POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, JANUARY 31, 1902. VOL. XIX., No. 1888. ESGrVL 1. All antwuncements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by a nothcr force. 3. Particulars as to stolen property ivill be likewise inserted in cue issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address , f some person responsible for the payment must be giren, and the exact conditions must he dearly stated. 5. Portraits of persons whose apprehension is sought for serums offences, and engravings of stolen property will be inserted at a cost of 15s. per portrait, aiul of Is. 6d. per photo- graph or sketch of a stolen article. 6. Ecery announcement, if for the apprehension of a person, must he guaranteed by the signature of an officer of iwt less rank tJum Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. I. TIOXS. 7. Announcements concerning stolen property must le guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, mint, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement mil be wholly responsible for any proceedings which may result from such publication. 11. Annoi'iicements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturdai, morning. Tliey must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost, or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. E. R. HENRY, Editor. SPECIAL NOTICE. IT is notified for the information of the Police Forces generally that the existing arrange- ments provide that all persons convicted of offences falling under classes II to V, appendix A of the Judicial Statistics, 1899, pages 220 to 224, and sentenced at Quarter Sessions or Assizes to imprisonment for a month or longer, are criminally registered by having their finger- prints and photo- graphs taken in the prisons a fortnight before release. The Police of the Metropolis have been in- structed that whenever they deem it desirable to have criminally registered persons convicted of offences, and sentenced to imprisonment in Magistrates' Courts, the words " finger- prints" or " finger- prints and photograph " are to be added to the form on which the conviction is reported to the Chief Office, who then place themselves in correspondence with the prison authorities. It is suggested that Chief Constables and Heads of County and Borough Police Forces might similarly apply specially in suitable cases for the finger- prints and photographs of persons convicted in Magistrates' Courts whom they believe to be professional or dangerous criminals. SPECIAL NOTICE. IDENTIFICATION OF PRISONERS. THE EDITOR requests that Chief Officers of Police, when forwarding for identification by the Metropolitan Police the Photographs and descrip- tive forms of Persons in custody, will please see that the specific offence is stated, e. g. :— Stealing £ 1,000 from bank ; stealing pair of boots from shop door ; stealing bale of silk, van unattended, & c., & c. This may often prove a ready means of recognitiqn, and Judges have recently complained of the absence of such particulars in dealing with previous convictions. SPECIAL NOTICE. METROPOLITAN POLICE DISTRICT At 10.45 a. m., 25th January, 1302, CHAR- LOTTE CHEESEMAN, age 22, a native of Hoxton, was found murdered in a ditch at Tottenham Marshes. The deceased had up to the time of her death been keeping company with GEORGE WOOLF, a labourer, age 23, height 5 ft. 4 in., complexion sallow, hair ( cut short) very dark, curly in front, slight moustache and eyes dark, short neck, high shoulders, carries his head forward when walking, has somewhat the appearance of having a stiff neck, good teeth. When last seen he had several scratches on his face, and was dressed in brown double- breasted jacket and vest, dark tweed check trousers with black stripe, white cotton socks, blue cotton hand- kerchief with gold stripes, tied in a knot around neck, and usually worn with the ends under braces, light cloth check cap, lace boots with toe caps, very much worn at heels. A native of Hoxton. It is necessary that this man should be inter- viewed, therefore special enquiry is requested at Wallpaper Stainers and Capsule makers ; also at Common Lodging Houses, Casual Wards, & c., to trace hiin. Warrant issued. 3— p Division.— For embezzling£ 6 13s. 9d.— WILLIAM JONES, age 50, height 5 ft. 8 in., stout build, complexion fair, hair and moustache light, eyes blue, shows teeth at side when speak- ing ; dress, dark mixture jacket suit, fawn colour overcoat, black hard felt hat, brown lace boots. A mineral water traveller. Supposed a native of Yarmouth. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. BUCKINGHAMSHIRE. i— Aylesbury ( County).— For deserting his family, leaving them chargeable to the Aylesbury Union— JOSEPH STRONG, age 27 to 30, height 5 ft. 3 or i in., complexion sallow, hair and moustache dark. A comedian; native of London. Has been travelling the country with a carriage organ. Is well known at Oxford, High Wycombe, and Reading. Warrant issued. Information to Supt. Pitson, Aylesbury. DERBYSHIRE. 5 — Derby ( County).— For stealing £ 3 10s. from his lodgings at Long Eaton, 23rd inst JOSEPH KN0WLES, age 19, height 5 ft. 1} in., complexion fresh, hair brown, eyes grey, end of right forefinger injured; dress, grey check jacket and vest, light striped trousers, light cap, lace boots. Supposed a native of Derby. Has been employed as a bricklayer's labourer. Warrant issued. DEVONSHIRE. 7.— Exeter ( City).— For stealing ( bailee) a gold bracelet ( recovered); 118 ct. gold signet ring, oval head, flanged edge, No. " 4008- 170 " scratched inside; 1 do., shield head, " 3975- 176" inside ; 1 gold brooch with pearl swallow ; 3 do. safety pin brooches- A. H. GOODWYN, age 35 to 40, height 5ft. 10or 11 in., complexion fresh, thin face, hair dark brown, moustache light brown, long hands, talkative, usually wears an eyeglass, of military appearance; dress, brown lounge coat, light colour breeches, brown stockings or leggings, black hard felt hat, or brown knicker suit, sometimes wears a cap, had with him a long dark overcoat. States he is a doctor, recently invalided from South Africa. He calls on jewellers, stating that he is desirous of giving a present, obtains a quantity of jewellery for selection, which he afterwards dis- poses of. May assume the name of Hunter. DORSETSHIRE. 8.— Weymouth ( Borough).— Vor carnally knowing a girl aged 15 years.— HENRY THOMAS BRYANT or BRIANT, age 34, height 5 ft. 10 in., stout build, complexion fair, hair dark brown, slight moustache light, eyes blue, tender feet, turns his toes outwards ; dress, black jacket and vest, light trousers, red and green tie, black soft felt hat, brown lace shoes. A native of Godshill Wcod, Fordingbridge. Has been employed as messman at the Barracks. Has served in the . Royal Artillery and Police. Absconded 25th inst. Warrant issued. DURHAM. 9.- Durham ( City).— For stealing, 4th ult., a silver Geneva watch, broken, no pointers; 1 white metal watch; 1 gold wedding ring— THOMAS GILBERT or SCOTT, age about 25, height 5 ft. 8 or 9 in., complexion fresh, hur dark brown, man and woman's head tattooed on one arm, woman on other ; dress, black morning coat, blue trousers and vest, black cap. Had in his posses- sion a pair of brown cord breeches. A native of Arbroath. Has been employed with roundabouts, shows, & c. Warrant issued. Information to Chief Constable Smith, Clay- path, Durham. 10 - South Shields ( Borough). — For embezzling £ 7 12s. lid., between 10th ult. and 5th inst.— ALFRED THOMPSON, age 40 to 45, height 5 ft. 10 or 11 in., complexion ruddy, hair brown, beard and moustache ginger, rather weak eyes, addicted to drink, speaks quietly, well educated. A native of Goole. Has been employed as a bailiff. Warrant issued. 11 - South Shields ( Borough). — For obtaining a number of geese and turkeys by false pretences— CHARLES NIXON, age 30, height 5 ft. 2 in., slight build, complexion swarthy, hair and moustache dark ; wearing light clothes. He frequents race courses and billiard saloons, and may be found in company of betting men. Warrant issued. Information to the Chief Constable, South Shields. GLAMORGANSHIRE. 12.— Cardiff ( Borough).— For larceny ( bailee) - WILLIE PROLE, age 45 to 50, height 5 ft. 8 or 9 in., stout build, complexion fresh, hair dark, slight moustache, fingers of both hands supposed crooked; wearing a long light covert coat. 13.— Cardiff ( Borough).— For stealing £ 3— EVAN TATE THOMAS, alias TITCH, age 28, height 5 ft., slight build, complexion sallow, hair light brown, moustache dark, high forehead. A porter. May endeavour to go to sea as a steward. Warrant issued. 11— Cardiff ( Borough). — For stealing a portmanteau ( recovered); 1 overcoat; 3 suits ; and 2 caps— JOHN JOHNSTON, alias SPENCER, age 26, height 5 ft. 9 in., complexion sallow, hair brown, eyes ( large) blue, square chin, scar, heart and dagger back of right hand, mole on left side of right shoulder; supposed wearing part of the stolen clothing, viz., black jacket, black morning coat and vest, dark brown trousers; light Raglan overcoat, grey tweed trousers and vest. A private of the. Welsh Regiment. Has served in the Royal Marines, from which lie was discharged on 21st September, 1901. May en- deavour to join the Yeomanry. Warrant issued. A doubler in tin works ; native of Pontypool, Mon. Warrant issued. The above reward will be paid by the Board of Guardians, Neath, to any person giving such information as will lead to the arrest of Probert. Information to Chief Constable Lewis, Neath. HAMPSHIRE. 16.— Portsmouth ( Borough).— For steal- ing, 21st ult., a " Coventry Humber " bicycle, black enamelled, usual parts plated, flat handle bars, cork grips, Dunlop tyres, Smith's band to back tyre, " Coventry Humber" on head and guards— HARRY GRAHAM, age about 25, height 5 ft. 9 or 10 in., slight build, complexion sallow, hair dark, slight moustache light; dress, dark blue reefer coat suit, fancy tie, black cap. Has been employed as a waiter. May seek employ- ment at hotels. 17.— Portsmouth ( Borough).— For stealing £ 137, 11th ult.— ARTHUR . JAMES ALEX- ANDER, age 42, height about 6 ft., complexion fresh, hair, whiskers, and moustache ( cropped short) dark brown, eyes ( small) blue, rather deaf, scar base of left thumb, thick short hands, one little finger disabled ; dress, dark frock coat suit, silk facings, dark overcoat with silk facings, silk hat, lace boots, wearing 2 gold rings ( 1 masonic, 1 set green stone with diamond each side), carried an umbrella with crook handle, gold mounted. An engineer. Warrant issued. C. Hallett, 50 Miles Road Ride, 3rd Prize," engraved thereon; I sporting knife- ALEXANDER HAMILTON, alias McMEEKIN, age 30, height 5 ft. 4 in., complexion fresh, hair dark brown, slight mous- tache brown, eyes ( rather small) hazel, rather long nose, scar under left eye ; usually dressed as a dock labourer. A native of Southampton. 19.— Southampton ( Borough).— For em- bezzlement— PERCY KING, age .33, height 5 ft. II in., complexion sallow, hair and moustache dark brown, bushy eyebrows, straight nose, square jaw, large teeth ; dress, black Chesterfield overcoat, light tweed trousers, black cap. Warrant issued. 23.— Chatham ( County).— For stealing a silver teapot ; 6 plated dessert forks ; 6 do. tea* spoons ; ( J dinner forks ; 6 dessert spoons ; 4 table do. ; 1 Chinese table cloth; 1 antimacassar to match, 2 square centres, 2 round do. ; 1 red. tapestry table cloth, large yellow flowers and fringe ; 4 unbleached table cloths ; 3 white table cloths with pink borders ; 12 tea cloths, blue and pink check; and a quantity of under linen— MADGE USHWORTH, alias O'CONNOR and GREGORY, age 35, height 5 ft. 2 or 3 in., slight build, complexion fresh, hair dark brown, wears fringe, eyes grey, wears glasses, bridge of nose thin, prominent cheek bones, bad teeth ; wearing black jacket, open front, black toque trimmed with black tulle and red autumn foliage. She hired a furnished room, committed a larceny, and decamped. Is believed identical with Madge O'Sullivan, Case No. 15, 27th ult. Warrant issued. Information to Supt. Kemp, Dartford. 25.— Gravesentf ( Borough).— For being concerned with Ernest Craven, in custody for housebreaking ( see Case No. 75)— A MAN, age about 30, height 5 ft. 8 or 9 in., moustache slight; wearing long dark overcoat, hard felt hat. LANCASHIRE. 26.— Chorley ( County).— For embezzlement — JOSEPH MORRIS or MAURICE, alias MAURICE RUSSELL, age about 40, height 5 ft. 5 or 6 in., complexion fresh, full round face, hair dark brown, heavy moustache brown, eyes grey, is addicted to drink ; dress, brown mixture tweed coat, black plush vest, dark tweed trousers, lace boots, greenish plaid cap or black hard felt hat. LINCOLNSHIRE. 29. — Grimsby ( County). — For larceny ( bailee)— JOSEPH PICKFORD, age about 26, height 5 ft. 7 or 8 in., complexion and hair dark, clean shaved, of smart appearance. A comedian. Has been an agent for a firm of piano manu- facturers at Manchester. He takes engagements at concerts, & c., and styles himself as " The Lancashire Humorist." PICKFORD, wife of the above, age about 25, complexion sallow, hair brown, eyes sunken ; may be wearing a three- quarter fawn colour jacket, and new box calf boots. A labourer. Resided at 111) Green finger ( all in blue ink) ; dress, brown jacket suit, | Street, Bet inal Green ( a common lodging- house). bones, hair black, usually clean shaved, eyes hazel, thick lips, teeth rather wide apart. A school- master ; native of Old Hunwick, Willington, Durham. Has been heard of at Haydock, Man- chester, Liverpool, and Blackburn. Warrant issued. The above reward will be paid by the Guardians of the Luton Union to any person giving such information as will lead to the arrest of Watson. Information to Supt. LINCOLNSHIRE. : u.— Sleafofd ( County). — For embezzle- ment— WILLIAM FREDERICK MILLS, age about 45, height 5 ft. 6 or 7 in., complexion fresh, hair brown, moustache light, stooping gait, trephined on left side of head in consequence of which his right hand is occasionally paralized. A brewer's clerk ; supposed known at Norwich, Yarmouth, and in the Eastern Counties. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Taylor, Sleaford. 33. — J Division. — Convicted at North slight moustache light brown, eyes brown, scar London Sessions, 15th inst., of burglary, and on forehead, right wrist, and back of head; dress, sentence postponed till 4th prox.— JOHN COLE, black cloth jacket, black and white spotted vest, age 24, height 5 ft., complexion fresh, hair and dark striped trousers and cap, lace boots, drab colour overcoat. A bootmaker; native of New- castle. Supposed previously convicted. Information to be forwarded to the Metropolitan l'olice Office, New Scotland Yard, S. W, MONMOUTHSHIRE. 34. — R i so a { County). — For larceny — GWILLYM GRIFFITHS, alias EDWARDS, age about 40, height 5 ft. in., complexion fresh, hair ( bald on top) and heavy moustache dark, prominent front teeth, cut scar back of left hand : dress, black suit and bowler hat. A collier or labourer ; native of Ystrad Mynach, Glam. He takes lodgings, commits a larceny, and absconds. May be found singing at public houses. Warrant issued. 35 — Risca { County).— For stealing a black coat and £ 1 3s. Id.— JOSEPH LILLY, age 30, height 5 ft. 7 or 8 in., complexion fresh, hair ( curl on forehead) brown, large eyes, birthmark on calf of left leg, carries his head slightly forward when walking ; dress, black morning coat and vest, blue trousers, black cap with glazed peak. A labourer; native of Belfast. Stated he had been employed as a cab and brake driver. Warrant issued. Information to Supt. Porter, Risca. MONTCOMER YSHIRE. 36.— Welshpool { County).— For embezzle- ment— ALFRED PARRY, age 29, height about 5 ft. 2 in., complexion fair, full face, eyes grey ; dress, dark navy blue suit, dark overcoat. A native of Welshpool. Has been employed as a clerk and barman at wine vaults.
