TI03XTS. 1 All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. , 4. In aU cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15s. per portrait, and of 7s. 6d. per photo- graph or sketch of a stolen article. 4k Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name cf such person is required to be inserted and no warrant is in force against him, the inquisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which, may result from such publication. 11 Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, amd for the Tuesday edition iwt later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost, or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. E. ANDERSON, EdiUr. SPECIAL NOTICE. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1.— Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commis- sioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points :— ( « ) The amount of the reward. ( b) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. ( d) The name and address of the printer must appear thereon. 2.— No expression must be used in such an advertisement, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularlydirected to the conditions ( a) to (< 2), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE.— There are 190 Stations of the Metro- politan Police Force at which Notices can be posted. Victoria Street, Westminster, to any person giving such infor- mation as will lead to the apprehension and conviction of the thief and recovery of the property, or in proportion to the amount recovered. Information to the Metropolitan Police Office, New Scotland Yard, S. W., or to any Police Station. [ Insert name and address of the Printer.] It is to be specially noted that all printed Bills or Circulars forwarded to the Metropolitan Police Office for posting or dis- tribution, whether offering rewards or otherwise, should have the Printer's name and address thereon, as required by the Act 32 and 33 Vic., cap. 24 ( see second Schedule re- enacting sec. 2 of 2 and 3 Vic., cap. 12). Warrant issued. 2.— W Division.— For larceny ( servant)— THOMAS TITE HOPKINS, age 40, height 5 ft. 5 in., complexion sallow, hair black, scar on nose : dress, blue serge Buit ( double- breasted jacket). CITY OF LONDON. 3.— For misappropriation of trust money— VINCENT JOSEPH ELDRED, late of Redcliffe Square, Earl's Court, and Queen Victoria Street, age 50, height 5 ft. 9 in., complexion dark, hair and heavy moustache black ( turning grey). A solicitor. Absconded in June, 1899. Warrant issued 4.— For embezzlement— ARTHUR WRAMP- LIN, late of Lawrence Road, Upper Edmonton, age 20, height 5 ft. 4 to 6 in., complexion dark, blotched face ; dress, dark brown jacket suit, black felt hat or dark cap. A clerk. Warrant issued. 5.— For obtaining credit to the amount of £ 94 lis. lOd. by fraud— RICHARD HARVEY, late of 28 Finsbury Pavement, E. C., age 35, height about 5 ft. 6 in., complexion fair, hair and stubby moustache light, eyes light blue ; wearing when last seen, black frock coat, white straw hat with black band, brown boots, sometimes wears a square top hard felt hat. Has traded as the Hertford Engineering Co., Ltd., Ware, and at Huntingdon. Warrant issued. 6.— For absconding from his bail, charged with receiving a quantity of furs — ALEXANDER FISHMAN, late of 25 Walden Street, Commercial Road, E., age 34, height 5 ft. 5 in., complexion sallow, hair and small moustache dark, eyes hazel; dress, dark jacket suit, black hard felt hat. CORNWALL. 9 •— Launceston ( County).— For house- breaking, 14th ult., and stealing a gold scarf pin, 1 navy blue cap, and about £ 8 8s.— EDWARD VICTOR TAYLOR, alias SANDERCOCK, age 15, complexion fair, hair light brown ; dress, dark grey suit, navy blue cap, lace boots. A native of London. Has been employed at a farm, on pro- bation from Ware Reformatory School. Is well known at Stratford, Essex, and at Ware. Information to Supt. Nicholls, Launceston, or to Inspector Smallcombe, Camelford. CUMBERLAND. 10. - Whitehaven ( County).— For leaving his wife and children chargeable to the White- haven Union— JOHN COWAN, alias McGOW, and JACK McGRATH, age 31, height 5 ft. 5 in., stout build, complexion fresh, hair and moustache light brown, eyes blue, addicted to drink; dress, light jacket and vest, white moleskin trousers, cap, clasped clogs. A colliery blacksmith ; native of Whitehaven. May seek employment as a labourer on public works. Warrant issued. Information to Supt. Kelly, Whitehaven. DERBYSHIRE. 11.— Eckington ( County).— For obtaining food, lodgings, and money, by false pretences— HENRY GOODWIN, alias GIBBONS, DAY, CLARK, and BIG HARRY, age 66, height 5 ft. 74 in., very stout build, weight 18 to 20 stones, complexion pale, oval face, hair, moustache, and eyes grey, 2 small coal scars left forearm, 1 on right arm and centre of nose, long scar top of head, mole left side of face, nose deformed; dress, brown coat, grey vest and trousers, grey cap. A collier ; native of Notting- ham. He obtains lodgings by representing he is an Army Reservist, and states he has come into a large snm of money through the death of a relative. May represent himself as an innkeeper. Has been previously convicted in Derbyshire. Nottinghamshire, and Yorkshire. Photograph can be seen on application. Warrant issued. Information to Supt. DORSETSHIRE. 14.— Weymouth ( Borough).— For stealing, 6th inst., a 9 ct. keeper ring, surrounded with hearts; 1 do. buckle ring, maiden hair fern pattern ; and 6s.— WILLIAM JOHN JONES, age about 27, height 6 ft. Oj in., hair ( curly on forehead) light brown, clean shaved, eyes ( bloodshot) dark, cut scar centie of chin, feet deformed, bruises on legs, walks erect; dress, dark blue or black ( short) coat, brown vest, dark brown trousers with black stripes, light brown cap, nailed boots. May seek employment at collieries. Has served in the Army. Warrant issued. Information to Chief Constable Eacock, Wey- mouth. DURHAM. 15.— Durham ( City).— For obtaining £ 6 10s. by false pretences, 17th ult.— GEORGE HEADE HOPPER, alias GEORGE HOPPER, EDWARD DIXON, and HARRY SULLIVAN, age about 25, height 5 ft. 7 or 8 in., complexion fair, hair light brown, clean shaved, eyes grey ; dress, light grey jacket suit, black felt hat with broad brim or light check peak cap, turn down collar, light tie. A professional runner or barman. He called at a public bouse and represented that he kept an hotel at Thornaby- on- Tees, and asked for a telegraph form, which he filled up. Shortly afterwards he received a telegram stating money sent, on the strength of which he obtained the above sum. Previously convicted at Bishop Auckland, North London Sessions, Dundee, and Glasgow, of fraud and larceny. Scottish Criminal Register No. 253- 00. May be found in the company of betting men. Frequents billiard rooms. Warrant issued. Information to Chief Constable Smith, City Police, Durham. ESSEX. 16.- Brentwood ( County).— For stealing, 22nd ult., a gold chain ( recovered)— A MAN of colour, age 28, height 5 ft. 11 in., hair ( curly) black, thick lips, deep crack in bottom lip ; dress, black coat and vest, " No. 7798" and " j. V. N." on sleeve lining, dark trousers, white straw hat, patent leather kice boots. Stated he was a news- paper correspondent and a Baptist minister. Information to Supt. Allen, Brentwood. 17 - Chelmsford ( County). — Absconded, 2nd inst., from the Essex Industrial School, Chelmsford — ALBERT MARDEI. L, age 16, height 4 ft. 1 U in., hair light. Mother resides at Hertford.— FREDERICK JOHNSON, age 12, height 4 ft. 6 in., complexion swarthy, hair dark. Mother resides at Luton.— BERTIE CODD, age 14, height 4 ft. 6 in., hair light. Mother resides at Harwich. Information to the Deputy Chief Constable, Chelmsford. 18 — Saffron Walden ( County). — On commitment warrant for non- payment of £ 1 3s. fine and costs, imposed for using indecent language— GEORGE SHEPHERD, age 25, height 5 ft. 5^ in., hair brown, eyes hazel. A labourer or fish hawker. 19. — Saffron Walden ( County) — For stealing £ 2 Is. 6d.— HARRY TATUM, age 26, height 5 ft. 51 in., complexion fair, hair and slight moustache light, eyes blue, wooden right leg; dress, light fawn coloured suit, light cap. GLA MORGA NSHIRE. 20.— Cardiff ( Borough).— For failing to report— Licence- Holder JOHN SULLIVAN, Office No. 2173- 00, age 41, height 5 ft. 9 in., complexion fresh, hair brown, eyes light hazel, J., dot, and brown mark right forearm, scar left eyebrow, large hairy birthmark right hip. Sentenced at Central Criminal Court on 10th September, 1894, to 7 years penal servitude for robbery. Licenced 8th August last. S. U. 216. Warrant issued. 23.— Swansea ( Borough).— For obtaining food, lodgings, boots, and money by false pre- tences— JACOB CALDER, a man of colour, age 24, height 5 ft. 6 or 7 in., strong build, hair ( curly) black, large flat feet, speaks good English, is fond of talking about pugilists ; dress, dark jacket, pepper and salt colour trousers, black and white plaid cap. GLOUCESTERSHIRE. 24.— Bristol ( City).— For stealing a lady's silver Geneva watch, No. 56648 ; J silver Geneva watch ; 1 lady's 9 ct. gold Albert, very fine links; and about £ 4 — SIDNEY SMITH ( supposed false), age about 24, height 5 ft. 8 in. complexion fresh, long thin face, prominent nose, hair brown, slight moustache light, cut scar right side lower lip ; dress, dark blue coat and vest, dark striped trousers, navy blue muffler, check cap. Is believed to be a travelling thief and card sharper. Warrant issued. Information to the Chief Constable, Bristol. HAMPSHIRE. 25.— Lyndhurst ( County).— For stealing a bicycle ( recovered)— ARTHUR ELVEY, age 21 or 22, height 5 ft. 5 or 6 in., complexion and hair dark, clean shaved; wearing brown Norfolk jacket, white tie, brown cap — FRANCIS J. PERIGRINO, a man of colour, age 30, height 5 ft. 10 in., is well educated. Represents himself to be a preacher. Native of South Africa. Warrant issued. 26.— Lyndhurst ( County).— For obtaining, by false pretences, 17th ult, a horse ( recovered) — H. JACKSON, age 35 to 40, height 5 ft. 9 or 10 in., complexion fresh, hair and moustache dark ; dress, blue serge suit, light brown over- coat, brown soft felt hat. A horse dealer ; stated he belonged to London. Warrant issued. Information to Supt. Courtney, Lyndhurst. HERTFORDSHIRE. 27.— Hitchin ( County).— For stealing, 3rd inst., at Baldock, a mare ( recovered) — J. LUCHURST, age about 26, height. 5 ft. 5 in., complexion fresh, hair brown, slight moustache light, mutton chop whiskers light brown ; dress, dark jacket, pepper and salt colour trousers, light large plaid vest, light plaid cap or black hard felt hat, brown boots, imitation gold chain ( double links). Appearance of a groom. Warrant issued. Information to Deputy Chief Constable Reynolds, Hitchin. 28 — St. Albans ( City). — For larcenv— MARY CLARKE, age 39, height 5 ft., complexion fresh, hair brown, eyes blue, rather high cheek bones; dress, black skirt, black laced bodice, yellow lining, black or black and white straw hat. A native of Aylesbury. Had with her a girl age 11. and a boy age 7. Warrant issued. Information to the Head Constable, St. Albans. KENT. 29.— Canterbury ( County). — For mis- appropriating the sum of £ 315— ALBERT ROW- DEN WEATHERLEY, age about 50, height 5 ft. 7 or 8 in., complexion fresh, hair dark brown, eyes hazel, usually wears a grey suit. A native of Whitstable. May endeavour to leave the country. Warrant issued. Information to Supt. Jacobs, County Police Office, Canterbury. 30.— West Mailing County). — Escaped from custodv at Yalding, having been arrested for assault on Police— ROBERT PERFECK, alias BOKO, age about 28, height 5 ft. 9 in., complexion, hair and moustache dark, bruised near right eye ; dress, dark shooting coat, supposed dark trousers. A native of Bexley Heath. Warrant issued. 31.— West Malling ( County). — For an assault, causing grievous bodily harm, at East Peckham, 25th ult. — DAISY OLDEN, alias SULLIVAN and WEBB, age about 30, height about 5 ft., complexion fresh, hair light brown. Has been employed as a deputy at a lodging- house ; native of Notting Dale. Warrant issued. Information to Supt. Hoare, West Mailing. 32.— Canterbury ( City).— For stealing £ 16 — FREDERICK JOHN COLLINS, age 30, height 5 ft. 67, in., complexion pale, hair and moustache sandy, eyes grey. A cook ; native of Chelsea. Is a deserter from the 3rd East Kent Regiment. Absconded 18th ult. Information to Chief Constable Farmery, Canter- bury. Al— Tunbridge Wells ( Borough).— For embezzlement and fraud— WILLIAM C. BOX- SHALL, age 21, height 5 ft. 10 in., slight build, complexion pale, hair dark brown, slight mous- tache dark may be wearing a heavy brown false moustache), eyes hazel; dress, usually black frock coat, tweed trousers, black hard felt hat. An auctioneers clerk. Will probably endeavour to leave the country. Warrant issued. Information to Chief Constable Prior, Tunbridge Wells. LANCASHIRE. 34.— Hurst ( County).— For carnally knowing a girl under 16— THOMAS MILLER, age 32, height 5 ft. 3 or 4 in., complexion fresh, hair and moustache light, peculiar twitching of eyes, swinging gait, wearing black clothes and hat. Hewitt, Hurst, near Ashton- under- Lyne. 35.— Blackpool ( Borough).— For stealing a dark brown leather bag, 28 in. by 16 in., strap at each end, with initials " E. J." in gilt, containing a set of military brushes, marked " In memory of R. W. S."; 2 razors in case, by Rodgers, Sheffield; 1 or 2 razors in cases; 1 case, con- taining slips, " Compliments of J. W. Timms" thereon ; 1 shaving glass ; 1 canvas strop ; 1 leather do.; 1 do., with canvas bag; a number of ties ; 1 green box containing about 20 ties, studs in lid; 1 square green box, marked " Collars," con- taining collars, 5 or 6 pairs of braces; 1 cardboard box, containing pipe6; 1 button stick, marked " 10th Hussars " ; 8 or 11 silk handkerchiefs, old- fashioned patterns ( some white) ; several shaving brushes; a number of letters, & c.— WILLIAM CROSSLAND, age about 35, height 5 ft. 6 or 7 in., dark moustache, 2 or 3 upper teeth missing, north country accent; dress, black suit, black bowler hat. A waiter. Warrant issued. 36.— Blackpool 1 Borough).— For stealing, 22nd ult., a lady's silver Geneva watch, No. 4361, gold fingers, flowers on dial; a heavy silver curb Albert, silver medal with gold centre, initials " M. S. R. Y. L." thereon, attached — THOMAS GALLAGHER, age about 18, height 5 ft. 4 in., slight build, complexion sallow, hair black, very red lips, of Jewish appearance, stoops ; dress, greenish jacket suit, green tie with red stripes, dark plaid cap, kid boots. Warrant issued. Information to Chief Constable Derham, Black- pool. 37 — Oldham ( Borough). - For failing to report — Licence holder EDWARD BRIGGS, Office No. 2062- 00, age 33, height 5 ft. 4± in., complexion sallow, hair dark brown, eyes blue, scar left cheek and left eyebrow, two scars from left forefinger, a French polisher; native of Huddersfield. Sentenced at Manchester Assizes, 18th April, 1898, to .'! years penal servitude for possessing coining implements. Licenced 30th July last. Y. 160. Information to the Chief Constable, Borough Police, Oldham. 38.— Rochdale ( Borough).— For embezzle- ment in June and July last — THOMAS PEAR- SON, age 45, height 5 ft. 5 or 6 in., stout build, complexion ruddy, hair and beard dark brown, eyes grey, springing gait ; dress, navy blue suit, black billycock hat, shoes ; had in his possession a black worsted suit. A collector and canvasser. Warrant issued. 39.— Rochdale ( Borough).— For larceny MARY GRADY, alias GRALEY, age 41, height 5 ft. 24 in., complexion sallow, hair and eyes brown ; dress, brown skirt, old black satin bodice, brown and white plaid shawl.
