POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, DECEMBER 27, 1901. VOL. XVIII., No. 1878. REGUL 1. All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should he addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will he inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken, upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons ichose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15 « . per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. 6. Every announcement., if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. ILTI ON S. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number and as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted en payment, and the charges for the insertion of the same will be given on application. E. K. HENRY, Editor. In certain cases questions have arisen as to the payment for photographs applied for by Police Forces under Home Office circular of 15th March, 1897. The Registrar of Habitual Criminals is therefore authorised by the Secretary of State to say that, in any ordinary case, a photograph is not necessary to enable his Department to identify a prisoner, the measurements and finger prints being sufficient for the purpose ; but if a photo- graph is applied for, or if, in any rare case, it should be required to complete the identification, the cost will be charged to the Police Force interested. CHESHIRE, 9.— Middlewioh ( County).— On commit- ment warrant for non- payment of £ 2 lis. 4d. fine and costs imposed for travelling on the .- ailway without having paid the fare— AGNES KILBY, age 23, height 5 ft. 2 or 3 in., complexion fresh, hair light. Had with her a child. She attends fairs, & c., with shows or boxing booths. GLA MORGA NSHIRE. 15.— Cardiff { Borough).— For stealing £ 33 — MADGE O'SULLIVAN, alias TERESA REA, KATHLEEN O'MALLEY, or O'MARLEY, age about 34, height 5 ft. 1 or 2 in., complexion fair, hair ( thin) dark, eyes grey, square chin, may be wear- ing false teeth ; dress, black skirt trimmed braid, black jacket or cape, black felt hat. A domestic servant. She obtained a situation, committed a larceny, and decamped. Has been previously convicted at Cork and Burnley. May be found at Catholic Institutions. Warrant issued. 1Cardiff { Borough). — For failing to report — Licence- holder ALEXANDER KIRK, alias WILLIAM THOMAS, Office No. 1550- 01, age 23, height 5 ft. 4 in., complexion fresh, hair dark brown, eyes hazel, boil scar below left ear, scar corner left wyebrow, mole below left nipple, on navel and bottom of back, burn scar left collar bone. May seek employment as potman at hotels, or go to sea. Sentenced at Cardiff Assizes, 11th March ,1899, to 3 years penal servitude for larceny. Licenced 15th June, 1901. Z. 63. May be dealt with wherever found Information to Head Constable McKenzie, Cardiff. and vest, brown trousers. He represented that he was a corporal of the Royal Highlanders, and obtained money for the purpose of returning to his regiment at Perth. Warrant issued. HAMPSHIRE. 18.— Basingstoke { County).— For obtain- ing £ 5 by a worthless cheque, No. C 50212, on the National Provincial Bank of England, Berkeley, signed " E. Howard," made payable to self— E. HOWARD, age about 40, height about 5 ft. 4 in., slight build, complexion pale ; dress, long black jacket or black mackintosh, black dress, black hat and veil, carried a black bag and um- brella. She called at a poulterer's, made a pur- chase, tendered the above cheque in payment and received the balance. Warrant issued. Information to Supt. Hale, Basingstoke. 19 .— Bitterne { County).— For stealing £ 8— A MAN, age 17, height about 5 ft. 6 in., rather stout build, complexion sallow, hair dark brown ; dress, old brown jacket and vest, dark trousers, brown cap, old lace boots. A native of East- leigh. Information to Supt. Jacobs, Bitterne. 20.— Gosport { County). — For stealing a quantity of coke, 11th inst'.— GEORGE FERRE, age 32, height 5 ft. 7 in., complexion fresh, hair light brown, eyes brown, scar on chin and nose, boil mark on stomach, mole right side of stomach; dress, old brown morning coat, slate colour trousers, with dark stripes, tight at kuees, large bottoms, white muffler, brown cap, may be wear- ing a dark blue overcoat. A native of Gosport. Warrant issued. Information to Supt. Silver, Gosport. 21.— Portsmouth { Borough).— For stealing from her lodgings, 30th ult., a slate colour mail cart, picked out gold; and £ 7— MILLY HOWARD, age about 26, height 5 ft. 2 or 3 in., complexion dark, thin face, front teeth missing, slight scar on forehead; dress, short fawn colour jacket, dark skirt, black fur boa, white straw hat trimmed large black feather. Had with her a child, age 15 months. Information to the Chief Constable, Town Hall, Portsmouth. GL O 9JCES TERSHIRE. 17 — Gloucester { County).— For obtain- ing money by false pretences— JAMES MAC- PHERSON, age 35, height 5 ft. 11 in., complexion fresh, hair and eyes dark, heavy moustache dark brown, of military appearance; dress, dark jacket HEREFORDSHIRE. £ 1 REWARD. 22.— Bromyard { County).— For deserting his wife and family— RICHARD ROGERS, age 36, height 5 ft. 4 in., hair dark brown, moustache sandy, eyes grey, cut mark on back of head and right thumb. A labourer; supposed a native of Llandewy, Radnorshire. Warrant issued. The above reward will be paid by the Bromyard Board of Guardians to any person giving such information as will lead to the arrest of Rogers. Information to Supt. Lewis, Bromyard. HERTFORDSHIRE. 23.— Hitchin { County). — For being con- cerned with a man in custody, charged with stealing, at Stevenage, 28th ult., an overcoat ( recovered)— HARRY BARKER, age 28 to 30, height 5 ft. 7 or 8 in., complexion fresh, hair ( supposed cut short) brown, mole on one cheek, right little finger crooked, nail of 2nd right finger discoloured; wearing dark clothes, dark blue overcoat, nearly new, dark plaid wrap, plaid cap, lace boots. A moulder; supposed a native of Manchester. Is well known at Dunstable and Bedford. He may endeavour to dispose of a pawn- ticket relating to a coat which was pledged with Messrs. Morley & Co., pawnbrokers, Hitchin, 28th ult., in name of Harry Barker, 42, Old Park Road, Hitchin. Supposed wanted else- where. 24.— Hitchin { County).— For an indecent assault on a male person, at Stevenage, during July, 1900 — CHARLES ROLAND EDWARDS, age about 42, height 5 ft. 6 or 7 in., stout build, square shoulders, complexion, heavy moustache and eyes dark, hair dark brown, rather bow- legged ; dress, light grey jacket suit and cap. Supposed a native of Newchurch, Isle of Wight. Was headmaster of the Stevenage Grammar School. Warrant issued. Information to Deputy Chief Constable Rey- nolds, Hitchin. 25.— Watford { County).— For failing to re- port— Supervisee GEORGE WILSON, Office No. 2565— 01, age 41, height 5 ft. 7 in., complexion fresh, hair and eyes brown, scar on nose and corner of right eye. Sentenced at Birmingham Sessions, 7th January, 1901, to 9 months hard labour and 1 year police supervision for larceny. Liberated 14th September, 1901. 10858. May be dealt with wherever found. Information to Supt, Wood, Watford. KENT. 26.— Chatham { County). — For stealing a silver Geneva watch ; 1 silver curb pattern chain with compass and medal ( gold centre, initials " W. W." on front, and " N. B. I. F. C." on back) attached; 1 gold signet ring; and 2 bird claws with red stones— WILLIAM HERBERT, age about 45, height 5 ft. 9 or 10 in., complexion fresh, hair sandy, moustache grey, several scars on hands and arms; dress, serge coat and vest, grey trousers, black and white scarf, black hard felt hat, sea- men's boots with strap across. A sailmaker. Warrant issued. Information to Supt. Sargent, Chatham. 27.— Sandwich { County).— For stealing a silver fish knife and fork— A MAN, who gave the name of DICK MATTHEWS, age about 20, height 5 ft, 9 or 10 in., slight build, complexion pale, oval face, clean shaved, fleshy mark on back of head ; dress, light grey suit, light blue knitted tie, light cap, brown boots. Warrant issued. 28.— Sandwich { County).— For non- pay- ment of bastardy arrears— GEORGE GORE, age 25 to 28, height about 5 ft. 10 in., complexion sallow, hair black, slight moustache dark, eyes dark brown. Of smart appearance. A waiter; native of Canterbury. May seek employment as hall porter at hotels. Warrant issued. Information to Supt. Chaney, Sandwich. £ 1 Is. REWARD. 29 — Canterbury { City). — For deserting his wife, leaving her chargeable to the Common Fund of the Canterbury Union — GEORGE HENRY LOTT, age about 38, height 5 ft. 6 or 7 in., complexion fair, hair light brown, mous- tache light, eyes grey. A journeyman grocer. Has been employed as agent to the Prudential Assurance Co., Ltd. Recently returned from South Africa, where he has been serving with the Imperial Yeomanry. Warrant issued. The above reward will be paid by the Canter bury Guardians, to any person giving such in- formation as will lead to the arrest of Lott. 30.— Canterbury { Citt/).— For abandoning her child, age 6 months, 13th inst.— KATE or MARY KATE COCHRANE, age about 21 ( looks older), short, stout build, complexion sallow, hair ( thin) and eyes dark, recently vaccinated ; dress, old dark dress, glass buttons down front, old light green skirt under, dark three- quarter length jacket, large sleeves, black straw sailor hat. A domestic servant or field worker. Usually stays at casual wards. Warrant issued. Information to Chief Constable Farmery, Canter- bury. 31 .— Dover { Borough). — On commitment warrant for non- payment of £ 7 4s. fine and costs imposed for an offence under the Importation of Dogs' Order, 1897— MAX MILLER, medium height, moustache light, square jaws ; wearing tweed overcoat with cape, bowler hat. Supposed a German. Information to Head Constable Knott, Dover. 32.— Maidstone { Borough).— For stealing a lion zither ( recovered) SILVESTER, age 42, height 6 ft., complexion and hair dark, large mouth, thick lips, teeth rather prominent, wart near right eye, and one on left temple; dress dark brown morning suit, hard felt hat. Stated he was a tailor. Information to the Chief Constable, Maidstone. LANCASHIRE. di.— Wigan { County).- For obtaining money by false pretences at Pemberton, 20th ult — C ' 1HOMPSON ( supposed false), age 37, height 6 ft.' complex. ™ sallow, hair dark, clean shaved • dress, dark brown jacket, blue trousers with light stripe, red silk muffler with white stripes, lilht brown soft felt hat, lace boots. He represented that he was a photographer's agent, obtained an order, and gave a printed receipt form signed " C. Thompson. Had with him a large frame con- taining the photograph of a child. METROPOLITAN POLICE DISTRICT M— F Division.— For stealing, 4th inst.,^ lady's gold dress ring, set 2 large diamonds, emerald in centre ; 1 do., set large diamond, claw setting; 1 do., half hoop, set 5 diamonds ( paste diamond at end); a legion of honour, " F. J." in gold letters on blue enamel one side, " 1849 " in gold figures on other — ARTHUR LAWTON, alias FREDERICK ELTON and MATTHEWS, age 33, height 5 ft. 6£ in., complexion fresh, nose has been broken, hair ( thick) dark brown, eyes blue, Maltese cross, C, and 2 dots left forearm, 1 dot right forearm, scar right side of mouth and right shin ; speaks French and German fluently ; dress, long black overcoat, tweed trousers, brown soft felt hat. A music hall artist. He takes apartments at high class boarding houses, stating that he is a diamond merchant, and that he has just arrived from America to witness the Coronation, stays to lunch, subsequently speaks of precious gems and induces the visitors to shew him their jewellery. He then awaits an oppor- tunity to steal the same from their rooms and decamps. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. C A RDIGA NS HIRE. £ 1 REWARD. A6.— Llantlyssul ( County).— For deserting his wife and 2 children, leaving them chargeable to the Common Fund of the Cardigan Union— THOMAS ROSSER, alios MACARD, JOHNSON, and MACIYER, age about 39, height about 5 ft. 6 in., complexion fresh, full features, hair brown, slight moustache light. A boiler maker. Warrant issued. The above reward will be paid by the Guardians of the above Union to any person giving such information as will lead to the arrest of Rosser. Information to Deputy Chief Constable Wil- liams, Llandyssul. swords, pierced heart, and indistinct mark right arm, bracelet and sailor's head left wrist, cross back left hand. A labourer.
