POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, JULY 4, 1902. VOL. XIX., No. 1932. REGUL 1. All announcements for insertion in the POLICE GAZETTE, and all communication* relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD. LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact coyiditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15*. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. I. TIONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not lest rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit tv the Editor notice of the fact, referring to the number of the announcement, for insertion in the • next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. One of the above had with him an old- fashioned gig or high cart, wheels supposed yellow, drawn by an old dark horse, with old harness, part silver- plated, part brass mounted. Absconded 25th ult. 7.— Windsor ( Borough). — For stealing, 31st May last, an euphonium, No. 4169, nearly new, maker Rudall Carte, Berners Street, London — CHARLES O'DONNELL, age 28, height 5 ft. 6£ in., complexion fresh, hair dark brown, eyes grey, cicatrix left molar bone. A native of St. Nicholas, Ireland. Is a deserter from the 2nd Life Guards. May be found with bands at seaside resorts. Information to Chief Constable Nicholls, Windsor. BUCKINGHAMSHIRE. 8.— Fenny Stratford ( County). — For obtaining money by false pretences, 16th ult — F. P. THOMPSON, age about 25, height about 5 ft. 6 in., complexion fair, full face, hair light brown, lower lip drops, curved cut scar in centre ; dress, grey suit, black soft felt hat; carried a black hand bag. A native of Grimsby. He obtained money by representing that he was can- vassing for a firm of printers at Grimsby for advertisements for insertion in a local and district time table. Cambridge ( Borough).— For unlawful pledging, 9th ult. and other dates— ELIZABETH ANN SAGE, age 30, height 5 ft. 4£ in., rather stout build, complexion fresh, hair dark brown, eyes grey ; dress, black jacket and dress, white' sailor hat with black hand. May be accompanied by her Mother, age 57, height 5 ft. 1 in., stout build, complexion fresh, hair auburn, eyes hazel; dress, brown bodice, black skirt, dark bonnet trimmed flowers. Dressmakers; natives of Kensington, London. Was convicted of larceny ( lodgings) at Saffron Walden in August, 1901, and sentenced to 5 months imprisonment. Warrant issued. 10 — Cambridge ( Borough).— For stealing, 28th May last, a silver watch and chain ( re- covered), and 31st May last a bicycle, 24 in. frame, Garrad 3 arm chain wheel, i in. pitch, flat handle bar, Westwood plated rims, Warwick tyres, Bowden brake, free wheel, transfer on head, " King & Co., Makers, Cambridge"— R. H. SELL, alias JOHN DEAN, age 20 to 24, height 5 ft. 5 or 6 in., complexion sallow, hair dark brown, supposed slight moustache; dress, blue jacket suit, double- breasted vest, blue and black wrapper, plaid cap. T. Isyon, 87 Willington Road, Hands- worth, Birmingham," on transfer — Supervisee ERNEST SPICER, Office No. 3171- 01, age 26, height 5 ft. 5 in., complexion fresh, hair light brown, eyes grey, scar over right eyebrow ; dress, Hannel jacket, grey check trousers and cap, red tie. A labourer; native of Walsall, Staffs. Sentenced at York Assizes, 20th July, 1897, to 5 years penal servitude for arson ( stack). Liberated on 2nd licence 19th ult. Q. X. 327. Information to Supt. DERBYSHIRE. 14.— Chesterfield { County).— For stealing ( by trick) a Raleigh Car— CHARLES OGDEN, age about 28, height 5 ft. 7 or 8 in., stout build, complexion sallow, round features, hair dark brown, slight moustache dark, of Jewish appear- ance ; dress, grey suit, shooting coat with large pockets at sides, hard hat, lace boots. Warrant issued. 15.— Chesterfield { County).— For obtain- ing £ 6 by false pretences, 28th April last, at Scarcliffe— ARTHUR SMITH, age about 33, height 5 ft. 5 in., stout build, complexion fresh, hair black ( frizzy in front), eyes dark brown. A native of Clapham, Beds ; stated he was a con- tractor. Warrant issued. 16.— Chesterfield { County).— For steal- ing 10s. from his lodgings, at Calow, 23rd ult.— HENRY LEE, age about 40, height 5 ft. 4 or 5 in., complexion sallow, hair brown, eyes sore, no eyelashes, burn marks on face and ears, lump ( size of a penny) right hand; dress, blue cloth jacket and cap, cord trousers, small light lace boots, blue and red check muffler. DEVONSHIRE. 17. — Honiton { County). — For obtaining 6s. 6d. by false pretences — STANLEY JOHN • JAMES STEPHENS, age 33, height 5 ft. 5 in., complexion sallow, hair dark brown, moustache ( rather long) dark, eyes blue, birthmark centre of forehead ; dress, light grey square cut coat and vest, dark grey trousers, dark red cord tie. " Thomas & Co., Totnes," thereon, grey soft felt hat, lace boots. A native of Stonehouse. Has served in the Dorset Regiment. He obtains money by stating he was invalided from South Africa. Has been previously convicted of fraud. Left Torquay, 18th ult., and is supposed travell- ing the south- western counties. Warrant issued. Information to Supt. de Schmidt, Honiton. Information to the Deputy Chief Constable, Chelmsford. 19.— Romford { County). — For stealing, 26th ult., a brown mackintosh with cape, no sleeves; 1 light brown do. with sleeves: 1 old silver watch, Swiss make, open face, brass chain attached ; 1 improved lathe drill head, new ; 1 new expanding bit, American make : 2 brass Swedish blow lamps ( benzoline) ; 1 paraffin wickless cooking stove, " The Primus," much worn ; 1 cheque book on the London and Midland Bank, Ltd., Tottenham Court Road branch, con- taining 22 cheques, Nos. C 20279 to C 20300— RAPHAEL GUILLOM, a Spaniard, age about 25, height 5 ft. 1 or 2 in., complexion and eyes dark, hair ( curly) and slight moustache black, large features, speaks very little English ; dress, dark coat, grey trousers, cap, or black soft felt hat. B " on blinkers, no breeching; and a small dog cart, body painted black, wheels and shafts red with black lines, hub of right wheel slightly damaged, piece broken off near splashboard; a yellow rug with red and blue stripes BIRD, age 30 to 33, height 5 ft. 11 in., hair ( inclined to curl) and slight moustache dark ; dress, brown jacket suit, yachting cap. Warrant withdrawn. 22.— Folkestone { Borough).— For stealing ( bailee) a clock— GEORGE HENRY HIGGINS, age 48 to 50, height 5 ft. 8 or 9 in., hair and moustache ( inclined to curl) dark brown, turning grey, bald patch back of right ear, top of left forefinger missing ; dress, black frock coat, silk facings, dark grey trousers, black bow tie, black hard hat or dark cap. A jeweller. Absconded 14th ult. Warrant issued. 23.— Folkestone { Borough).— For stealing, 16th ult., an old silver double- case American lever watch, No. 2949634, out of repair, and about £ 6 — FELIX REINSPERYER, an Austrian, age about 23, height 5 ft. 6- or 7 in., complexion fair, full face, hair brown, clean shaved ; wearing dark clothes, hard hat.— PHILIP SCHULZ, a German, age about 26, height 5 ft. 3 or 4 in., complexion dark, hair black, clean shaved; wearing dark clothes, hard hat, carried a brown silk umbrella with crook handle. May call at registry offices for employment as waiters. Warrant issued. Information to Chief Constable Reeve, Folke- stone. LANCASHIRE. 24.— Chorley { County). — For obtaining £ 5 by false pretences. 19th May, at Parbold— H. HALL, alias WALKER and T. R. DAYIES, age 40 to 45, height 5 ft. 6 in., stiff build, hair and moustache sandy, burn mark left temple, walks quickly ; dress, black coat and vest, hard hat, or a grey tweed cap. A native of Wigan. Carried a small brown leather handbag. He called on a lady, represented himself as an agent for a Sewing Machine Company, asked to see her receipt book, and on finding that £ 5 10s. was owing, stated that on payment of £ 5 he would settle the account, gave a receipt and absconded. Warrant issued. 25.— Chorley { County).— For stealing from his lodgings, 21st ult., £ 14 10s., and a rolled gold Albert, with white metal matchbox as pendant— JAMES WALLIS, alias WILLIAMS, THOMP- SON, and ROBINSON, Office No. 1525- 01, age 26, height 5 ft. 3£ in., complexion fresh, hair brown, eyes hazel, scar over each eyebrow, right temple and left knee ( burn), prominent nose; dress, grey cloth jacket suit and cap. A tailor ; native of Liverpool. Expert larceny ( lodger) thief ( see ILLUSTRATED CIRCULAR, Series 63 and 64, Fig. 16 and 13), and is also wanted for similar offences at Leicester, Oldham, Stafford, Bolton, Macclesfield, etc. Information to Supt. Norrie, Chorley. 26.— Kirkham { County).— For stealing a lady's gold watch, 27th May— R. HACKING, age about 30, height 5 ft. 4 or 5 in., complexion fresh, hair ( turning grey at sides), and moustache sandy; sometimes wears a dark brown double- breasted overcoat, black soft felt hat. A joiner; supposed a native of Padiham, near Burnley. He travels the country representing himself as a watch and clock repairer. Warrant issued. Information to Supt. Ormerod, Kirkham. 27.— Warrington { Borough). — ERNEST WALTER HAINES, alias CHARLES HOWARD Office No. 1290- 02, Case No. 90, 30th May last, not now wanted. LEICES TERSHIRE. 28.— Lutterworth { County).— For obtain- ing money by false pretences, 21st May— F. P. THOMPSON, age 25 to 30, height 5 ft. 6 or 7 in., stiff build, complexion fair, full round face, hair light or sandy, clean shaved, lower lip drops, curved cut scar in centre; dress, grey suit, black hard hat. Supposed a native of Grimsby. He calls upon tradesmen, states he is a representative of a Printing Company who are publishing a local and district time table, and on payment of 5s. they can have an advertisement inserted therein, also that 300 copies of the table would be forwarded. NOR THA MPTONSHIRE. 29. — Northampton { Borough).— For stealing, 28th ult., a brown leather Glad- stone bag containing a grey morning coat, " Doffman" on tab, and vest to match ; 1 black serge morning coat ; 1 fancy light- blue spotted vest ( double- breasted); 1 fawn colour overcoat ( sac back) ; 1 pair light grey broad plaid trousers; 1 grey plaid vest ( double- breasted); 1 pair dark grey trousers, pink Mikado braces at- tached ; 1 dress vest; 1 white shirt marked " G8/ 47710" ; 1 do., marked " G. 8. B. B. 48331," with gold fronted studs and links attached; 1 blue blazer; 1 lady's silver Geneva watch— By A MAN, who gave the name of CECIL MORRIS BENNETT, age about 23, height 5 ft. 8 in., slight build, thick lips, large pimple on forehead, clean shaved, burn scar back left hand, well spoken; dress, dark flannel suit with light stripes, white straw hat with black band. OXFORDSHIRE. 30 — Henley- on- Thames { County). — For stealing, 23rd ult., a pneumatic bicycle, diamond frame, flat handle bars, rubber pedals, Clincher tyres, small round lamp attached, " Gordon " on lower bar— CHARLES TIGHT or LIGHT, alias CHARLES SMITH, age 21, height 5 ft. 5 or 6 in., complexion and hair dark ; dress, dark serge coat and vest, dark cord trousers, dark cap. Has been travelling with roundabouts and switchbacks. Was traced through Tring, Berkhampstead, and Hemel Hempstead, OH 30th ult. Warrant issued. Information to Supt. Sorrell, Henley. STAFFORDSHIRE. 31.— Wednesbury { County).— For obtain- ing money by false pretences— G. PAYNE ( sup- posed false), age about 45, height about 5 ft. 6 in., complexion fair, hair and moustache light brown. He travels the country, takes photographs of farm houses, & c., receives money in advance, for which he gives a receipt signed G. Payne, but fails to forward the photographs. Warrant issued. SUSSEX ( East). 32.— Hailsham { County). — For stealing ( bailee), 17th ult., an " American Monarch" bicycle, enamelled black, chipped in several places, Fleetwood tyres, Westwood rims, enamelled black, purple centres, 7 in. cranks, combination pedals, 78 gear, ^ block chain, lady's Middlemore saddle, adjustable handle bar, cork grips, shield on head, raised lion's head and " Monarch Bicycle, Chicago" thereon— DICK WEST, alias WOOD and KENT, age about 26, height about 5 ft. in., complexion fair, hair and slight moustache light; dress, blue coat and vest, light tweed trousers and cap, light boots. METROPOLITAN POLICE DISTRICT 33.— If Division.— For embezzling £ 1510a., monies of the East London Artisans Loan Com- pany— AVERY LUCAS, age 40, height 5 ft. 3 in., thick set, complexion sallow, hair, whiskers, and moustache dark brown, eyes grey, artificial teeth, walksiwith short quick steps ; dress, dark greenish tweed jacket and vest, dark trousers, black hard felt hat. Absconded 24th May last. Warrant issued. Information to be forwarded to the Metro- politan Police Office, New Scotland Yard, S. W. DORSETSHIRE. 31.— Poole ( County).— For stealing monies of the Strand Mission Club- FREDERICK J. IIARWOOD, age about 45, height about 5 ft. 8 in., complexion pale, high forehead, hair and moustache light, slight side whiskers, eyes blue, 4 upper front teeth missing, vessels and figures tattooed on arms ; dress, supposed blue coat and vest, striped trousers, blue cap, usually wears a bracelet and 2 rings, " F. J. H." on stone on one. A native of Poole. Was secretary and manager of the above Club. He intimated, in a letter posted at Gravesend, 6th ult., his intention of committing suicide. Warrant issued.
