Particulars com lerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they arc sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name ami address of tome person responsible for the payment must be given, and the enact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15*. per portrait, and of 7s. 6d. per photo- graph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the ohief officer of police, or his immediate deputy, of the cou nty, city, or borough, as the case may be. 9. 10. 7. Announcements concerning stolen property mutt be guaranteed by am tfierr ff % at leu rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, ami, as far as practicable, they are alphabetically arranged by counties. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at onee transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be reeeited not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Tard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Formerly a solicitor. A native of London. Absconded 13th February last. Warrant issued. 2— Convict Supervision Office. - Licence- holder HENRY ATKINS, Office No. 638- 02, Case No. 21, 21st March last, and Tabular Form, 4th ult., not now wanted. 3.— J Division.— For stealing 10 pairs of shoes, and failing to appear to his bail at Chelms- ford Quarter Sessions, 9th ult.— JOHN MYERS, age 23, height 5 ft. 6£ in., complexion pale, hair dark, eyes brown, 2 indistinct marks in blue ink on right forearm, of Jewish appearance; dress, brown tweed suit, black cap, lace boots. Warrant issued. 5.— T Division.— For buergery, 2lst ult.— A MAN, age 45, height 5 ft. 10 in., well built, hair, whiskers and moustache ( short) light sandy ; dress, black or dark grey cutaway coat, dark grey mixture trousers, black soft felt hat, carried a bundle tied in a red handkerchief. Appearance of a tramping shoemaker or tailor. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. In certain cases questions have arisen as to the payment for photographs applied for by Police Forces under Home Office circular of 15th March, 1897. The Registrar of Habitual Criminals is therefore authorised by the Secretary of State to say that, in any ordinary case, a photograph is not necessary to enable his Department to identify a prisoner, the measurements and finger prints being sufficient for the purpose; but if a photo- graph is applied for, or if, in any rare case, it should be required to complete the identification, the cost will be charged to the Police Force interested. A YRSHIRE. 6.— Ayr ( Burgh). — For stealing, 15th ult., 2 pairs of trousers ( recovered)— JOHN K1NNON, alias KEENAN and GOUDIE, age 31, height about 5 ft. 6 ins., complexion fair, long full face, hair ( short) rather red, slight moustache light, right leg about 5 in. shorter than left, and wears an iron clamp on boot, carries a stick ; dress, dark brown tweed jacket, light brown tweed vest with red check 2 in. square, dark tweed trousers, blue and white spotted muffler, dark peak cap. A tailor ; native of Ayr. Stays at common lodging houses. Has worked at Ardrossan, Belfast, Carlisle, Glasgow and Kilmarnock. Warrant issued. Information to Chief Constable McKay, Ayr. BERKSHIRE. 7.— Wokingham ( County).— For obtain- ing food and lodgings by false pretences, at Bracknell— ARTHUR RANDELL, age about 50, height 5 ft. 7 or 8 ins., complexion sallow, hair ( turning grey) dark, eyes hazel, deep scar on left cheek, nose bent, walks badly, carries a stick; dress, brown check jacket suit, brown cloth cap, lace boots. He stated he was a pensioner of the Royal Horse Artillery. Warrant issued. 8.— Wokingham ( County).— For larceny ( servant)— JOHN STEAD, age 41, height 5 ft. 8 in., complexion sallow, hair and moustache black, tinged with grey. CA RMA R THE NSHIRE. 10— Carmarthen ( County). — For steal- ing ( bailee), 30th January last, a mare ( recovered) — OLIVER DAY, age about 21, height 5 ft. 4 or 5 in., weight about 9 stones, complexion fresh, hair ( rather thin) black, clean shaved, eyes ( inclined to be sore) brown, prominent nose, good teeth ; dress, navy blue serge jacket and vest, black and - white check breeches, check cap, brown leather gaiters. Supposed a native of London. Has been employed as correspondent to the Sporting World, Shoe Lane, Fleet Street, E. C.; previously employed as a groom. Warrant issued. ESSEX. 12.— Chelmsford [ County).— For stealing, 17th ult., from her lodgings, a lady's silver Geneva watch, white dial, steel hands, chased back; 1 white lace collarette ; 1 gold bracelet, | in. wide, chased fern leaves ; 1 silver do., J in. wide; 1 black alpaca skirt, bound with black velvet at bottom ; 1 white linen nightdress; 1 twill do.; 1 blue silk tie; 6 ladies' handkerchiefs, and 19s.— A WOMAN, supposed name ELLEN MAYHEW, age 29, height 5 ft. 3 in., slight build, complexion pale, hair ( curled on forehead) brown, several right front and back teeth of upper jaw missing, of lady like appearance, fond of cycling; dress, black skirt, light blouse, trimmed black velvet ribbon, dark grey jacket, black patent leather shoes, fastens with 2 straps. A dressmaker; supposed a native of Essex. She poses as a detective. Warrant issued. N." scratched on outside case, 1 silver double curb pattern chain attached; 1 silver Geneva watch, " Kendal & Dent" on face, long gold coloured chain attached; 1 old verge watch, capped, recently dipped gold colour chain at tached ; 1 lady's silver Geneva watch, silver face ; 1 gold horseshoe pattern pin— JOSEPH FREE- MAN, age 45, height 5 ft. 10 § in., hair dark, heavy moustache brown, tattooed on arms and hands ; dress, dark blue jacket and vest, dark trousers and cap, neckerchief. Jordan, Grays. 14.— Saffron Walden( County).- Oncom- mitment warrant for non- payment of £ 1 lis. 6d., imposed for using obscene language— GEORGE SHEPHERD, age 27, height 5 ft. 5| in., hair brown, eyes hazel. FLINTSHIRE. 15.— Mold ( County).— For stealing a brown mackintosh, velvet collar, " Distinguished Water- proof " on tab ; 1 pair grey tweed trousers with patent studs ; 1 blue and white striped silk muffler — HARRY CORBETT, age 24, height 5 ft. 3 or 4 in., complexion pale, hair and eyes dark, clean shaved ; dress, dark blue jacket, black low- cut vest, side spring boots with high heels, navy blue cap, and the stolen property. HAMPSHIRE. 16.— Aldershot ( County).— For forgery— WILLIAM HENRY SOUTHERTON, age 20, height 5 ft. 9 in., slight build, complexion fresh, small features, hair brown, clean shaved, eyes ( small) blue, scar outer side of right eye ; dress, grey tweed suit, cap rather darker than suit, white silk tie, shoes with toe caps. An officer's servant. Is a deserter from the 147th Battery Royal Field Artillery. Had in his possession a blank cheque, No. RA- 120799, on Messrs. Cox & Co.' s Bank. Information to Supt. Hawkins, Aldershot. 17. — Bournemouth ( County).— For neglecting to maintain their children, leaving them chargeable to the Common Fund of the Christchurch Union — FREDERICK SIDNEY FOOTE, age 28, height 5 ft. 4 in., complexion fair, hair sandy, eyes hazel. A labourer ; native of Pokesdown.— \ LFRED JOHN HURLEY, age 26, height 5 ft. 8 in., complexion fair, hair brown, eyes hazel, gunshot, cross flags, cross anchors and 2 crosses tattooed left forearm, 5 crosses with star in centre, back left hand, star, wheel, and anchor right forearm, bracelet right wrist, cross back right hand, scar left side of head. A labourer; native of Brighton. May be found on public works. Warrants issued. Information to Supt. Foster, Bournemouth. 18.— Winchester ( City).— For obtaining money by false pretences, 18th ult.— A WOMAN, who save the names of SARAH BURNEY, AYTON and HORTON, age about 30, rather stout build, complexion dark or sallow, hair ( heavy fringe on forehead) dark brown, eyes dark ; dress, green costume, rather large black straw hat, trimmed black silk, white daisies and flowers under brim, wearing an oval silver brooch, " Jennie " thereon, carried a black silk umbrella with white T- shape handle. She called at registry offices, represented herself as a cook, and having obtained names of ladies, called upon them, and, after being engaged, obtained money for the purpose of paying her railway fare. Was at Leamington, Warwickshire, on 23rd ult. Warrant issued. 19.— Winchester ( City).— For stealing, 19th nit., a silver cigarette case, chased, " B. C." engraved thereon ; 1 yellow stone seal, mounted in gold, with 3 sides, 1 side basket, one side lamp with butterfly, and other with hour glass, 1 English and 2 French mottoes on seal— A WOMAN, who gave the names of ALICE TAYLOR and ROSE HOLT, age about 25, height 5 ft. 1 or 2 in., rather slight build, com- plexion dark, hair ( frizzy over forehead) dark brown, eyes dark, small marks left cheek, small mark upper lip ; dress, black skirt, trimmed 3 rows of black satin ribbon, three- quarter length fawn colour jacket, trimmed with several rows of braid, black straw sailor hat with black band, or black velvet hat with paste buckle. She called at registry offices, represented herself as a cook, and having obtained names of ladies, called upon one of them for the purpose of being engaged, and, during her temporary absence, committed the above larceny. Was at Leamington, Warwick- shire, on 23rd ult., and is believed to be con- cerned with Sarah Burney, Case No. 18. Warrant issued. Information to Head Constable Felton, Guild- hall, Winchester. 20.— Portsmouth ( Borough).— For obtain- ing £ 1 2s. 6d. by false pretences, 17th March last — A. A. BROWN, age about 50, height 5 ft. 7 or 8 in., hair and side whiskers turnirg grey, thin face, prominent cheek bones, of good address; dress, black frock coat suit, soft felt hat, carried a small black hand bag. A commercial traveller, supposed in the picture and picture- frame trade. Was previously employed by a firm of Toy Book Publishers, London. Usually stays at temper- ance hotels. Warrant issued. Information to the Chief Constable, Town Hall, Portsmouth. 21.— Southampton ( Borough).— Escaped from Southampton Poorhouse, 26th ult., while awaiting removal to a Reformatory School, having been convicted of felony, 18th ult.— MAUD WILSON, age 15, height 4 ft. 10 in., complexion fresh, hair brown, eyes blue ; dress, dark grey jacket, grey fur, black serge skirt with frill round bottom, black satin bodice, black satin petticoat, with frill, or red petticoat, large grey hat trimmed plush. A native of Southampton. May be found sleeping out, or in the company of prostitutes. Information to the Chief Constable, Southamp- ton. HUNTINGDONSHIRE. 22.— St. Neots ( County).— For embezzl- ing various sums of money— CHAS. ELLIS, age about 35, height about 5 ft. 5 in., complexion, hair and moustache dark, eyes brown, short legs, is fond of music. Supposed a native of Hitchin. Has been employed by Singer's Sewing Machine Company at St. Neots. May be accompanied by his wife and 6 children. Warrant issued. Information to Deputy Chief Constable Copping, Huntingdon, or to Inspector Wilson, St. Neots. KENT. 23.— Chatham ( County).— For deserting his wife and child, leaving them chargeable to the Common Fund of the Medway Union— HENRY COOPER, age 27, height 5 ft. 8 in., stout build, complexion fresh, hair dark brown, moustache ginger, lost left eye. A navvy ; native of Merthyr Tydfil. May be found on public works. Warrant issued. Information to Supt. Sargent, Chatham. LANCASHIRE. 24.— Liverpool ( City).— For stealing from their lodgings, 21st ult., a silver lever watch, maker Henry Levy, Manchester, No. 27646; 1 9 ct. gold curb Albert chain, gold seal, round, red stone one side, green the other; 1 heavy silver curb Albert chain ; I gold pin, round, set red stone— WILLIAM JONES, age 30, height 5 ft. 6 in., stout build, clean shaved, snub nose; dress, blue serge suit, dark tie, hard hat, tan colour boots. Stated he was a native of Dublin.— FREDERICK BRISCOE, age 23, height 5 ft. 7 or 8 in., stout build, hair dark, moustache light, pointed at ends ; dre3S, serge suit, white vest, red tie, hard hat. Stated he was a native of Leeds.— JOSEFH , age 34, height 5 ft. 5 in., slight build, hair dark, clean shaved, bushy eyebrows ; dress, blue coat, double- breasted vest, blue serge trousers, tight fitting, dark tie, hard hat, button boots. Stated he was a native of Birmingham. They took lodgings, 18th ult., and stated they were electric wiremen in the employ of the Corporation. Information to the Head Constable, Detective Department, Liverpool. 25.— CHtheroe ( Borough).— For stealing a gold watch ( recovered)— ISRAEL SHORROCKS, alias HARDING, age about 51, height about 5 ft. 9 in., complexion fair, hair turning grey, scar on right side of chin, right wrist, fleshy lump about 3 in. long on left side, anchor tattooed on right arm, supposed basket of flowers on left arm, right arm disabled. Stated he had served in the Army. ( See Case No. 101, 24th May, 1901.) Information to Chief Constable Clayton, Clitheroe. LEICES TERSHIRE. 26.— Leicester ( Borough). — For stealing, 2Ist ult., a watch chain and 3 rings— ENOCK PLANT, age 29, height 5 ft. 8 in., complexion fresh, long face, hair dark brown, fringe on fore- head, eyes hazel. A native of Wolverhampton. Is fond of speaking of having been to India. Information to the Chief Constable, Town Hall, Leicester. MERIONETHSHIRE. 27. — Dolgeiley ( County). — For larceny ( person)— GEORGE HAYES, alias THOMAS SMITH, GEORGE LEHIFF. JOHN JOHNSON, PAUL CLAUDE, EDWARD EDWARDS, J AMES MEE, JOHN CASEY, ' 1HOMAS JONES, and GEORGE MANNERS, Office No. 172- 00, age 43 ( looks older), height 5 ft. 4 in., complexion sallow, hair dark brown, eyes brown, scar left forearm, each eyebrow, left side of forehead and left cheek, corporal punishment marks on back; wearing dark brown overcoat, brown cloth cap, tanned leather leggings. A waiter; native of New York. A notorious travelling thief. ( See Fig. 35, special ILLUSTRATED CIRCULAR, 2nd series, dated July, 1894.) Previously convicted at Wakefield, Preston, Carlisle, Doncaster, Wrexham, Edinburgh, Car- narvon, Amiens, France ( expelled in 1898), Welshpool and London. Warrant issued. MONMOUTHSHIRE. 28.— Newport ( Borough). — For stealing, 26th ult., a fancy china plate, 3 perforated rows around edge, 4 flowers and ferns in centre; 1 binding cover, " History of the Boer War " there- on ; 17 books, viz., Bunyan's Pilgrims' Progress, Prince of the House of David, Throne of David, How London Lives, History of the French Revolution, Life of General Gordon, Pleasant Hours of Good Reading, Great Warriors— Nelson, Wellington, Napoleon, Gulliver's Travels, Wild Animals and Birds, Mungo Park's Travels, Life of Grace Darling, Fateful Night, Familv Medical Adviser, Amid Greenland Snows, The Wide Wide World, Scenes and Sights in Town and Country, " G. Angill'' written, and " Joyce, stationer, High Street, Newport," supposed stamped on all the books— A MAN, who gave the name of EUWIN HERSEN, age about 25, height 5 ft. 6 or 7 in., slight build, complexion sallow, hair and slight moustache black, supposed German accent; dress, black morning coat, black trousers, tie, running flower pattern, pin with stone therein, black yachting cap, silent boots. Had in his possession a fawn colour mackintosh with slanting pockets, and a large brown portmanteau with 2 straps. Stated he was a native of Antwerp. He took lodgings, 25th ult., representing that he was a traveller for'a " Medical Book Company," and that he had been in London, Edinburgh and Bristol, had come from Manchester, and was going to Cardiff. He stated that he belonged to the Lutheran Church and the Salvation Army, and that he had been in this country 5 months. Warrant issued. Information to Head Constable Sinclair, New- port. NORFOLK. 29.— Norwich ( City).— For shopbreaking and stealing jewellery, 16th March last— JOHN LANE, alias J. WHALE, AMERICAN, and YANKEE JACK, age 50 to 60, height about 5 ft. 4 in., stoops slightly, square shoulders, complexion sallow, small thin face, hair dark brown ( turning grey), moustache ( turning grey) dark, eyes small and restless, rather red eyelids, artificial teeth badly fitted, speaks with American accent, some- times wears glasses when reading ; may be wear- ing a blue serge suit. He received £ 60 in bank notes for part of the stolen property ; several of the notes had the name and address of a Birming- ham firm on back. See Case No. 30, 11th ult. Warrant issued. METROPOLITAN POLICE DISTRICT 30.— C Division,— Yor obtaining£ 20 by con- spiracy and fraud, 27th March last— Licence- holder FRANCES BRUNO KAHLER, alias BRUNO BEHRENS and SINCLAIR, Office No. 3147- 01, age 24, height 5 ft. 5 in., complexion fresh, hair dark brown, eyes brown, birthmark bridge of nose. A music hall artiste; is well known at Oxford, Wolverhampton, and Bedford. A very clever larceny- lodgings thief. Sentenced at Central Criminal Court, 24th July, 1899, to 3 years penal servitude for larceny and receiving. — OSCAR BEHRENS, age 22, height about 5 ft. 6 in., complexion and hair ( curly) dark; dress, dark frock coat suit, soft felt hat. Germans.— OTTO VOGEL, age about 36, height about 5 ft. 8 in, stout build, complexion fair, full face, hair, heavy moustache, and tuft on chin light; dress, dark ' frock coat suit, silk hat. Supposed a native of Germany. They took a small office, representing that they were cigar and wine merchants, and obtained money under the pretence of appointing a manager for a shop. Warrants issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. MONMOUTHSHIRE. 33.— Newport ( Borough).— For stealing £ 19 10s. from the Empire Music Hall, 19th ult.— ARTHUR TOMBS, alias LONDON, age 32, height about 5 ft. 9 in, slight build, complexion sallow, hair dark brown, clean shaved, eyes ( right nearly closed) blue, raises right corner of upper lip No. 38838 ( see Case No. 38, 20th May, 1898 -, Case No. 30, 2nd September, 1898 ; and Case No. 32, 27th January, 1899), whose arrest is sought for murder at Peckham on 19th August, 1897, age 52 ( looks older), height 5 ft. 6 in, complexion florid, hair light sandy ( very bald), usually wears a close- cropped ginger moustache ( may now be clean shaven), eyes grey and sunken, bristly eyebrows, top lip short and thick, large nose with enlarged bridge, carries head forward and stoops slightly, scars bridge of nose, both eyebrows, back of head, light knee, side of left knee, and bottom of 1st left finger ( cut), 2 moles left of neck, mole right upper arm, left shoulder blade, and outer side left buttock. Sentenced at Chester Assizes, 21st April, 1882, to 10 years penal servitude for burglary at a pawnbroker's, and shooting at Police at Macclesfield. Released on licence, 26th December, 1889. On 6th February, 1890, he shipped as A. B, at Birkenhead, on s. s. " Oratava " to Valparaiso, South America, and back, and on the same vessel at Tilbury Docks, 6th June, 1890, he shipped as a coal trimmer, deserted at Williams- town, Australia, 17th July, 1890, and went to Creswick, Victoria, where he remained until April, 1896, when he returned to his relatives at Forest Gate, London, and from April, 1897, until the date of the murder, he lived at Peckham on the pros- titution of the murdered woman. Two days after the murder he is said to have been in Great Grimsby; on 30th September, 1897, at Aldgate, City of London ; and on 9th October, 1897, and 9th January, 1898, at Leytonstone, London. Prior to last conviction he was connected with the " Gipsy Coopers," and visited Kingston, Surrey, and hesitates when speaking ; dress, dark square- cut jacket suit, long dark double- breasted overcoat with black bone buttons, black hard felt hat, lace boots. A native of Great Malvern; usually employed as out- porter at shops, hotels, & c. May be found at common lodging houses. Has been convicted at Newport, Mon, Great Malvern, and Ledbury. WILTSHIRE. 69.— Salisbury ( County).— 5th inst, at Woodfalls, Downton, a dark browu gelding, 8 years, 15 hands 1 in, white face, off fore and both hind feet white, hair rubbed off tail, several white hairs under saddle, in good condition, is a fast trotter; 1 saddle, recently padded ; 1 double rein bridle and halter with leather head— Suspicion is attached to A MAN, age 30, height 5 ft. 5 in, complexion sallow, thin features, hair dark, beard ( about a month's growth) nearly black, eyes dark, small long head; dress, dark tweed suit, blue cap, nearly new boots. ESSEX. 70.— Chelmsford ( County). — Died at Chelmsford Infirmary, 7th inst., from poisoning, A;' f MAN who gave the names of GEORGE MILLER and JACK SMITH, age about 25, length 6 ft., weight about li stones, complexion dark, long face, high cheek bones, hair ( short) brown, clean shaved, good teeth, nose twisted or broken, scar right side top of head, small mole centre and bottom of chest; dress, dark blue double- breasted jacket and vest, bone buttons, one odd button on right side of vest, one missing on left side, velvet collar and back, moleskin trousers, new green, red and brown mixture cloth cap, size 7£, " Newmarket" inside, old red, blue and brown striped shirt, grey worsted socks, legs of blue worsted stockings, heavy lace boots. Supposed a navvy. Stated he came from White- chapel. He was removed from the 5.10 p. m. train at Chelmsford, 6th inst., supposed drunk, but was suffering from phosphorus poisoning, had a railway ticket Liverpool Street to Sudbury. Recently received surgical treatment to his head, probably at a London Hospital. Inquest will be held 9th inst. Photograph can be seen on appli- cation. A native of Coley, Reading. Sometimes hawks lavender. Left Windsor about 3 weeks ago. May be accompanied by his wife, Sarah Thompson, age 35 to 40, height 5 ft. 6 or 7 in., stout build, complexion fresh, full face, hair inclined to red, eyes grey; dress, black jacket, red blouse, blue serge skirt, black hat trimmed black flowers. Had with her when she left Windsor, 3rd inst., 2 girls ( 1 age 8, wearing a white shawl, old blue plush jacket, white brewer's cap; other age 5, wearing dark frock, chocolate colour felt hat), both in delicate health and have sore eyes; and an old black basket work bassinette with hood, white handle ( broken), ends tied with string. Has in her possession a pedlar's certificate. Usually stays at common lodging- houses or low beer houses. Warrant issued. Information to Chief Constable Nicholls, Windsor.
