All announcements for insertion in the POLICE GAZETTE, and all communication* relating to them, should he addressed to THE EDITOR OF THE POLICE GAZETTE. NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will he inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them b'u another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. I. In all cases where a reward is offered, the ' name and address of some person responsible for the payment m ust be given, and the exact conditions must be clearly stated, a. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15*. per portrait, and of 7s. 611, per photo- graph or sketch of a stolen article. % force against him. the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. LTIONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not lau rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, ttu y are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all eases the ifficer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be reeeined not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must he in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. In certain cases questions have arisen as to the payment for photographs applied for by Police Forces under Home Office circular of 15th March, 1897. The Registrar of Habitual Criminals is therefore authorised by the Secretary of State to say that, in any ordinary case, a photograph is not necessary to enable his Department to identify a prisoner, the measurements and finger prints being sufficient for the purpose ; but if a photo- graph is applied for, or if, in any rare case, it should be required to complete the identification, the cost will be charged to the Police Force interested. HAMILTON and PAUL, age 26 to 30, height 5 ft. 4 or 5 in., slight build, complexion dark sallow, hair ( curly) and eyes black, clean shaved, prominent nose, distended nostrils ; dress, blue serge suit, long loose fitting covert coat, silk hat or cap. A clerk ; born in England of Austrian parents. He associates with music hall artists, and belonged to a troup of minstrels performing at seaside towns, under the name of " William's Merry Men." Absconded 10th inst., supposed accompanied by his wife, age 27, height 5 ft. 3 in., stout build, complexion very dark, hair ( curly) black, and two children ( boys), ages 1 and 2 years. Warrant issued. 2.— B Division. — For stealing £ 20— WILLIAM E. BEVIN, age 25, height 5 ft. 6 in., complexion, hair and eyes dark, clean shaved, bad front teeth ; dress, dark tweed single- breasted jacket suit, dark Chesterfield overcoat, silk facings, black hard felt hat. A native of Liverpool. Ab- sconded 9th inst. Warrant issued. 3. — C Division.— For embezzling £ 54 16s. 10d.— FREDERICK DARTCH, age 27 or 28, height 5 ft. 7 in., complexion fair, hair dark; dress, dark suit, hard felt hat. Horse recovered. 5.— Y Division.— For stealing, 12th inst., a bay Canadian mare, 8 years, 15 hands, large swelling under stifle near teat, off hind fetlock white, dark points, short mane and tail; and a set of black leather harness, white metal mounts— A MAN, age 30, height 5 ft. 5 in., complexion fair, hair and moustache sandy ; dress, dark over- coat with velvet collar, dark tweed trousers, black hard felt hat. BERKSHIRE. 6.— Wokingham ( County).— For obtain- ing 9s. by false pretences— SARAH AYTON, age about 30, complexion, hair, and eyes dark ; dress, green coat and skirt, light blue bow tie, black sailor hat. She called at a registry office in Reading, representing herself to be a cook, ob- tained the name of a lady at Wokingham, upon whom she called, and after being engaged, obtained the money to pay her railway fare. ( See Case No. 18, 9th inst.) Warrant issued. Information to Inspector Goddard, Wokingham. 7.— Windsor ( Borough).— For neglecting to maintain his family— GEORGE THOMPSON, age 35 to 40, height 5 ft. 5 or 6 in., complexion sallow, hair dark brown, eyes dark, clean shared, long nose, dent on bridge; dress, grey jacket, blue vest, cord trousers, white muffler, P & O cap with cloth peak. A native of Coley, Reading. Sometimes hawks lavender. Left Windsor about 3 weeks ago. May be accompanied by his wife, Sarah Thompson, age 35 to 40, height 5 ft. 6 or 7 in., stout build, complexion fresh, full face, hair inclined to red, eyes grey; dress, black jacket, red blouse, blue serge skirt, black hat trimmed black flowers. Had with her when she left Windsor, 3rd inst., 2 girls ( 1 age 8, wearing a white shawl, old blue plush jacket, white brewer's cap ; other age 5, wearing dark frock, chocolate colour felt hat), both in delicate health and have sore eyes; and an old black basket work bassinette with hood, white handle ( broken), ends tied with string. Has in her possession a pedlar's certificate. Usually stays at common lodging- houses or low beer houses. Warrant issued. Information to Chief Constable Nicholls, Windsor. BRECONSHIRE. 8.— Crickhowell ( County).— For stealing by trick, a lady's gold watch andjehain— HYMAN SUGAR, a Polish Jew, age 34, height 5 ft. in., complexion fresh, hair dark, whiskers sandy, eyes brown, scar centre of forehead, 2 red spots bridge of nose; dress, blue serge coat and trousers, fancy double- breasted vest with white spots. Hawks jewellery. May have in his possession a pedlar's certificate, No. 97, issued at Crickhowell, 9th March, 1901. May endeavour to leave the country. Warrant issued. 9.— Crickhowell ( County).— For stealing a donkey cart ( recovered)— THOMAS JONES, alias TOM BULLDOG, age about 30, height 5 ft. 5 or 6 in., complexion fresh, hair dark brown, moustache ( cropped short) brown; dress, black jacket and vest, cord trousers, cloth cap, heavy nailed boots. DEVONSHIRE. 10.— Torquay { Comity). — For obtaining money by a worthless cheque — GEORGE CLARKE, alias DENSHAM, age 36, height 5 ft. 7 in., complexion, hair and eyes dark, clean shaved, of smart appearance; dress, blue pilot cloth coat, dark vest, light trousers, dark Melton overcoat, blue cap with glazed peak ( all new), brown canvas shoes with leather straps, had with him a black bowler hat, plaid cap, and a cheque book on the Devon and Cornwall Bank, Barn- staple Branch, Nos. from 98015, which he tenders to refreshment house keepers and publicans; also uses the names of Ellery and Baker. A painter ; native of Exeter. Has lately been employed as a groom. Warrant issued. Information to Supt. Roberts, Torquay. DORSETSHIRE. 11.— Weymouth ( Borough).— For stealing £ 4 8s. from the brigantine Zenith, 20th inst.— WILLIAM JOHN DAVIS, age about 20, height about 5 ft. 6 in., complexion, hair and slight moustache ( curled at ends) dark, twists his right foot when walking; dress, light jacket, tight fitting, dark trousers, peak cap. Stated he was a native of Ilfracombe, and that he had served in the Navy. Was employed as cook or ordinary seaman on the above vessel. He expressed a desire of going to the United States. Has been employed as a jeweller's traveller. Had in his possession a large sum of money. He will no doubt dispose of the above property and endeavour to leave the country. Absconded 7th inst. ESSEX. 13.— Brentwood ( County).— For obtaining £ 4 by false pretences, 8th inst.— MARY SMITtl ( supposed false), age about 30, height 5 ft. 3 in., hair light brown, peculiar twist ot mouth when speaking ; dress, black alpaca skirt, deep flounce at bottom with white stripe, black jacket, black sailor hat. Stated she required the money for the purpose of obtaining a legacy which had been bequeathed her by a lady with whom she had lived a number of years. Warrant issued. Information to Supt. Allen, Brentwood. GL OUCES TERSHIRE. 14.— Bristol ( City).— For failing to report— Licence- holder JOHN DAVIES, alias BEN- JAMIN OWEN and J JHN MANSELL, Office No. 949- 02, age 35, height 5 ft. 8 in., complexion fresh, hair grey, eyes blue, scar below right eye- brow, slight impediment in speech. Sentenced at Usk Quarter Sessions, 19th October, 1898, to 5 years penal servitude and 3 years supervision for housebreaking. Licenced 3rd April last. O. V. Y. 249. Information to the Chief Constable, Bristol. HAMPSHIRE. 15.— Aldershot ( County).— For stealing a pony, cart and harness ( recovered)— ARTHUR O'CONNOR, age 19; 1, height 5 ft. 8 in., complexion fresh, hair ( curly in front) brown, eyes blue, clean shaved, scar left forearm and both knees, walks erect; dress, blue serge jacket suit and cap with large peak. Is fond of singing and public house company. A confectioner; native of Clonmel. Is an officer's servant of the 2nd Dragoon Guards. He enlisted at Woolwich 5th July, 1901, and is believed to have previously served in a Highland Regiment in South Africa. Information to Supt. Hawkins, Aldershot. 16.— Alton ( County).— For leaving his family chargeable to the Common Fund of the Alton Poor Law Union — CHARLES PAGE, age 29, height 5 ft. 2 in., complexion fair, hair brown, eyes grey. A native of Froyle, Hants ; probably tramping the country seeking employment as a labourer. Absconded 29th ult. Warrant issued. Information to Supt. James, Alton. 17.— Gosport ( County). — For stealing, be- tween 10th and llth inst., a dark brown tweed suit, pearl buttons ; 1 black and white check cap, coronation badge thereon ; 1 blue and red scarf; 1 pair black and red socks ; 1 pair button boots— JAMES HARRIS, age 23, height 5 ft. 4 in., com- plexion dark, hair brown, eyes hazel, scar back of head, lion, flags, and anchor tattooed on chest; maybe wearing the stolen clothing. Is a deserter from the Rifle Brigade. He enlisted at Woolwich, 8th July, 1901. Information to Supt. Silver, Gosport. 18.— Winchester ( County). — For em- bezzling £ 15 0s. Id. and obtaining, by false pre- tences, £ 558 lis. 4d., the monies of the Capital and Counties Bank, Alresford Branch— JAMES CONNOR WALKER, age about 40, height 5 ft. 7 or 8 in., stout build, complexion dark, hair and moustache dark brown, turning grey, eyes grey, short neck, is fond of billiards; usually wears dark grey suit, black hard felt hat, gold ring left little finger. A bank manager ; native of Oak- hanger, Alton. Warrant issued. Information to Deputy Chief Constable Sillence, Winchester. 19.— Winchester ( City).— For obtaining money by false pretences, 18th ult.— MARGARET ROBINSON, alias JANE GRIFFITHS, EDITH WYATT, SARAH BURNEY, JANE EVANS, ROBERTS, WYCHERLEY, HAMMOND, AYTON, and HORTON, C. S. O., No. M 16263, age 23 ( looks older), height 5 ft. 2£ in., com- plexion sallow, hair dark brown ( heavy fringe), eyes brown, scar upper lip and right eyebrow, large mole left shoulder; dress, green costume, rather large black straw hat, trimmed black silk, white daisies and flowers under brim, wearing an oval silver brooch, " Jennie" thereon, carried a black silk umbrella with white T- shape handle. A very clever swindler. She called at registry offices, represented herself as a cook, and having obtained names of ladies, called upon them, and after being engaged, obtained money for the purpose of paying her railway fare. Was at Leamington, Warwickshire, on 23rd ult., Berk- shire on 5th inst., and Wiltshire 10th inst. Has been convicted of fraud in London ( see ILLUS- TRATED CIRCULAR, Series 63, No. 34). Warrant issued. Information to Head Constable Felton, Guild- hall, Winchester. KENT. 20.— Maidstone ( County).— For neglecting his 5 children in a manner likely to cause them unnecessary suffering— JOSEPH LANGDON, age 40, height 5 ft. 8£ in., stout build, complexion dark, hair dark brown, moustache auburn, eyes ( full) dark, dimple on chin, right leg ulcerated. Native of Cornwall. A waiter; has also been a public- house manager at Birmingham. Warrant issued. Information to Supt. Jessup, Wrens Cross, Maidstone. 21.— Ramsgate ( Borough).— For obtaining food by false pretences, between 9th ult. and 2nd inst.— NELLIE HliFFERMAN, age 18 ( looks older), height 5 ft. 7 or 8 in., complexion and hair dark, large scar back of one hand; dress, black three- quarter jacket with pearl buttons, black satin bodice, black skirt, large black hat trimmed chiffon and red poppies. She went to Margate on 5th inst., where she represented her- self as a countess, and is believed to have left in company of a man, age about 50, and his son, age about 25, or with a member of the Hearts of Erin Theatrical Company. Warrant issued. Information to Chief Constable Jones, Rams- gate. 22.— Tunbridge Wells ( Borough).— For housebreaking, 29th ult., and stealing a brown hand bag, about 16 in. long, has been repaired ; 1 new dressing case, 12 in. by 10 in., nickel fittings; 1 pair glace kid lace boots; 2 bottles dry shampoo, green label with gold letters thereon— OTTO TREFENBACKER, a Swiss, age 21, height 5 ft. 3 in., complexion pale, hair brown, front upper teeth decayed ; dress, grey frock coat and trousers, black soft felt hat, may be wearing the stolen boots. A barber. Was sentenced, 6th March, 1901, at North London Sessions, to 10 months imprisonment for housebreaking. May endeavour to leave the country. Warrant issued. Information to Chief Constable Prior, Tun- bridge Wells. LANCASHIRE. 23.— Widnes ( County).— For stealing a bank book and forging and uttering a withdrawal form for £ 3 19s.— A MAN, age 21, height 5 ft. 3 or 4 in., complexion sallow, hair dark brown, eyes dark; dress, dark jacket, fawn colour vest, darkgrey trousers, blue serge cap, blue muffler with yellow and white stripes, old boots. Information to Supt. Keighley, Widnes. 24.— Wigan ( Borough).— For stealing Post Office Orders— EDWARD alias ERNEST and EPHRAIM BAMFORD, age 23, height about 5 ft. 9 in., slight build, complexion fair, hair sandy, cigarette stains on fingers, swinging gait, is fond of billiards; dress, dark brown suit ( vest double- breasted), black and white bow tie, hard felt hat. A clerk or traveller, has also been employed as a ship's steward. Warrant issued. Information to Chief Constable Hardy, Wigan. LINCOLNSHIRE. 25.— Grantham ( Borough)— For stealing ( bailee), 6th inst., a white mare, aged, about 15 hands, hog mane ; a set of brown harness with brass fittings; oak colour dogcart, maker " Ander- son, Grantham," on bone plate on inside centre of front board, brown cord cushions— A MAN, age about 26, height 5 ft. 6 or 7 in., stout build, com- plexion fair, hair ( cut short) light brown, clean shaved ; dress, dark suit, light cap. Information to Chief Constable Casburn, Grantham. NORTHAMPTONSHIRE. 26.— Daventry ( County). — For obtaining food and lodgings by false pretences, 13th in6t., at Bytield — WILLIAM BARLETT, age 33, height 5 ft. 9 in., complexion fresh, hair and moustache dark ; dress, dark brown suit, light cap, lace boots, carried a Malacca cane, silver band, buck horn handle. A native of Bloxham, near Banbury. He stated that he was a surveyor or carpenter. Warrant issued. Information to Supt. Brown, Daventry. 21.— Northampton ( Borough).—. For steal- ing ( bailee) £ 10, 13th ult. — THOMAS SIM- MON DS, age 35, height 5 ft. 7 in., complexion pale, hair light brown, moustache light, eyes blue, 2 dots tattooed left arm, ring 2nd left finger. A shoe finisher. Absconded 13th ult. Warrant issued. Information to Chief Constable Mardlin, Northampton. OXFORDSHIRE. 28.— Banbury ( County).— For obtaining Is. by false pretences, 13th inst., at Adderbury— WILLIAM BARTLETT, age 38, height 5 ft. 8 in., complexion pale, hair dark brown, eyes hazel, slight impediment in speech, one upper tooth missing; supposed wearing brown jacket suit, grey cap, light lace boots with square toes. A carpenter; native of Bloxham. Has been previously convicted. Warrant issued. Information to Supt. Jennings, Banbury. SHROPSHIRE. 29.— Shrewsbury ( County).— For stealing, 13th inst., a metal case keyless watch, No. 311109 ; a pepper and salt colour jacket and vest; 1 pair dark tweed trousers with grey stripe; 1 tie; 1 collar and front; 1 white straw hat with dark blue band ; 1 pair light lace boots, boot protectors in both— ARTHUR REID, age about 28, height 5 ft. 6 in., slight build, complexion fair, hair and moustache sandy; supposed wearing the 6tolen clothes. A labourer ; may seek employment at farms. Previously employed by a hobby horse proprietor. Warrant issued. Information to Supt. Griffiths, Mount PLasant, Shrewsbury. FRIDAY, MAY 23, 1902 THE POLICE GAZETTE. 3 PORTRAITS OF PERSONS WANTED. METROPOLITAN POLICE DISTRICT £ 30.— G Division.— For stealing £ 163 by confidence trick, 9th January last — ADOLPH CARBONI, an Italian, age 35, height 5 ft. 4 in., complexion fresh, hair dark brown, eyes hazel, speaks Italian, French, and English ; usually well dressed, wears silk hat. Will probably frequent foreign colonies, cafes and restaurants. Not to be arrested out of the United Kingdom. Information to be forwarded to the Metropolitan Police Office. New Scotland Yard, S. W. METROPOLITAN POLICE DISTRICT No. 38838 ( see Case No. 38, 20th May, 1898; Case No. 30, 2nd September, 189S; : ind Case No. 32, 27th January, 1899), whose arrest is sought for murder at Peckham on 19th August, 1897, age 52 ( looks older), height 5 ft. 6 in., complexion florid, hair light sandy ( very bald), usually wears a close- cropped ginger moustache ( may now be clean shaven), eyes grey and sunken, bristly eyebrows, top lip short and thick, large nose with enlarged bridge, carries head forward and stoops slightly, scars bridge of nose, both eyebrows, back of head, right knee, side of left knee, and bottom of 1st left finger ( cut), 2 moles left of neck, mole right upper arm, left shoulder blade, and outer side left buttock. Sentenced at Chester Assizes, 21st April, 1882, to 10 years penal servitude for burglary at a pawnbroker's, and shooting at Police at Macclesfield. Released on licence, 26th December, 1889. On 6th February, 1890, he shipped as A. B., at Birkenhead, on s. s. " Oratava " to Valparaiso, South America, and back, and on the same vessel at Tilbury Docks, 6th June, 1890, he shipped as a coal trimmer, deserted at Williams- town, Australia, 17th July, 1890, and went to Creswick, Victoria, where he remained until April, 1896, when he returned to his relatives at Forest Gate, London, and from April, 1897, until the date of the murder, he lived at Peckham on the pros- titution of the murdered woman. Two days after the murder he is said to have been in Great Grimsby ; on 30th September, 1897, at Aldgate, City of London ; and on 9th October, 1897, and 9tli January, 1898, at Leytonstone, London. Prior to last conviction he was connected with the " Gipsy Coopers," and visited Kingston, Surrey, Liverpool and Birmingham. Is a native of Shoreditch. He called upon a small shopkeeper, stated he was a traveller for a London firm of Herbal Cigarette Manufacturers, that he was to appoint an agent for them in the district, and if accepted he would forward a sign to be affixed over the door, for which he would pay a guinea quarterly; to this the shopkeeper agreed, and purchased 72 boxes of the cigarettes, which were afterwards found to be worthless.
