Particulars concerning persons whose apprehension is sought will he inserted in one issue of the POLICE GAZETTE, if they arc sufficient to enable action to be take,,, upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to he thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must, be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will he inserted at a cost of 15s. per portrait, and of 7s. 6d. per photo- graph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; und, if the name of such person is required to he inserted and no warrant is in force against him, the requisit ion must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. LTIONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not leu rank than Inspector, or analogous thereto. 8. Announcements of all persons to be appreh, tided or of stolen property bear a number, and, as far us practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the > wxt issue. 10. In all cases the officer signing the request for the insertion of a ny announcement wnll be wholly responsible for any proceedings which, may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied hy a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the tame will be given on application. E. R. HENRY, Editor. NOTICE. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. APPREHENSIONS SOUGHT. BRECONSHIRE. 6.— Crickhowell ( County).— For stealing ( bailee), 26th ult., 4 black handle hollow ground razors, maker " Hovendens" stamped on three, maker " Yoogds" stamped on other; 1 hair cutting machine ( recovered); 1 pair scissors ; 2 combs, tortoise- shell colour; 1 razor stone in case— THOMAS BALDWIN, age about 45, height about 5 ft. 8 in., complexion pale, moustache light sandy, speaks with Scotch accent, of smart appear- ance ; dress, dark suit, black bowler hat. A travelling hair dresser. Warrant issued. Information to Supt. Winterson, Crickhowell. OA MB RIDGES HIRE. 7.— Cambridge ( Borough).— For obtain- ing 7s. by false pretences, 4th inst.— ERNEST CLARK, age 25, height 5 ft. 6 in., complexion sallow, thin face, hair and eyes dark, clean shaved ; dress, navy blue suit, browa overcoat, blue tie with white spots, black cap, lace boots. Stated he was a professional cricketer and had been employed at Peterborough and Winchester Colleges, and that he was a native of Hull. He obtained the above amount for the purpose of proceeding to Peterborough to visit a person who was in the infirmary. Warrant issued. 8.— Cambridge ( Borough).— For; stealing, 4th inst., 2 silver Geneva watches ( 1 with " 18, 1899 " and " H. D." engraved inside case; 1 open face, engine turned case) ; and 2 chains— OTTO KONING, a German, age 16, very short, com- plexion fair, cannot speak English ; dress, dark coat and trousers, grey vest, dark spotted tie, black and white check cap, shoes. He was employed at a restaurant for 3 days and left on 4th inst., stating he was going to Ely. Information to Chief Constable Holland, Cam- bridge. CHESHIRE. $.— Altrincham ( County).— For larceny — HEKBEliT WRIGHT, alias STANLEY WRIGHT, and HERBERT WILLIS, age about 30, height about 5 ft. 5 in., complexion pale, of delicate appearance, hair and moustache light brown, eyes dull, wears glasses when at work ; dress, short jacket and vest, small check pattern, old trousers of a darker colour, browm cap. A painter ; native of London. Warrant issued. Information to Supt. Okell, Altrincham. 10. - Middlewich ( County).— For em- bezzling £ 17 6s. lid.— FRANK D. WHITESIDE, age 25 or 26, height 5 ft. 11 in., slight build, com- plexion fresh, dimple on chin, hair ( bushy in front) dark brown, moustache brown ; dress, black frock coat and vest, light tweed trousers, black tie, silk hat. Had in his possession several suits of clothes, including a khaki uniform, slouch hat. A native of Southport. Has been employed as shop manager to a house furnisher. Warrant issued. DENBIGHSHIRE. 11.— Wrexham ( County).— For obtaining money, food and lodgings by false pretences— A MAN, who gave the name of FREDERICK STANTON, an American, age about 53, height about 5 ft. 7 in., hair ( long and brushed back at sides), moustache and beard dark, yellow around eyes; dress, black overcoat with velvet collar, tweed trousers, black bow tie, soft round felt hat, low shoes. Is accompanied by his wife, age about 50, stout build, red face; wearing dark clothes and black sailor hat. Supposed a native of Leamington. He obtained board, lodgings and goods, in payment of which he tendered bills of exchange, stating they would be paid by persons whose names and addresses are afterwards found to be fictitious. Warrant issued. Information to Deputy Chief Constable Jones, Wrexham. DERBYSHIRE. 12.— Chesterfield ( County).— For stealing from his lodgings at Temple Normanton, 17th ult., a silver English lever watch, No. 26042, gold hands, black figures, maker " Ashford, London," on inside, " T. Cherry" scratched in- side of outer case ; 1 do. chronograph, with centre seconds, No. 18775, black figures and hands, gold filled chain with long links, sailor's knot between links, copper pendant with the King and Queen's head thereon, attached; 1 gold ring; and £ 2 19s. lid.— FRANCIS SMITH, age about 40, height 5 ft. 9 or 10 in., complexion fresh, hair ( turning grey) dark, eyes ( deep set) light blue, long face, small ears, coal mark on bridge of nose, anchor tattooed right forearm, lisps slightly; dress, blue serge suit, blue front, hard hat, brown boots. Supposed a native of Coalville, Leicester- shire. Warrant issued. Information to Supt. Faulkner, County Police Office, Chesterfield. DURHAM. 13.— Sunderland ( Borough).—¥ or failing to report— Licence- holder PETER MoAULEY, alias McANLEY, and McAULAY, Office No. 2079- 01, age 35, height 5 ft. 1J in., complexion fresh, hair dark brown, eyes blue, scar left eye- brow and centre of forehead, 2nd and 3rd left fingers deformed. A native of Sunderland. Sen- tenced at Durham, 18th October, 1897, to 5 years penal servitude for warehousebreaking. Licenced 29th July, 1901. S X 255. GLAMORGANSHIRE. 14.— Swansea ( Borough).— For failing to report— Supervisee GEORGE BRACHER, alias FRANK MITCHELL, Office No. 430- 01, age 33, height 5 ft. 6 in., complexion dark, hair black, eyes hazel, birthmark right upper arm, varicose veins right leg. A sailor ; native of Dartmouth. Sentenced at Hereford, 15th October, 1900, to 4 months hard labour and 5 years police super- vision for housebreaking. 419. Information to the Chief Constable, Swansea. HEREFORDSHIRE. 15.— Leominster ( County).— For obtaining a chequ.' for £ 3 by false pretences— ROBERT WENT WORTH ( supposed false), age about 20, height about 5 ft. 4 in., complexion dark, hair dark brown, clean shaved; dress, light brown suit, appearance of a mechanic. He answered an advertisement in the Exchange and Mart in December. 1901, offering to supply a number of prize fowls, stating he had to dispose of them owing to his business having so increased, and that he would forward the fowls on receipt of cheque. Warrant issued. 16.— Leominster ( County).— For stealing, 10th February last, a collie bitch ( recovered)— ART IUR DIDLICK, age about 30, height 5 ft. 7 or 8 in., complexion dark, rather full face, hair dark brown, usually clean shaved ; wearing old dark clothes and cap. A native of Ludlow, Shropshire. Warrant issued. Information to Supt. Price, Leominster. HER TFORDSHIRE. 17. — Bishop S tort ford ( County). For stealing £ 5 10s., 30th ult., at Sawbridgeworth — JOSEPH SEWELL LEONARD RACE, age 18, height 5 ft. 10 in., complexion fresh, hair light brown, eyes blue, rather large feet; dress, dark mixture suit, black hard felt hat. A native of Sawbridgeworth. Has served in the Royal Marines. Warrant issued. Information to Supt. Foster, Bishop Stortford. ISLE OF ELY. 18.— Wisbech ( County). — For deserting their children, leaving them chargeable to the Common Fund of the Wisbech Union— JOHN WILLIAM BEAKLEY, age 49, height 5 ft. 7 or 8 in., slight build, long face, pock- marked, hair ginger, turns his feet outwards. A native of Wisbech. Has been previously convicted.— GEORGE HARRIS, age about 35, height 5 ft. 6 in., complexion fresh, round face, hair and moustache light brown. Supposed a native of Brighton. Has been employed on fishing smacks. May seek employment as a porter. — JOHN WILLIAM JOHNSON, age 35 to 40, height about 5 ft. 5 in., complexion, hair and whiskers dark. A labourer ; may be found at farms. Supposed a native of Stow Bardolph, Norfolk.— JOHN JACK- SON, age about 46, height 5 ft. 7 or 8 in., com- plexion and hair very dark. A labourer; has been employed at London Docks. May be found working with thrashing machines.— TOUNSEND VESSEY HUDSON, age about 35, height 5 ft. 4 or 5 in., complexion dark. A native of West Walton, Norfolk. May be found working as a dock labourer. — HERBERT GOODE, age 35, height 5 ft. 5 in., stout build, complexion swarthy, hair black, eyes dark. A chief mate on a trading ship which calls at London, Liverpool and Glasgow. Warrants issued. A reward of £ 2 will be paid by the Guardians of the Wisbech Union to any person giving such information as will lead to the arrest of either of the above. KENT. 19.— West Mailing ( County).— For steal- ing, 29th ult., at Wrotham, a black serge cap ; 1 linen collar, the " St. George "; and 8s.— EDWARD JAMES GRICE, age 30, height 5 ft. 7 in., com- plexion sallow, hair brown, clean shaved, eyes blue; dress, blue serge jacket and vest, blue striped or grey trousers, supposed wearing the stolen collar and cap, or a soft felt hat. A coachman. Warrant issued. Information to Supt. Hoare, West Mailing. 20.— Ramsgate ( Borough).— For stealing a 2- wheel costermonger's barrow, body painted green, red wheels, long springs, leg irons, bolt holes for shafts through handles, head broken— JOHN BROWN, alias SCOTTY, age 19 to 21, height 5 ft. 1 or 2 in., thick set, complexion fair, hair light brown, eyes blue, dots on right forearm, small scar right elbow, cut scar right knee, boil scar left knee ; dress, dark grey jacket and vest, grey trousers, coloured silk wrapper, cap, lace boots. A rag and bone gatherer; stays at common lodging houses. Absconded 5th inst. Was seen at Canterbury 8th inst., accompanied by a man, woman and child. Warrant issued. LANCASHIRE. 21.— Skerton ( County).— For forging a pro- missory note for £ 100— MILES CAPSTICK, age 37, height 5 ft. 10 or 11 in., complexion fresh, hair ( turning grey) brown, eyes grey, speaks quickly, husky voice, leans forward, walks with a quick step ; dress, check plaid jacket and vest, grey mixture trousers, long black overcoat. A native of Sedbergh, Yorkshire. Warrant issued. Information to Supt. Harnett, Skerton. 22.— Liverpool ( City).— For failing to re- port — Licence- holder JOHN SMITH, alias JOHN GAAGHAN, age 21, height 5 ft. 7} in., complexion fresh, hair black, eyes grey, 2 circular scars small of back, left side, mole on left buttock, scar front left leg above knee, scar right side and top of head, red irregular scar right side of back. Sentenced at Waterford Assizes, 5th December, 1899, to 3 years penal servitude for rape. Re- leased from H. M. Prison, Mountjoy, 20th ult., on licence. If in., complexion fresh, hair ( thin) dark brown, eyes grey, scar front and left of neck, left wrist, and several left shoulder, wart 1st left and 2nd right fingers, 3 moles on belly. Sentenced at Chester, 15th October, 1897, to 5 years penal servitude for shop- breaking and possessing housebreaking imple- ments. Licenced 5th February, 1902. X 293. 24.— Liverpool ( City).— For failing to re- port— Supervisee MICHAEL MCCARTHY, alias MICHAEL DRISCOLL, Office No. 425- 01, age 41, height 5 ft. 6 in., complexion fresh, hair brown, eyes blue, scar left elbow, right thumb, and on chest, tumour nape of neck. Sentenced at North London Sessions, 20th April, 1896, to 5 years penal servitude and 3 years supervision for larceny. Released on 2nd licence, 13th February, 1901. H M R W 922. Information to the Head Constable, Liverpool. 25— Salford ( Borough). — For failing to report— Licence- holder FREDERICK ALFRED WHEATON, alias JOHN JONES, and ALFRED FREDERICK WHEETON, Office No. 636- 02, age 24, height 5 ft. in., complexion fresh, hair dark brown, eyes blue, scar left cheek, F dot and stroke right, 2 hearts, arrow, and TRUE LOVE left forearm, pimples on face. A weaver; native of Cardiff. Sentenced at Chester, 1st November, 1899, to 3 years penal servitude for sacrilege. Licenced 26th February, 1902. Z 365. Information to Chief Constable Hallam, Salford. 26 — Warrington ( Borough).— For stealing a watch ( recovered)— A MAN, who gave the name of WILLIAM TASKER, age about 35 to 40, height 5 ft. 5 or 6 in., stout build, complexion fresh, hair brown, long moustache dark brown; dress, long dark cloth jacket, dark double breasted vest, dark blue trousers, black and plum colour silk muffler, black hard hat. 27.— Warrington ( Borough).— For em- bezzling £ 2 9s.— PERCY LEIGH, age 27 ( looks younger), height 5 ft. 6 in., complexion fresh, hair ( bushy in front) and slight moustache black, slouching gait, talkative, of good address; dress, brown plaid jacket suit, hard felt hat, light lace boots. A commercial traveller, may be found in the company of betting men. Warrant issued. 28.— Warrington ( Borough).— For lar- ceny— POLLY BLOSSOM, alias CLARKE, age 45 to 50, height about 5 ft., complexion fresh, several old scars on face, hair ( parted at side, fringe at front), black, turning grey ; dress, old striped skirt, white blouse, old faded shawl, clogs. Hawks laces. Information to Chief Constable Talbot, War- rington. MIDLOTHIAN. 29. — Edinburgh ( City). — For obtaining £ 12 by false pretences, between 22nd and 25th ult.— IRENEE D'ANGEVILLE, a Frenchman, age about 22, height 5 ft. 7 or 8 in., complexion fresh, hair dark, slight moustache light, wears glasses with small gold chain attached, speaks English imperfectly; dress, black frock coat and vest, black trousers with narrow grey stripes, long dark overcoat with velvet collar, silk hat. He represented that he was a student of law and had just arrived from Paris, that between London and Edinburgh he had lost his luggage and £ 65, also that his brother was an officer in the French Army to whom he had written for money. He obtained £ 12 from a fellow lodger for the pur- pose of paying his hotel bill, which he failed to do. Absconded 25th ult. Warrant issued. Not to be arrested out of the United Kingdom. Information to Chief Constable Ross, Edin- burgh. NORFOLK. 30.— Norwich ( City). — For shopbreaking, 16th ult., and stealing jewellery— JOHN LAN'E, alias J. WHALE, age 50 to 60, height about 5 ft. 4 in., weight about 9£ stones, square shoulders, complexion sallow, thin face, small features, hair dark brown ( turning grey), clean shaved, small restless eyes, wears glasses when reading, speaks with London accent; dress when last seen, dark smooth cloth overcoat with silk facings, black morning coat and vest, dark mixture trousers, black satin tie with crimson spots, black soft felt hat. Stated he had been travelling with cheap jewellery. Had in his possession a small brown bag 18 in. long, rather narrow, " J. E. W." in black letters on side. Warrant issued. 31— Norwich ( City).— For obtaining £ 25 by fraud, ^ 6th ult.— ERNEST PERKINS ( sup- posed false), alias W. JAMES and ALLEN, age about 40, height 5 ft. 9 or 10 in., square shoulders, complexion rather swarthy, pock- marked, hair dark brown, moustache dark, 2 large deep pock marks on right side of nose; dress, dark cloth overcoat, rough dark brown coat and vest, dark trousers, rather dark plaid cap with dark red stripes, large crown, heavy boots, heavy gold or imitation gold watch chain. CITY OF LONDON. 32.— For forgery and fraud— Expiree GUY ROYSTON RICHARD PRESTON, alias JOHN HERVEY REDGRAVE, Office No. 278- 98, late of 53, Regent House, Regent Street, W., and St. Olafs, Gloucester Road, New Barnet, Herts, age 32 ( looks older), height 5 ft. 11 in., complexion fresh, hair dark, small brown moustache ( may now be wearing whiskers), heavy fleshy jaws, good teeth, stout and well built, face narrower at forehead, wears pince- nez, well kept hands, weight 16 or 17 stones, of gentlemanly appearance and address. Sentenced at Central Criminal Court, 19th November, 1891, to 1 years penal servitude for forgery, and licenced 22nd January, 1898. He escaped from custody, 18th February, 1902, and supposed to have in his possession 20 Bank of England £ 100 notes, Nos. 03983 to 6, dated 7/ 3/ 00, Nos. 52588 to 93, dated 7/ 3/ 00, Nos. 89 ; 02 and 88701 to 8, dated 27/ 2/ 01, and No. 20922, dated 27/ 2/ 01; 2 Bank of England £ 50 notes, Nos. 02162 and 3, dated 26/ 2/ 01; and 1 Bank of England £ 5 notes, Nos. 31547 to 31550, dated 21/ 2/ 01. Will probably endeavour to leave the country, and may be accompanied by a man, age 26 to 32, height 5 ft. 6 or 7 in., slight build, com- plexion pale, rather long face, small ginger moustache.
