All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OP THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they arc sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. à. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15*. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. á. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the ease may be. kTIOXS. 7. Announcements concerning stolen property must be guaranteed by an officer of not leu rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, mutt, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than iwon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Pest Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. E. R. HENRY, Editor. Cities and Boroughs therein, arranged in alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. SPECIAL NOTICE. IT is notified for the information of the Police Forces generally that the existing arrange- ments provide that all persons convicted of offences falling under classes II to V, appendix A of the Judicial Statistics, 1899, pages 220 to 221, and sentenced at Quarter Sessions or Assizes to imprisonment for a month or longer, are criminally registered by having their finger- prints and photo- graphs taken in the prisons a fortnight before release. The Police of the Metropolis have been in- structed that whenever they deem it desirable to have criminally registered persons convicted of offences, and sentenced to imprisonment in Magistrates' Courts, the words " finger- prints " or " finger- prints and photograph " are to be added to the form on which the conviction is reported to the Chief Office, who then place themselves in correspondence with the prison authorities. It is suggested that Chief Constables and Heads of County and Borough Police Forces might similarly apply specially in suitable cases for the finger- prints and photographs of persons convicted in Magistrates' Courts whom they believe to be professional or dangerous criminals. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT 1.— c Division.— For stealing 11 £ 5 Bank of England notes, 30th ult.— LOUISE PETERS, alias ELIZE FEDER and KETTLE, a German subject, age 28, height 5 ft. 3£ in., stout build, complexion dark, hair and eyes dark brown ; wearing a dark jacket and vest, fur necklet. A prostitute. Warrant issued. 2. — J Division. — For embezzling £ 14 4s. lid., 11th ult.— CHARLES CHAMP- KINS, age about 40, height about 5 ft. 10£ in., complexion ruddy, hair ( bald on top) and slight moustache dark, slightly lame right leg. A brewer's drayman. Warrant issued. 3.— N Division,— For larceny and re- ceiving— ISRAEL ROSEN, age 23, height 5 ft. 4 in., complexion sallow, long nose and face, hair and eyes dark ; dress, dark overcoat, dark jacket suit, black hard felt hat, lace boots. A native of Warsaw, Russia. ( See Case No. 7, 18th ult.) If apprehended beyond the United Kingdom, ex- tradition will be applied for. Warrant issued. 4.— P Division.— For embezzling £ 7 lis. — JAMES SMITH, alias BENJAMIN STANLEY LEWIS, age 40 to 45, height 5 ft. 9 in., com- plexion, hair and moustache dark, eyes brown, of military appearance; dress, dark blue serge suit, light dust coat, tweed cap. A native of London. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. BERKSHIRE. 5 — Wokingham ( County).— For obtain- ing 9s. by false pretences— SARAH AYTON, age about 30, complexion, hair, and eyes dark ; dress, green coat and skirt, light blue bow tie, black sailor hat. She called at a registry office in Reading, representing herself to be a cook, ob- tained the name of a lady at Wokingham, upon whom she called, and after being engaged, obtained the money to pay her railway fare. ( See Case No. 18, 9th inst.) Warrant issued. Information to Inspector Goddard, Wokingham. BRECONSHIRE. 6— Crickhowell ( County)— For stealing by trick, a lady's gold watch and chain— HYMAN SUGAR, a Polish Jew, age 34, height 5 ft. 8j in., complexion fresh, hair dark, whiskers sandy, eyes brown, scar centre of forehead, 2 red spots bridge of nose; dress, blue serge coat and trousers, fancy double- breasted vest with white spots. Hawks jewellery. May have in his possession a pedlar's certificate, No. 97, issued at Crickhowell, 9th March, 1901. May endeavour to leave the country. Warrant issued. 7.— Crickhowell ( County).— For stealing a donkey cart ( recovered)— THOMAS JONES, alias TOM BULLDOG, age about 30, height 5 ft. 5 or 6 in., complexion fresh, hair dark brown, moustache ( cropped short) brown; dress, black jacket and vest, cord trousers, cloth cap, heavy nailed boots. A rag and bone gatherer; native of Newcastle Emlyn. May seek employment at collieries. Warrant issued. Information to Supt. Winterson, Crickhowell. DEVONSHIRE. 8.— Exeter ( County).— For leaving his wife and children chargeable to the Union— EDWARD DART DEEM, age 22, height 5 ft. 6 or 7 in., com- plexion fresh, hair brown, carries his head forward, slovenly gait. A bricklayer or labourer ; native of Exmouth. May be found on public works or at docks. Warrant issued. Photograph can be seen on application. Information to the Deputy Chief Constable of Devon, Exeter. 9.— Torquay ( County). — For obtaining money by a worthless cheque — GEORGE CLARKE, alias DENSHAM, age 36, height 5 ft. 7 in., complexion, hair and eyes dark, clean shaved, of smart appearance; dress, blue pilot cloth coat, dark vest, light trousers, dark Melton overcoat, blue cap with glazed peak ( all new), brown canvas shoes with leather straps, had with him a black bowler hat, plaid cap, and a cheque book on the Devon and Cornwall Bank, Barn- staple Branch, Nos. from 98015, which he tenders to refreshment house keepers and publicans ; also uses the names of Ellery and Baker. Stated she required the money for the purpose of obtaining a legacy which had been bequeathed her by a lady with whom she had lived a number of years. Warrant issued. Information to Supt. GLOUOES TER SHIRE. 12.— Bristol [ City).— For failing to report— Licence- holder JOHN DAYIES, alias BEN- JAMIN OWEN and JOHN MANSELL, Office No. 949- 02, age 35, height 5 ft. 8 in., complexion fresh, hair grey, eyes blue, scar below right eye- brow, slight impediment in speech. Sentenced at Usk Quarter Sessions, 19th October, 1898, to 5 years penal servitude and 3 years supervision for housebreaking. Licenced 3rd April last. O. V. Y. 249. HAMPSHIRE. 13.— Aldershot { County).— For stealing a ponv, cart and harness ( recovered)— ARTHUR O'CONNOR, age 19J, height 5 ft. 8 in., complexion fresh, hair ( curly in front) brown, eyes blue, clean shaved, scar left forearm and both knees, walks erect; dress, blue serge jacket suit and cap with large peak. Is fond of singing and public house company. A confectioner; native of Clonmel. Is an officer's servant of the 2nd Dragoon Guards. He enlisted at Woolwich 5th July, 1901, and is believed to have previously served in a Highland Regiment in South Africa. Information to Supt. Hawkins, Aldershot. 14.— Alton { County).— For leaving his family chargeable to the Common Fund of the Alton Poor Law Union — CHARLES PAGE, age 29, height 5 ft. 2 in., complexion fair, hair brown, eyes gwy. A native of Fr'oyle, Hants ; probably trampi* g the country seeking employment as a labourer. Absconded 29th ult. Warrant issued. Information to Snpt. James, Alton. 15.— Cosport { County). — For stealing, be- tween 10th and 11th inst., a dark brown tweed suit, pearl buttons; 1 black and white check cap, coronation badge thereon ; 1 blue and red scarf ; 1 pair black and red socks ; 1 pair button boots— JAMES HARRIS, age 23, height 5 ft. 4 in., com- plexion dark, hair brown, eyes hazel, scar back of head, lion, flags, and anchor tattooed on chest; may be wearing the stolen clothing. Is a deserter from the Rifle Brigade. He enlisted at Woolwich, 8th July, 1901. Information to Supt. Silver, Gosport. 16.— Winchester { Count}/). — For em- bezzling £ 15 0s. Id. and obtaining, by false pre- tences, £ 558 lis. 4d., the monies of the Capital and Counties Bank, Alresford Branch— JAMES CONNOR WALKER, age about 40, height 5 ft. 7 or 8 in., stout build, complexion dark, hair and moustache dark brown, turning grey, eyes grey, short neck, is fond of billiards ; usually wears dark grey suit, black hard felt hat, gold ring left little finger. A bank manager ; native of Oak- hanger, Alton. Warrant issued. HEREFORDSHIRE. 18.— Leominster { County).— For stealing £ 2 and a pair of boots, 21st ult., at Aymestrey— PRISCILLA REYNOLDS, age 25 or' 26, height 5 ft., stout build, complexion fresh, full face, hair dark ( has been cut short); dress, black three- quarter length jacket, black dress, dark or grey felt hat, trimmed red black and white silk and red flower, lace boots with plain fronts. A domestic servant; native of Dilwyn. Is believed to have lived at Bristol and Penarth. Warrant issued. Information to Supt. Price, Leominster, or Sergeant Rooke, Wigmore. HER TFORDSHIRE. 19.— Hertford { County). — For obtaining money by false pretences— A MAN, age 40 to 45, height about 5 ft. 10 in., complexion fresh, full face, hair ( turning grey) and heavy moustache dark, lame left leg; dress, dark overcoat, velvet collar, dark suit, black hard felt hat, large silver curb pattern chain. He calls upon publicans and confectioners, states he will appoint them as agents to the Hygienic Cigarette Company, offers a good salary and commission, then obtains money for the cigarettes and decamps. Supposed identical with Man, Case No. 43, 16th inst. ( See Special Notice, 2nd inst.) Warrant issued. Information to Supt. Shore, Hertford. KENT. 20.— Canterbury { County).— For leaving his wife and children chargeable to the Common Fund of the Blean Union— ROBERT SVENDSEN, alias SWANSON, age 31, height 5 ft. 7 in., com- plexion fresh, hair light brown, eyes blue, scar back of neck, anchor back of left thumb ; dressed as a mariner. Warrant issued. Information to Supt. Jacobs, County Police Office, Canterbury. 21 .— Maidstone { County).— For neglecting his 5 children in a manner likely to cause them unnecessary suffering— JOSEPH LANGDON, age 40, height 5 ft. 8£ in., stout build, complexion dark, hair dark brown, moustache auburn, eyes ( full) dark, dimple on chin, right leg ulcerated. Native of Cornwall. A waiter; has also been a public house manager at Birmingham. Warrant issued. Information to Supt. Jessup, Wrens Cross, Maidstone. 22.— Ramsgate { Borough).— For obtaining food by false pretences, between 9th ult. and 2nd inst.— NELLIE HEFFERMAN, age 18 ( looks older), height 5 ft. 7 or 8 in., complexion and hair dark, large scar back of one hand; dress, black three- quarter jacket with pearl buttons, black satin bodice, black skirt, large black hat trimmed chiffon and red poppies. She went to Margate « n 5th inst., where she represented her- self as a oountess, and is believed to have left in company of a man, age about 50, and his son, age about 25, or with a member of the Hearts of Erin Theatrical Company. Warrant issued. Information to Chief Constable Jones, Rams- gate. 23.— Tunbridge Wells { Borough).— For housebreaking, 29th ult., and stealing a brown hand bag, about 16 in. long, has been repaired ; 1 new dressing case, 12 in. by 10 in., nickel fittings ; 1 pair glace kid lace boots; 2 bottles dry shampoo, green label with gold letters thereon— OTTO TREFENBACKER, a Swiss, age 21, height 5 ft. 3 in., complexion pale, hair brown, front upper teeth decayed ; dress, grey frock coat and trousers, black soft felt hat, may be wearing the stolen boots. A barber. Was sentenced, 6th March, 1901, at North London Sessions, to 10 months imprisonment for housebreaking. May endeavour to leave the country. Warrant issued. LANCASHIRE. 24. — Skerton { County). — For stealing, between 18th and 21st inst., at Over Kellet, near Carnforth, a silver English lever watch, No. 8754, maker " Ralph Bond, Morecambe," on dial, out of repair, seconds hand missing, white metal curb pattern Albert attached to watch with a piece of bootlace ; and £ 20 16s.— A MAN, age 18, height 5 ft. 7 or 8 in., complexion fresh, hair and eyes dark ; dress, 2 brown vests, 1 with sleeves, faded, drab cord breeches, blue and white leather collar, dark blue cap, brown leather leggings, heavy lace boots. Stated he was a native of Stockton- on- Tees. Is an expert milker ; may seek employ- ment with farmers or cow- keepers, or may be travelling with a waxworks show. Is identical with ALBERT COULSON, Case No. 48,23rd inst. Information to Supt. Barnett, Skerton. 2~).— WidneS { County).— For stealing a bank book and forging and uttering a withdrawal form for £ 3 19s.— A MAN, age 21, height 5 ft. 3 or 4 in., complexion sallow, hair dark brown, eyes dark; dress, dark jacket, fawn colour vest, dark grey trousers, blue serge cap, blue muffler with yellow and white stripes, old boots. Keighley, Widnes. 26.— Wigan { Borough).— For stealing Post Office Orders— EDWARD alias ERNEST and EPHRAIM BAMFORD. age 23, height about 5 ft. 9 in., slight build, complexion fair, hair sandy, cigarette stains on fingers, swinging gait, is fond of billiards ; dress, dark brown suit ( vest double- breasted), black and white bow tie, hard felt hat. A clerk or traveller, has also been employed as a ship's steward. Warrant issued. Information to Chief Constable Hardy, Wigan. LINCOLNSHIRE. 27— Grantham { Borough)— For stealing ( bailee), 6th inst., a white mare, aged, about 15 hands, hog mane; a set of brown harness with brass fittings; oak colour dogcart, maker " Ander- son, Grantham," on bone plate on inside centre of front board, brown cord cushions— A MAN, age about 26, height 5 ft. 6 or 7 in., stout build, com- plexion fair, hair ( cut short) light brown, clean shaved ; dress, dark suit, light cap. Information to Chief Constable Casburn, Grantham. NORTHAMPTONSHIRE. 28.— Daventry { County). — For obtaining food and lodgings by false pretences, 13th inst., at Byfield — WILLIAM BARLETT, age 33, height 5 ft. 9 in., complexion fresh, hair and moustache dark; dress, dark brown suit, light cap, lace boots, carried a Malacca cane, silver band, buck horn handle. A native of Bloxham, near Banbury. He stated that he was a surveyor or carpenter. Warrant issued. Information to Supt. Brown, Daventry. OXFORDSHIRE. 29.— Banbury { County).— For obtaining Is. by false pretences, 13th inst., at Adderbury— WILLIAM BARTLETT, age 38, height 5 ft. 8 in., complexion pale, hair dark brown, eyes hazel, slight impediment in speech, one upper tooth missing; supposed wearing brown jacket suit, grey cap, light lace boots with square toes. A carpenter; native of Bloxham. Has been previously convicted. Warrant issued. Information to lupt. Jenning*, Ban bury. PEMBROKESHIRE. 30.— Haverfordwest Castle { County). — For rape— JOSEPH NESBITT, age 18, height 5 ft. 6 in., complexion sallow, hair brown, front teeth missing, slouching gait, stoops slightly; dress, brown suit, dark tie. An engine cleaner.— ARTHUR BOYATT, age 18, height 5 ft. 6 in., complexion dark, hair dark brown, small moustache dark, eyes hazel, of smart appearance ; dress, dark suit and cap, dark muffler. Natives of Tenby. Warrant issued. Information to the Chief Constable, Haverford west Castle. SHROPSHIRE. 31.— Ludlow { County).— For obtaining food, lodgings, and money by false pretences, 10th to 15th inst,— ALFRED SHAW. age about 36, height about 5 ft. 5 in., stout build, complexion fresh, hair ( turning grey), whiskers and moustache dark, usually wears a moustache only, eyes blue ; dress, dark suit, white tie, black hat, heavy boots, patch on right. Supposed a cabinet maker ; stated he was a native of Manchester. He took lodgings, stated he was a photographer and picture frame maker, called at several houses and obtained orders and deposits, promising to call with the photographs, which he failed to do. He also represented that he was an agent to a club, & c. Was liberated from Shrewsbury Prison 10th inst. after serving 9 weeksimprisonment for similar offences at Oswestry. Warrant issued. METROPOLITAN POLICE DISTRICT 32.— G Division.— For stealing £ 163 by confidence trick, 9th January last — ADOLPH CARBONI, an Italian, age 35, height 5 ft. 4 in., complexion fresh, hair dark brown, eyes hazel] speaks Italian, French, and English ; usually well dressed, wears silk hat. Will probably frequent foreign colonies, cafes and restaurants. Not to be arrested out of the United Kingdom. Information to be forwarded to the Metropolitan Police Office. New Scotland Yard, S. W. METROPOLITAN POLICE DISTRICT 33.— P DivisionWoodcut portrait and description of Expiree JOSEPH THOMBLIN, alias BENJAMIN OTVVAY, FRANCIS, VIN- CENT, TOMPKINS, and UNCLE BENT, " ~ No. 38838 ( see Case No. 38, 20th May, 1898; Case No. 30, 2nd September, 1898; and Case No. 32, 27th January, 1899), whose arrest is sought for murder at Peckham on 19th August, 1897, age 52 ( looks older), height 5 ft. 6 in., complexion florid, hair light sandy ( very bald), usually wears a close- cropped ginger moustache ( may now be clean shaven), eyes grey and sunken, bristly eyebrows, top lip short and thick, large nose with enlarged bridge, carries head forward and stoops slightly, scirs bridge of nose, both eyebrows, back of head, tight knee, side of left knee, and bottom of ist left finger ( cut), 2 moles left of neck, mole right upper arm, left shoulder blade, and outer side left buttock. Sentenced at Chester Assizes, 21st April, 1882, to 10 years penal servitude for burglary at a pawnbroker's, and shooting at Police at Macclesfield. Released on licence, 26th December, 1889. On 6th February, 1890, he shipped as A. B., at Birkenhead, on s. s. " Oratava " to Valparaiso, South America, and back, and on the same vessel at Tilbury Docks, 6th June, 1890, he shipped as a coal trimmer, deserted at Williams- town, Australia, 17th July, 1890, and went to Creswick, Victoria, where he remained until April, 1896, when he returned to his relatives at Forest Gate, London, and from April, 1897, until the date of the murder, he lived at Peckham on the pros- titution of the murdered woman. Two days after the murder he is said to have been in Great Grimsby; on 30th September, 1897, at Aldgate, City of London ; and on 9th October, 1897, and 9ih January, J 898, at Leytonstone, London. Prior to last conviction he was connected with the " Gipsy Coopers," and visited Kingston, Surrey, Liverpool and Birmingham. Is a native of Shoreditch. When he absconded he left behiod housebreaking implements, including wood wedges. He is known as an expert and danger- ous shooting burglar. Warrant issued. He called upon a small shopkeeper, stated he was a traveller for a London firm of Herbal Cigarette Manufacturers, that he was to appoint an agent for them in the district, and if accepted he would forward a sign to be affixed over the door, for which he would pay a guinea quarterly; to this the shopkeeper agreed, and purchased 72 boxes of the cigarettes, which were afterwards found to be worthless.
