All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OP THE POLICE GAZETTE. NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons ichose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of lbs. per portrait, and of Is. ( id. per photo- graph or sketch of a stolen article. 6. Erery announcement, if for the apprehension of a person, must be guaranteed by the signature of an offici i- of not less rank than Superintendent ; and, if the name of such person is required to beinserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. ^. moiffs. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rami than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all eases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons misting can only be accepted « * payment, and the charges for the insertion of the same will be given on application. E. R. HENRY, Editor. SPECIAL NOTICE. IT is notified for the information of the Police Forces generally that the existing arrange- ments provide that all persons convicted of offences falling under classes II to V, appendix A of the Judicial Statistics, 1899, pages 220 to 224, and sentenced at yuarter Sessions or Assizes to imprisonment for a month or longer, are criminally registered by having their finger- prints and photo- graphs taken in the prisons a fortnight before release. The Police of the Metropolis have been in- structed that whenever they deem it desirable to have criminally registered persons convicted of offences, and sentenced to imprisonment in Magistrates' Courts, the words " finger- prints " or " finger- prints and photograph" are to be added to the form on which the conviction is reported to the Chief Office, who then place themselves in correspondence with the prison authorities. It is suggested that Chief Constables and Heads of County and Borough Police Forces might similarly apply specially in suitable cases for the finger- prints and photographs of persons convicted in Magistrates' Courts whom they believe to be professional or dangerous criminals. SPECIAL NOTICE. IDENTIFICATION OF PRISONERS. THE EDITOR requests that Chief Officers of Police, when forwarding for identification by the Metropolitan Police the Photographs and descrip- tive forms of Persons in custody, will please see that the specific offence is stated, e. g. :— Stealing £ 1,000 from bank ; stealing pair of boots from shop door ; stealing bale of silk, van unattended, & c., & c. This may often prove a ready means of recognition, and Judges have recently complained of the absence of such particulars in dealing with previous convictions. APPREHENSIONS SOUGHT. Warrant issued. 3.— C Division.— For stealing, 9th inst., by confidence trick, 20 £ 0 Bank of England notes, Nos. 19401 to 20, dated 12 November, 1901, and £ 63— TWO MEN, 1st, age 50, height 5 ft. 4 in., complexion red, hair dark brown, eyes dark ; dress, dark brown overcoat, black trousers, black hard felt hat. 2nd, age 30, height 5 ft 3 in., com- plexion, hair and eyes dark, scar left side of nose, sores on face ; wearing long dark overcoat, brown felt hat. Supposed Italians. 4.— N Division .— For larceny ( bailee)— ARTHUR NORMAN, age 40, height 5 ft. 5 in., complexion pale, hair and moustache brown, eyes dark brown, large scars on throat, thick lips, 2 front upper teeth project, dimple on chin, speaks and walks quickly; dress, black morning coat and vest, light tweed trousers, silk hat, lace boots. Warrant issued. 5.— V Division.— For forging a cheque for £ 4 17s. 6d. — THOMAS YATES WHITTAKER, age 35, height 5 ft. 7 or 8 in., complexion, hair ( inclined ito curl), and eyes ( deep set) dark, stern expression, takes short quick steps, usually looks downwards ; dress, dark tweed jacket and vest, dark trousers, dark grey Chesterfield overcoat, black hard felt hat. A native of Cheltenham. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 6.— For obtaining 2 bankers' cheques ( 1 for £ 100, 1 for £ 80), by false pretences — SAM KENNEDY, age about 40, slight build, inclined to stoop, complexion sallow, hair ( thin on top) and short moustache light, wears glasses. She left Bangor for Chester on 11th inst., accom- panied by a man, age 20 or 21, height about 5 ft. 4 or 5 in., complexion fresh, hair sandy, eyes grey. Warrant issued. BEDFORDSHIRE. 8.— Bedford { Borough).— On commitment warrant for non- payment of £ 2 Is. id. line and costs imposed by magistrate— WILLIAM LAMB, age about 25, height 5 ft. 7 or 8 in., stout build, complexion fair, moustache light, large scar on one cheek. He travels the country with two four- wheel vans ( 1 with " William Gaskin, Ipswich" and other with " William Gaskin, Colchester" badly painted in white, thereon, both have tilts covered with tarpaulins, in bad condition). Hawks wicker chairs, flower stands, & c. Is accompanied by his parents, and a woman age about 24. Information to Chief Constable Thody, Bedford. GA RDIGA NSHIRE. 9— Aberystwyth { County).— For failing to report— Supervisee CHARLES WRIGHT, Office No. 3266- 01, age 27, height 5 ft. 3 in., com- plexion fresh, hair light brown, eyes light blue, scar between eyes, 2 dots left wrist, left foot deformed. Sentenced at Plymouth Quarter Sessions, 12th April, 1901, to 8 months hard labour and 1 year supervision for counting- housebreaking. Liber- ated 27th November, 1901. 460. Information to Supt. CHESHIRE. 10.— Liscard { County). — For stealing £ 24 8s. 4d.— PETER HARDIE, age 40, height 5 ft. 9 in., complexion fair, hair ( turning grey) sandy, eyes weak, red nose, speaks with Scotch accent ; wearing grey jacket, cord vest with spots, light tweed overcoat, black hard felt hat, lace boots, carried a black stick, silver mounted. Warrant issued. 17.— Cardiff { Borough). — For stealing a portmanteau ( recovered); 1 overcoat ; 3 suits ; and 2 caps— JOHN JOHNSTON, alias SPENCER, age 26, height 5 ft. 9 in., complexion sallow, hair brown, eyes ( large) blue, square chin, scar, heart and dagger back of right hand, mole on left side of right shoulder ; supposed wearing part of the stolen clothing, viz., black jacket, black morning coat and vest, dark brown trousers; light Raglan overcoat, grey tweed trousers and vest. A private of the Welsh Regiment. Has served in the Royal Marines, from which he was discharged on 21st September, 1901. May en- deavour to join the Yeomanry. Warrant issued. 18. — Cardiff { Borough). — For carnally knowing a girl under the age of 16 years— THOMAS WILLIAMS, age about 22, short, slight build, complexion pale, long thin face, hair ( inclined to curl) and thin moustache dark, eyes grey, rather short legs, speaks with Welsh accent; dress, grey square cut jacket suit, double- breasted vest, dark tie with horseshoe pin, black bowler hat, dark three- quarter length Chesterfield over- coat, brown lace boots. Is fond of billiards. A chemist's assistant. He may call upon Secretaries of the Chemists' Assistants' Association. Warrant issued. A doubler in tin works ; native of Pontypool, Mon. Warrant issued. DURBIN, age about 43, height about 5 ft. 6 in., complexion ruddy, hair ( turning grey) black, moustache dark, prominent teeth, slouch- ing gait, limps, turns his toes outwards; dress, long dark grey frieze overcoat ( sac back), black velvet collar, grey check suit, blue tie with white spots, brown kid gloves, black soft felt hat. A dispenser of medicine. Stated he had been to South Africa. Warrant issued. 22.— Gosport { County).— For stealing a metal watch and silver chain — JOSEPH GRAHAM, alias JAMES McDONALD, age about 24, height 5 ft, 5 or 6 in., complexion fresh, hair light brown, eyes blue, cut scar corner of right eye, cross tattooed on left forearm, female right forearm ; dress, blue serge suit, jacket and vest, double- breasted, black and red muffler, brown button boots. DECASHMERE, a man of colour, age about 28, height about 5 ft. 10 in.; dress, brown suit, dark felt hat. Was invalided from the West India Regiment. Is believed to have been employed in London as a valet. He represents himself as a Surgeon- Captain of the West India Regiment, and that he is on 12 months' leave from Jamaica. Warrant issued. 24.— Portsmouth { Borough).— For steal- ing, 21st ult., a " Coventry Humber" bicycle, black enamelled, usual parts plated, flat handle bars, cork grips, Dunlop tyres, Smith's band to back tyre, " Coventry Humber" on head and guards— HARRY GRAHAM, age about 25, height 5 ft. 9 or 10 in., slight build, complexion sallow, hair dark, slight moustache light; dress, dark blue reefer coat suit, fancy tie, black cap. May seek employ- ment at hotels. 25.— Portsmouth { Borough).— For steal- ing, 3rd inst., a gold curb Albert; gold locket, set 2 stones ( 1 dark, 1 light) attached— GEORGE STEWART, age 46, height 5 ft. 10 in., slight build, complexion dark, beard and moustache ginger; dress, light lounge coat, blue serge trousers, neckerchief, bowler hat. Has been employed as a seaman on vessels running from London and Southampton. Information to the Chief Constable, Ports- mouth. 26.— Southampton { Borough).— For steal- ing, from her lodgings, a waterproof sheet and a pair of boots— MILLY HOWARD, age 25, height 5 ft. 2 or 3 in., complexion and hair dark, eyes hazel, front teeth missing, slight scar on forehead ; dress, fawn colour jacket, dark skirt, black boa, white straw hat trimmed black feather. Has been an agent for a firm of piano manu- facturers at Manchester. He takes engagements at concerts, & c., and styles himself as " The Lancashire Humorist." PICKFORD, wife of the above, age about 25, complexion sallow, hair brown, eyes sunken ; may be wearing a three- quarter fawn colour jacket, and new box calf boots. HERTFORDSHIRE. 37.— Hitchin { County).— For an indecent assault on a male person, at Stevenage, during July, 1900 — CHARLES ROLAND EDWARDS, age about 42, height 5 ft. 6 or 7 in., stout build, square shoulders, complexion, heavy moustache and eyes dark, hair dark brown, rather bow- legged ; dress, light grey jacket suit and cap. Supposed a native of Newchurch, Isle of Wight. Was headmaster of the Stevenage Grammar School. Warrant issued.
