All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken noon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified, i. In all cases where a reward is offered, the name and address of some person responsible for the payment must be gicen, and the c. cact conditions must be clearlstated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen properly will be inserted at a cost of 15s. per portrait, ami of Is. 6d. per photo- graph or sketch of a stolen article. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a numler. and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to h inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all eases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so us to be rcceirid not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must he clcarly written on one side of the paper only ; they must be in the usual form, anil accompanied by a covering letter. 12. All payments must be in advance, either at the office, Aew Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post, Office. 13. Announcements concerning property lost or persons missing can only be accepted on. payment, and the charges for the insertion of the same will be given on application. R. ANDERSON, Editor. SPECIAL NOTICE. The following is a copy of the older which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1.— Prints hand- bills, or other adveitisements, offering a reward for the discovery ol property or the detcetfwr of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibite 1. with the sanction of the Commis- sioners, on the applicatio I o£ private persons, or ol' the Police of aDy County or Borough, must be clearly expressed in relation to the following points :— ( « ) i he amount of the reward. ( 5) The child it ions on which it is payable. ( c) The name and address of the person by whom it will be paid. ( rf) • he name and address of the printer must appear thereon. 2.— No exmcssion must be used in such an advertisement, in relation to | roperty stolen, or criminally taken or disposed of, holdiue out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularlydirected to the conditions ( a) to ( d), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE .— There are 190 Stations of the. Metro- politan Police Force at which Notices can be posted. Warrant issued. 3.— G Division.— For stealing £ 30, 8th inst.— ARTHUR CRISP, alius ARCHIE STAN- LEY, age 22, height about 5 ft. 7 in., complexion fair, haii' light brown, eyes grey, mole on one cheek ; dress, green single- breasted reefer jacket suit, black overcoat with cuffs, new grey soft felt hat. Supposed a native of Kings Lynn. No. 271 or 339 D on the brooch, gold cut down setting, safety chain attached ; other smaller, silver setting, can be used as brooches) ; and £ 50, including 2 £ 10 and 4 £ 5 Bank of England notes— ALBERT MIRAGLIO, an Italian, age 23, height 5 ft. in., complexion dark, sallow skin, hair black, eyes ( sunken) dark, high forehead; dressed as a waiter, with dark single- breasted overcoat, velvet collar, cap. May- endeavour to leave the country. 8.— P Division.— For housebreaking, at East Dulwich, 4th inst.— FREDERICK WHITE, alias HARRY GOODFELLOW and JOYCE, age 20, height 5 ft. 7 in., complexion sallow, hair and eyes brown, scar right forearm and right lower abdomen ; dress, dark grey tweed Norfolk suit, black hard felt hat. A native of London.— EDWIN JOHN ROBERTS, age 17, height 5 ft. 4 in., complexion and hair dark, full eyes, pimples on face, mole above right groin ; dress, cord suit, scotch cap, pink shirt, grey socks. A native of Falmouth. Brown, Poole. 17.— Wlmborne { County).— For falsifica- tion of accounts— WALTER HOUSE, age 36, height 5 ft. 6 in., complexion fresh, hair and moustache dark brown; dress, Norfolk jacket, green shade, fine grey cord knickers, long grey mackintosh, plaid lining, cap, supposed brown leggings and boots. A dairy manager ; native of Bere Regis. Well known at Southampton, Ports- mouth, and London. Warrant issued. Supposed a conjurer.— FLORENCE PENNY, alias GRANT, age about 40, height 5 ft. 2 or 3 in., hair dark, eczema on face; dress, black dress, black figured blouse, dark grey cloak with high collar, or dark cape, green felt hat with black trimming, very thick dark brown veil. They take lodgings at first- class boarding houses, obtain goods and clothing of tradesmen, and decamp. Previously convicted at Yarmouth. Had in their possession a new brownish mixture tweed ulster, a new rever- sible travelling rug, green ground, blue one side, yellow check the other ; 4 framed sketches ( including one " Rough Sea at Portland") and 12 unframed sketches (" Porteshead and Bristol," " Waiting for the Tide," " Old Mill on the Danube," Poole Harbour," " Inveran," " Holder- ness, Bournemouth," " Weymouth Bay, Sandsfort Castle," " Studland from Cliff, Bournemouth," " Holderness Road, Bournemouth," " Scaurie Harbour," " Corn Field," " Small Sunset." B." engraved on one side, " From Billy" written on other; 1 greenish grey jacket, single breasted, usual pockets, maker " Tnomas" on tab; 1 oxidised steel watch, No. 10352 on dial, 921488 on movement, maker Dent, London, chipped between figures 12 and 1 ; 1 gold chain, curb pattern, and sovereign case with monogram " H. L." engraved thereon, and small gold locket with monogram " H. M." thereon attached ; 1 blue cloth Melton overcoat, single- breasted, usual pockets, blue and white lining, velvet collar, maker supposed " Bartels" on tab, " H. Mackay" in ink under tab— A MAN, age about 35, height 5 ft. 10 or II in., square shoulders, complexion rather sallow, hair and slight moustache brown, of military appearance ; dress, short dark jacket, light trousers, dark cap, blue Melton overcoat, velvet collar, and a gold curb pattern chain. Has been employed as a labourer; sometimes works as a painter. Stays at common lodging houses. Information to Supt. Hawkins, Aldershot. 25.— Portsmouth ( Boroughi).- For leaving his wife and children chargeable to the common fund of the Portsea Island Union— GEORGE COX, age about 32, height 5 ft. 5 or 6 in., com- plexion fair. HEREFORDSHIRE. 26.— Ross { County).— For wilful damage and stealing, 28th ult., at fretire, 2 silver Wyandotte pullets, 1 Plymouth Rock hen, 1 do. cockerel— BYRON JOHNS, age about 25, height 5 ft. 7 or 8 in., complexion dark, hair dark brown, slight moustache dark; dress, grey coat, brown vest, cord trousers, cap. A gipsy ; native of Forest of Dean, Gloucestershire. Had with him a mule and cart, and was accompanied by his wife and child. Warrant issued. Information to Supt. Jordan, Ross. HERTFORDSHIRE, 37.— Hertford ( County). — For larceny— EDWIN FRANKLIN, age 32, height 5 ft. 4 in., complexion fresh, thin features, hair and slight moustache dark, eyes brown ; dress, dark brown check jacket, cord trousers and vest, old boots. A native of Bishops Stortford. Warrant issued. Information to Supt. Shore, Hertford. 28. — Ware { County). — For an indecent assault— NORM AN DAYIES, age 38, height 5 ft. 7i in., complexion pale, hair ( turning grey) dark brown, eyes brown: dress, dark tweed jacket suit, black melton overcoat, black hard felt hat. Has been employed as medical officer in charge of an Inebriates Home at Buntingford. Absconded 2nd inst. Warrant issued. Information to Supt. Duke, Ware. 29.— Watford { County). — For obtaining £ 2 3s. 8d., by a worthless cheque— W. S. CHAP- MAN, age about 35, height about 5 ft. 10 in., complexion, hair and eyes dark ; wearing dark grey mackintosh, black tie, black hard felt hat, carried an umbrella. Supposed a native of War- wick. He called at a grocer's, ordered goods to be sent to his lodgings, and in payment presented a cheque for more, than the amount and received the balance. Is believed identical with W. S. CHAPMAN, Case No. 43, 8th inst. Warrant issued. Information to Supt. Wood, Watford. ISLE OF WIGHT. 30.— Newport { County). — For obtaining, 26th September last, a banker's cheque for £ 16 Is., by fraud— FRANK BROWNE, age 30, height 5 ft. 10 in., slight build, complexion sallow, hair dark, eyes blue; wearing fawn- colour three- quarter overcoat, black hard felt hat, brown boots or shoes. KENT. 31.— Tonhridge { County).— For larceny and embezzlement— WILLIAM STEVENS, age 31, height 5 ft. 9 or 10 in., slightly round shoulders, complexion fresh, hair ginger, eyes brown, stoops, knock- kneed, turns his feet out- wards, several upper teeth deficient; dress, brown livery overctat, grey suit, brown cap, lace boots. Styles, Tonbridge. 32.— Ramsgate { Borough).— For stealing, between 7th and 8th inst., from the ship " Thames " off Ramsgate, a lady's silver watch, engraved back, floral wreath on dial, gold hands, out of repair ; 1 small link silver chain ; 1 gold ring, " G. H. F.," engraved on shield— JAMES CONNELLY, age 21, height 5 ft. 3 or 4 in., complexion fair, hair light, speaks with Scotch accent, burn scar right elbow ; dress, old grey tweed suit, skull cap, lace boots, carried a white kit bag containing a blanket.
