All announcement* for insertion in the POLICE GAZETTE, and all n, h munications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW . SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will br tserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if su fficient to enable the article in question to be thereby identified. 4. In all cases where a reward, is o ffered, the name and address of souu person responsible for the payment must be given. and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will he inserted at a cost of 15*. per portrait, and of 7s. 6d. per photo- graph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guar a iiteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must he signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. kTION S. 7. A nnovneements concerning stolen property must be guaranteed by an officer of not lea rank thaji Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number and as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clear! y written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. THE EDITOR, New Scotland Yard, London, S. W. SPECIAL NOTICE. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the, discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1.— Printed hand- bills, or other advertisements, offering a reward for the discovery ot property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commis- sioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points :— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. ( d) The name and address of the printer must appear thereon. 2 . No expression must be used in such an advertisement, in relation to property stolen, or criminally taken or disposed of, holdine out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularlydirected to the conditions ( a) to ( d), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE.— There are 190 Stations of the Metro- politan Police Force at which Notices can be posted. He stated that he had been sent by a Nottingham firm to do some repairs at a local mill, and that other workmen were coming. Warrant issued. Information to Supt. Warrant issued. Information to the Chief Constable, Colchester. GLOUOES TERSHIREm 15.— Bristol ( City).— For obtaining money by false pretences— J. W. BENSON, age about 35, height 5 ft. 10 in., slight build, square shoulders, hair and moustache light brown, one glass eye ( supposed left), wears glasses. He opened an office, 15th ult., represented that he was a money lender, obtained £ 25, £ 10, and £ 6 from 3 men under the pretence of appointing them as collectors, & c., and arranged for them to commence their duties 28th ult. His luggage consisted of a brown portmanteau, initials " J. W. B." thereon, small handbag, a brown leather hat box, and a brown leather trunk. Warrant issued. A native of Lydd.— WILLIAM FROUD, age 35, height 5 ft. 6 in., complexion dark, hair dark brown ; dress, brown check jacket, khaki jacket, dark cord trousers, cap, heavy lace boots. A native of New Romney. Warrants issued. A reward of £ 1 will be paid by the Board of Guardians of the Romney Marsh Union, to any person giving such information as will lead to the arrest of either of the above. Information to Supt. Bailey, Ashford. 19 — Canterbury ( City).— For stealing £ 5 from her lodgings, 21st ult.— DORIS HEALEY, age 23 ( looks younger), height 5 ft. 1 or 2 in., complexion dark, hair black, eyes blue, left little finger missing, of good address ; dress, dark blue skirt, pink and white muslin blouse, dark grey jacket, white sailor hat trimmed black band. A calendar hand ; has been employed at Croydon Laundry. Warrant issued. Information to Chief Constable Farmery, Canterbury. 20 .— Ramsgate ( Borough).— For stealing, 28th ult., a free- wheel bicycle, 24 in. American frame, 28 in. wheels, new Warwick tyres, roller chain, brass plate on head tube, thumb rim brake to front wheel, flat handle bars, cork grips— A MAN, who gave the name of LANG, age about 23, height about 5 ft. 6 in., complexion fair; dress, Norfolk jacket, grey trousers, white straw hat. Warrant issued. Information to Chief Constable Jones, Ramsgate. 2L— Tunbridge Wells ( Borough).— For deserting his wife and family— BERT WELFARE, age 24, height 5 ft. 5 in., complexion fair, hair light, eyes grey ; a gardener. NORFOLK. 22.— Norwich ( City).— For stealing, 25th ult., a gold watch and chain ( recovered)— FREDERICK TASNEY, alias LIEUTENANT HECTOR VAUGHAN and FREDERICK TERRY, Office No. 2824- 00, age 20, height 5 ft. in., complexion fresh, hair light brown, eyes grey, scar back of head, left thumb and back left hand, mole front right forearm ; dress, light grey jacket suit, straw hat ( black band), light tie, cream colored wrapper and white tennis shoes. SURREY. 27.— Chertsey ( County).— For failing to surrender to his bail at Surrey Assizes, for arson — GEORGE HOWARD, age 40 ( looks older), height 5 ft. 3£ in., round shoulders, complexion fresh, hair ( bald on top) brown, eyes blue, silver plate top of head, bad front teeth, leans forward when walking. A labourer. May be found on public works. Warrant issued. Information to Supt. Hackman, Chertsey. 28.— Dorking ( County). — For obtaining foreign stamps by false pretences— E. SOTHEBY, alias JACKSON, age 23, height 6 ft. 1 in., slight build, complexion fair, hair light brown, of smart appearance ; dress, grey cycling suit or dark coat and vest, light trousers. He took rooms at Brockham Green, where he called for letters addressed Capt. Sotheby. Has obtained or attempted to obtain from various stamp dealers collections of stamps for selection, giving name of another firm as reference ; also obtained money by advertising icameras for sale in the Exchange and Mart. Absconded 25th ult. Warrant issued. Information to Supt. Alexander, Dorking. SUSSEX ( East). £ 2 REWARD. 29.— Battle ( County). — For deserting his wife and family, leaving them chargeable to the Common Fund of the Battle Union— DANIEL NOAKES, age 43, height 5 ft. 3 in., complexion fair, hair light brown, heavy moustache, eyes ( small) light grey, large wart back of neck, large swelling back of left ear. A native of Bexhill. Warrant issued. The above reward will be paid by the Guardians of the Battle Union, to any person giving such information as will lead to the arrest of Noakes. Plumb, Battle. 30.— Eastbourne ( Borough).— For stealing £ 4 15s., 26th ult.— OKMOND THOMAS WADE, age 18, height 5 ft. 1 or 2 in., complexion fresh, hair light brown, eyes ( cast in left) blue, several indistinct tattoo marks left forearm ; dress, fawn colour coat, dark trousers and cap, neckerchief, lace boots. Warrant issued. 31 .— Eastbourne ( Borough)— For stealing, 23rd ult., an old- fashioned silver snake pattern bracelet; 1 silver band bracelet, partly chased ; 1 lady's 18 ct. gold keeper ring, oval, rather heavy, chased flowers ; 1 Parisian diamond neck- lace ; 1 gold stud with bar and small piece of chain; 1 large silver locket, oval, chased one side, con- taining photograph of a lady and gentleman, rather long plain link pattern chain attached; 1 round silver brooch, fuchsia pattern, hair at back, and £ 5— TWO MEN, lst, gave name of ADOLPH KEISER, age 20 to 22, height 5 ft. 7 or 8 in., slight build, complexion pale, long thin face, delicate appearance, narrow chest, round shoulders, hair dark; wearing dark clothes ( morning coat) and black hard felt hat. 2nd, name ( supposed) OTTO KIESEL, age 20 to 22, height about 5 ft. 4 in., slight build, complexion pale, hair ( supposed) light, clean shaved ; dress, navy blue lounge suit, white straw hat. German waiters. Warrant issued. Information to Major Teale, Chief Constable, Eastbourne. WORCESTERSHIRE. 32.— Worcester ( City).— For stealing from his lodgings, 4th ult., a gold buckle ring; 1 do. curb ring ; 1 lady's silver watch chain ; and about £ 6— A MAN, age 21 or 22, height about 5 ft. 9 in., complexion sallow, sunburnt, hair ( short) dark brown, eyes ( supposed) hazel; drees, dark jacket and trousers, white jersey, dark cap, supposed brown boots. Stated he was a native of Walsall, and is believed to have been employed in that district. 33.— Worcester ( City).— For embezzling £ 8, the monies of the Postmaster- General— RICHARD NEWTON, age 27 ( looks younger), height 5 ft. 7 or 8 in., complexion sallow, thin features, hair and slight moustache light, eyes blue or grey, stoops slightly, quiet and reserved in manner; dress, dark grey check lounge suit, dark grey cap, lace boots, had with him a light overcoat, recently repaired across breast. A native of Lytham, Lancashire. Absconded 28th ult. Warrant issued. I nformation to Chief Constable Byrne, Worcester. YORKSHIRE ( East Riding). 34.— Hull ( City).— For stealing, 6th June last, a bicycle ( recovered)— WILLIAM AMLUNG, age 24 to 26, height 5 ft. 5 or 6 in., complexion pale, hair and moustache brown, figures, ships, & c., tattooed on arms and body, one arm shorter than other; wearing three- quarter light grey mackintosh, white muffler, light cap. A pork butcher; native of Germany. Absconded 6th June last. Warrant issued. Not to be arrested out of the United Kingdom. 35.— Hull ( City).— For obtaining £ 6 by false pretences, 7th June last—. JOHN CHARLES, age 48, height 5 ft. 6 or 7 in., slight build, complexion ruddy, hair dark brown, turning grey, usually wears dark clothes. A builder. Warrant issued. Not to be arrested out of the United Kingdom. 36.— Hull ( City). — For absconding with workhouse clothing— THOMAS SMITH, age 49, height 5 ft. 9 in., complexion fresh, hair and moustache brown ( turning grey); dress, brown mixture tweed jacket and vest, white smock under, fustian trousers, 0/ 187 stamped on waist- band, in jacket sleeve and lining of vest, brown mixture cloth cap. A ship's fireman.— THOMAS BAIN, age 60, height 5 ft. 9 or 10 in., complexion fresh, hair ( turning grey) brown, beard and moustache, eyes brown; dress, pepper and salt tweed suit, blue and white check neckerchief, Blucher boots, brown cap, blue and white cotton shirt, grey woollen socks, all marked " W. H. 0/ 168." A hemp dresser. Warrants issued. Not to be arrested out of the United Kingdom. 37.— Hull ( City).— For misappropriating or withholding £ 71 10s. 9d., monies of the Loyal Philanthropic Lodge, No. 242, of the 1.0.0. Fellows, Manchester Unity Friendly Society, Hull District, 11th April last — WILLIAM ALBERT REID, age 46, height 5 ft. 8 or 9 in., stout build, complexion fair, hair and moustache dark ( turning grey), small eyes; usually wears dark overcoat, hard felt hat. A grocer or ship's steward; native of London. Was treasurer to the above Society. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Hull.
