All announcements for insertion in the POLICE GAZETTE, and all communications relating 7. to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 8. 2. Particulars concerning persons whose apprehension it sought will he inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by 9. another force. it. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to he thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for 10. the, payment must be giren. and the exact conditions must he clearly stated. 5. Portraits of persons ichose apprehension is sought for serious offences, and engravings of 11. stolen property will he inserted at a cost of 15*. per portrait, and of 7s. 6d. per photo- ; graph or sketch of a stolen article. 6. Eeery announcement, if for tin1 apprehension of a person, must be guaranteed by the signature of an officer of > u< t less rank than Superintendent ; and, if the name of such person is 12. required to he inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the 13. case may be. T I O 3V S - Announcements concerning stolen property must be guaranteed by an officer of not lets rank than Inspector, or analogous thereto. Announcements of all persons to be apprehended or of stolen property bear a number, and. us far as practicable, they are alphabetically arranged by counties. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or reeocery. at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. In all cases the officer signing the request for the insertion of any announcement trill he wholly responsible for any proceedings which may result from such publication. Announcements for the Friday issue should be forwarded so ax to be rcceircd not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. Thr\) must be clearly written oil one side of the paper only ; they must be in the usual form, and accompanied by a corcring letter. SPECIAL NOTICE. In certain cases questions have arisen as to the payment for photographs applied for by Police Forces under Home Office circular of 15th March, 1897. The Registrar of Habitual Criminals is therefore authorised by the Secretary of State to say that, in any ordinary case, a photograph is not necessary to enable his Department to identify a prisoner, the measurements and finger prints being sufficient for the purpose ; but if a photo- graph is applied for, or if, in any rare case, it should be required to complete the identification, the cost will be charged to the Police Force interested. HAMMOND, age 28 to 30, height 5 ft. 7 in., hair brown, heavy moustache light, of good address; wearing the stolen blue diagonal suit, broad brimmed Panama hat, brown bocts. He took lodgings statiDg he had taken a business in the neighbourhood. ( Supposed identical with Herbert Berkeley, Case No. 17, 30th ult.) Warrant issued. Information to Capt. Henderson. BUCKINGHAMSHIRE. 7 Beaconsfield { County).— For steal- ing, 12th ult., a dark blue serge jacket suit; 1 pair new lace boots size 9 or 10; 1 army razor with white handle; 1 razor with black handle; 1 handkerchief with red cotton stitches— FRED- ERICK TAPLEY or TAPPING, age 23, height 5 ft. 6 in., complexion dark, large nose, hair and moustache dark brown, weak eyes, lump on left side of neck, left thumb deformed; wearing a blue guernsey, blue neckerchief with white spots, old dark cap and the stolen suit and boots. May be found at lodging houses, or Church Army labour homes. Warrant issued. OWENS, age about24, height 5 ft. 7 to 9 in., complexion fresh, hair and slight mou- stache light, upper front teeth decayed, carries his head slightly forward. A traveller; native of Llanfair, near Menai Bridge. Absconded 22nd ult. Had with him a bicycle. Warrant issued. Information to Deputy Chief Constable Harris, Bangor. CHESHIRE. 9.— Liscard { County).— For obtaining food and lodgings and 15s. by false pretences— A MAN, who gave the name of CHARLES HOULDS- WORTH, age about 40, height 5 ft. 6 in., stout build, complexion fresh, full face, hair and moustache dark brown, eyes brown ; dress, bine serge suit, brown cloth cap, tan boots. Had in his possession a Dungaree suit. ( Is identical with MAN, Case No. 30, 16th ult.) Warrant issued. Information to Supt. Warrant issued. 19 — Chelmsford ( County)— For abscond- ing from the Essex Industrial School, Chelmsford. 19th ult. — WALTER BELL, age 12, height 4 ft. 4^ in., complexion fair, hair dark, eyes light blue, scar on left side of forehead and back of head; dress, blue serge tunic with red braid, light cord trousers, black cap, lace boots, all marked 75. A native of Southend- on- Sea. Information to the Deputy Chief Constable of Essex, Chelmsford. 20— Halstead ( Coiirtty).— For failing to report and deserting his wife and family— Licence- holder HENRY CONSTABLE, alias HAliRY CONSTABLE, Office No. 28U- 01, age 30, height 5 ft. li in., complexion and hair dark, eyes hazel, cross and wreath back left forearm, anchor outside left forearm, scar back left hand and back left forefinger, scar outside right eyebrow and inner side left eyebrow ; dress, black pilot jacket, light cord trousers and vest. Sentenced at Chelmsford Quarter Sessions, 20th October, 1898, to 3 years penal servitude for malicious wounding. Licen- ced 19th January last, Y 359. Warrant issued. Information to Supt, Terry, Braintree. 21.— Mistley ( County).— On commitment warrant for non- payment of £ 1 12s. 6d. fine and costs, imposed for carrying a gun without a licence at Great Oakley, 9th July last— JOHN SIMONS, age about 44, height 5 ft. 7 or 8 in., complexion fresb, hair anil slight sid'i whiskers light brown ; dress, brown tweed jacket, cord trousers, white soft felt hat. A. hubs, mudguard on back wheel, painted bamboo colour with white lines, straight handle bar, cork grips, ordinary saddle. 27.— Portsmouth ( Borough).— For stealing jewellery described in Case No. 81, 23rd ult.— ROSE DYESON, age about 30,. height 5 ft. 1 in., rather full face, stutteis; dress, red bodice with black stripe, blue serge jacket with red and white silk lining dark skirt, black straw hat trimmed black silk. Information to the Chief Constable, Town Hall, Portsmouth. HEREFORDSHIRE. 28.— Leominster ( County).— For house breaking, 18th ult., and stealing a dark brown square cut jacket, large plaid pattern, 2 pockets outside with flaps ( right flap torn); 1 cap of same material; 1 black ribbed cloth vest, turn down collar, bound with braid, lined on back with grey material— T. SMITH, age 20, height 5 ft. 2 in., complexion ruddy, hair dark brown, eyes blue; wearing the stolen clothing, military trousers and boots. Supposed a native of Birkenhead. Is a deserter from the 3rd Battalion South Wales Borderers. Warrant issued. Information to Supt, Price, Leominster. GLA MORGANSHIRE. 22. — Cardiff ( Borough). — For stealing ( bailee) a bicrcle, 27th ult.— RICHARD PARR, alias ROBERT WILTSHIRE and JACK GREY, age 21, height « > ft. 4£ in., complexion sallow, round face, turned up nose, hair light brown, eyes grey, 3 small scars right side of nose, 5 crosses and 3 dots outside right forearm, 4 indistinct anchors, C I S M L, dots and D R inside left forearm, half ring back of 2nd and 3rd right fingers, and 1st and 2nd left fingers, indistinct tattoo marks back left band, blue scar centre of chest, boil scar left buttock, small brown birth- mark above right hip ; dress, navy blue serge coat and vest, black and white check trousers, white straw hat, brown lace boots. A labourer ; native of Cardiff. Has served in the Army. Stated he had been in South Africa. May endeavour to re- enlist. Warrant issued. Not to be arrested out of the United Kingdom. GLOUCESTERSHIRE. 23.— Cheltenham ( County).— For desert- ing his wife and children— HENRY WILLIAM BLISSETT, age 23, height 5 ft. 8 in., complexion pale, hair brown, eyes blue. A bootmaker; native of Cheltenham. Warrant issued. Information to Supt. Hopkins, Cheltenham. HER TFORDSHIRE. 29.— Watford ( Comity).— For stealing a black vicuna jacket and vest; 1 black ribbed serge morning coat and vest; 1 pair of grey trousers; 17 yards of blue serge cloth— JOHN COLLINS, age 40, height 5 ft. 9 in., hair dark ( turning grey), of military appearance ; supposed wearing some of the stolen clothing. A tramping tailor. Warrant issued. 60.— Watford ( County).— For deserting his 2 children, leaving them chargeable to the Wat- ford Union— FREDERICK PRICE, age 34, height 5 ft. 5 or 6 in., complexion sallow, hair and mous- tache sandy ; dress, dark jacket and vest, grey striped trousers, black hard hat. A native of Watford. Warrant issued. Information to Supt. Wood, Watford. ISLE OF WIGHT. MURDER. 31. — Newport ( County). — For murder at St. Helens, 17th July— RAPHELI DECICCO, « // « ;,• GIZZI, an Italian, age 46, height about 5 ft, 4 in., rather stout build, complexion and hair ( slightly bald on top) dark, may be growing a beard, full face, nose slightly turned up and supposed broken, scar on upper lip, speaks broken English ; dress, dark lounge jacket, dark cord trousers, red tie, white straw Alpine hat, heavy lace boots. An organ grinder. Warrant issued. Information to Supt. Hale, Newport. KENT. features, hair ( bald on top) light brown, mous- tache sandy, limps slightly ; dress, grey coat and vest, brown trousers, dark brown tie, black hard felt hat. Warrant issued. Information to Supt. Ennion, Runcorn. CUMBERLAND. 11— Whitehaven ( County).— For stealing, 23rd ult., a small wash- leather bag, fastens with red tape, containing £ 12 10s.— JOHN WILSON, age about 23, height 5 ft. 4 or 5 in., rather stout build, complexion fresh, hair ( frizzy in front) light, clean shaved, speaks with south country accent; dress, new blue check tweed suit, light cord cap, new tan glazed kid Balmoral Eotfts." " He carried a black hand bag, containing a disinfectant called Uklip, and distributes hand bills advertising the same. Is well known to theatricals. Warrant issued. 12.— Whitehaven ( County). — For em- bezzling £ 600- JOHN WRIGHT, age 38, height 5 ft. 10 in., complexion rather sallow, long face, hair ( thin in front) dark brown, side whiskers and small moustache sandy, eyes blue, small red wart on right 6ide of chin under lip, scars on both legs, addicted to drink; dress, blue check tweed suit, black bowler hat, lace boots, wearing a gold Albert with long and short links alternately. Carried a small brown hand bag. A spirit mer- chant's traveller. Native of Whitehaven. Ab- sconded 14th ult. Warrant issued. Information to Supt. Kelly, Whitehaven. DERBYSHIRE. 13.— Eckington ( County).— For rape, at Steetly Whitwell, 16th ult, — THOMAS SPENCER, age 30, height 6 ft., complexion dark, hair ( bald on top) and moustache dark brown, high forehead, of military appearance ; dress, dark brown coat and vest, striped trousers, tied below knees, blue and white neckerchief, black cap, strong lace boots. A labourer; native of Nottinghamshire. Warrant issued. 14.— Eckington ( County).— For stealing, 24th ult,, at Norton, a pair of shepherd plaid trousers, 1 pair black worsted ditto, 1 black worsted vest, 1 silk muffler ( Paisley pattern), 1 light grey suit, 1 dinner basket, lid fastened with copper wire, 1 small hat brush— JOHN GEORGE TuOMPSON, alias E. DOHERTY, age 45, height 5 ft, 5 or 6 in., stout build, complexion dark, hair ( bald on top) black, moustache dark, squints left eye, speaks with north- country accent, of Jewish appearance ; dress, dark morning coat and vest, dark grey trousers, cap, lace boots with narrow toes. A joiner. Warrant issued. Information to Supt. Talbot, Eckington, near Sheffield. DORSETSHIRE. 15— Poole ( County).— For stealing a suit of clothes, 3 silk handkerchiefs, and a pair of boots ( recovered)— GEORGE JOHNSON ( supposed false), age about 24, height 5 ft. 7 in., complexion fair, hair brown, peculiar movement of eyes when speaking, sailor and anchor tattooed on one arm, woman on left arm ; dress, grey coat and vest, brown mixture trousers and cap, navy boots. Warrant issued. Information to Supt. Brown, Poole. 16. — Weymouth ( Borough). — TOM PALMER, Case No. 11, 2nd ult., not to be appre- hended. Warrant withdrawn. DURHAM. 17.— Darlington ( County).— For obtaining £ 6 by fraud, 20th ult.— A MAN, who gave the names of ARTHUR THORNTON, W. M. CAMP- BELL, and F. G. HOWARD, age about 35, height 5 ft. 9 or 10 ins., slight build, complexion ruddy, hair, moustache and eyes brown, scar on right cheek bone; dress, Norfolk jacket and knickers, white straw hat with black and green band, brown shooting boots and stockings. He called at the Post Office and wired to a firm of clothiers at Leeds, stating he was their traveller, and that he required the money at once. Warrant issued. Information to Supt. ESSEX. is.— Chelmsford ( County).— For stealing £ 12, 30th July— GEORGE WATKINS, alias WILLIAM WATKINS and HEARN, age 23, height 5 ft. 2£ in., complexion fresh, hair brown, eyes blue, 5 dots back of right arm, HAMPSHIRE. 24— Alton ( County).—- For stealing ( bailee) a dark tweed suit— WALTER POINTER, age 21, height 5 ft. 6 in., complexion fresh, hair dark brown, eyes brown. A groom. Absconded 19th ult. Warrant issued. Information to Supt. James, Alton. 25.— Basingstoke ( County).— For obtain- ing £ 2 2s. by a worthless cheque on Parrs' Bank, Camden Town Branch, 27th ult.— J. TURNER, alias W. J. EDWARDS and SPINDLER, age about 33, height 5 ft. 9 in., hair, moustache, and eyes dark brown ; dress, dark grey morning suit, soft felt hat, lace boots. Carried a small leather bag. He represented that he was a traveller for the Hotel Linen Drapery Co., London. The above cheque was returned from the bank marked " No account." Supposed identical with FRED- ERICK SPINDLER, Case No. 6, 30th ult. Warrant issued. Information to Supt. Hale, Basingstoke. 26 — Portsmouth ( Borough).— For stealing, 12th ult., a new cyclometer, watch shape — ALBERT QUINNELL, age 17, height 5 ft. 4 in., thick set, full face, eyes ( large) grey ; dress, blue cloth coat, grey tweed trousers, military shirt, 32.— Canterbury ( County).— For deserting his wife and child, leaving them chargeable to the Common Fund of the Bridge Union, 17th July— ARTHUR STEVENS, age 41, height 5 ft. 5 in., complexion fresh, hair dark brown, moustache and side whiskers ginger, eyes brown, birth mark on left upper arm, scar second joint of right thumb, centre of elbow and corner of right eye, brown mole ' bend of elbow, brown birth mark on one side of back ; dress, dark jacket and vest, cord trousers, dark cap or black hard felt hat. LANCASHIRE. 33.— St. Helens ( Borough).— For obtain- ing by false pretences, 1st ult., 1 18 ct. gold English lever, and 3 silver do., Nos. 102214,480232, 480239, and 480240 ( all new)— JOHN BERRY, age 28 to 30, height 5 ft. 7 in., stout build, complexion ruddy, slight moustache rather light. An agent for watches and wringing machines, also an in- surance agent. A native of Swinton. Warrant issued. Information to the Chief Constable, St. Helens. TUESDAY, SEPTEMBER 10, 1901. A physician ; native Licenced 24th April, 1901. Licence expires 29th of Templemore. Sentenced at Central Criminal July, 1905. A. H. U. 572. Court, 25th June, 1894, to 7 jears penal servitude Information to the Chief Constable, Town Hall, and remanet of former sentence for forgery. Portsmouth. RADNORSHIRE. 35.— Pcnybont ( County).— For housebreak- ing and stealing a gold watch, No. 19058 ; 1 pair binocular glasses, brown crocodile leather; 1 cheque book, partly used— ARTHUR JAMES EMBREY, age 23, height 5 ft. 4 or 5 in., com- plexion fair, hair light, slight moustache, eyes grey; wearing lavender colour cloth coat and vest, light cap, lace boots, or a dark check suit. ( See Case No. 41, 16th ult.). Warrant issued. Information to the Chief Constable of Radnor- shire, Penybont. LANCASHIRE. £ 20 REWARD. 36.— Rochdale ( Borough). — For stealing, 30th ult., an oval white plush tray containing 12 rings, all 18 ct., set large diamonds, sapphires, or rubies, including 1 large diamond marquise ; 3 or 4 diamond half hoops, large stones; 1 diamond and sapphire half hoop ; 3 3 stone half hoops, large ruby in centre, large diamond each side, each marked with 1 or more of the following letters :—" BJACRZEMPU "— THREE MEN, 1st, age about 40, height 5 ft. 8 or 9 in., rather heavy moustache sandy, of respect- able appearance. 2nd, age about 30, height 5 ft. 5 in., complexion dark ; dress, dark jacket suit, dark soft felt hat, of Jewish appearance. 3rd, age about 30, height 5 ft. 5 in.; dress, grey or fawn suit. Information to Chief Constable Barry, Rochdale, by whom the above reward will be paid to any person giving such information as will lead to the apprehension and conviction of the thieves, and recovery of the property, or in proportion to the amount recovered.
