All announcement* for insertion in the POLICE GAZETTE, and all communications relating to them, should he addressed to THE EDITOB OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will he inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to he taken uvon them by another force. 3. Particulars as to stolen property will he likewise inserted in one issue, if sufficient to enable the article in question to he thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the pay merit must be given, and the exact conditions must he clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will he inserted at a cost of 15 « . per portrait, and of 7s. & d. per photograph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed hy the signature of an officer of not less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. L T I O S T S . 7. Announcements concerning stolen property must be guaranteed hy an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to he apprehended tri' of stolen property bear a number, and, as far as practicable, they are alphabetically arranged hy counties. 9. The force which causes particulars concerning delinquents or stolen property to he inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should he forwarded so as to he received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or hy Post Office Order, payable at Parliament Street. Post Office. 13. Announcements concerning property lost or persons mi* sing can only he accepted on payment, and the charges for the insertion of the same will he given on application. R. ANDERSON. Etluor. SPECIAL NOTICE. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing sucli notices, on account of their not being in accordance with the regulations in force in the Metropolis :— 1.— Printed hand- bills, or other advertisements, offering a reward lor tne discovery propeit. or the detection ot crime, whether printed and issued by the ivl etropolitan Police, or distributed and exhibite I. with tne sanction of the Commissioners, on the applicatio I of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points :— ( « ) J he amount of the reward. ( A) The conditions on which it is payable. ( e) The name and address of the person by whom it will be paid. ( d) xhe name and address of the printer must appear thereon. 2.— No exorcssion must be used in such an advertisement, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularlydirected to the conditions ( a) to ( d), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( e). Such notices are not distributed. NOTE.— There are 190 Stations of the Metropolitan Police Force at which Notices can he posted. A jeweller's counterman ; native of London. Warrant issued. 2.— B Division.— For stealing, 17th ult., a mahogany box, 9 in. by 6 in., containing a Post Office Savings Bank book, No. 9136M, in name of Grace Albury, and a number of letters " and telegrams— NORAH CAMPBELL, age 43, height 5 ft. 1 in., complexion fresh, hair ( turning grey) dark brown, eyes hazel ; dress, black skirt and jacket,' black straw sailor hat, black veil. She takes lodgings, representing that she is a hospital nurse ; a native of Hertfordshire. Is identical with MABEL WILBERFORCE, alias RACHAEL SMITH, Office No. 563 M. 3.— M Division.— For obtaining £ 100 by false pretences— WILLIAM JOHN DRAYCOTT, age 30, height 5 ft. 6 in., complexion fair, hair dark brown, eyes grey, usually clean shaved ; dress, dark grey suit, black soft felt hat. He opened an estate agent's office, and induced a person to accept the position of manager, from whom he obtained the above amount as a deposit. Warrant issued. 4.— N Division.— For embezzling £ 6 lis., 14th ult.— PERCIVAL WILLIAM JENNINGS, age 17 ( looks older), height 5 ft. 8 in., slight build, complexion fresh, sharp features, hair and eyes dark, cut scar on upper lip and under right nostril, of smart appearance; dress, dark lounge suit, long light brown overcoat, black bowler hat. A provision dealer's porter. Warrant issued. 5.— N Division.— For embezzling £ 2 18s., 5th December last— WILLIAM STARRIE, alias WILLIAMS, age 27 ( looks older), height 5 ft., complexion and hair dark, eyes brown, of Jewish appearance; dress, black overcoat, dark suit, black soft felt hat. A native of Kingsland, London. Has been employed as a collector to a window cleaning company. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. BERKSHIRE. 6. — Reading ( Borough). — For larceny, 19th ult. WILLIS, alias SCAN WILLIS, age 40, height 5 ft. 7 or 8 in., complexion fresh, hair and moustache brown, peculiarity in one eye ; dress, dark shabby clothes and cap, wearing neckerchief. Is well known in the West of England.— ALBERT HIBBS, age about 28, height 5 ft. 11 in., slight build, hair dark brown, clean shaved; dress, brown double- breasted jacket and vest, dark trousers, brown cap, dark neckerchief. BUCKINGHA MS HIRE. 7.— Beaconsfield { County).— For embezzlement at Chalfont St. Peter's— GEORGE RANSOM, age about 30, height 5 ft. 8 or 9 in., complexion fresh, hair, moustache, and small side whiskers sandy. A journeyman butchei ; supposed a native of Sittingbourne, Kent. Warrant issued. Information to Inspector Pearman, Beaconsfield. 8.— Mar low ( County).— For stealing 11th ult., a pair of coachman's livery boots, size 8, plain black leather, white webbing tabs, hand sewn, button straps. — EDWARD HARDING, age 20 to 22, height 5 ft. 5 in., complexion pale, face and large red nose blotchy, hair brown, eyes blue, scars on arms and legs ; dress, grey tweed stable suit and cap. Terry, Braintree. 15.— Chelmsford ( County).— For burglary, 12th ult., and stealing an old double- case silver Geneva hunter watch, No. 25982, maker ( supposed) Loveday, Chelmsford, imitation gold chain and guinea; 1 briar pipe, short straight stem, black mouthpiece, silver band; 1 meerschaum cigar holder, imitation Turk's head, in black case, mouthpiece deficient; 1 gardener's buck- horn handle knife, " Long" on blade ; 1 dark drab cap, lining yellow— SAMUEL GLEDHILL, age 20, height 5 ft. 3J in., complexion fresh, thin pale face, hair ( inclined to curl) light brown, eyes blue, QVR 97, 10 blue dots and cross left forearm, 3 on right arm, cut scar near left eye ; dress, short dark mixture jacket, old light cloth trousers, ragged at bottoms, old boots, and the stolen cap, which is too large ; a native of Leeds. Ib.— Southend- on- Sea ( County).— For stealing, 12th ult., at Rochford, a diamond frame pneumatic safety bicycle, black enamelled nickelplated handle bars, brake, spokes, and cranks, silver heart- shape plate on head, " The Arsenal, St. Albans, Herts.," thereon, 28 by If in. wheels, Dunlop tyre covers, Brooks's patent saddle, no mudguards— A MAN, age about 22, height about 5 ft. 7 in., complexion pale, hair light brown, slight moustache light, rather long nose; dress, black jacket and vest, dark grey trousers, black hard felt hat, appearance of a clerk. HEREFORDSHIRE. 17.— Ledbury ( County).— For assault and night poaching, 23rd Dec.— ROBERT CALE, age 20, height 5 ft. 6 in., complexion sallow, long face, high cheek bones, hair light, eyes grey; dress, dark jacket and vest, cotton cord trousers, grey cap, strong lace boots. A hop string worker.— FRANK CALE, age 26, height 5 ft. 8 in., complexion fresh, hair light, eyes grey, bridge of nose has been broken; dress, dark jacket and vest, grey trousers and cap, strong lace boots. A carpenter and joiner. Natives of Ledbury. Warrant issued. Information to Supt. Phillips, Ledbury. LANCASHIRE. 18.— Liverpool ( City).— For failing to report— Licence- holder ARTHUR BOWEN, alias ARTHUR EVANS, THOMAS BOWEN JONES, HENRY BANCROFT BOWEN, HENRY P. SHERRINGTON, JOHN JONES, and H. Sentenced at Carnarvon Quarter Sessions, 20th October, 1898, to 3, 3, and 3 years penal servitude ( concurrent), for obtaining money by false pretences ( 3 charges). Released from H. M. MONMOUTHSHIRE. 19.— Newport ( Borough).— For stealing, 10th ult., a vest and a pair of trousers, blue square plaid with green stripes ; and on 16th ult., a silver Geneva watch, '• Yhnill" engraved on inside case — A MAN, who gave the name of WILLIAM COX and ANDERSON, age 50 to 55, height 5 ft. 6 or 7 in., stout build, complexion fresh, hair brown, heavy grey moustache and eyebrows, bracelet tattooed on one wrist; dress, brown plaid suit, thick double- breasted overcoat, velvet collar, black bowler hat, lace boots. He takes lodgings, stating he is a ship's officer, and that he is to be paid off the following day. Warrant issued. Information to the Head Constable, Newport. PEMBROKESHIRE. 20. — Haverfordwest ( County). — For embezzlement— GEORGE TRAVERS, age about 30, height 5 ft. 6 or 7 in., complexion fresh, hair ( cut short) and moustache light brown, eyes ( supposed) blue ; dress, shabby brown suit, black bowler hat. STAFFORDSHIRE. 21.— Tunstall ( County).— For stealing £ 359 — ANNIE JAMES, age 20, height 5 ft. 2 or 3 in., complexion pale, hair light brown, eyes blue ; dress, blue dress, brown mackintosh with brown velvet collar, brown and white feather necklet, black sailor hat ( slate colour band with white stripes), lace shoes. SUSSEX ( East). 22. — Hastings ( Borough).— On commitment warrant for assault — JOHN PENFOLD, age about 40, height 5 ft. 8 or 9 in., complexion, hair, moustache, and eyes dark; dress, old brown suit, blue cap, black or blue and white spotted neckerchief. A rag and bone gatherer and fish hawker ; native of Hastings. Information to the Chief Constable, Hastings. SUSSEX ( West). 23.— Steyning ( County).— For stealing, 18th ult., at Southwick, 6 cwt. of old iron ( recovered) — ALFRED JEFFREYS, age 24, height 5 ft. 4 or 5 in., slight build, complexion fair, hair and slight moustache brown, eyes blue, abscess scar back of neck ; dress, old light suit and cap ( trousers worn at bottoms), old lace boots.— JOHN ENGLISH, age about 26, height 5 ft. 5 or 6 in., stoops, complexion fair, hair brown, eyes hazel ( blinks); dress, old brown overcoat, grey trousers worn at bottoms, black hard hat, lace boots Both are rag and bone gatherers. WILTSHIRE. 24.— Chippenham ( County).— For embezzling £ 14 18s. 4d., llth December, 1899, at Box— WILLIAM FREDERICK ROGERS, age about 40, height 5 ft. 4 or 5 in., complexion fresh, hair brown, close beard and moustache ( may now be clean shaved), eyes blue or grey, quick smart manner, usually well dressed. Was employed as manager of a grocery and baking business, and may be similarly employed. Supposed known in the Channel Islands. See Case No. 57, 29th December, 1899. Warrant issued. Information to Supt. Daly, Chippenham. 25.— Swindon ( County). — For obtaining food and lodgings by false pretences, 19th ult.— A MAN, who gave the name of E. C. STEWART, age 25 to 30, height 5 ft. 10 or 11 in., complexion dark, hair ( wavy on forehead) dark brown, clean shaved, bruise on left cheek, large head and feet, very talkative ; dress, dark plaid jacket with 2 small holes on left shoulder, and vest, blue serge trousers, black bowler hat, black satin tie, woollen gloves with pink lining, lace boots, carried a silk umbrella. He represented that he was a draughtsman at the Great Western Works. Absconded 21st ult. Warrant issued. Information to Supt. Robinson, Swindon. YORKSHIRE ( West Riding). 26.— Pontefract ( County).— For obtaining £ 50 by a worthless cheque on the North and South Wales Bank, Ltd., Market Branch, Liverpool, 16th ult. — GEORGE HARRISON ( supposed false), age about 35, height 5 ft. 8 in., complexion sallow, high cheek bones, hair ( bald on top) light brown, clean shaved, eyes blue, first and second right fingers deficient; dress, dark brown three- quarter overcoat, black coat and vest, dark grey striped trousers, red and green tartan tie, muffler, black felt hat, button boots, wore a double gold Albert and a diamond ring. LANCASHIRE. 28.— Liverpool ( City).— Committed for trial at next assizes for shoplifting— SAMUEL GOLDBERG, alias DAVIS COHEN, SAMUEL GILBERG, & c., age 26, height 5 ft. 4 in., complexion fair, hair ( curly) light brown, eyes hazel. A Polish Jew.— SIMON MORGAN, age 23, height 5 ft. 7 in., complexion fresh, hair dark brown, eyes blue grey. A Polish Jew. — ESTHER ROSE MORGAN, age 27, height 4 ft. 10 in., complexion fresh, hair brown, eyes dark brown, mole on right cheek. A Polish Jewess. The two latter cannot speak English. Found in their possession an 18 ct. gold repeating chronograph kejless watch, No. 188742 inside case; 1 18 ct. gold double chain, Prince of Wales pattern, £ 2 piece attached ; 1 small gold crab- shape pendant; 1 gold screw stud, set 9 diamonds, large diamond in centre ; 1 18 ct. gold double snake- pattern ring, head of each snake set diamonds : 1 gold single- stone diamond ring, claw setting; 1 gold enamelled Maltese cross, " I n hoc sign o vinces" on one side, " KSHTWSST " on other, a knight's helmet on top; 1 pair sleeve links made of two gold American 3- dollar pieces and dumb- bells. OXFORDSHIRE. 29.— Oxford ( County).— Remanded till 9th inst., charged with breaking open an alms box, at Iffley.— FRANK DICKENSON ( supposed false), age 37 to 40, height 5 ft. 5 in., complexion fresh, hair ( turning grey) dark, moustache light brown, Roman nose, pointed chin, of smart appearance ; dress, dark grey jacket suit and cap, dark tie, lace boots; states he is a native of Preston, Lanes. Has served in the Lancashire Fusiliers. Information to the Chief Constable of Oxfordshire, Oxford. ,50.— Portsmouth ( Borough).— For stealing a considerable sum of money— ALBERT EYRE, age 45, height 5 ft. 5 in., complexion sallow, hair brown, moustache and imperial dark, eyes grey; dress, black overcoat, dark suit, grey cap. Is a colour- sergeant of 1st Battalion Royal Rifles Reserve Regiment, from which he is a deserter. May endeavour to leave the country. He left Portsmouth, 8th ult., accompanied by A WOMAN, age 23 ( looks older), height 5 ft. 5 in., stout build, complexion sallow, hair ( short) dyed auburn colour, 1 front upper tooth deficient; dress, black skirt and cape, round sealskin hat. Information to the Chief Constable, Portsmouth. LANCASHIRE. £ 20 REWARD. 31 — Liverpool ( City).— For stealing a considerable sum of money, 11th ult.— HENRY B. HODGSON, age about 25, height 6 ft,, slight build, complexion fair, thin face, hair brown, clean shaved, wears glasses; dress, blue or black square- cut jacket and vest, grey check trousers, 32.— Abergavenny ( County).— For embezzling £ 83 — ALEXANDER SEYMOUR HOLMES, age 26, height 5 ft, 9 or 10 in., complexion pale, long thin features, prominent nose, hair light brown, clean shaved, of smart appearance ; dress, dark jacket and vest, light tweed breaches, brown leather leggings'and boots, light colour Newmarket mackintosh, black hard hat. A bank clerk; native of Cinderford, Gloucester. May endeavour to leave the country. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Davies, Abergavenny. round hat.
