THE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, JANUARY 4, 1901. VOL. XVIII., No. 1776. REGULATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OP THE POLICE GAZETTE, NEW SCOTLAND YABD. LONDON, S. W. » 2. Particulars eonaerning persons whose apprehension is sought will be insetted in one issue of the POLICE GAZETTE, if they arc sufficient to enable action to be taken uvon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15.*. per portrait, and of 7s. fid. per photo- graph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is required to be inserted' and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on tlu- ir apprehension or recovery, at truce transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of at*/ announcement urill be wholly responsible for any proceedings which may result from such jmbHeation. 11. Announcements for the Friday issue should be forwarded so as to he received not later than noon on Wednesday, and for the. Tuesday edition not later than Saturday morning. Tht y must be clearly written on one side of the paper only ; they must be in the usual form, a nd accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on- payment, and the charges for the insertion of the same icill be given on application. R. ANDBBSON. Editor. Supposed a native of Yorkshire. Warrant issued. 2.— E Division.— For forging and uttering endorsements on postal orders — ISAAC SAMUELS, age 1- 1, height 4 ft. Id in., complexion, hair ( long) and eyes dark, broad Jewish features ; dress, brown jacket suit, black hard felt hat or peak cap, lace boots. Warrant issued. 3.— E Division.— For obtaining £ 3 by false pretences— WILLIAM MORDELL, age 45, height 5 ft. 6 in., complexion dark, hair, beard, and moustache very dark ( turning grey); dress, dark morning coat and vest, grey striped trousers, silk hat. A cigar merchant. Warrant issued. 4.— T Division.— For horse stealing— CYRIL BLACKWELL CUTLER, age 32, height 5 ft. 8 in., complexion fair, hair light brown, eyes blue, mole right elbow, scar on ball of left thumb; wearing blue overcoat, velvet collar, light brown soft felt hat, brown gaiters and boots. He travels the provinces, calls on clergymen, and obtains money by stating he is a horse dealer, and that he is in distress. Warrant issued. 5.— y Division.— For fraud and falsifica- tion of accounts— HARRY MANN, an insurance collector, late of Wimbledon; age 22, height 5 ft. 10 in., complexion fair, hair light brown ; dress, blue serge jacket and vest, light trousers, P. and 0. cap., Warrant issued. CHESHIRE. 7.— Liscard { County).— For stealing, 13th ult., a " New Howe" pneumatic safety bicycle, head lock damaged and part of same on head lug broken off, Clincher B tyres ( back tyre patched outside), flat handle bars, cork grips, rat- trap pedals, slightly bent, brake attached — W. H. HOWARD, age about 32, height 5 ft. 7 or 8 in., complexion fair ; dress, light covert coat, light trousers, black hard felt hat. Warrant issued. Information to Supt. McDonald, Liscard. 8. - Middle wich { County).— For stealing a silver English lever watch, No. 5852; 1 white metal watch guard, curb pattern; and a brown leather purse containing 12s.— WILLIAM MOSS, alias LANGLEY, age 19£, height 5 ft. 3J in., complexion fresh, hair brown, eyes blue, scar on back of head. Is a deserter from the 122nd Battery Royal Field Artillery. Warrant issued. Information to Supt. Large, Middlewich. DEVONSHIRE. 9.— Exeter { County).— For obtaining £ 8 by a worthless cheque, and fraudulently obtaining food at Exmouth, between 25th and 31st October last— EDWARD AUGUSTUS BISHOP, age about 30, height 5 ft. 3 or 4 in., complexion fair, hair light, rather heavy moustache sandy ; dress, dark coat, blue and white striped vest, dark trousers, hard felt hat, wearing a gold chain with locket, photograph of lady on one side, " My wife" written in ink on other. He presents cards with " E. Bishop, Pianoforte Maker and Importer, Willesden Lane, N. W.," thereon, stays at hotels, and calls at music shops. Was accompanied by A MAN, age 22, height 5 ft. 1 or 2 in., complexion dark, round features, hair ( inclined to curly) and slight moustache dark. Warrant issued. ESSEX. 10 .— Southend - on - Sea { County). — For embezzling £ 5, 15th ult. — WILLIAM GRUNDY, age 22, height 5 ft. 8 in., complexion fresh, hair light brown, slight moustache light, eyes blue, carries his head slightly forward, walks badly; dress, blue serge jacket suit, blue cloth yachting cap. A aative of Southend- on- Sea. Warrant issued. Information to Supt. Simmonds, Southend- on- Sea. 11.— Thorpe- le- Soken { County).— For stealing £ 14 4s. at Frinton; a lady's old silver lever watch, silver dial, gold hands and figures, No. 9083, A 93" scratched inside case, " silver Albert with tassel at end attached — HARRY SNELLING, age about 30, height 5 ft. 8 in., com- plexion fresh, hair dark brown, slight moustache light, eyes blue, one leg has been broken, pimples near nose and mouth, very deaf; dress, black jacket and vest, dark striped trousers, blue cap. Biggs, Dursley. 13.— Gloucester ( County).— For stealing £ 7 14s.— HENRY ALLEN ( supposed false), age 21, height 5 ft. 6 in., complexion fresh, hair ( short) light, eyes blue, H. A., ship, and sword or gun left arm, scar left side of neck ; dress, dark jacket and - vest, light grey cap with ornamental top, old military boots. States he is a native of Cardiff. HAMPSHIRE. 14.— AItiers hot { County). — For stealing £ 181, 20th ult.— WILLIAM McLAUGHLIN, age 37, height 5 ft. 9 in., complexion fresh, hair black, moustache dark, eyes brown, O. S. H. M., crown and stars tattooed on left forearm, heart and sword right forearm, swinging gait, addicted to drink, has a habit of twirling his moustache, or rubbing his hands when talking ; wearing ( when last seen) a dark overcoat and black bowler hat. Is a colour- sergeant of the 1st Royal Home Counties Reserve Regiment. Information to Supt. Hawkins, Aldershot. 15.— Portsmouth [ Borough). — For em- bezzling £ 7 6s. 6d.— JAMES ROBERTSON, age about 40, height 5 ft. 6 or 7 in., complexion fresh, hair ( nearly bald) dark brown, moustache light; • dress, new black overcoat, light check tweed suit, red tie, brown cap, lace boots. Jacobs, County Police Office, Canterbury. » 20.— Canterbury { City).— For leaving his wife and children chargeable to the common fund of the Canterbury Union— GEORGE ELLERTON, age 27, height 5 ft. 5 in., complexion fair, hair dark, moustache ginger, eyes hazel, right fore- finger deformed, ruptured right side, carries his right shoulder lower than left. ' 2\.— Tunbridge Wells { Borough).— For stealing, 26th ult., from a boarding- house, a lady's old- fashioned silver hunter watch, " Examined by Dent, Cockspur Street," engraved on inner case, crest ( stag's head) on outer case, engine- turned case, much worn ; 1 brooch of gold cross bars, gold balls at each end ; 1 brown morocco purse, lined crimson water silk ; 1 lady's gold watch, flowered case, gold dial, inner case much dis coloured ; 1 long gold cable pattern brooch; 1 long gold neck chain, small link pattern ; 1 lady's small gold ring, set 10 or 12 turqnoise ; 1 lady's gold ring, set 5 small diamonds; 1 do., rather large single stone diamond ring; 1 lady's gold watch, chased back ; 1 gold chased oblong locket, plain centre ; 1 jet brooch ; 1 gold curb pattern do.; 1 gold chain, rope pattern ; 1 plain gold cross, l£ in. long; 1 gold expanding bracelet; 1 15 ct. gold bracelet, ball edges ; 1 silver coin brooch ( supposed a 5 cent, piece) ; 1 round gold brooch, raised rose in centre; 1 lady's gold cable ring ; 1 pair gold earrings, set rubies; 1 gold horseshoe brooch ; 1 old gold brooch, " A. J." in raised gold letters on front, place at back for hair— A MAN, age about 23, height 5 ft. 5 or 6 in., complexion pale, broad face, broad flat nose, thick lips, hair dark, clean shaved, large eyes ; dress, black coat and vest, black ( tight fitting) trousers, black overcoat, light tweed hat, patent leather shoes. LANARKSHIRE. 22.— Hamilton ( Burgh).— For stealing 1 £ 50 and 10 £ 10 Russian notes, 22nd ult. — JOHN PASSAN, a Pole, age about 30, height 5 ft. 7 or 8 in., complexion fair, hair and moustache ( turned up at ends) very light, speaks fairly good English ; dress, dark coat and vest, light tweed trousers, light colour waterproof overcoat, black felt hat. Has been employed as a carpenter and joiner. Absconded 22nd ult. Not to be arrested out of the United Kingdom. Information to Chief Constable Millar, Hamil- ton. LANCASHIRE. 23. — Liverpool { City). — Licence- holder JOHN WILLIAMS, Office No. 1978- 00, Case No. 24, 2nd November last, not to be arrested. 24. — Preston ( Borough). — For stealing £ 1 10s., 20th Nov., and other sums of money on different dates, amounting to £ 100 — JOHN JACKSON, age 23, height 5 ft. 5 in., complexion pale, hair dark brown, clean shaved, eyes grey, of delicate appearance ; dress, blue serge jacket suit, black billycock hat, tan colour boots, may be wearing a long black or short green shaded overcoat. A clerk; native of Preston. Absconded 7th ult. May endeavour to leave the country. Information to Major Little, Chief Constable, Preston. MONMOUTHSHIRE. 25.— Newport ( Borough). For stealing £ 9, 6th ult. — ARTHUR LIGHTFOOT, age about 20, height 5 ft. 6 or 7 in., complexion and small mous- tache dark ; dress, dark vest with sleeves, black trousers, light check cap, brown boots blacked over. An hotel boots; native of P^ xeter. Has been employed at Bridgend, Clifton, Bristol, and Weymouth. Warrant issued. Information to Head Constable Sinclair, New- port. NOTTINGHAMSHIRE. 26.— Worksop { County).— For stealing 3 new pairs of lady's boots ( 1 pair brown lace, with toecaps; 1 pair black button, with plain square toes ; 1 pair lace, with toecaps), all glaced kid and size 4 — HERBERT WILSON, age about 35, height 5 ft. 6 or 7 in., complexion very pale, hair ( thin) black, eyes hazel, bow- legged ; dress, dark suit, black bow tie, black hard felt hat. Was employed for a few days as a moulder. He calls on tradesmen and asks that goods may be sent to his lodgings on approval. Is believed a travelling thief. Was accompanied by his wife, age about 28, height 5 ft. 6 in., and a boy, age 3 years. Absconded 5th ult. Warrant issued. Information to Supt. Brown, Worksop. OXFORDSHIRE. 27.— Deddington ( County).— For disobey- ing a bastardy order— ARTHUR BIGGE, age 27, height 5 ft. 10 or 11 in., complexion fresh, hair dark brown, eyes grey. A shoe laster ; native of Earls' Barton, Northamptonshire. Warrant issued. Information to Inspector Hope, Deddington. SHROPSHIRE. 28.— Osi'Jestry ( County). — For stealing, 26th ult., a dark brown rough cloth double- breasted waistcoat; 1 blue, black and white silk handkerchief; 1 do., various colours, with red and white spots— JOE , age about 25, height 5 ft. 3 in., complexion pale, hair, moustache and side whiskers brown, legs deformed below knees, turns his feet outwards when walking; dress, new blue pilot double- breasted jacket, dark brown corduroy trousers, dark peak cap, dark blue neckerchief with white stripe, lace boots, and stolen vest. Carried 2 bundles, containing G. W. R. porter's old corduroy jacket, and dark cloth jacket. Warrant issued. • Information to Supt. Lewis, Oswestry. 29.— Wellington { County). — For stealing ( bailee), 27th Nov., a spirit level ( recovered)— JAMES POPE, alias THOMAS JONES, age 40 to 45, height 5 ft. 6 or 7 in., hair brown, large moustache and close cropped beard sandy, of good address; dress, light cloth jacket and vest, cord trousers, dark blue serge cap, lace boots. A fancy tile layer ; native of Broseley. May be found at common lodging houses. Warrant issued. Information to Chief Supt. Edwards, Welling- ton. STAFFORDSHIRE. 30. — Longton ( County). — For larceny ( bailee), 1st Nov.— JOHN PERCIVAL HILL, alias HARRY CLIFFORD, age 27, height 5 ft. 6J in., complexion rather pale, hair and slight moustache light, eyes blue, shuffling gait, very talkative; dress, blue serge suit, dark dust coat, Scotch plaid cap, lace boots. A comedian ; native of Dublin. Warrant issued. Information to Supt. Bakewell, Longton. SUFFOLK. 31.— Ipswich { Borough).— For embezzling £ 13 12s., 30th Nov.— JOSEPH CAMP, age 35, height 5 ft. 8 or 9 in., slight build, complexion pale, thin face, hair very dark, clean shaved, eyes sunken, prominent nose, stoops slightly; dress, dark suit, dark soft felt hat. A club steward. Warrant issued. Information to Lieut.- Col. Russell, Chief Constable, Ipswich. SUSSEX ( East). 32.— Eastbourne ( Borough).— For stealing ( bailee) a black vicuna vest and trimmings—< A MAN, who gave the name of — SOLOMON, a Jew, age 35 to 40, height about 5 ft. 8 in., com- plexion sallow, hair, moustache and short whiskers black; dress, fawn colour three- quarter covert coat, dark blue , or black jacket and vest, two pairs of trousers ( 1 dark blue, other black diagonal), plaid cap, light lace boots. A tailor. Absconded 19th ult. Warrant issued. Information to Major Teale, Chief Constable, Eastbourne. 33. Hastings ( Borough). — For stealing, 30th Nov., a lady's silver watch, open face, silver dial with gold rim, glass broken ( half missing); 1 lady's ditto, gold hands and figures, flowers round dial; 1 gentleman's silver watch, open face, gold hands, black figures, had attached a gold Albert chain, several small links and 1 long link alternately, broken at one place and tied with black cotton, gold seal at end— ELIZABETH SMITH, age 20, height about 5 ft. 2 in., slight build, face freckled, hair light, front teeth badly decayed; dress, white sailor hat with green band, black double- breasted jacket, speckled buttons ( several missing), black skirt, large blue and white apron, heavy lace boots. A travelling flower hawker. Warrant issued. 34.— Hastings ( Borough)— For stealing, 17th ult., a inavy blue serge jacket,: lined black silk, black bone buttons ; 1 large dark blue and cream coloured silk wrap ; 1 pair of grey lambswool pants— COLIN CAMPBELL, age 35 to 40, height 5 ft. 7 or 8 in., broad shoulders, complexion fair, hair sandy, clean shaved, eyes grey, slight twitch in right eye, front upper teeth deficient, slight impediment in speech, right boot laces nearly to the knee, walks with a crutch and stick; dress, brown mixture coat and vest, dark trousers, blue cap with shiny peak, turned down collar, black tie, imitation diamond pin, bandage round neck under collar, lace boots, silver ring on one right finger, thick imitation gold ring on one left finger. Stated he had served in the Gordon Highlanders, and that he had been wounded in South Africa. Warrant issued. Information to the Chief Constable, Hastings. 3 SUSSEX ( West). 39.— Steyning ( County).— On commitment warrant for non- payment of 13s. fine and costs imposed for stealing growing celery at Washington, 18th ult.— MALCOLM- McPHAIL, age 38, height 5 ft. - 1 in., complexion fair, hair and moustache brown, eyes hazel, two abscess scars left side of neck, left big toe deficient; dress, old black morning coat, light trousers, light scarf, black hard felt hat, old lace boots. A tramping blacksmith ; native of Glasgow. Absconded 22nd ult. Information to Supt. Hooper, Steyning. WARWICKSHIRE. 40.— Warwick ( County). — For obtaining two watches by false pretences — A MAN, age about 40, height 5 ft. 7 or 8 in., complexion pale, hair and slight moustache light brown, eyes blue; dress, black single- breasted overcoat, grey trousers, black hard hat, carried a slate- coloured mackintosh, and handbag. He represented that he was a watch repairer. Warrant issued. Information to Supt. Ravenhall, Warwick. WILTSHIRE. 41.— Chippenham { County). — For non- payment of maintenance arrears — HENRY HEAVEN, age 50, height 5 ft. 6 or 7 in., com- plexion fresh, hair dark brown, moustache ginger, eyes grey, birthmark under left jaw, scar on fore- head, left forefinger stiff. A quarry man ; native of Corsham, Wilts. Supposed to have gone to Wales; may be found working in a coal mine or at builders' yards. Warrant issued. Information to Supt. Daly, Chippenham. WORCES TERSHIRE. 42.— Kings Heath ( County).— Yon stealing, 18th ult., at Kings Norton, a heifer ( recovered) — WALTER CORNWELL, alias BAKER and CONWAY, age 23, height 5 ft, 5 in., complexion fresh, hair brown, eyes grey, right forefinger deformed ; dress, black jacket, corduroy trousers, black hard hat. A groom ; native of Alcester. Has been previously convicted of sheep stealing. Information to Supt. Chare, Kings Heath. 43.— Stourport ( County).— For deserting his wife and family, leaving them chargeable to the Martley Union— ALFRED THOMPSON, age 40, height 5 ft. 6 or 7 in., hair and heavy moustache brown, limps slightly, wearing a truss; dress, dark suit.
