued. Information to the Chief Constable, Hastings. SUSSEX ( West). 33.— Worthing ( Ccnmty).— For obtaining money by false pretences— J. SNELLING, age 35, height5 ft. 9 in., complexion and hair ( turning grey) dark, moustache dark brown; dress, dark brown tweed jacket suit, brown Hoft felt hat, carries a black stick with silver knob. He advertised in newspapers under the name of " J. Snelling, Willey Farm, Whitehill. near Redhill, Surrey," offering to forward poultry to any address, carriage paid on receipt of order and amount as advertised. SUSSEX ( East). 35.— Hastings ( Borough). — For house- breaking between ^ Oih August and i 6th ult, and stealing a case of gold studs, set pearls, gold wire centre of pearl; 1 gold brooch, large topaz set in filigree surrounded by small stones, ring at top ; 1 gold brooch, set large amethyst, in filigree, gold and pearls; 1 do. set cameo head ; 1 do. with painting in turquoise ; 1 gold antique thumb ring, plain, heavy; 1 gold brooch, wreath of gold leaves, set pearls and turquoise; 1 lady's small gold ring, set 3 turquoise ; 1 spade guinea ; 1 half do.; 1 William I. penny piece; 1 Que< n Ann farthing; 1 gold Manx charm ; 1 silvei cross, black enamel centre ; 1 small plain gold compass ; 1 pair ivory opera glasses, gilt mounts, in black leather case ; 1 cut glass spirit flask ; 2 gilt bracelets, photograph in centre surrounded by Maltese filigree ; 1 large stamp album con- taining foreign stamps of all descriptions; 1 old- fashioned almanac dated " 1820"; 1 pair lady's black lace boots, nearly new, " Bective " stamped thereon— GEORGE MILLS, supposed false, age 30 to 40, height 5 ft. 7 or 8 ins, slight build, long thin face, hair dark, turning grey, slight mous- tache brown, eyes blue ; dress, dark coat and vest, grey trousers, check cap, dark overcoat.
