All announcements for insertion in the POLICE GAZETTE, and all communications relating to them} should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be talien uvon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15*. per portrait, and of 7s. 6d. per photo- graph or sketch of a stolen article. 6. Ec ery announcement, if for the apprehension of a person, must be guaranteed' by the signature of an officer of not less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. ^. Tiosrs. 7. Amuiuncements concerning stolen property must be guaranteed by an officer of not lets rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application R. ANDERSON. Editor. SPECIAL NOTICE. The following is a copy of the nider which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of j reventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1.— Printed hand- bill-, or other advertisements, offering a reward for the df « teovciy ol propert or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibite I. with ttic sanction of the Commis- sioners, on the applicatio i of private nersons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points :— ( « ) i he amount of tb e reward. ( J) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. ([ D) J. he name and address of the printer must appear thereon. 2.— No exi lession must be used in such an advertisement, in relation lo [ roperty stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularlydirected to the conditions ( a) to ( d), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE.— There are 190 Stations of the Metro- politan Police Force at which Notices can be posted. A native of London. Has served in the Army He called at a house and stated he had been sent to clean the windows. Warrant issued. 2 — K Division — For bigamy— CO ME- LIUS FOREMAN, alias GEORGE MATTHEWS, age 35, height 5 ft. 7 in., complexion fair, hair dark brown, moustache auburn, eyes ( small) blue, scar from bullet wound right wrist ; dress, dust, overcoat, black diagonal vest, blue and white striped trousers, black cap, lace boots. A builder's labourer and excavator, also a gasworker ; a native of Maidstone or Leeds, Kent. Warrant issued. 3. — M Division. — For embezzling £ 31 7s. 2d.— CHARLES WILLIAM LE MERCIEU, age 40, height 5 ft, 9 in., slight build, complexion fair, hair ( bald on top) light, eyes grey ; dress, light grey jacket suit, black hard felt hat, lace boots. A clerk. 4.— N Division.— For deserting his wife and family — JESSE DODSWORTH, age 46, height 5 ft. 6 or 7 in., stout build, complexion fair, hair light, eyes hazel, whitlow scar on right thumb. Was last heard of in the provinces soliciting orders for books. Warrant issued. MURDER. 5.— R Division.— For murder, 2nd inst. — ANTONIO SAUMARCO, aare 33, height 5 ft, 3 or 1 in., stout build, complexion fan, hair light brown, moustache dark brown, eyes brown, dimple on chin ; dress, light blue jacket suit, black bowler hat, patent leather boots, wore a heavy gold Albert with seal attached. Supposed a native of Naples. 6. — Y Division-, — For dog stealing — WILLIAM VARNEY, age 20, height 5 ft. 8 in., complexion fresh, hair light ; dress, light tweed suit and cap. A milkman ; native of Wingrave, Bucks. Has worked as a butcher. Absconded 27th ult. Warrant issued. Information to be forwarded to the Metropolitan Police Office. New Scotland Yard, S. W. BERKSHIRE. 1.— Reading ( Bo?- ough). — For stealing, 27th ult., a pair of boots ( recovered)— L. BROWN- SWORD, age 40, height li ft., stout build, blotchy face, hair and moustache brown; dress, brown coat and vest, blue trousers, black bowler hat, Had with him a small black bag, initials " L. B." or " L. C. B." thereon, containing a blue suit and fawn colour hat with broad brim, which he may be wearing. Was recently discharged from the Royal Northern Reserve Regiment. Information to Captain Henderson, Chief Con- stable, Reading. BUCKING HA MS HIRE. 8- Fenny Stratford ( Count;/).— For failing to report — Superviser MARTIN GARKITlY, Office No. 2491- 99, age 40, height 5 ft. 4 in., complexion fresh, hair grey, eyes blue, cut scar on forehead and near ball of left thumb, scar between base and wrist of right hand. A shoe- hand; native of Leicester. Sentenced at Leicester Borough Sessions 10th February, 1899, to 6 months' hard labour and 2 years police super- vision for larceny. Information to Supt. Lait, Fenny Stratford. 9.— Great Marlow ( County).— For em- bezzlement at Medmenham— JAMES COLLIER, age 33, height 5 ft. 7 or 8 in., stout build, com- plexion fair, hair light brown, eyes blue; dress, dark jacket and vest, brown cord trousers, black hard felt hat or light cap, black leather leggings, heavy nailed boots. CHESHIRE. 10.— Macclesfield { County).— For assault on police, 22nd ult.— JOHN JAMES HIBBERT, age 25, height 5 ft. 8 in., complexion fresh, hair brown, slight moustache light, of smart appearance; dress, blue serge suit, blue cap. A farm labourer ; native of Rainow, near Macclesfield. Warrant issued. Information to Supt. Downes, County Police, Macclesfield. 11. — Oakmere { County). — For stealing ( bailee), 20th ult., at Tarporley, an " Arsenal" bicycle, 2- 1 in. frame, 28 in. wheels, tangent spokes, solid section Dunlop rims, pneumatic tyres, Dunlop on front, back tyre nearly new, block chain, gear 80, rat- trap pedals, rather wide and slightly raised handle bars, no bell, brake or mudguards, shield on front " Arsenal Cycle Co., St. Albans, England," thereon — E DWARD EVANS, age about 30, height 5 ft. 9 in., com- plexion fresh, hair daik brown, clean shaved, eyes grey, crooked nose, of smart appearance; dress, usually plaid suit and cap, light lace boots. Nield, Oakmere, near Northwich. 12.— Runcorn { County).— For stealing, 17th ult., 1 large basket; 4 half- pint cut glasses ; 1 tea service, pink and white ( 20 pieces); 1 pocket knife, copper ring at end ; 2 white aprons; 1 grey shawl; 1 blue silk handkerchief; 1 cord vest, double- breasted, pearl buttons— SAMUEL LOMAS, age 30 to 35, height 5 ft. 9 or 10 in., stout build, complexion, hair and moustache dark, speaks with London accent; dress, dark guernsey, cord trousers, brown peak cap, clogs. A boatman. Warrant issued. Information to Supt. Pearson, Runcorn. DERBYSHIRE. 13.— Derby { County).— For obtaining £ 1 by false pretences, 23rd ult., at Allestree— JOSEPH WHITEHOUSE, alias WILLIAMS and SMITH, age about 40, height 5 ft. 8 or 9 in., complexion fresh, hair ( slightly bald) dark ; dress, navy blue jacket, light fawn vest, dark slate colour trousers, blue, amber and red striped scarf, hard felt hat, lace boots. Frequents low public houses. Warrant issued. Information to Deputy Chief Constable Airey, Derby. DURHAM. 14.— Con sett { County). — For stealing ( bailee) several watches— T HO MAS WHIT- WORTH, age about 50, height 6 ft. or 6 ft. 1 in., complexion fresh, hair and moustache grey, brand mark about the size of a five- shilling piece on right side of body ; dress, grey jacket and vest, brown trousers, light grey cap, may be wearing a blue grey cycling suit. A travelling watchmaker ; native of Sheffield. Has served in the army. Warrant issued. Information to Supt. Benzies, Consett. ESSEX. 15.— Chelmsford { County).— For stealing a bicycle ( recovered) — THOMAS LEWIS, age 32, height 5 ft. 3 or 4 in., slight build, complexion fair, thin face, hair light, slight moustache sandy; wearing light coloured jacket, black and white plaid cap, shoes. A sign painter and writer. Warrant issued. Information to the Deputy Chief Constable, Chelmsford. HAMPSHIRE. IQ.- f-' areham { County). — For embezzle- ment— HERBERT EDWARD SLY, age about 40, height 5 ft. 7 or 8 in., stout build, complexion pale, flabby face, hair and moustache dark brown, rather large eyes, walks quickly, turns his feet out- wards ; dress, black or dark jacket suit, black cloth cap, lace boots with toe caps, wearing double gold albert with Freemason's jewel attached. Warrant issued. Information to Supt. Hack, Fareham. KENT. 17.— Ashford { County).— For leaving his children chargeable to the common fund of the West Ashford Union— ARTHUR WEBB, age 47, height 5 ft. 4 in., complexion fresh, hair ( turning grey) brown, eyes hazel. A travelling tailor. Warrant issued. 18.— Ashford { County).— For non- appear- ance to a summons— HENRY ALFRED HINK- LEY, age 31, height 5 ft. 9£ in., slight build, complexion pale, hair dark brown, eyes blue, slightly round shoulders, very talkative ; dress, light tweed suit, black tie, light cap, light lace boots. Had in his possession a black suit, a black soft felt hat, and a brown leather portmanteau; a native of Cranbrook. Warrant issued. Information to Supt. Bailey, Ashford. LANCASHIRE. 19.— Kirkham { County). — For stealing 13s. 6d., 6 th in St., at Fleetwood— A MAN, age 45 to 50, height 5 ft. 7 in., complexion dark, thin face, moustache ( cut short) dark, speaks indistinctly, half of one front upper tooth missing; dress, short light brown overcoat, black cardigan jacket, rough grey vest and trousers, cord cap, lace boots, wears a heavy gold or imitation gold Albert, long link pattern. He took lodgings stating he was a traveller for a firm of manure manufacturers. Information to Supt. Ormerod, Kirkham LEICES TERSHIRE. 20. — Leicester { Borough). — For house- breaking, 25th ult., and stealing £ 13 7s. 6d.— TWO MEN, 1st, age 21, height 5 ft. in., com- plexion fair; dress, light fawn colour Norfolk jacket, dark trousers, billy- cock hat. 2nd, age 21, height, 5 ft. 4 in., sharp features, of Jewish appearance ; dress, dark navy blue jacket suit, black billy- cock hat. 21.— Leicester { Borough). — For stealing 8s. ( by trick), 24th ult.— JOHN BUSWELL, alias COUNCILLOR, and TOWNEY, age about 55, height 5 ft. 10^ in., slight build, square shoulders, hair and moustache ( turning grey) dark, eyes grey, scar on right temple, stoops when walking, usually carries a stick ; dress, dark coat suit, hard felt hat.— WILLIAM PYERS, alias PYE, age 42 to 45, height 5 ft. 4 or 5 in., thin face, red and blotchy, long moustache light, stoops when walk- ing, wearing a three- quarter length dust coat, and hard felt hat; a native of Manchester. They attend race meetings, fairs, & c. Warrant issued. 22.— Leicester { Borough).— For embezzling £ 8 8s. 6d.— ARCHIBALD WILLIAMS, age 27, height 5 ft. 6 in., rather stout build, hair brown, moustache light brown, wears gold rimmed pince- nez. A clerk; native of Gorton, Man- chester. Absconded 6th inst. Warrant issued. Information to the Chief Constable, Leicester. MONMOUTHSHIRE. 23.— Pontypool { County).— For failing to report— Licence- holder WILLIAM POMFRAY, alias WILLIAM HUMPHREYS, Office No. 3275- 00, age 2G, height 5 ft. in., complexion sallow, hair brown ( thin on top), eyes hazel, little toe right foot amputated at third joint, brown mole right cheek, anchor tattooed front of left forearm, and blue line back of left forearm, four blue dots between left thumb and forefinger, blue dot between right thumb and forefinger. A labourer ; has worked in stone quarries ; native of Newport, Monmouth. Sentenced at Monmouth Assizes 19th February, 1897, to 5 years penal servitude for burglary. Licenced 1st December last. SX270. NOR THAMPTONSHIRE. 24.— Peterborough { City).— For stealing, 3rd inst., a red and brown mixture tweed jacket suit, " Tansley," stitched inside jacket lining— A MAN, who gave the name of BELL, age about 40, height about 5 ft. 4 in., com- plexion sallow, thin face, hair ( turning grey) and whiskers ( about 3 weeks' growth) dark, may now be clean shaved, bad teeth ; dress, dark jacket suit, black and white tie, black hard hat, brown lace boots. Stated he was a traveller for a soap company. Information to Chief Constable Lawson, City Police Office, Peterborough. SHROPSHIRE. 27.— Oswestry { County).— For failing to appear to a summons, for larceny — JOHN PEPLOE HUGHES, age 12, height about 4 ft., complexion fair, hair light brown, eyes blue, has six toes on left foot; dress, grey jacket, cord knickers, light cap, lace boots. NOR THUMBERLA ND. 2ro.- Berwick- on- Tweed { Borough).— For stealing, 26th ulK, a bicycle ( recovered)— THOMAS SLATCHER, aliag FRANK BLACK- BURN, age 22i, height 5 ft. 4J in., complexion dark, hair dark brown, eyes hazel, flag, cross and Ada Peet front of chest, Betsy Blardsley, 1873, and 2 crosses right forearm, Eliza Bryon and other marks left forearm ; dress, dark drab colour suit, silk muffler, brown cap. A miner; native of Collwick, Notts. Is a deserter from the King's Own Scottish Borderers. Warrant issued. Information to Head Constable Nicholson, Ber- wick- on- Tweed. STAFFORDSHIRE. 28.— Longton { County).— For assault on police— JO UN EVANS, alias TRILBY, age 26, height 5 ft. 8 in., complexion dark, hair and moustache black, eyes ( sunken) dark, cut on face ; dress, dark suit and cap.— SIDNEY EVANS, age 30, height 5 ft. 7 or 8 in., slight build, com- plexion fair, hair light, clean shaved; wearing grey coat and light cap. Colliers; natives of Longton. Warrants issued. 29.— Longton { County).— For obtaining 2s. by false pretences— J. H. WALKER ( supposed false), age 55 to 60, height 5 ft. 4 or 5 in., com- plexion fair, small features, hair ( turning grey) dark, beard grey, eyes dark, wears glasses ; dress, dark morning coat, dark grey trousers, black alpaca cap with peak, light lace boots, square toes. He represented that he was a newspaper agent. Warrant issued. Information to Supt. Oakden, Longton. 30 — Walsall { Borough).— For obtaining money by false pretences, about 14th ult.— W. H. JACKSON, age 27, height 5 ft. 5 or 6 in., com- plexion fair, hair light brown, eyes grey; well dressed. An herbalist and chemist. Has been previously convicted at Birmingham, South Shields, and Bristol. Warrant issued. Information to the Chief Constable, Walsall. 31.— Wolverhampton { Borough).— For failing to notify his change of residence on April 25th, 1901 — Licence- holder GEORGE KING, alias FREDERICK KERMANand FREDERICK ADAMSON, Office No. 1026- 01, age 41, height 5 ft. 6 in., complexion fresh, hair ( bald on top) light brown, eyes blue, scar centre of forehead, above outer angle left eye, below lobe of left ear, back left little finger, part of a mermaid, Maltese cross, aud anchor tattooed front of left forearm. A labourer ; native of Great Grimsby. Sentenced at Great Yarmouth Quarter Sessions, July 5th, 1897, to 5 years penal servitude for burglary. Licenced April 19th, 1901. Information to Capt. DEVONSHIRE. 32. — Devonport { Borough). — Sentenced, 6th inst., to 1 month imprisonment for larceny— JAMES PRICE, alias WARMINGTON, age 24, height 5 ft. 6J in., complexion fresh, oval face, hair dark brown, eyes brown, E. C. W. M. tattooed on right forearm, anchor on left forearm ; dress, dark coat ana vest, blue ( military) trousers, old grey cap, military boots. States he is a native of Southampton. Is well acquainted with prison discipline and is believed to have been previously convicted. Supposed to have served in the Berk- shire Regiment and the Royal Marine Light Infantry. 33. — Devonport { Borough). — Sentenced, 6th inst., to 1 month imprisonment for stealing lead ( recovered), and to 14 days for damage to police cells — GEORGE SUMMERS ( supposed false), age 25, height 5 ft. 7 in., complexion fresh, thin face, long nose, hair light brown, eyes grey, skull and cross bones tattooed on left forearm, female and Lily on right forearm. States he is a native of Bridgwater. Is well acquainted with prison discipline and is believed to have been previously convicted. Photograph may be seen on application. FLINTSHIRE. 34.— Holywell { County).— Committed for trial at next assizes, charged with highway robbery and indecent assault — GEORGE WH1TTINGHAM, age 23 ( looks younger), height 5 ft. 2 in., complexion fair, hair light brown, eyes blue, 2 cut marks across right eyebrow, upper front teeth irregular ; dress, black morning coat, brown velvet vest, blue serge trousers, brown cap, lace boots.
