All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should he addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken uvon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. o. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a eost of 15 « . per portrait, and of 7s. 6d. per photo- graph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. LTIONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not lets rank than Inspector, or analogous thereto. 8. Aniwuncements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to he inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the • next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be w/ wlly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than mum on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office. Aew Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. In certain case3 questions have arisen as to the payment for photographs applied for by Police Forces under Home Ollice circular of l- ith March, 1897. The Regist rar of Habitual Criminals is therefore authorised by the Secretary of State to say that, in any ordinary case, a photograph is not necessary to enable his Department to identify a prisoner, the measurements and finger prints being sufficient for the purpose ; but if a photo- graph is applied for, or if, in any rare case, it should be required to complete the identification, the cost will be charged to the Police Force interested. LANCASHIRE. 21.— Chorley ( County).— For stealing a pair of boots ( recovered) and a sleeved vest— JAMES GREEN, age 18, height 5 ft. 1 in., complexion sallow, hair ( rather long) black, large head, appears to be of weak intellect; dress, sleeved vest, dark trousers, grey scarf, clogs. A farm labourer. Information to Supt. Norris, Chorley. 22 — Rochdale ( Borough).— For obtaining money by false pretences, 1st inst.— CHARLES ANDERSON, alias FREDERICK GEORGE WILLS, & c., Office No. 2962- 98, age 26, height 5 ft. 6 in., complexion dark, hair dark brown, eyes brown, false upper teeth ; wears a dark grey over- coat with large buttons, black hard felt hat, stand- up collar, dark bow tie, tan gloves, carried an umbrella. He calls on licenced victuallers, & c., stating that he is authorised to collect on behalf of the Ragged School authorities, who are about to give an entertainment to the children, and produces a small pocket, book in which the subscriber enters the amount of his contribution. Information to Inspector Hope, Deddington. 26.— Banbury ( Borough).— On commitment warrant for non- payment of bastardy arrears— HARRY PROFFITT, age 20, height 5 ft. 6 in., complexion fresh, hair and eyes brown. SHROPSHIRE. 27 — Osvsestry ( County). — For stealing, 26th ult., a dark brown rough cloth double- breasted waistcoat; 1 blue, black and white silk handkerchief; 1 do., various colours, with red and white spots— JOE , age about 25, height 5 ft. 3 in., complexion pale, hair, moustache and side whiskers brown, legs deformed below knees, turns his feet outwards when walking; dress, new blue pilot double- breasted jacket, dark brown corduroy trousers, dark peak cap, dark blue neckerchief with white stripe, lace boots, and stolen vest. Carried 2 bundles, containing G. W. R. porter's old corduroy jacket, and dark cloth jacket. Warrant issued. Information to Supt. Lewis, Oswestry. SOMERSETSHIRE. 28.- Bridgwater ( Borough).— For steal- ing, 20th ult., a silk umbrella, brown stick with rough knob, chased silver band, rather worn— H. FORD, age 60, height 5 ft. 1 in., stoops, slight build, hair, whiskers and moustache grey, walks with short quick steps, very talkative; dress, black coat and vest, brown overcoat, velvet collar, grey trousers, black bowler felt hat. A travelling watch and clock repairer. May have with him the following articles en- trusted to him for repairs: 1 lady's silver Geneva watch, plain face, gold hands, M. S." on outside case, " M. Selman " on inside do.; 1 small gold chain, locket attached; 1 lady's silver Geneva watch, No. 54783, figures encircled with gold, gold hands; 1 nearly new American lever watch ; 1 gold signet ring, set bloodstone ; 1 silver- plated pencil case. Sentenced at Stafford Assizes, 10th December, 1891, to 12 years penal servitude for wounding. Licenced 1st ult. R. 453. Information to Supt. Barrett, Lichfield. SUSSEX ( East). 30.— Hastings ( Borough).— For stealing, between 1st and 4th inst., a lady's small gold Geneva watch, gold dial, black figures, chased back with shield, " E. R." supposed scratched thereon— HARRY WILLIAMS, age 20 to 25, height 5 ft, 8 or 9 in., complexion fair, full round face, hair very light; dress, rough dark serge jackct and vest, grey trousers, blue striped muffler, soft felt hat, Represented that he was a carpenter in the employ of the London County Council. Was employed as manager of a boot and shoe business, and may seek similar em- ployment ; native of London. Absconded 30th ult.
