All announcements for insertion in the POLICE GAZETTE, and all communicationi relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, FRM. > 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZET- J L'E, if they are sufficient to enable action to be taken uvon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where n reward is offered, the name and. address of some person responsible for the payment must be given, urid the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property idll be inserted at a cost of 15.!. per portr* it, and, of Is. id. per photo- graph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. ' LTIONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less » • than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number. . as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to he inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the amwuncement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will he wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not lat- r than Saturday morning. Tfu r must be clearly written on one side of tlie paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, cither at the office, New Scotland Yard, by Postal Order or by Post Office Order, payable at Parliament Street Post Office. 13. SPECIAL NOTICE. In certain cases questions have arisen as to the payment for photographs applied for by Police Forces under Home Office circular of 15th March, 1897. The Registrar of Habitual Criminals is therefore authorised by the Secretary of State to say that, in any ordinary case, a photograph is not necessary to enable his Department to identify a prisoner, the measurements and finger prints being sufficient for the purpose ; but if a photo- graph is applied for, or if, in any rare case, it should be required to complete the identification, the cost will ibe charged to the Police Force interested. BERKSHIRE- 7.— Reading ( Borough). — For stealing, 27th ult., a pair of boots ( recovered)— L. BROWN- SWORD, age 40, height 6 ft., stout build, blotchy face, hair and moustache brown; dress, brown coat and vest, blue trousers, black bowler hat. Had with him a small black bag, initials " L. B." or " L. C. B." thereon, containing a blue suit and fawn colour hat with broad brim, which he may be wearing. Was recently discharged from the Royal Northern Reserve Regiment. Information to Captain Henderson, Chief Con- stable, Reading. BER WICKS HIRE. 8— Duns ( County).— For rape — DAVID BLACK HALL, age 26, height 5 ft. 8 or 9 in., slight build, complexion swarthy, hair and slight moustache dark, only 2 front teeth in upper jaw, black wart about the size of a pea on right temple, walks erect, of smart appearance; dress, dark jacket and vest, brown and grey striped trousers, dark cap, light shoes. CA RDIGA NSHIRE. 10.— Aberystwyth ( County).— For obtain- ing clothing and money by false pretences— RICHARD MORGAN, ags 38, height 5 ft. 4 in., complexion fair, hair light, eyes blue, cross and two dots tattooed on right arm, cross and three dots left arm ; dress, dark grey jacket suit, nearly new, blue or black peak cap. A sailor ; native of Abervstwyth. He belongs to the Royal Naval Reserve, No. 1248 K. Warrant issued. Information to Supt. Phillips, Aberystwyth. CHESHIRE. 11.— Macclesfield ( County).— For house- breaking, 12th inst., and stealing a lady's 18 ct. English lever watch, No. 54080, gold dial, four- fold gold guard with bar and ring at end, attached ; 1 gold oblong brooch, set 3 or 4 pearls ; 1 9 ct. gold curb bracelet, small heart shape lock attached ; 2 white metal watches, Swiss make, " F. Skillern " scratched inside case of one, steel chain with a three- penny piece as pendant attached ; 1 brown leather oblong purse, containing 30s.— JOHN ARCHER, alias ADAMS, age 40, height 5 ft. in., com- plexion fresh, hair brown, moustache sandy, eyes grey, mole left side of chest, 3rd and 4th right fingers contracted, 2nd, 3rd, and 4th left fingers deficient ; dress, old grey jacket, light cord trousers, dark cap. A labourer ; native of Ash- bourne, Derbyshire. He obtains employment at farmhouses. Nield, Oakmere, near Northwich. 14.— Runcorn ( County).— For stealing, 17th ult., 1 large basket; 4 half- pint cut glasses; 1 tea service, pink and white ( 20 pieces); 1 pocket knife, copper ring at end ; 2 white aprons; 1 grey shawl; 1 blue silk handkerchief; 1 cord vest, double- breasted, pearl buttons— SAMUEL LOMAS, age 30 to 35, height 5 ft. 9 or 10 in., stout build, complexion, hair and moustache dark, speaks with London accent; dress, dark guernsey, cord trousers, brown peak cap, clogs. DERBYSHIRE. 15.— Derby ( County).— For obtaining £ 1 by false pretences, 23rd ult., at Allestree— JOSEPH WHITEHOUSE, alias WILLIAMS and SMITH, age about 40, height 5 ft. 8 or 9 in., complexion fresh, hair ( slightly bald) dark; dress, navy blue jacket, light fawn vest, dark slate colour trousers, blue, amber and red striped scarf, hard felt hat, lace boots. Frequents low public houses. Warrant issued. Information to Deputy Chief Constable Airey, Derby. l&.— Eckington ( County). — For stealing, between 4th and 5th inst., at Meersbrook, a green rush bass ; 2 plasterers' trowels ( one nearly new, handle rough underneath and chipped, other much worn, handle burnt underneath) ; 1 small gauging trowel, rough handle ; 2 12- in. joint rules ; 1 10- in. rule ; 1 large whitewash brush ; 1 tool brush, nearly new ; 1 mitre ; 1 white jacket and apron— JOSEPH JONES, age about 40, height 5 ft. 7 or 8 in., complexion, hair and slight moustache, dark; dress, dark coat and vest, drab colour trousers, dark three- quarter length overcoat, black hard hat, muffler, light lace boots. DORSETSHIRE. 17.— Wimborne ( County).— For larceny, 10th inst.— HAROLD VICTOR EBBLEWHITE, age 26, height 5 ft. 5j in., complexion fair, hair and moustache light brown, eyes grey, dagger right forearm, large scar left shin, well spoken; dress, black coat and vest, light trousers, black soft felt hat, brown mackintosh. A printer ; sup- posed a native » f London. Was discharged from Dorchester prison on 9th inst., having served 14 days imprisonment for stealing a bicycle. DURHAM. 18. — Con sett ( County). — For stealing ( bailee) several watches— T H O M A S WHIT- WORTH, age about 50, height 6 ft. or 6 ft. 1 in., complexion fresh, hair and moustache grey, brand mark about the size of a five- shilling piece on right side of body ; dre3s, grey jacket and vest, brown trousers, light grey cap, may be wearing a blue grey cycling suit. ESSEX. 19.— Chelmsford ( County).— For stealing a bicycle ( recovered) — THOMAS LEWIS, age 32, height 5 ft. 3 or 4 in., slight build, complexion fair, thin face, hair light, slight moustache sandy; wearing light coloured jacket, black and white plaid cap, shoes. HAMPSHIRE. 20.— Fareham ( County). — For embezzle- ment— HERBERT EDWARD SLY, age about 40, height 5 ft. 7 or 8 in., stout build, complexion pale, flabby face, hair and moustache dark brown, rather large eyes, walks quickly, turns his feet out- wards ; dress, black or dark jacket suit, black cloth cap, lace boots with toe caps, wearing double gold albert with Freemason's jewel attached. Warrant issued. Information to Supt. Hack, Fareham. 21.— Portsmouth ( Borough).— For fraud — PHILLIP MONJOU, age 24, height 5 ft. 7 in., complexion sallow, hair dark brown, clean shaved, may be growing a moustache, eyes ( cast in left) blue ; dress, dark blue coat and vest, supposed lighter colour trousers, red, white and blue tie, light skull cap. Warrant issued. 22.— Portsmouth ( Borough).— For larceny — CHARLES HENRY BALDRY, age 17, height 5 ft. 8 or 9 in., well built, complexion dark, hair and eyes brown ; dress, light plaid double breasted jacket, black vest, brown cord trousers, blue and white neckerchief, check cap, heavy lace boots. A corn- merchant's carman. Information to the Chief Constable, Portsmouth. HER TFORDSHIRE. 23.— Watford ( County). — For stealing £ 3 10s., 3rd inst.— HARRY PAGE, age 22, height 5 ft. 3 or 4 in., complexion and hair dark, eyes grey, small mouth ; dress, dark jacket suit, white straw hat, with black band, button boots. Had with him a bicycle with plated rims. Warrant issued. Information to Supt. Wood, Watford. ISLE OF WIGHT. 24.— Newport ( County).— For stealing, 6th inst., at Totland Bay, the inner portion of a Post Office Savings Bank Book, No. 8922, issued at Andover, in name of Laura Jane Sheryer, Star Hotel, Andover, Hants, having a credit balance of £ 9 13s. lOd. — MAY WALKER, age 21 or 22, height 5 ft. 5 or 6 in., slight build, complexion fair, hair brown, slight fringe, eyes brown or blue grey, walks erect; dress, short fawn colour cloth jacket, fine black serge skirt, white straw sailor hat, with black band. An hotel waitress. £ 9 of the above was drawn by telegram at Lymington on same date. Warrant issued. Information to Supt. Ayres, Quay Street, Newport. KENT. 25.— Ashford ( County).— For leaving his children chargeable to the common fund of the West Ashford Union— ARTHUR WEBB, age 47, height 5 ft. 4 in., complexion fresh, hair ( turning grey) brown, eyes hazel. A travelling tailor. Warrant issued. 26.— Ashford ( County).— For non- appear- ance to a summons— HENRY ALFRED HINK- LEY, age 31, height 5 ft. 9£ in., slight build, complexion pale, hair dark brown, eyeB blue, slightly round shoulders, very talkative; dress, light tweed suit, black tie, light cap, light lace boots. Had in his possession a black suit, a black soft felt hat, and a brown leather portmanteau; a native of Cranbrook. Warrant issued. Information to Supt. Bailey, Ashford. LANCASHIRE. 27— Kirkham ( County) — For stealing 13s. 6d., 6th inst., at Fleetwood— A MAN, age 45 to 50, height 5 ft. 7 in., complexion dark, thin face, moustache ( cut short) dark, speaks indistinctly, half of one front upper tooth missing; dress, short light brown overcoat, black cardigan jacket, rough grey vest and trousers, cord cap, lace boots, wears a heavy gold or imitation gold Albert, long link pattern. He took lodgings stating he was a traveller for a firm of manure manufacturers. Information to Supt. Ormerod, Kirkham 28.— Bootle ( Borough).— For stealing, be- tween 1st April and 7th inst., a lady's 9 ct. gold neckchain, small links, gold heart shape pendant, with cluster of diamonds one side, attached ; 1 round silver brooch, set two rows of brilliants ; 1 18 ct. gold brooch, shape of a true lover's knot; 1 lady's 18 ct. gold ring, set turquoise ( one turquoise a slightly different shade from others) ; a quantity of white and cream coloured Honiton lace ( including a dress front V shape, and a collar), and £ 2 6s. 8d.— ELIZABETH ROBERTS, age 30, height 5 ft., complexion pale, hair red; dress, supposed black jacket, light blue dress, black sailor hat. A domestic servant. Absconded 7th inst. Will probably call at Rescue Homes of the Salvation Army. Information to the Chief Constable, Bootle. 29.— Rochdale ( Borough). — For larceny ( servant), 4th inst.— JOHN G. PARROTT, age 46, height 5 ft. 5£ in., stout build, complexion ruddy, hair ( short) and slight moustache grey. A fore- man bricksetter ; is a member of the Bricksetters' Union. Information to Chief Constable Barry, Rochdale. SO.— Warrington < Borough).— For bigamy — WILLIAM BROMLEY, age about 35, height 5 ft. 10 or 11 in., complexion dark, hair ( thin on top) dark brown, turning grey, moustache sandy, large red mark over right eyebrow, blue scar on bridge of nose, of smart appearance. A puddler or fitter, is believed to have served in the Army. Warrant issued. Information to Chief Constable Talbot, War- rington. LEICES TERSHIRE. 31.— Leicester ( Borough).— For embezzling £ 8 8s. 6d.— ARCHIBALD WILLIAMS, age 27, height 5 ft. 6 in., rather stout build, hair brown, moustache light brown, wears gold rimmed pince- nez. A clerk; native of Gorton, Man- chester. Absconded 6th inst. Warrant issued. Information to the Chief Constable, Leicester. MONMOUTHSHIRE. 32.— Tredegar ( County).— For failing to report— Licence- holder JOHN PRICE, Office No. 3039/ 00, age 53, height 5 ft. 7 in., complexion fresh, hair and eyes grey, scar left middle and fore- fingers, left thumb, back of right hand and right side of chest, mole left side of back, cast in left eye. A labourer; native of Pontypool. Sen- tenced at Presteign Assizes, 13th June, 1894, to 12 years penal servitude, for rape. Licenced 7th November, 1900, U 226. Information to Supt. A cashier, and advertising agent; native of Bradford. in speech j wears a light drab covert coat and black hard felt hat, sometimes a dark overcoat and silk hat. A native of Aberdeen. Warrant issued. 5 ft. 6£ in., complexion fresh, hair ( slightly bald on top) dark brown, heavy moustache brown, eyes blue, slightly llat- footed, tattoo marks on chest and arms representing a fox hunt, several upper teeth missing; dress, dark coat suit, black felt hat. An Inspector of the Lost and Found Property Department of the Edinburgh City Police. Has served in the Royal Highlanders. Absconded 27th ult. May endeavour to leave the country. Warrant issued.
